"One of the spirits of decentralization in carrying local governance aout currently, is signed by regional willing to conduct regional expansion. It is realized by the establishment of new autonomous region. There are some considerations on the establishment of new autonomous region, such as to get the service closer to people, efficiency of national governance implementation, effectivity of resources use and capability, strangthening local democracy and effort to maintain locality uniqueness. Nevertheless, whatever is the reason of the establishment of new autonomous region, refers to the last aims achievement, which is to make governance more efficient on the use of provided resources, the governance more efficient on the use of provided resources, the governance is more effective in realizing people's welfare and more democratic where all the rights and responsible are conducted fairly."

"ABSTRAK
Pemekaran wilayah nerupakan trend baru yang mengiringi implementasi
kebijakan pembentukan daerah otonom baru dan sebagai salah satu jawaban atas
berbagai persoalan yang muncul dalam penyelenggaraan pemerintahan daerah di
Indonesia. Implementasi kebijakan tersebut mengarah pada upaya peningkatan
kesejahteraan masyarakat. Namun, persoalan pelik muncul dalam implementasi
kebijakannya karena kepentingan yang melatarbelakangi pemekaran wilayah
seringkali tidak jelas apakah berupa kepentingan jangka panjang yang konstruktif
atau kepentingan jangka pendek yang justru destruktif. Penelitian ini bertujuan untuk
menganalisis pengaruh faktor kebijakan, organisasi dan lingkungan terhadap
keberhasilan penyelenggaraan pemerintahan daerah otonom baru. Kemudian, untuk
menggambarkan model persamaan struktural hubungan yang sesuai antara' ketiga
faktor determinan tersebut dan pengaruhnya terhadap keberhasilan penyelenggaraan
pemerintahan daerah otonom baru.
Penelitian ini menggunakan metode analisis kuantitatif dan desain evaluasi
implementasi kebijakan. Unit analisisnya iaiah pegawai yang mewakili organisasi
pemerintah daerah otonom baru di Propinsi Gorontalo. Data dikumpulkan dengan
menggunakan teknik observasi, angket dan wawancara mendalam. Data yang
terkumpul dan dianalis dengan menggunakan SEM {Structural Equation Modeling) dan
dengan memakai perangkat lunak LISREL {Linear Structural Relationship).
Keberhasilan penyelenggaraan pemerintahan daerah otonom baru diukur
berdasarkan pemenuhan tujuh prakondisi daerah otonom: lembaga perwakilan yang
mendukung terciptanya ikiim demokrasi dan pembelajaran politik rakyat berbasis
partisipasi masyarakat lokal; manajemen urusan daerah dilakukan secara optimal;
kelembagaan pemerintah daerah terbangun berdasarkan kewenangan, kebutuhan^
kemampuan yang dimiliki; supervisi dan monitoring dilakukan sebagai dasar penilaian
hasil pembangunan daerah; manajemen pelayanan publik dasar yang terlaksana
secara efislen, efektif, ekonomis dan akuntabel; tersedia personalia yang dibutuhkan
untuk mendukung kelancaran tugas pemerintah daerah dan tersedia sumber
keuangan yang cukup untuk membiayai pembangunan daerah.
Kebljakan, organisasi dan lingkungan implementasi kebijakan berpengaruh
positif dan signifikan terhadap keberhasilan penyelenggaraan pemerintahan daerah
otonom bam. Kebijakan diwakill oleh aspek kesesualan tujuan kebijakan, konsistensi
dan kejelasan isi kebijakan, jenis manfaat yang dihasilkan, efektivitas penyampaian
dan perubahan yang ten'adi melalui implementasi kebijakan. Kemudian, organisasi
diwakili oleh adanya tugas pokok dan fungsi yang jelas untuk dilaksanakan oleh
instansi pemerintah daerah; kegiatan intra dan antar unit organisasi pemerintah
daerah terkoordinasi dan sinkron satu sama lain; adanya struktur organisasi yang
mewadahi dan mencirikan dinamika kegiatan yang dilakukan; sistem kepegawaian
yang didasarkan pada kecakapan dan keahlian; sistem kompensasi yang berbasis
kinerja serta tersedia sarana dan prasarana yang mendukung kelancaran tugas
pemerintah. Kemudian, lingkungan diwakili oleh aspek kerjasama antar lembaga
secara horizontal dan vertikal; hubungan sosial yang solid; budaya organisasi sebagai
perekat yang menyatukan langkah pemerintah daerah; aspek politik lokal yang berciri
demokratis berbasis partisipasi masyarakat; potensi sumber daya alam yang
dimanfaatkan secara optimal bagi kepentingan daerah; kepemimpinan berdasarkan
hati nurani dan partisipasi lembaga mitra untuk memacu akselerasi pembangunan
daerah. Selanjutnya, pemodelan persamaan struktural hubungan antara faktor
kebijakan, organisasi dan lingkungan serta pengaruh ketiga faktor tersebut terhadap
keberhasilan penyelenggaraan pemerintahan daerah otonom baru menunjukkan nilai
probabilitas signifikansi 0,99943 (p > 0.05). Hal ini berarti tidak terdapat perbedaan
yang signifikan antara matriks kovarian model teoritik dengan matriks kovarian data.
Implikasi teoritis penelitian ini menguatkan perpaduan elemen dalam model
implementasi kebijakan sebagai proses politik dan administrasi, model kesesualan,
model linier dan model interaktif. Efek sinergisnya, terdapat dimensi baru bernama
"dimensi infrastruktur" implementasi kebijakan yang sekaligus menguatkan konstruksi
model deskriptif sistem determinan implementasi kebijakan yang dihasilkan. Tiga
dimensi dalam model sistem determinan implementasi kebijakan melengkapi dimensi
model implementasi kebijakan yang ada, khususnya terhadap model proses politik
dan administrasi yang hanya meliputi dimensi isi kebijakan dan dimensi konteks
implementasi. Secara metodologis, penelitian ini mendukung kesesualan aplikasi
pendekatan analisis pemodelan persamaan struktural dalam menjelaskan pengaruh
kebijakan, organisasi dan lingkungan terhadap keberhasilan penyelenggaraan
pemerintahan daerah otonom baru. Keberhasilan tersebut didasarkan pada
pemenuhan prakondisi daerah otonom menjadi fondasi untuk menerapkan konsep
pemerintahan yang berwirausaha berbasis inovasi kelembagaan.
Berdasarkan konstruk teoritis (tesis) dan realitas di lapang (anti tesis) diperoleh
hasil analisis faktor konfirmatori (sintesis) pemikiran ilmiah mengenai keberhasilan
penyelenggaraan pemerintahan daerah otonom yang didukung dengan infrastruktur
yang kondusif bagi pelaksanaan kebijakan dalam konteks pemerintah daerah.
Keberhasilan tersebut didasarkan pada pemenuhan ketujuh prakondisinya yang
dipengaruhi oleh faktor yang saling berhubungan antara isi (kebijakan), infrastruktur
(organisasi) dan konteks (lingkungan) implementasi kebijakan. Implikasi kebijakannya
adalah stakeholders kebijakan perlu mencermati kondisi aktual daerahnya agar
sinyalemen bahwa pemekaran sebagai derita bagi sang induk dan nestapa bagi rakyat
miskin di daerah otonom baru tidak menjadi pengalaman buruk yang berulang hanya
untuk kepentingan politik atau ajang perburuan jabatan bagi pihak tertentu di daerah.

ABSTRACT
"Regional Pemekaran" (proliferation of the regions) is a new trend that
conveyed implementation policy of establishment new regional autonomy and it also
answered various problems appeared in administering the local government in
Indonesia. Implementation policy mentioned has been directed on ultimate cause,
which efforts to improve people welfareness. Nevertheless, often times obstacles set
to emerge in implementing the policy due to interests in relevance to the motif of
Regional Pemekaran would be intended for constructive long term objectives or
merely temporarily yet unpopular. This research aimed to analyze the influence factor
of policy, organization, and environment on successful in administering the new
regional autonomy. Furthermore, the research also design a model equation on
structural relation between said three determined factors and its influence on
successful to oversee the new regional government.
This study conducted based on quantitative analysis method and design
evaluation on implementing policy. The unit analysis was represented by employee in
the organization of new local autonomy government in Gorontalo Province. Data
gathered was using observation technique, questionnaire, and in-depth interview.
Data collected was then analyzed with SEM (Structural Equation Modelling) and
availed by LISREL (Linear Structural Relationship) instrument.
Successful administering the new regional autonomy government measured
by completing seven regional autonomy pre-requisites, namely: representative
institution in support to establish democracy climate and lessons learnt society based
on civic iocal participatory, optimized regional management for internal affair,
institutionalized local government based on authority, need, and capacity, supervision
and monitoring as a base tool to assess regional development, management for
public service delivery implied effectively, efficiently, economically, and accountable,
competent personnel to support the administer local government, and availability
funding for regional development.
Policy, organization, and environment to implement the policy have been
positively influenced and significant on successful overseeing new autonomy of
regional government. Policy represented by relevant aspect on objective policy,
consistency and clarity of policy, output for beneficiary, effectivity in processing and
adjustment that occurred through implementation of the policy. In addition,
organization represented by main task and clear function to be implemented by
regional government institution; intra activity and inter unit organization of local
government coordinated and synchronized between another. Availability of
organization structure that coping and characterized their dynamic activity; personnel
system based on competencies; compensation system based on performance and
availability infrastructure that support the tasks for the government. Moreover,
environment embodied by aspect of cooperation between institution in horizontal and
vertical; solid social relation, organization culture to reunite into vision of local
government. Local political aspect characterized by democratize based on civil
participation. Cultivated potential of natural resource for local purpose. Additionally,
modeling equation relationship between factor policy, organization, and environment
and its influence on successful managing new autonomy local government has shown
probability significant value 0.99943 (p > 0.05). This means that there were no
significant differences between matrix Covarian theoretical model and Covarian matrix
data.
Theoretical implication from the research strengthened combination element
in model implementation policy as political and administration process, relevance
model, linier model, and interactive model. And its synergize effect, accessibility of
new dimension with so called " infrastructure dimension" implementation policy that
apparently strengthening the descriptive model determined system as a result of
implementation policy findings. Three dimension in system model determining policy
implementation complemented on current model implementation policy, especially
political and administration process model that only covered the dimension of policy
content and dimension of policy context. Methodologically, this research supported
relevant application on approach to analyze modeling structure in explaining policy
influence, organization, and environment for successful administering new autonomy
regional government. Successful mentioned above were basically due to fulfillment of
prerequisites of new regional autonomy as foundation to imply a concept of
entrepreneurial government based on institutional innovation.
Based on theoretical construct (thesis) and reality (anti thesis) obtained the
result of confirmatory analytical factor (synthesis) research on successful
administering regional autonomy government supported by conducive infrastructure
for policy implementation in regional government context. Implication of the policy
that policy stakeholders need to assess actual local condition in order to detect that
pemekaran caused suffer for holding and misery for poor people in new regional
autonomy would not duplicate as bad experience only for politic interest or chasing
position for certain parties in the region."

Shown that the settled plan of Raha City should be observe still further. Because of several criteria that is not filled the requirement such as a part if the society occupation in agriculture sector and from the level of people density is still under the standard but from the proper aspect, the settled of Raha city the standard because many part of the settled criteria of autonomy city is being completed. Thinking about there is already have two indicators that is not filled yet criteria of the city settled, then the writter suggested in order to main part of Raha is not settled as an autonomy city but go through with a new regency."

"Penelitian ini mengkaji proses pembentukan daerah otonom baru di Indonesia yang dilakukan tanpa adanya desain besar penataan daerah yang terstruktur. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian doktrinal, yang menitikberatkan pada analisis normatif terhadap peraturan perundang-undangan yang mengatur pembentukan daerah otonom baru. Pembentukan daerah otonom baru di Indonesia sering kali didasarkan pada pertimbangan politis dan kepentingan jangka pendek, tanpa memperhatikan prinsip-prinsip tata kelola pemerintahan yang baik dan tanpa adanya panduan strategis yang komprehensif. Hal ini berimplikasi pada kurang optimalnya pelayanan publik, kesenjangan pembangunan antardaerah, serta potensi konflik kewenangan antara Pemerintah Pusat dan daerah. Analisis dilakukan terhadap berbagai peraturan perundang-undangan terkait, seperti Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dan peraturan-peraturan turunannya. Selain itu, penelitian ini juga mengkaji praktik-praktik pembentukan daerah otonom baru di wilayah Papua dan pembentukan Ibu Kota Nusantara. Hasil penelitian menunjukkan perlunya penyusunan desain besar penataan daerah otonom yang komprehensif dan berbasis data, dengan melibatkan partisipasi berbagai pemangku kepentingan. Penelitian ini merekomendasikan agar Pemerintah Pusat mengintegrasikan prinsip-prinsip desentralisasi dan kekhususan wilayah dalam penyusunan desain besar penataan daerah otonom di Indonesia.

This study examines the process of establishing new autonomous regions in Indonesia, which is often conducted without a comprehensive and structured regional design. The research employs a doctrinal methodology, focusing on normative analysis of the legislation governing the creation of new autonomous regions. The formation of new autonomous regions in Indonesia is frequently driven by political considerations and short-term interests, without adhering to principles of good governance and lacking a comprehensive strategic framework. This has implications for suboptimal public service delivery, development disparities between regions, and potential conflicts of authority between the central and regional governments. The analysis includes various relevant regulations, such as Law Number 23 of 2014 on Regional Government and its derivative regulations. Additionally, the study examines the practices of establishing new autonomous regions in Papua and the formation of the Nusantara Capital City. The findings indicate the need for a comprehensive and data-driven grand design for regional structuring, involving the participation of various stakeholders. This research recommends that the central government integrate principles of decentralization and regional specificity into the formulation of a comprehensive grand design for regional structuring in Indonesia."
