"Dalam Peraturan Menteri Kesehatan Nomor 74 Tahun 2016 disebutkan bahwa puskesmas harus melaksanakan pelayanan kefarmasian sesuai standar. Saat ini belum semua puskesmas memenuhi standar pelayanan kefarmasian. Penelitian ini bertujuan untuk menganalisis kepatuhan implementasi standar pelayanan kefarmasian di puskesmas Kota Bekasi sehingga diharapkan penelitian ini dapat memberi masukan agar pelayanan kefarmasian di puskesmas berjalan sesuai standar. Penelitian ini dilakukan dengan pendekatan kuantitatif dengan unit analisis pelayanan kefarmasian meliputi pelayanan resep, pelayanan informasi obat, dan konseling. Untuk memperkuat pembahasan dilakukan pengumpulan data kualitatif. Sampel sebanyak 100 pelayanan kefarmasian diambil dari 10 puskesmas di Kota Bekasi. Pengumpulan data dilakukan dengan pengamatan, pengisian lembar kuesioner, dan wawancara mendalam. Hasil penelitian menunjukan hasil bahwa puskesmas telah melaksanakan pelayanan resep dan pelayanan informasi obat namun belum sesuai standar sedangkan konseling belum dilaksanakan di semua puskesmas. Puskesmas yang memiliki apoteker sebagai penanggung jawab, fasilitas kefarmasian yang baik, standar prosedur operasional, uraian tugas dan mendapatkan komunikasi kebijakan dan supervisi yang baik lebih patuh terhadap standar pelayanan kefarmasian.
Pemerintah disarankan untuk merevisi Peraturan Menteri Kesehatan Nomor 75 Tahun 2014 tentang Puskesmas dan Peraturan Menteri Kesehatan Nomor 74 Tahun 2016 tentang Standar Pelayanan Kefarmasian di Puskesmas, menetapkan apoteker sebagai tenaga kesehatan strategis, program internsip dan kebijakan pegawai tidak tetap untuk apoteker. Dinas Kesehatan Kota Bekasi disarankan untuk melakukan advokasi kebijakan penempatan apoteker di puskesmas sesuai analisis beban kerja, pelatihan berkelanjutan, sosialisasi kebijakan kepada tenaga kefarmasian di puskesmas, penyusunan petunjuk teknis pelayanan farmasi klinik, supervisi rutin, dan menetapkan sistem penilaian kinerja perorangan untuk pemberian kompensasi dan sanksi. Puskesmas disarankan untuk merencanakan kebutuhan apoteker sesuai analisis beban kerja, menempatkan apoteker sebagai penanggungjawab pelayanan kefarmasian, menyediakan fasilitas kefarmasian sesuai standar, menyusun standar prosedur operasional, menyusun uraian tugas, supervisi internal, dan menerapkan penilaian kinerja perorangan dan memberikan insentif berbasis kinerja perorangan.

Regulation of the Minister of Health Number 74 of 2016 states that primary health centers must perform pharmaceutical services according standard. Currently, not all community health centers meet the standard of pharmaceutical service. This study aims to analyze the compliance in the implementation of pharmaceutical services standard in primary health centers in Bekasi so it is expected to provide an input to the pharmaceutical services at primary health centers in order to be implemented in accordance with the standards. This research was conducted with quantitative approach with pharmaceutical services as unit of analysis which including prescription service, drug information service, and counseling. To strengthen the results discussion then in this study also conducted qualitative data collection. Samples of 100 pharmaceutical services were taken from 10 in primary health centers in Bekasi. The data were collected by observation, filling in questionnaire, and in depth interviews. The results showed that the primary health center had performed prescription and medication services but not yet meet with the standard while counseling had not been implemented in all primary health centers. Primary health center that have pharmacists, good pharmacy facilities, standard operating procedures, job descriptions and good policy communication and supervision are more obedient to the standard of pharmaceutical services.
The Government is advised to revise Regulation of the Minister of Health Number 75 of 2014 on Primary Health Center and Regulation of the Minister of Health Number 74 of 2016 on Standard of Pharmaceutical Service in Primary Health Center, establishing pharmacist as strategic health officer, internsip program and non permanent employee policy for pharmacist. Bekasi City Distric Health Office is advised to advocate placement of pharmacist in community health center policy according to work load analysis, continuing professional development, policy communication to pharmacy staff at community health center, preparation of clinical pharmaceutical services technical guidance, routine supervision, and set individual performance appraisal system for reward and punishment. Primary health centers are advised to plan the pharmacist 39 s needs in accordance with workload analysis, placing pharmacists as responsible pharmaceutical services, providing pharmaceutical facilities according to standards, developing standar operating procedures, preparing job descriptions, internal supervision, and applying individual performance assessments and give incentive based on individual performance.

"Pada tahun 2014 Pusat Perencanaan dan Pendayagunaan SDM Kesehatan mendistribusikan produk Dokumen Rencana Kebutuhan SDM Kesehatan untuk menjadi acuan dalam penyusunan rencana kebutuhan SDM Kesehatan di Dinas Provinsi namun pendistribusian dokumen mengalami keterlambatan.
Penelitian kualitatif ini bertujuan untuk mengetahui pelaksanaan Dokumen Rencana Kebutuhan SDM Kesehatan Tahun 2014 Pusat Perencanaan dan Pendayagunaan SDM Kesehatan di Dinas Kesehatan Provinsi DKI Jakarta Pada Tahun 2014.
Hasil penelitian menunjukkan pada tahun 2014 Dokumen Rencana Kebutuhan SDM Kesehatan Tahun 2014 Pusat Perencanaan dan Pendayagunaan SDM Kesehatan tidak menjadi acuan dalam penyusunan dokumen rencana kebutuhan SDM Kesehatan di Dinas Kesehatan Provinsi DKI Jakarta dan di tahun 2015 digunakan sebagai acuan namun data sudah tidak sesuai dengan kondisi yang ada antara lain dikarenakan sumber data Dokumen Rencana Kebutuhan SDM Kesehatan Tahun 2014 Pusat Perencanaan dan Pendayagunaan SDM Kesehatan tahun 2013 dan terjadi mutasi pegawai sehubungan dengan pembukaan RSU Kecamatan.
Kesimpulan dari penelitian ini didapatkan penyebab dari kurang tercapainya tujuan dokumen rencana kebutuhan SDM Kesehatan di Dinas Kesehatan Provinsi DKI Jakarta tahun 2015 yaitu integrasi data belum dianggap penting.

In 2014 the Human Resources Planning and Utilization of Health distributes products Health Plan Document HR needs to be a reference in health human resource planning needs in the Provincial Office, but the distribution of the document has been delayed.
This qualitative study aims to determine the implementation of the Health Human Resource Needs Plan Document 2014 Human Resources Planning and Utilization of Health in Jakarta Provincial Health Office of the Year 2014.
The results showed in 2014 Needs Plan Document HR 2014 Health Center Health Human Resource Planning and Utilization not a reference in the preparation of the document HHR planning needs in the Jakarta Provincial Health Office and in 2015 was used as a reference but the data is not in accordance with the existing conditions, among others, because the data sources Needs Plan Document HR 2014 Health Center Health Human Resource Planning and Utilization of year 2013 and a mutation of employees in connection with the opening of the District Hospital.
The conclusion of this study, the cause of the lack of achievement of the plan document HHR needs in Jakarta Provincial Health Office in 2015, namely the integration of the data has not been considered important.

"Penelitian ini bertujuan untuk mengetahui gambaran angka kunjungan dan angka rujukan di Puskesmas Kelurahan Gelora Jakarta Pusat bulan Oktober-Desember Tahun 2014 berdasarkan umur peserta, jenis kelamin, jenis kepesertaan, dan diagnosa penyakit. Hasil penelitian ini menunjukkan bahwa Puskesmas Kelurahan Gelora memiliki angka kunjungan 17,1% dan angka rujukan 3,1%. Angka kunjungan berdasarkan umur paling banyak adalah kelompok umur 15-57 tahun sebesar 17,4%, jenis kelamin perempuan lebih banyak dibandingkan laki-laki sebesar 21,8%, jenis kepesertaan Bukan PPU paling banyak sebesar 33,7%, diagnosis penyakit terbanyak adalah faringitis akut sebanyak 197 kasus. Angka rujukan berdasarkan umur terbanyak kelompok umur ≥58 tahun sebesar 9,4%, jenis kelamin laki-laki paling banyak dirujuk sebesar 3,2%, jenis kepesertaan Bukan Pekerja paling banyak sebesar 14,3%, diagnosa penyakit paling banyak dirujuk adalah Diabetes Melitus Tipe 2. Diharapkan BPJS Kesehatan Kantor Cabang Jakarta Pusat meningkatkan monitoring dan evaluasi penatalaksanaan dan pengendalian ke Puskesmas masing-masing.

This research aims to know about the description of visit rate and referral rate in Puskesmas Kelurahan Gelora Jakarta Pusat, October-December 2014 based on age, sex, type of membership, and disease diagnosis. The results shows that Puskesmas Kelurahan Gelora has 17,1% visit rate and 3,1% referral rate. Visit rate based on age 15-57 is the most 17,1%, female more than male 21,8%, type of membership Bukan PPU is the most 33,7%, disease diagnosis accute pharyngitis is the most case about 197. Referral rate based on age ≥58 is the most 9,4%, male is the most widely referenced 3,2%, type of membership Bukan Pekerja is the most 14,3%, disease diagnosis Diabetes Mellitus Type 2 is the most widely referenced. Expected BPJS Kesehatan Jakarta Pusat Branch Office increase monitoring and evaluation management and control to every Puskesmas.

"Backgrounds: Since decentralization year 2001, various innovations have been made by the districts or municipalities, especially on delegating broader decision space for management of community health centers to meet demands for qualified medical care. Objective: This study aimed to determine the relationship on autonomy level at health centers (decision space) of employee motivation. The motivation of employees was related to the concept of Motivating Potential Score, that composed of Skill Variety, Task Identity, Task Significance, Autonomy, and Job Feedback. Methods: tt was an observational study with a cross sectional design, carried out at Puskesmas Depok /I (150 type), Sleman District, Yogyakarta Province and at Puskesmas Bangil (self-management type), Pasuruan District, and Puskesmas Karangsari (free type), Blitar Municipality both in East Java Province. The study was done from May to December 2009. Respondents were employees at public health centers taken by random sampling to proportional size. Analysis were to assess the status of autonomy relationship with employee motivation at public health centers, tested by anova and combined with qualitative analysis from in-depth interviews to heads of the centers. Results: Results showed that most employeer motivation at each type of health centers was cathegorized as fairly autonomy status for public health center with 150 (62.5%), self-management (72%) and free type (75.7%). The Anova test were F = 1.450 at p-value = 0.240 (p > 0.05). Hence, it could be said there was no difference on employee motivation at health center type, 150, self-managed and free type. Recommendations:
This study recommends that heads of community health centers should be able to encourage development of intrinsic motivation to create leadership to give inspiration for employees and supportive work environment, empowering employees, delegating meaningful work and enhancing employee competency."
