Tesis ini dilatarbelakangi adanya rasa keingintahuan mengenai upaya dari pemerintah pusat dan daerah untuk memenuhi kebutuhan pendidikan keluarga tidak mampu di Jakarta. Menurut data BPS Tahun 2019 jumlah penduduk Kelurahan Kembangan Utara mencapai 66.996 ribu jiwa. Kelurahan Kembangan Utara merupakan salah satu dari 6 Kelurahan yang ada di Kecamatan Kembangan, Jakarta Barat. Dengan banyaknya jumlah penduduk tentu masyarakat memiliki dinamika yang berbagai macam salah satunya adalah kemiskinan. Pada observasi awal, memang ditemukan beberapa masalah dalam keluarga tidak mampu diantaranya adalah perceraian dan putus sekolah. Penelitian ini bertujuan mendeskripsikan Upaya Pemerintah Provinsi DKI Jakarta dalam memberikan pendidikan yang layak bagi keluarga tidak mampu. Mendeskripsikan informasi secara mendalam mengenai pendekatan top down dalam implementasi kebijakan Bantuan Sosial Biaya Pendidikan Melalui Kartu Jakarta Pintar tahun ajaran 2019/2020. Disamping itu, juga menganalisis outcome dari Implementasi Kebijakan Bantuan Sosial Biaya Pendidikan Melalui Kartu Jakarta Pintar (KJP) tahun ajaran 2019/2020. Desain penelitian ini ialah penelitian deskriptif. Penelitian ini dipilih untuk menyajikan data sistematis, faktual, dan akurat mengenai informasi yang terdapat di lapangan. Wawancara mendalam dilakukan kepada delapan belas orang informan dengan menggunakan recording, buku catatan untuk menulis temuan penelitian dan dokumentasi berupa foto saat di lokasi penelitian. Pemilihan informan dilakukan secara purposive sampling. Banyak sekali upaya yang dilakukan pemerintah pusat dan daerah dalam rangka memberikan bantuan biaya pendidikan diantaranya: BOS, BOP, KIP,PIP dan KJP. KJP merupakan kebijakan strategis dan unggulan di Jakarta. Dalam implementasi KJP di Kelurahan Kembangan Utara, ditemukan bahwa terdapat berbagai informasi terkait struktur birokrasi, tujuan kebijakan, komunikasi dalam implementasi kebijakan, dan monitoring KJP. Namun, masih ditemukan kendala-kendala dalam implementasi KJP.Kata Kunci: Penanganan pendidikan anak miskin, KJP, pendekatan top down dan Outcome Kebijakan This thesis is motivated by curiosity about the efforts of the central and local governments to meet the educational needs of underprivileged families in Jakarta. According to BPS data in 2019, the population of North Kembangan Village reached 66,996 thousand people. North Kembangan Village is one of 6 sub-districts in Kembangan District, West Jakarta. With the large number of people, of course, the community has various dynamics, one of which is poverty. In the initial observations, it was found that several problems in poor families were found, including divorce and dropping out of school. This study aims to describe the efforts of the DKI Jakarta Provincial Government in providing proper education for underprivileged families. Analyzing information in depth about the top down approach in the policy of Social Assistance for Education Costs through the Jakarta Smart Card for the 2019/2020 academic year. As well as analyzing the outcomes of the implementation of the Social Assistance Policy for Education Fees through the Jakarta Smart Card for the 2019/2020 academic year. The design of this research is descriptive research. This research was chosen to present systematic, factual, and accurate data regarding the information contained in the field. and research time for three months starting from March to June. Interviews were conducted to eighteen informants using recordings, notebooks to write research findings and documentation in the form of photos while at the research location. The selection of informants was done by purposive sampling. This research uses a top-down approach. There are many efforts made by the central and local governments in order to provide assistance for education costs including: BOS, BOP, KIP, PIP and KJP. KJP is a strategic and superior policy in Jakarta. In the implementation of KJP in Kembangan Utara Village, it was found that there is various information related to the bureaucratic structure, policy objectives, communication in policy implementation, and KJP monitoring. However, there are still obstacles in the implementation of KJP. |
