Abstract
Provinsi DKI Jakarta memberikan perhatian lebih untuk penanganan Penyandang Disabilitas Mental (PDM) Terlantar yang ditunjukkan dengan dukungan berupa Peraturan Gubernur Nomor 157 tahun 2015 tentang Penanganan ODMK dan/ ODGJ yang terlantar dan/ menganggu ketertiban umum serta menerapkan sistem klasterisasi di Panti Sosial Bina Laras Harapan Sentosa (PSBL). PSBL 1 melaksanakan pelayanan rehabilitasi sosial bagi PDM terlantar klaster stabilisasi 1 (fase berat) untuk keberlangsungan pemulihan dan kemajuan PDM agar berlanjut ke tahapan penanganan lebih tinggi. PSBL 1 membuat inovasi adanya klinik Tiendra sebagai aksesibilitas layanan kesehatan untuk membantu pemulihan. Penelitian ini dilakukan dengan pendekatan kualitatif untuk mendeskripsikan pelayanan rehabilitasi sosial di PSBL 1 dan mengidentifikasi faktor pendukung serta penghambatnya. Hasil penelitian yaitu pada tahapan pendekatan awal terdapat dukungan masyarakat Cengkareng Barat. Pengungkapan dan pemahaman masalah, PSBL 1 melakukan asesmen berbentuk Instrumen Skrining Psikotik Dinas Sosial. Penyusunan perencanaan dilakukan penyusunan silabi klaster satu. Pemecahan masalah menggunakan metode farmaterapi di klinik Tiendra dan terapi kolaboratif terintegrasi untuk kegiatan rehabilitasi sosial. Resosialisasi dilakukan pemeriksanaan berkala untuk penyaluran ke PSBL 2 dan atau keluarga. Terminasi dilakukan penilaian kemajuan PDM. Bimbingan lanjut dilakukan pemantapan kemandirian PDM melalui konseling. Faktor pendukung pelayanan yaitu kelembagaan yang ditunjukkan dengan Peraturan Gubernur Nomor 358 tahun 2016 tentang pembentukan organisasi tata kerja PSBL, faktor sarana dan prasarana adanya klinik Tiendra serta proses layanan yang baik ditunjukkan dengan SOP. Faktor penghambatnya yaitu Sumber Daya Manusia dengan pekerja sosial yang kurang dan pada proses layanan adanya realokasi anggaran. Rekomendasi penelit ian untuk Dinas Sosial DKI Jakarta perlu menambah pekerja sosial dan melibatkan volunteer dalam pelatihan keterampilan akibat terbatasnya anggaran.
......DKI Jakarta province that offers a special attention to a treatment for abandoned mental disability people (PDM) which is shown by the support in the form of Governor Regulation Number 157 of 2015 on the Treatment of ODMK and/ ODGJ and/ disturbing the social order and applying a clustering system of PDM in Bina Laras Harapan Sentosa institution (PSBL). PSBL 1 implement a social rehabilitation service for abandoned PDM of stabilization cluster 1 (heavy phase) for the continuity of recovery process and the progress of the PDM patients so that they can continue to the next treatment stage. PSBL 1 innovated the Tiendra clinic as a health service accessibility to help recovery. This research is conducted with qualitative approach for describe the social rehabilitation service of abandoned PDM in PSBL 1, to identify the supporting and obstacle factor in the intended service. The result of this research shows that on the first approach, there is a support from urban village of Cengkareng Barat . On the disclosure and problem understanding, PSBL 1 conducts an assessment in the form of Psychotic Screening Instrument of Social Official. On the problem planning arrangement, it is conducted in the arrangement of cluster 1 syllabus. The problem solving is conducted by using a pharmatherapy method in Klinik Tiendra and integrated collaborative therapy for social rehabilitation activities. The resolution is conducted by doing a periodical assessment for PSBL 2 and or to family. The termination is conduct ed with progress determination of PDM. The advanced guidance is conducted by the stabilization of PDM independence in the form of social support such as counselling. The supporting factors of the service are the institutional support which is shown by the technical support which is the Governor Regulation of Special Capital Region of Jakarta Number 358 Of 2016 on the Formation of PSBL Working Procedure Organization, the facility and infrastructure which is shown of Klinik Tiendra, and the service process which is shown by the existence of Standard Operating Procedure (SOP). Meanwhile the obstacle factors are the human resource which is the lack of social worker members and on the service process, there is a reallocation of budget. The recommendation of the r esearch is a hope for the Social Official DKI Jakarta to add more social workers and the participation of volunteer in skill training field to anticipate the budget limit.
