"Dewasa ini dunia telah ditandai oleh berbagai perubahan yang pesat dan bersifat global. Untuk itu, diera globalisasi dan teknologi, informasi menjadi bagian dari nafas kehidupan manusia. Disamping menuntut perpustakaan sebagai institusi pengelola informasi tersebut. Selanjutnya, sebuah perpustakaan yang berkualitas memerlukan sistem pengelolaan yang rapi, baik, memuaskan terhadap tiap-tiap pemustakanya, serta senantiasa memperhatikan peningkatan mutu pelayanan dan koleksinya. Berdasarkan pemikiran tersebut, sebuah penawaran alternatif dalam meningkatkan kualitas layanan khususnya perpustakaan PT adalah dengan pendekatan Total Quality Service (TQS). TQS dalam manajemen perpustakaan PT dimaksudkan sebagai sistem manajemen strategis dan integratif yang melibatkan semua unsur, baik kepala perpustakaan, pustakawan, dan seluruh petugas perpustakaan, serta menggunakan metode-metode kualitatif dan kuantitatif untuk memperbaiki secara berkesinambungan proses-proses organisasi agar dapat memenuhi kebutuhan, keinginan serta harapan setiap pemustakanya."

"ABSTRACTThis research specifically aims to determine the role of leadership in encouraging organizations in implementing the principles of TQM in the Universitas Negeri Padang Library Descriptive research method with qualitative approach. Data collection through observation, interview and document analysis. Subjects in this study are leaders, sub-heads, events, facts, documents and various forms of efforts, programs or library activities. The object of this research is leadership in TQM which is implemented in Universitas Negeri Padang Library. The results of research related to the role of leadership in the library of universities can be seen from (1) the leader develops the vision and sets the direction and strategy of the college library to produce the changes needed to achieve the vision; (2) the leader communicates the goals to be achieved through statements and deeds to anyone who may be required to give eject to the formation of team that understands the vision and strategy of college library; (3) leaders provide motivation for library librarians and librarians; and (4) the leader must be able to create the desired change of the user and is very useful for the progress of the college library through the provision of new services desired by the user and the new approach in working relationships that help the college libraries compete."

"Penelitian ini bertujuan menganalisis persepsi pengaruh penerapan prinsip-prinsip Total Quality Management terhadap kinerja auditor. Sampel penelitian ini berjumlah 228 responden yang merupakan auditor Inspektorat Jenderal di 7 tujuh instansi pemerintah. Metode analisis data menggunakan analisis kuantitatif, antara lain dengan uji validitas, uji reliabilitas, uji asumsi klasik dan uji hipotesis melalui analisis regresi linier berganda. Teknik pengumpulan data dilakukan dengan kuesioner dan wawancara untuk mengkonfirmasi hasil kuesioner. Hasil pengujian membuktikan bahwa variabel pemberdayaan dan keterlibatan pegawai, kerjasama, pendidikan dan pelatihan, dan perbaikan berkelanjutan terbukti dalam penelitian ini berpengaruh positif signifikan terhadap kinerja auditor di Inspektorat Jenderal. Variabel kepemimpinan dan pengukuran kinerja dalam penelitian ini tidak berpengaruh signifikan terhadap kinerja auditor di Inspektorat Jenderal.

The aim of this study is to analyze the influence of Total Quality Management on the performance of auditors in the Inspectorate General Auditor rsquo s Perception in 7 seven Government Institution. The sample in this research were 228 respondents who are auditors within the Inspectorate General in 7 seven government institution. Methods of data analysis using quantitative analysis, with a validity test, reliability test, the assumption of classical test and hypothesis testing through multiple linear regression analysis. Data in the study was collected by questionnaire and interviews to confirm the results of the questionnaire. The statistical test result is employee involvement, teamwork, education and training, and continuous improvement variables proved in this study have positive significant impact to the performance of auditors. Other variables such as leadership and performance measures, proved in this study do have a significant impact on the performance of auditors within the Inspectorate General."

"Now that business, government, and other fields are embracing Total Quality Management (TQM) as their management philosphy, TQM may also hold the solution for problems that exist in human services organizations today. After a brief history of TQM, the author discusses the philosophy of management, quality as an organizational goal, the challenges of determining an organization's customers, and collecting and using customer quality data. He also describes how to achieve quality improvement through teamwork and shows how to use brainstorming, cause and effect diagrams, check sheets, and pareto analysis. Among the other topics examined are contractor involvement, training top management personnel, training middle managers and staff, and selecting an implementation strategy. All the examples used in this volume are drawn from the fields of public administration, gerontology, public health, and management of nonprofit organizations. Total Quality Management in Human Service Organizations is a good “backgrounder” for human service administrators and organizations prior to undergoing a more detailed agency discussion of, or training in, TQM. It is also of great value to students and faculty in social work administration programs who are interested in the basics of TQM."
