"ABSTRAK
Pada sistem ekonomi terbuka seperti di Indonesia, barang,
jasa dan aset finansial (financial assets) dengan mudah mengalir
masuk ataupun keluar negara. Dengan .demikian ekonomi mempunyai
alternatif resourcing secara global dengan memanfaatkan kondisikondisi
disparitas. Sebaliknya, ekonomi menjadi terkait dengan
ekonomi dunia sehingga risiko meningkat dan persaingan juga
menjadi lebih berat.
Seperti negara sedang berkembang lainnya Indonesia harus
mengandalkan capital inflow untuk menutup Saving-Investment gap
dan gap neraca pembayaran. Perekonomian Indonesia cukup menarik
terjadinya capital inflow karena : disparitas tingkat suku bunga
luar negeri dengan dalam negeri, inflasi yang rendah (purchasing
power parity), regime devisa bebas, kebijaksanaan managed floating
rates yang mengakibatkan rupiah menjadi convertible currency,
dan kondisi politik yang stabil. Capital inflow ini dapat melalui
pinjaman pemerintah, pinjaman swasta nasional yang besar, maupun
melalui pinjaman Bank nasional yang disalurkan menjadi kredit
bagi swasta dalam negeri.
Perbankan Indonesia, dengan meminjam dana luar negeri dan
menyalurkan ke dalam negeri mendapat opportunity arbitrage kondisi-
kondisi disparitas diatas, meskipun juga menambah risiko
dalam Asset dan Liability Managementnya (ALM). Untuk itu diperlukan
perhatian khusus dalam mengelola dana yang sumbernya dari
pinjaman luar negeri.
Penyaluran dana offshore untuk menbiayai kredit dalam negeri
yang generated incomenya dalam bentuk valuta asing . (produknya
berorientasi ekspor) akan mengamankan posisi finansial Bank.
Dalam penggalian dana offshore ini, bonafiditas dan credit
worthiness bank komersial dalam negeri sangat diperhatikan investor
luar negeri. Dalam penyaluran dana offshore tersebut bank
komersial harus menghadapi kendala-kendala di dalam negeri yaitu
berupa peraturan-peraturan pemerintah, antara lain : capital
adequacy ratio (CAR), net open position (NOP) dan penggunaannya
untuk kegiatan produksi yang ber-orientasi ekspor. Dengan demikian
bank tidak bebas dalam menyalurkan dana offshore. Untuk itu
para bankers harus menggunakan tehnik-tehnik analisa yang akurat
dan memadai agar bank tersebut dapat memperoleh kinerja (performance)
yang baik dari pengelolaan dana offshore serta tetap mempertahankan
tingkat kepercayaan yang diberikan pihak investor.

"In 3 experiments, kindergarten and second-grade children's retention was examined in the context of 2 distinctiveness manipulations, namely, the von Restorff and bizarre imagery paradigms. Specifically, children learned lists of pictures (Experiments la and lb) or interactive images (Experiment 2) and were asked to recall them 3 weeks later. In Experiments la and lb, distinctiveness was manipulated perceptually (changing colors) and conceptually (changing categories or switching to a numeral), whereas in Experiment 2, distinctiveness concerned the interaction (common or bizarre) between the referents. The results showed that (a) older children retained more information than younger children, (b) younger but not older children failed to benefit from numerically distinct information, and (c) distinctiveness in other domains facilitated children's retention. These results highlight the importance of distinctive information in children's retention"
