Hubungan Antara Dana Alokasi Khusus dan Kompetisi Politik dengan Kualitas Jalan di Indonesia = The Correlation Between Special Allocation Funds and Political Competition with Road Quality in Indonesia

Tesis ini bertujuan untuk mengetahui bagaimana hubungan desentralisasi dari sisi fiskal maupun politik dengan kualitas infrastrukur jalan Kabupaten/Kota di Indonesia dalam rentang waktu 2011-2018. Hasil penelitian menunjukkan bahwa secara statistik, DAK tidak berdampak signifikan terhadap perbaikan kualitas jalan kabupaten yang rusak. Namun, arah korelasi antara rasio DAK dan rasio jalan rusak sesuai ekspektasi yaitu berhubungan negatif. Peningkatan rasio jalan rusak yang tetap terlihat, diduga karena pemerintah saat ini lebih fokus pada pembangunan fisik jalan sehingga pemeliharaan jalan masih belum optimal. Perubahan kebijakan alokasi DAK menjadi Proposal Based juga menjadi salah satu faktor yang berpengaruh. Namun menariknya, kompetisi politik ditemukan berhubungan negatif dengan peningkatan rasio jalan rusak, mengindikasikan bahwa kompetisi politik mampu memperbaiki kualitas pelaksanaan anggaran di penyediaan infrastruktur jalan. Secara umum, tingkat persaingan politik pada level kabupaten cukup kuat dan merata hampir di seluruh provinsi This thesis aims to determine the relationship between decentralization from a fiscal and political perspective with the quality of road infrastructure in the districts of the Indonesian region in the 2011-2018 timeframe. The results showed that statistically, DAK did not significantly impact the quality of damaged roads. However, the correlation between DAK ratio and damaged roads ratio is in line with expectations, which is negatively related. The visible improvement of damaged roads ratio, is presumed because the government is currently more focused on the physical construction of roads, so that road maintenance is still not optimal. The change in the allocation policy to Proposal Based is also indicated to be one of the influencing factors. Nevertheless, interestingly the political competition was found to be negatively related to the improvement of damaged roads ratio, indicating that political competition was able to improve the quality of budget execution in road infrastructure provision. In general, the level of political competition at the district level is strong and evenly distributed in almost all provinces. |
