Permasalahan yang timbul ketika harapan dan arah kebijakan pemberantasan korupsi oleh penyidik Polri tidak diikuti dengan pembangunan sistem penyidikan yang baik atau konsep yang luar biasa (extra ordinary measure) pada organisasi Polri. Terutama jika dikaji dari sudut pandang sistem hukum baik dari aspek substansi hukum, struktur hukum maupun kultur hukum, maka sistem penegakan hukum oleh Polri belum dapat menjamin terwujudnya pemberantasan korupsi yang optimal. Pada penelitian ini peneliti menggunakan pendekatan kualitatif. Hasil Penelitian ini adalah bahwa kualitas Penyidik Direktorat Tindak Pidana Korupsi Bareskrim Polri berkaitan dengan pengungkapan Tindak Pidana Korupsi masih tergolong rendah. Rendahnya kualitas diketahui berdasarkan indikator-indikator sebagai berikut: 1) Kondisi proses penyidikan tindak pidana korupsi dilakukan oleh Direktorat Tindak Pidan Korupsi Bareskrim Polri saat ini masih belum efektif dan optimal. 2) Kondisi Penguasaan Undang-Undang Korupsi yang dikuasai oleh penyidik dan penyidik pembantu Direktorat Tindak Pidana Korupsi Bareskrim Polri masih sangat lemah sehingga penerapan pasal dan perundang-undangan menjadi kurang tepat. 3) Kondisi Sarana, Prasarana dan Anggaran yang dimiliki oleh Direktorat Tindak Pidana Korupsi Bareskrim Polri masih terbatas dalam rangka menopang kegiatan penyidikan perkara korupsi. Metode penyidik Direktorat Tindak Pidana Korupsi Bareskrim Polri dalam perspektif presisi studi kasus pada Direktorat Tindak Pidana Korupsi Bareskrim Polri dengan menggunakan layanan E-Manajemen Penyidikan.

The problem that arises when the expectations and direction of the anti-corruption policy by Polri investigators are not followed by the construction of a good investigation system or an extra ordinary measure in the Polri organization. Especially if it is studied from the point of view of the legal system both from the aspects of legal substance, legal structure and legal culture, then the law enforcement system by the National Police has not been able to guarantee the realization of optimal eradication of corruption. In this study, the researcher used a qualitative approach. The result of this study is that the quality of investigators from the Directorate of Corruption Crimes of the Civic Police related to the disclosure of Corruption Crimes is still relatively low. The low quality is known based on the following indicators: 1) The condition of the corruption investigation process carried out by the Directorate of Corruption And Corruption of the Police Civic Police is currently still not effective and optimal. 2) The condition of control of the Corruption Law controlled by investigators and auxiliary investigators of the Directorate of Corruption Crimes, Civic Police, is still very weak so that the application of articles and laws is not appropriate. 3) The condition of the facilities, infrastructure and budget owned by the Directorate of Corruption Crimes of the Civic Police is still limited in order to support the investigation of corruption cases.
