"The book examines the conditions for successful high-technology policy from theoretical and empirical perspectives. It enhances the predominant national systems of innovation approach to innovation policy with concepts based on new developments in the govern-ance of complex systems and processes. The conceptual framework of complex networks and systems is used to examine national policy approaches in countries that have created environments conducive to high-technology industries as well as individual high-technology sectors, such as biotechnology, alternative energy, and aerospace. Theoretical and empirical contributions are synthesised into lessons for high-tech policy and further research.;"

"This paper describes the
case study of Semanggi intersection in Jakarta, a dynamic model of emission
reduction in the land transportation sector. The urban transportation system is
a complex system with multiple variables, feedback loops, and is influenced by
social, economic and environmental factors. The proposed model consists of two
submodels: Vehicle Fleet and Emission Calculation. The model runs in
Powersim Studio software using data from the Indonesia Japan Economic
Partnership Agreement, and the Traffic
Management Centre of the Indonesian National Police. The test was conducted by developing two scenarios:
Business As Usual and Intention. The estimated results to be
obtained using the first scenario in 2021 should be 1,113,398 units, while the
second scenario is estimated to produce 850,733 units. We hypothesize that the
Intentional Approach will have a more significant impact than the Technical
Approach, which requires more investment. The Intentional Approach is designed to improve the intention of
private car users to switch to public transportation. The Technical Approach to the emission measurement of every
vehicle in a certain area is the data of vehicle emission which are usually
taken to determine the current condition. This research will no doubt
have a positive impact on emission reduction in Jakarta."

5. Time Frame Implementasi
Jadwal implementasi IMS di Telkomsel adalah 5 tahun.

While voice as the basic service is heading to stagnancy and facing price war, most of operators cellular, now are looking another alternative way for increasing their revenue. If we are looking to the next generation services roadmap, thus Mobile Internet as future trend for mobile services that gives promises to operators cellular. Mobile internet services are technology that provides ubiquitous cellular access to all the services that the internet provides. The convergences of these two technologies have brought 3GPP to develop IP Multimedia Subsystem (IMS) technology.
IMS is a system that has been designed to provide robust multimedia services across roaming boundaries and over diverse access technologies. Internet protocol that is used as a core of IMS is Session Initiation Protocol (SIP). SIP has elected to use for construct a framework for establishing real-time communication - be it voice, video, instant messaging and other multimedia services.
IMS offers Quality of Services, charging and services integrity by using packet-switched domain.
Nowadays, PT Telkomsel which has the largest market share in Indonesia had developed 3G services. And in the upcoming 5 years, PT Telkomsel must consider the value QoS. What all this means is that IMS technology is one way for Telkomsel.
The analysis result on existing condition and on the future, the roadmap to Implementation IP Multimedia Subsystem in Telkomsel will cover:
1. Technical Specifications
Devices those are used to support IMS implementations.
2. Network Coverage
The coverage of IMS services is referring to implementation of services and infrastructure of 3G and also considers the GGSN access. The IMS implementation will be started from Jakarta.
3. Infrastructure
The infrastructure development will start in 2007 for development and testing purposes.
4. The CAPEX and OPEX will be increased according to IMS infrastructure implementation and by improving the human resource from TDM to IP base.
5. Time Frame Implementation
Implementation of IMS in Telkomsel will be launched in the up next 5 years.

"End-of-life Vehicle
(ELV) recovery is a promising strategy to minimize the environmental impact of
automotives on environmental sustainability. This study aims to assess the
community?s knowledge from a socio-technical perspective on ELV. A survey was
conducted in Japan and Malaysia to assess public perception on ELV recovery.
The results showed that the communities in both countries have basic knowledge
and a reasonably good level of awareness on environmental issues and recovery
strategies such as recycling. However, there is a high level of uncertainty on
the concept of ELV reuse and remanufacturing, as more than 50% of respondents
were unsure of their willingness to participate in ELV initiatives. The
respondents agreed that the industry and government should take the necessary
steps to support the reuse strategy. The paper concludes with suggestions from
a socio-technical perspective, which aim to ensure an effective implementation
of ELV recovery through reuse and remanufacturing."

"Literature studies
indicate that information technology (IT) clusters encourage innovation and
increase firm-level productivity by providing external economies and facilitating
joint action for its members. The purpose of this study is to identify the
external economy and joint action factors that affect firm innovation and
productivity in the IT cluster. A research model was developed based on earlier
models of joint action and external economies. The model consists of three external
economy related factors, i.e., access to skills, finance, and infrastructure, as
well as three joint action related factors, i.e., vertical, horizontal, and
research and development (R&D) cooperation as the independent variables,
firm innovation as the intervening variable, the firm?s absorptive capacity as
the moderating variable, and firm productivity as the dependent variable. Data
collection was conducted through a survey with respondents from 32 IT firms
located in three clusters in Bandung and one cluster in Cimahi (West Java ?
Indonesia). The partial least square (PLS) approach was used for hypotheses
testing. The results indicate that horizontal cooperation, access to
infrastructure, and access to skill have a positive impact on productivity,
while horizontal cooperation and R&D cooperation have a positive impact on
innovation. Finally, firm innovation is proven to positively influence firm
productivity."

"Understanding 5G from a
perspective of innovation is to explore both technical research and development
(R&D) and non-technical issues. While 4G has been considered as an
incremental innovation from its predecessors (3G and 2G), design features and
key technologies have indicated 5G as a disruptive innovation. Consequently, 5G
will create new market values, in which new services and applications will
emerge in unexpected ways. Hence, it is predicted that policy makers will face
significant challenges concerning 5G implementation in their respective
countries. This paper aims to investigate the challenges to standards and
regulations at a country level. The discussion begins with the challenges
because of the emergence of non-human markets as well as the complexity of
multi-device technological platforms. Due to anticipated massive cloud-based
applications, security issues of cloud-based applications will be a subsequent
challenge for national policy makers. Finally, as 5G may require various
supporting technologies, the challenge for the policy maker is also to trigger
national development of local standards."
