Pengaruh Pemenuhan Komponen Gerakan Sosial terhadap Pencapaian Tujuan Gerakan #ReformasiDikorupsi Tahun 2019 melalui Perspektif Mahasiswa = The Component Fulfillment of Social Movements Effects on Achieving the Goals of the #ReformasiDikorupsi Movement in 2019 through the Perspective of College Student

Gerakan sosial yang dilakukan pada tahun 2019 silam dengan tajuk #ReformasiDikorupsi menyita banyak perhatian masyarakat Indonesia. Ribuan mahasiswa dan elemen masyarakat lainnya turun ke jalan sebagai reaksi dari pengesahan beberapa produk legislasi yang dianggap bermasalah, tetapi produk legislasi yang sudah disuarakan untuk disahkan tidak kunjung juga terlaksana. Namun, pencapaian tujuan gerakan #ReformasiDikorupsi nyatanya terlihat tidak maksimal. Sampai saat ini, hanya RUU PPKS yang disahkan oleh DPR RI, yang juga sebenarnya tidak bisa dikatakan sebagai capaian gerakan #ReformasiDikorupsi. Tulisan ini ingin mendalami lebih jauh penyebab gerakan #ReformasiDikorupsi tidak maksimal dalam hal pencapaian tujuan mereka. Dengan menggunakan teori gerakan sosial dari McAdam dkk (1996) yang memiliki tiga komponen, yaitu peluang politik, struktur mobilisasi dan proses framing serta memiliki tiga faktor keberhasilan atau kegagalan suatu gerakan sosial, yaitu tindakan disruptif, pengaruh sayap radikal dan tujuan, peneliti telah menemukan letak kekurangan dari gerakan #ReformasiDikorupsi. Gerakan ini hanya berhasil memanfaatkan peluang politik dan tujuan, dengan komponen atau faktor lainnya tidak terpenuhi sepenuhnya. Oleh karenanya, gerakan #ReformasiDikorupsi tidak maksimal dalam mencapai tujuan akhir mereka dikarenakan gerakan tersebut tidak memenuhi komponen gerakan sosial menurut perspektif teori McAdam dkk. Social movement carried out in 2019 with the title #ReformasiDikorupsi attracted a lot of attention from the Indonesian people. Thousands of students and other elements of society took to the streets as a reaction to the ratification of several legislative products that were considered problematic, but the legislative products that had been voiced for ratification did not come into effect. However, the achievement of the goals of the #ReformasiDikorupsi movement does not appear to be optimal. To date, only the PPKS Bill has been passed by DPR RI, which is actually not really an achievement of the #ReformasiDikorupsi movement. This paper wants to explore further why the #ReformasiDikorupsi movement is not optimal in terms of achieving their goals. By using social movement theory from McAdam et al (1996) which has three components, namely political opportunity, mobilization structure and framing process and has three factors of success or failure of a social movement, namely disruptive action, the influence of radical wings and goals, researchers have found the aspect of the social movement that lacking for the #ReformasiDikorupsi movement. This movement only succeeded in taking advantage of political opportunities, with other components or factors not being fully fulfilled. Therefore, the #ReformasiCorruption movement is not optimal in achieving their ultimate goal because the movement is fulfilling the components of social movements according to the theoretical perspective of McAdam et al. |
