Dalam rangka menaikkan daya saing ekspor produk kulit, Pemerintah memberikan kebijakan berupa kemudahan dalam mengimpor bahan baku untuk diproduksi menjadi barang dengan tujuan ekspor, yang disebut Fasilitas Kemudahan Impor Tujuan Ekspor (KITE). Kebijakan KITE yang diberikan pada Industri Kulit diharapkan dapat mengatasi permasalahan yang terjadi pada Industri Kulit, yaitu mengenai kontinuitas bahan baku. Atas kemudahan yang diberikan dalam fasilitas ini, diharapkan dapat mengatasi permasalahan yang terjadi pada Industri Kulit yang nantinya akan berpengaruh juga terhadap harga dari produk kulit yang tujuannya diekspor akan lebih bersaing. Penelitian ini akan membahas implementasi Kebijakan KITE atas Industri Kulit serta hambatan yang dihadapi dalam implementasi. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif dan teknik pengumpulan data berupa studi kepustakaan dan studi lapangan yang dilakukan dengan wawancara mendalam. Hasil penelitian ini menunjukkan bahwa implementasi Kebijakan KITE atas Industri Kulit belum cukup efektif, karena terdapat hambatan-hambatan yang belum diselesaikan secara optimal. Akibatnya masih banyak perusahaan Industri Kulit yang belum menggunakan fasilitas ini.
In order to increase the competitiveness, the Government provided a policy in the form of easing importing raw materials to be produced into goods for export purposes, which is called “Fasilitas Kemudahan Impor Tujuan Ekspor (KITE)”. The KITE Policy given to the Leather Industry is expected to overcome the problems that occur in the Leather Industry, which is the continuity of raw materials. The convenience provided by this incentive is expected to be able to overcome the problems that occur in the Leather Industry, which will also affect the prices of leather products in which its purpose to be exported. This study will discuss the implementation of KITE Policy for the Leather Industry and the obstacles faced in its implementation. This study uses a qualitative approach with descriptive design dan data collection techniques such as library research and field studies which is conducted with interviews. The results show that the implementation of KITE Policy for the Leather Industry have not been really effective, because there are obstacles that have yet to be resolved optimally. As a result, there are still many companies in the Leather Industry that have not use this incentive. |
