Usaha Mikro dan Kecil (UMK) merupakan pelaku ekonomi yang mendominasi di Provinsi DKI Jakarta. Namun, UMK masih menemukan kendala terkait permodalan. Kredit Usaha Rakyat hadir sebagai solusi atas kendala permodalan serta memberdayakan pelaku UMK. Penelitian ini memiliki tujuan untuk mengetahui bagaimana implementasi kebijakan KUR dalam rangka pemberdayaan usaha mikro dan kecil (UMK) di Kecamatan Setiabudi, Kota Jakarta Selatan. Penelitian ini menggunakan teori Integrated Implementation Model yang dikemukakan oleh Winter. Teori tersebut bersifat hybrid sehingga analisis dilakukan secara top-down dan bottom-up. Penelitian ini menggunakan pendekatan post positivist. Data yang diperoleh berasal dari data primer berupa wawancara mendalam bersama beberapa narasumber dan data sekunder berupa studi kepustakaan. Hasil penelitian menunjukkan bahwa implementasi kebijakan KUR dalam rangka pemberdayaan Usaha Mikro dan Kecil (UMK) di Kecamatan Setiabudi, Kota Jakarta Selatan belum berjalan secara optimal. Implementasi KUR sudah mencakup koordinasi dan komitmen dalam perilaku organisasi dan antarorganisasi yang terlibat; bentuk manajemen berupa sosialisasi serta pelatihan kompetensi serta pola kerja penyalur KUR; serta birokrat level bawah sudah berkompetensi. Kelompok target kebijakan, yaitu pelaku UMK, menunjukkan respon positif dan negatif yang dilandasi oleh faktor internal pelaku UMK serta faktor eksternal yaitu kondisi pandemi COVID-19 di Indonesia. Namun, implementasi KUR masih belum bersinergi terkait data dengan bantuan permodalan lain serta penggunaan KUR yang belum sepenuhnya tepat guna The Micro and Small Enterprises (MSEs) are the dominant economic actors in DKI Jakarta Province. However, The MSEs still encounter obstacles related to capital. Micro Business Credit (Kredit Usaha Rakyat) came as a solution to capital constraints and empowers MSEs. This study aims to fing out how is the implementation of Micro Business Credit Policy in the framework for empowering The Micro and Small Enterprises (UMK) in Setiabudi District, South Jakarta. This study uses the theory of The Integrated Implementation Model that proposed by Winter. The theory is a hybrid and make its analysis done with top-down and bottom-up perspective. This study uses post-positivist approach. The data used in this study comes from deep interview with several interviewees as primary data and library research as secondary data. The result of the study says that the implementation of The Micro Business Credit (KUR) policy in the context of empowering MSEs in Setiabudi District, South Jakarta City has not run optimally. The implementation already includes with coordination and commitment in organizational behaviour and among the organizations involved; form of management such as socialization and competency training as well as the work pattern of KUR distributors; and the lower-level bureaucrats are already competent. The target group of policy, the MSEs, showed positive and negative responses based on the internal factors of the MSEs and external factors such as the situation of COVID-19 pandemic in Indonesia. However, the implementation of The Micro Business Credit (KUR) has not been synergized related to data with another capital assistance and The Micro Business Credit (KUR) is not yet fully appropriate with its purpose. |
