Studi Kasus Uber di Jakarta: Perebutan Ruang Produksi, Konsumsi dan Regulasi dalam BisnisTransportasi

Tesis ini membahas mengenai hadimya transportasi berbasis aplikasi, Uber, yang secara cepat mengganggu dominasi perusahaan taksi Blue Bird di Jakarta yang sudah beroperasi puluhan tahun. Uber yang mulanya disebut ilegal karena tidak mematuhi aturan yang berlaku merebut ruang konsumsi pengguna taksi sekaligus membuka ruang produksi ketenagakerjaan di industri transportasi tersebut. Penelitian ini menggunakan metode etnografi sekaligus dan studi pustaka terkait kontroversi Uber di media massa. Penelitian ini kemudian menemukan ada permasalahan lain yang lebih ideologis yaitu mengenai sistem kapitalisme yang berada di belakang bisnis transportasi di Jakarta yang selama ini dikuasai oleh peruasahan taksi Blue Bird. Ada peran negara yang tidak bisa dipisahkan dari sistem kapitalisme tersebut. Di sisi lain, Uber yang mengusung sistem sharing economy memutarbalikkan sistem kapitalisme yang sudah ajek dengan akumulasi kapital yang besar tersebut. Cara Uber membuat konsumen membayar lebih murah, dan membuka lapangan pekerjaan barn bagi para sopir menabrak aturan mengenai pembagian hasil investasi kepada negara sesuai aturan yang sudah ada. Sistem kapitalisme informasional yang diusung Uber itu temyata membuka dialog baru tentang perubahan bentuk kapitalisme yang kemudian direspons oleh negara. Negara yang awalnya bersikap represif terhadap Uber, lambat laun melunak dan lebih akomodatif. This thesis discusses the presence of applications-based transportatio, Uber, which quickly disrupt the dominance of Blue Bird taxi company in Jakarta which has been operating for decades. In their early days operation in Jakarta, Uber called illegal by the regulator since they did not follow the public transportation rules. They also seize the consumption space of taxi users, and simultaneously recruit employers in the transportation industry. This study used ethnographic methods at once and literature related Uber controversy in the media. This study found out the ideological problems that the capitalist system is behind the transportation business in Jakarta dominated by Blue Bird taxi and the role of the nation-state that can not be separated from thesystem itself. On the other hand, Uber with their sharing economy' system that represented the informational capitalism shifting the 'old' model of industrial capitalism system. How Uber make consumers pay less, and create new job opportunities for the drivers hit the division rules of investment returns to the state according the rules already exist. Informational capitalism system that supported Uber make a new dialogue about the shift of capitalism system is transportation industry that responded by the state. |
