"The Government of Indonesia has enacted Law No. 32 of 2004. It has affirmed that the head of a sub-district is a local apparatus of district/town, who acquires some of the government authorities from the district head/mayor. Such guarantee of partial authority is significant. With the authority in his hand, the subdistrict head is able to set in motion and put in orders for the developments in his territory to be more dynamic, democratic, and legally-carried out. Nevertheless, the roles of the sub-district head—supposedly to mediate and overcome problems in society, as stated in the Law No. 5 of 1974—are no longer entirely accommodated in the Government Regulation No. 19 of 2008 issued by the central government to regulate sub-districts

"This research aims to analyze the quality of subdistrict public services in decentralization era, identifyservices dimensions or attributes that are prioritized by subdistrict for a better performance, and conduct comparative study to analyze whether a subdistrict with larger delegated authorities has a better quality of public services. The analysis was conducted using the Service Quality (ServQual) that had been developed into Importance Performance Analysis (IPA). The research was conducted through surveys in two locations i.e. Katapang Subdistrict in Bandung and Dramaga Subdistrict in Bogor, on three types of services namely 1) civil administration/registration services 2). Business license services and 3). Building construction license services.The research result showed that although the subdistricts had legally and formally shifted into local government institution, the quality of public service performance is still not optimal. This was indicated by the lower performance index as well as the importance index of the respondents for both subdistricts, in other words there were gaps between respondents perception and respondents expectation on public service quality.

"Latar Belakang: Waktu penanganan sejak penentuan tatalaksana operasi hingga ruang operasi bisa diukur dan digunakan untuk melihat efektivitas dari proses pelayanan kesehatan,  Penelitian bertujuan untuk melihat hubungan antara waktu tersebut dengan Glasgow Coma Scale awal pasien dan diagnosis kerja pasien. 
Metode: Desain penelitian adalah retrospective cross sectional. Pengambilan sampel dari rekam medis pasien, menggunakan metode consecutive sampling, dengan jumlah sampel sebanyak 90 sampel.
Hasil: Hubungan antara waktu door-to-operating room dengan Glasgow Coma Scale awal pasien tidak signifikan (OR, 1,763; CI 0,18-16,5; P 0,579) dan hubungan antara waktu door-to-operating room dengan diagnosis kerja pasien tidak signifikan (P > 0,999). 
Kesimpulan: Tidak ada hubungan signifikan antara waktu door-to-operating room dengan Glasgow Coma Scale awal pasien dan diagnosis kerja pasien.

Introduction: The time from determining surgical management to the operating room can be measured and used to see the effectiveness of the health service process. The research aims to see the relationship between this time and the patient's initial Glasgow Coma Scale and the patient's working diagnosis. 
Methods: The research design is retrospective cross sectional. Sampling was taken from patient medical records, using the consecutive sampling method, with a total sample of 90 samples.
Results The relationship between door-to-operating room time and the patient's initial Glasgow Coma Scale was not significant (OR, 1.763; CI 0.18-16.5; P 0.579) and the relationship between door-to-operating room time and the patient's working diagnosis was not significant (P > 0.999). 
Conclusion: There was no significant relationship between door-to-operating room time and the patient's initial Glasgow Coma Scale and the patient's working diagnosis, indicated by a p-value > 0.05.

"Tujuan penelitian cross sectional ini untuk mengidentifikasi hubungan peran kepala ruang dengan sikap etis perawat pelaksana terhadap klien yang dipersepsikan oleh perawat pelaksana di RSUD Tasikmalaya. Hasil penelitian pada 112 perawat menunjukkan peran decisional berhubungan signifikan dengan sikap etis perawat pelaksana terhadap klien (p=0,002). Peran kepala ruang secara komposit berhubungan signifikan dengan sikap etis perawat pelaksana terhadap klien (p=0,008) dan peran decisional merupakan peran kepala ruang yang paling berhubungan (p=0,005). Karakteristik perawat yang terbukti sebagai confounding adalah umur, lama kerja dan jenis kelamin. Hal ini perlu ditindaklanjuti oleh pimpinan Rumah Sakit dengan penyusunan pedoman pelaksanaan etik keperawatan.

The aim of this cross sectional research was to identify the relationship between the role of head nurse and nurse`s ethical attitude to client which perceived by nurse`s in Tasikmalaya Public Hospital. Result of the research on 112 nurse`s indicated that the decisional role of head nurse is significantly associated with nurse`s ethical attitude to client (p=0,002). The role of headnurse in composite significantly associated with nurse`s ethical attitude to client (p=0,008) and the decisional role has most relationship with nurse`s ethical attitude to client (p=0,005). Nurse?s characteristic as confounding is age, working experience, and gender. It`srecommended for hospital leaders to develop a nursing ethic guidance.

"Pemilukada langsung menghasilkan kepala daerah dan wakil kepala daerah dengan beragam latar belakang dan profesi yang berpengaruh terhadap penyelenggaraan pemerintahan daerah. Kurangnya kemampuan kepala daerah dalam melaksanakan fungsinya berdampak pada kinerja pemerintahan daerah. Penelitian ini bertujuan untuk menganalisa fungsi kepala daerah dalam kerangka manajemen kinerja pemerintahan daerah. Dipilihnya Kabupaten Tangerang dan Kota Tasikmalaya dikarenakan latar belakang Bupati Tangerang dan Wali Kota Tasikmalaya yang non birokrat sehingga kedua kepala daerah tersebut memiliki strategi tersendiri dalam penyelenggaraan pemerintahan daerah. Selain itu, pemilihan didasarkan pada peringkat dan status kinerja Kabupaten Tangerang dan Kota Tasikmalaya Tahun 2012-2013. Teori yang digunakan dalam penelitian ini adalah teori tentang kerangka manajemen kinerja pemerintahan daerah yang terdiri dari 4 kuadran. Dengan menggunakan teori ini dapat dipetakan fungsi kepala daerah yang mendominasi dalam penyelenggaraan pemerintahan daerah. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan metode pemilihan kasus most different cases. Hasil dari penelitian ini adalah dapat diketahui fungsi Bupati Tangerang yang mendominasi dalam kerangka manajemen kinerja Pemerintah Kabupaten Tangerang terletak pada kuadran 1 dimana bupati berfungsi dalam koordinasi dan komunikasi serta mengajak masyarakat berpartisipasi aktif. Selain itu, fungsi lain yang mendominasi terletak pada kuadran 3 dimana bupati berfungsi dalam perubahan budaya organisasi dan pola pikir pegawai. Selanjutnya pada kuadran 4 dimana bupati dapat melaksanakan fungsinya dalam pembentukan sistem pelayanan dan kepatuhan terhadap prosedur hukum. Fungsi Wali Kota Tasikmalaya yang mendominasi dalam kerangka manajemen kinerja Pemerintah Kota Tasikmalaya berada pada kuadran 1 dimana wali kota dapat membina hubungan yang baik dengan masyarakat, pegawai, dan stakeholders lainnya. Kemudian fungsi lain terletak pada kuadran 2 dimana wali kota dapa tmelakukan perencanaan dan penganggaran dengan strategi yang baik.

Direct election generates regional head and deputy regional head with diverse backgrounds and professions who influence the regional administration. The lack of ability to carry out the regional head's function has an impact on the performance of local government. This study aims to analyze the function of regional head in the local government performance management framework. The researcher has chosen Tangerang Regency and Tasikmalaya Municipality because the Tangerang Regent's and Tasikmalaya Mayor's background are non bureaucrats so that both the regional head have its own strategies in local governance. In addition, the selection is based on the ratings and performance status of Tangerang Regency and Tasikmalaya Municipality in 2012-2013. The theory used in this research is the theory of local government performance management framework that consists of four quadrants. By using this theory can be mapped the function that dominates the regional heads in local governance. The method used in this research is qualitative method with a method of case' selection is most different cases. The results of this study are the function that dominates Tangerang Regent within the performance management framework of Tangerang Regency located in quadrant 1 where the regent's function in coordination and communication, and invites the public to participate actively. In addition, other functions that dominate located in quadrant 3 where the regent's function in changing organizational culture and employee mindset. Later in the fourth quadrant where the regent can carry out its function in establishing the service system and compliance with legal procedures. The Tasikmalaya Mayor's function that dominates in the performance management framework are in quadrant 1 where the mayor can establish a good relationship with the community, employees, and other stakeholders. Then other functions located in quadrant 2 where the mayor is able to make planning and budgeting with a good strategy"

"Tujuan penelitian ini pertama adalah untuk memperkirakan prognosis penderita cedera kepala, terbatas pada hubungan usia penderita dan tingkat penurunan kesadarannya sampai baras tertentu (nilai Skala Koma Glasgow 5 - 10), dengan kemungkingan hidup atau meninggalnya serta lamanya masa perawatan. Tujuan kedua adalah aga hasil penelitian ini bisa digunakan sebagai tambahan pegangan kepada para dokter di Indonesia dalam memperkirakan prognosis penderita cedera kepala. Penelitian ini menggunakan meted pengumpulan data dengan car pengamatan. Data diolah secara statistik."
