Skripsi ini membahas mengenai pendekatan kesejahteraan yang dapat dijadikan kebijakan untuk melepaskan-ikatan (disengagement) antara mantan narapidana teroris dengan kelompok terorisme. Banyak pelaku terorisme di Indonesia yang tertangkap dan dihukum. Namun, penanggulangan terorisme di dalam penjara maupun di luar penjara belum terlaksana dengan maksimal. Banyak mantan narapidana teroris yang sudah menjalani hukuman ternyata terlibat residivis. Penelitian ini menggunakan pendekatan kualitatif dengan Metode Delphi. Menggunakan konsep pendekatan yang bersifat soft approach, salah satu bentuknya adalah disengagement. Dalam hal ini peneliti lebih berfokus pada pendekatan kesejahteraan terutama kepada mantan narapidana teroris. Hasil penelitian ini bahwa pendekatan kesejahteraan kepada mantan narapidana teroris sebagai upaya pelepasan ikatan (disengagement) dari kelompok teroris memang perlu dilakukan mengingat adanya program deradikalisasi yang belum maksimal sehingga menimbulkan residivisme. Pendekatan kesejahteraan ini perlu mempertimbangkan aspek latar belakang sosial dan sejauh mana keterlibatannya di dalam kelompok terorisme. Pendekatan kesejahteraan berdasarkan penelitian ini akan berhasil dan berjalan baik jika diberikan kepada mantan narapidana teroris yang memiliki kategori tingkatan komitmen pada level passive supporters atau simpatisan serta pendekatan ini perlu pembinaan yang berkesinambungan. This research discusses the welfare approach that can be used to release the policy bonding (disengagement) between the ex-convict terrorists and the terrorist groups. Many perpetrators of terrorism in Indonesia is caught and punished. However, the counter-terrorism in and outside the prison has not been implemented to the fullest. In fact, many of the ex-convict terrorists turn to be involved in the recidivists. This research used a qualitative approach with Delphi Method. It utilized the soft approaches concept in which disengagement concept was applied. In this case, the researcher focused more on welfare approach, especially to the ex-convict terrorists. As the results, since the de-radicalization programs that have not been maximized can cause recidivism, the welfare approach to the ex-convict terrorists is necessary to be done as a bond release (disengagement) from the terrorist groups. This approach needs to take into account the welfare of the social background and the extent of its involvement in the terrorist groups. According to the research, the welfare approach will work well if it is given to the ex-convict terrorists who have the category-level commitment of passive supporters or sympathizers. Therefore, a continuous coaching to this approach is highly suggested. |
