Penerapan Aplikasi Naskah Dinas Elektronik merupakan salah satu upaya Pemerintah Provinsi DKI Jakarta dalam menerapkan e-Government. Namun pada pelaksanaan dalam memberikan pelayanan kepada Gubernur dan Wakil Gubernur terdapat beberapa permasalahan, diantaranya yaitu ketidaksesuaian dengan SOP yang tertera pada Pergub No. 92 Tahun 2019, yaitu diantaranya surat yang masuk kepada Gubernur dan Wakil Gubernur tidak seluruhnya terdisposisi, berikutnya, kecepatan tanggapan surat juga masih belum sesuai. Penelitian ini bertujuan untuk menganalisis implementasi Aplikasi Tata Naskah Dinas Elektronik pada pelayanan terhadap Gubernur dan Wakil gubernur dan masyarakat di Biro Kepala Daerah Setda Provinsi DKI Jakarta, serta menganalisis faktorfaktor yang mempengaruhi penerapan Aplikasi Naskah Dinas Elektronik pada Biro Kepala Daerah Setda Provinsi DKI Jakarta.Dengan menggunakan pendekatan postpositivisme, Teori Implementasi Kebijakan (Brinkerhoff dan Crosby) dan Teori FaktorFaktor yang Mempengaruhi E-Government (Al Shehri dan Drew), dengan teknik pengumpulan data berupa wawancara dan studi kepustakaan. Hasil dari penelitian ini yaitu Aplikasi Naskah Dinas Elektronik masih belum optimal diimplementasikan dalam pelayanan kepada Kepala Daerah, karena masih kurang optimalnya peran dari operator dan sekretaris yang disebabkan kurangnya pelatihan, pelaksanaan monitoring dan evaluasi belum optimal yang berimplikasi pada lambatnya proses pendisposisian surat. The implementation of the Aplikasi Naskah Dinas Elektronik is one of the DKI Jakarta Provincial Government’s efforts in implementing e-Government. However, in the implementation of providing services to the Governor and Deputy Governor there are several problems, including incompatibility with the SOPs listed in the Governor's Regulation No. 92 of 2019, including the incoming letters to the Governor and the Vice Governor were not entirely disposed, furthermore, the speed of response to letters was still not appropriate. This study aims to analyze the implementation of the Electronic Service Manuscript Application in services to the Governor and Deputy governor and the public at the Regional Head Bureau of the DKI Jakarta Regional Secretariat, as well as analyze the factors that influence the application of the Electronic Service Manuscript Application at the DKI Jakarta Regional Secretariat Head Bureau. By using a postpositivism approach, Policy Implementation Theory (Brinkerhoff and Crosby) and Theory of Factors Influencing E-Government (Al Shehri and Drew), with data collection techniques in the form of interviews and literature study. The results of this study are that the Electronic Service Manuscript Application is still not optimally implemented in services to Regional Heads, because the roles of operators and secretaries are still less than optimal due to lack of training, monitoring and evaluation are not optimal, which has implications for the slow process of distributing letters. |
