"This article does endeavor to launch many issues in recent agrarian reform in Indonesia. Many factors become considerations to conduct newly agrarian reforms and momentously. The prior agrarian reforms outstanding in the ideal agrarian and land tenure structure that has reflected many land conflicts needs adequate resolution. That situation coincides to the huge number of deprived people who living in less in public service such as food education, health, living hood that have reflected any social-economic gaps. All of them ideally are the mostly agrarian concern to be accomplished by mainly idea to create ideal land tenure and access to land itself Ultimately, the unfinished on delegation of power between central to local government in post decentralization law since 1999 has been substantial problems."

"Sejarah konfigurasi politik di Indonesia memperlihatkan pasang surut dan pasang naik secara bergantian anatara demokratis dart otoriter. Tarik menarik konfigurasi politik dengan karakter produk hukum yang berkarakter responsifpopulistik dan produk hukum yang berkarakter ortodoks-konservatif dengan kecenderungan linier yang sama. Rezim Orde Baru terutama pada 1967-1981 senantiasa curiga akan gerakan-gerakan Islam. Konfigurasi politik pada peciode ini cenderung otoriter dengan berbagai tipologi perpolitikan. Di tahun 1970-an ini lahir berbagai produk hukum seperti UU No. 14 Tahun 1970 dan UU No. 1 tahun 1974 yang berkarakter ortodoks/konservatif atau elitis. Pada saat slap akomodatif (1985-1998) antara Islam dari negara maka pada era ini lahir Undang-undang No. 7 tahun 1989 tentang peradilan agama maka karakter produk hukum ini bisa dikatakan berkarakter responsif/populistik. Era Reformasi, konfigurasi politik yang tampil adalah demolantis dengan terlibatnya seluruh komponen masyarakat dalarn pembentukan UU No. 4 tahun 2004 maka produk hukum ini berkarakter responsi populistik.Setiap produk hukum merupakan pencerminan dari konfigurasi politik yang melahirkannya. Karakter produk hukum sangat ditentukan oleh visi politik yang berkembang dimasyarakat. Semakin demokratis suatu rezim, semakin responsif dan aspiratif produk hukum yang dihasilkan dan sebaliknya. Karena itu setiap produk hukum yang berkarakter responsif/populistik akan mewujudkan kehidupan berbangsa dan bernegara menjadi lebih demokratis.

The history of political configuration in Indonesia shows the ups and downs in turns between democratic and authority. The pulling of political configuration between the law product which have the characteristics of responsive-populistic and the other Iaw product which have the characteristics of orthodoks-conservative, with the same similarity in line. The New Order regime especially in the year of 1967-1982 have suspicions settlements on the Islamic movements. Political configurations in this period tends to rule with an authoritic attitude with many political typhologies. In the year of 1970-s, were created many law products such as the UU No. I4 Year 1970 and the UU No. 1 Year 1974 which have the orthodoks conservative characteristics or clitic law products. At the time of accontridative ( 1985 - 1998 ) between Islam and the state, in this era was created the UU No. 7 Year 1989 which issues about the religic court which then this product of Iaw can be said to have the characteristic of responsive I populistic. In the Reformation Era, the political configurations that shows up is democratic which involves all the components of society inside the structuring of UU No. 4 Year 2004, and so this product of law has the characteristic of responsive 1 populistic.

Every products of law are the turner of every political configurations which creates them. The characteristic of product of law depends on the political visions which are growing inside the society. The more democratic one regime is, the more responsive and aspirative product of law they creates and it goes the same for the opposite. Because of that, every product of law which have the characteristic of responsive populistic will make the nation more democratic."
