"This book is an outcome of the second national conference on Communication, Cloud and Big Data (CCB) held during November 10-11, 2016 at Sikkim Manipal Institute of Technology. The nineteen chapters of the book are some of the accepted papers of CCB 2016. These chapters have undergone review process and then subsequent series of improvements. The book contains chapters on various aspects of communication, computation, cloud and big data. Routing in wireless sensor networks, modulation techniques, spectrum hole sensing in cognitive radio networks, antenna design, network security, Quality of Service issues in routing, medium access control protocol for Internet of Things, and TCP performance over different routing protocols used in mobile ad-hoc networks are some of the topics discussed in different chapters of this book which fall under the domain of communication.
Moreover, there are chapters in this book discussing topics like applications of geographic information systems, use of radar for road safety, image segmentation and digital media processing, web content management system, human computer interaction, and natural language processing in the context of Bodo language. These chapters may fall under broader domain of computation.
Issues like robot navigation exploring cloud technology, and application of big data analytics in higher education are also discussed in two different chapters. These chapters fall under the domains of cloud and big data, respectively."

"Penelitian ini membahas rancang bangun sistem komunikasi menggunakan spektrum cahaya tampak secara nirkabel untuk mengirimkan informasi berupa informasi temperatur dan kelembapan ruangan berbasis Raspberry Pi dan IC Analog to Digital Converter (ADC) seri MCP3008. Sistem komunikasi cahaya tampak yang dibangun menggunakan LED pada sisi pengirim untuk mengirimkan sinyal. Fotodiode digunakan pada sisi penerima sebagai penangkap sinyal dengan bantuan MCP3008, sinyal analog dapat dikonversi menjadi sinyal elektrik untuk diproses. Mikrokontroler Raspberry Pi digunakan sebagai pemroses sinyal informasi pada kedua sisi dengan implementasi teknik sinkronisasi dan teknik modulasi On-Off Keying. Penelitian dilakukan pada kondisi ruangan gelap dan konfigurasi Array LED 2x2 untuk meminimalisir efek pencahayaan dari ruangan sekitar terhadap kinerja dari sistem komunikasi cahaya tampak. Pada penelitian ini juga melakukan variasi jenis LED yang digunakan, variasi metode sinkronisasi alat yang dilakukan, dan variasi laju pengiriman data bit untuk melihat pengaruh performa sistem komunikasi cahaya tampak dan nilai BER yang dihasilkan. LED yang digunakan berwarna biru dengan rata-rata voltase 0.0423V untuk nilai 1 dan 0.00448V untuk nilai 0. Kecepatan transmisi yang dapat dilakukan berjarak dari 1bps hingga 10kbps dengan parameter BER ≤ 0.5 sebagai threshold. Implementasi metode sinkronisasi yang dilakukan menurunkan nilai BER sebesar 0.0945 dengan implementasi sinkronisasi kalibrasi transmisi, dan penurunan nilai BER sebesar 0.1221 menggunakan sinkronisasi dengan protokol komunikasi MQTT. Pada penelitian berikutnya Adapun pengembangan dapat dilakukan dengan implementasi Forward Error Correction (FEC) untuk memilimalisir error yang terjadi pada transmisi, dan bekerja sama dengan vendor dengan penelitian di bidang yang sama.

This study discusses the design of a communication system using the visible light spectrum wirelessly to transmit information in the form of room temperature and humidity information based on Raspberry Pi and the MCP3008 series Analog to Digital Converter (ADC). The visible light communication system is built using LEDs on the sending side to transmit signals. The photodiode is used on the receiving side as a signal catcher with the help of MCP3008, analog signals can be converted into electrical signals for processing. The Raspberry Pi is used as an information signal processor on both sides with the implementation of synchronization techniques and On-Off Keying modulation techniques. The research was conducted in a dark room and a 2x2 LED Array configuration to minimize the effect of lighting from the surrounding room on the performance of the visible light communication system. This study also varies the type of LED used, the variation of the synchronization method of the tool, and the variation of the data transmission rate to see the effect of the visible light communication system performance and the resulting BER value. The LED used is blue with an average voltage of 0.0423V for value of 1 and 0.00448V a for value of 0. The transmission speed that can be done is from 1bps to 10kbps with BER 0.5 as a threshold parameter. The implementation of the synchronization method reduces the BER value by 0.0945 with the implementation of transmission calibration synchronization and decreases the BER value by 0.1221 using synchronization with the MQTT communication protocol. In the next research, development can be done by implementing Forward Error Correction (FEC) to minimize errors that occur in transmission and collaborating with vendors with research in the same field.

"Indonesia dihadapi pada tantangan globalisasi, di mana Indonesia belum memiliki kemampuan persaingan yang baik dengan bangsa lain. Selain itu, bangsa ini juga memiliki tugas untuk menyelesaikan persoalan missing link dan digital devide yang sampai scat ini belum tertuntaskan.
Program Universal Service Obligation adalah salah satu program kewajiban layanan komunikasi yang menjadi tanggung jawab semua pihak untuk diakomodir oleh pemerintah. Dengan program ini, layanan komunikasi diberikan dengan membangun infrastruktur jaringan telekomunikasi, sehingga dapat memberikan aksesibilitas layanan komunikasi yang memadai kepada masyarakat.
Pembangunan USO dirasakan lambat, bila Indonesia ingin menjawab tantangan globalisasi dalam beberapa tahun mendatang, maka implementasi USO dapat menggunakan salah satu alternatif dengan pemanfaatan frekuensi 2.4 GHz.
Pemilihan teknologi nirkabel dengan memanfaatan frekuensi 2.4 GHz dapat menggunakan teknologi berbasis wireless internal protocol sebagai alternatif infrastruktur jaringan dengan wi-fi sebagai akses komunikasi data dengan salah satu karena frekuensi ini terbebas dari Biaya Hak Penggunaan Frekuensi, sehingga dalam pengaplikasiannya dapat mereduksi biaya operasional yang dikeluarkan. Akan tetapi, diperlukannya revisi regulasi untuk implementasi USO dengan pemanfaatan frekuensi 2.4 GHz agar menjadi lebih jelas penggunaan frekuensi ini yang akan didayagunakan untuk kepentingan USO dengan tetap dapat dimanfaatkan oleh masyarakat sebagai frekuensi bebas.
Regulasi dalam implementasi USO sendiri perlu adanya revisi dengan ditambahkan pemanfaatan frekuensi ini sebagai salah satu alternatif solusi implementasi USO. Implementasi USO dengan pemanfaatan frekuensi ini dapat menghasilkan regulasi yang sinergi karena nnengatur kembali KM.34 Tahun 2004 dan KM.2 Tahun 2005. Diharapkan pemerintah dapat mempertimbangkan usulan ini karena akan memberikan implikasi yang positif kepada masyarakat secara lokal dan dalam jangka waktu panjang dapat memberikan efek positif secara nasional dengan suksesnya penggelaran program USO ini.

Indonesia is faced with globalization challenge, where Indonesia doesn?t have good challenge capability with other nations. Beside that, this nation also has a duty to finished missing link problem and digital devide which so far was undone.
Universal Service Obligation program is one of the communication service obligation programs that become responsibility for every related company accommodated by government. With this program, communication service is given in construction of telecommunication network infrastructure, so that can give adequate communication service accessibility for society.
USO development felt slow, if Indonesia want to answer globalization challenge in the next couple years, so USO implementation can apply one alternative of the benefit of 2.4 GHz frequency.
The selection of wireless technology utilizing 2.4 GHz frequency can use technology based on wireless internet protocol as alternative of network infrastructure with wi-fi as data communication access because this frequency is free from right cost of frequency utilization, so in it application can reduce operational cost. However, the regulation revision is needed for USO implementation utilizing 2.4 GHz frequency, to make clear the utilization of this frequency which will exploit for USO interest and still can be used by society as free frequency.
Regulation in USO implementation itself required some revision with addition frequency utilization as one of alternative solution in USO implementation. USO implementations uses this frequency can produce synergy regulation because rearrange KM.34 year 2004 and KM.2 year 2005. It is expected that government can consider this proposal because it will gave a positive implication into society locally and in long term it can gave positive effect by nationally with the succession of this USO program exhibition.
