 Abstract
Transformasi ekonomi Korea Selatan, atau "Miracle on the Han River," sering dijadikan model pembangunan yang bertumpu pada industrialisasi ekspor, namun studi akademis cenderung terlalu berfokus pada peran negara (state-centric) dan mengabaikan dinamika kekuasaan serta peran strategis Chaebol sebagai aktor aktif. Tinjauan literatur ini bertujuan mengoreksi pandangan tersebut dengan menganalisis evolusi Chaebol, bukan hanya sebagai pelaksana kebijakan, melainkan sebagai arsitek aktif dalam membentuk daya saing global Korea. Melalui analisis literatur ekstensif terhadap 83 sumber (Scopus dan Non-Scopus, termasuk literatur berbahasa Korea) yang dipetakan ke dalam empat fase historis (1945-2020), terlihat menunjukkan evolusi peran mereka. Chaebol bermula sebagai mitra strategis negara yang dibentuk dari aset kolonial, lalu bertransformasi menjadi mesin utama industrialisasi di bawah rezim Park Chung-Hee. Memasuki era liberalisasi, otonomi mereka menguat signifikan, di mana strategi internasionalisasi yang agresif turut berkontribusi pada Krisis Finansial Asia 1997. Pasca-krisis, Chaebol berhasil melakukan restrukturisasi dan bangkit sebagai raksasa teknologi global. Kendati demikian, dominasi mereka bukannya tanpa kritik; isu konsentrasi ekonomi, minimnya penciptaan lapangan kerja, dan dampak sosial-ekologis menjadi sorotan. Dengan demikian, studi ini menyajikan pemahaman yang lebih dinamis mengenai relasi negara-bisnis, menggarisbawahi peran sentral Chaebol dalam transformasi perdagangan Korea, dan menyiratkan urgensi kerangka regulasi adaptif untuk menyeimbangkan pertumbuhan dengan keadilan sosial yang berkelanjutan. ......South Korea's economic transformation, the "Miracle on the Han River," is often presented as a development model founded on export-oriented industrialization. However, academic studies tend to adopt a state-centric perspective, overlooking the power dynamics and strategic agency of the Chaebol as active actors. This literature review aims to challenge this view by analyzing the evolution of the Chaebol, not merely as policy implementers, but as active architects in shaping Korea's global competitiveness. Through an extensive analysis of 83 sources (both Scopus and non-Scopus, including Korean-language literature) mapped across four historical phases (1945-2020), their evolving role is clearly demonstrated. The Chaebol began as strategic partners of the state, formed from colonial assets, before transforming into the primary engines of industrialization under the Park Chung-Hee regime. During the subsequent era of liberalization, their autonomy grew significantly, with their aggressive internationalization strategies contributing to the 1997 Asian Financial Crisis. Post-crisis, the Chaebol successfully restructured and emerged as global technology giants. Nevertheless, their dominance is not without criticism, as issues of economic concentration, limited job creation, and adverse socio-ecological impacts have come under scrutiny. Thus, this study offers a more dynamic understanding of state-business relations, highlighting the central role of the Chaebol in Korea's trade transformation and implying the urgent need for an adaptive regulatory framework to balance economic growth with sustainable social equity.
