"Penelitian ini membahas model kerangka kerja supply chain. Tujuan dari penelitian ini adalah membuat model kerangka kerja untuk mengetahui factor yang mempengaruhi kinerja Supply Chain. Metode penelitian yang digunakan dalam penelitian ini adalah Interpretive Structural Modeling (ISM). Hasil penelitian yang berupa variable-variabel, merupakan faktor utama dalam terwujudnya sebuah sistem supply chain yang efektif dan efisien guna mencapai tingkat kepuasan dan pelayanan terhadap konsumen.

This research is focusing on the model of framework supply chain. The study is aimed to make a model of framework it`s influence of system supply chain. "Perkembangan perekonomian dunia di era globalisasi menuntut seluruh stakeholder industri baja nasional berperan untuk menciptakan iklim usaha yang kondusif agar dapat memiliki daya saing dalam kompetisi global. Pengklasifikasian industri baja yang mencakup industri baja hulu, industri antara-hilir, dan industri pengguna membutuhkan treatment tertentu sehinggga dengan terciptanya iklim usaha kondusif akan meningkatkan produktivitas, utilitas dan kualitas industri baja nasional. Penentuan variabel-variabel iklim usaha penting diperlukan sebagai acuan dalam melaksanakan kegiatan usaha.
Dengan pendekatan analisa kualitatif dapat diketahui kondisi iklim usaha secara nyata dikarenakan penggambaran kondisinya dapat diinterpretasikan oleh subjek yang menganalisanya. Pengumpulan data primer maupun sekunder dilakukan untuk mendukung penentuan variabel-variabel iklim usaha yang kemudian akan diintegrasikan untuk mendapatkan baseline pengolahannya. Metode ISM berperan menghasilkan model struktur terintegrasi dimana urutan proses penciptaan iklim usaha yang kondusif dapat diketahui dan diimplementasikan.

The development of world economy in the era of globalization requires the national steel industry stakeholders contribute to creating a conducive business climate in order to have competitiveness in the global competition. Steel industry classification that includes the upstream steel industry, between industries, downstream, and industrial users require specific treatment so as to create conducive business climate will improve productivity, utility and quality of the national steel industry. Determination of climate variables important effort is needed as a reference in conducting business.
With the approach of qualitative analysis can identify the business climate conditions due to the depiction of actual conditions can be interpreted by the subjects analyzed. The collection of primary and secondary data conducted to support the determination of the variables that the business climate then will be integrated to obtain baseline processing. ISM method produces role models integrated structure where the sequence of the process of creating a conducive business climate can be identified and implemented.

"ABSTRAK
Penerapan sistem pengadaan yang baru dapat menimbulkan kekhawatiran atas
munculnya kendala-kendala, sehingga penerapannya tidak berhasil. Penelitian ini
bertujuan untuk mengidentifikasi hambatan-hambatan serta faktor-faktor
penunjang penerapan sistem pengadaan rancang bangun pada proyek konstruksi
Pemerintah Provinsi DKI Jakarta dengan metode Delphi, yang akan digunakan
untuk pengembangan model kerangka kerja dengan pendekatan Interpretive
Structural Modeling agar didapat hubungan antara faktor-faktor tersebut serta
hirarkinya. Dua puluh dua faktor penunjang yang juga dapat mengatasi hambatan
penerapan telah diidentifikasi dan dikembangkan dalam pemodelan dengan delapan
tingkatan hirarki. Model tersebut dapat dijadikan kerangka kerja untuk menerapkan
rancang bangun pada proyek konstruksi Pemerintah Provisi DKI Jakarta lainnya

ABSTRACT
The implementation of a new procurement system can raise concern about the
appearance of some obstacles, which will cause failure in the implementation. This
study aims to identify obstacles and supporting factors of design and built delivery
system implementation in Provincial Governments of DKI Jakarta construction
project with Delphi method, which will be used to develop a framework model with
Interpretive Structural Modelling approach in order to obtain the relationship
between the factors as well as their hierarchies. Twenty two supporting factors
which can overcome the implementation obstacles had been identified and had been
developed in eight level hirarchy modelling. The model can be used as a framework
to implement the other design and build in Provincial Governments of DKI Jakarta
construction project"

"Organisasi publik perlu menetapkan indikator-indikator dan target pengukuran kinerja dari berbagai aspek. Tesis ini bertujuan untuk merancang metode pengukuran kinerja yang sesuai bagi Balai Latihan Kerja yang mampu mencerminkan seluruh aspek baik tangible maupun intangible dengan menggunakan konsep Balanced Scorecard. Metode yang digunakan dalam penelitian ini adalah FMEA/SMEA untuk menentukan faktor internal dan eksternal, melakukan analisis SWOT untuk menetapkan strategi serta mengintegrasikan Interpretative Structural Modeling (ISM) dan Analytic Network Process (ANP) dalam membangun framework Balanced Scorecards.
Hasil dari penelitian ini menunjukkan dari keempat perspektif Balanced Scorecard Balai Latihan Kerja, perspektif dengan bobot terbesar adalah perspektif pembelajaran dan pertumbuhan, karena Balai Latihan Kerja memberikan pelayanan dibidang pendidikan dan pelatihan harus memiliki keunggulan dalam perspektif tersebut, kemudian dilanjutkan dengan perspektif proses bisnis internal, perspektif keuangan dan perspektif pelanggan.
Penerjemahan visi dan misi organisasi menghasilkan 15 sasaran strategis pada keempat perspektif Balanced Scorecard dengan 21 KPI. Dari 21 KPI tersebut, terdapat 17 indikator kinerja yang tidak mencapai target, 4 indikator yang mencapai target yang ditetapkan 2 diantaranya adalah indikator kinerja pada perspektif keuangan. Hal ini disebabkan karena belum adanya ukuran terhadap perspektif non keuangan, sehingga perspektif non keuangan tersebut tidak dapat dikelola. Untuk itu perlu dilakukan pengukuran kinerja dengan framework Balanced Scorecard, agar dapat mengukur dan mengelola aspek keuangan dan non keuangan.

Public organizations need to establish indicators and performance measurement targets of various aspek. The purpose of this study is to design an appropriate performance measurement method for the Training Center that is able to reflect all aspects of both tangible or intangible by using the Balanced Scorecard concept. The method used in this study is FMEA / SMEA to determine internal and external factors, conduct a SWOT analysis to define strategies and then integrate interpretative Structural Modeling (ISM) and Analytic Network Process (ANP) in building the framework Balanced Scorecards.
The results of this study showed the four perspectives of Balanced Scorecard Training Center, with the greatest weight is the perspective of learning and growth perspective, because the Training Center provides services in the field of education and training should have an advantage in that perspective, then proceed with the internal business process perspective, the perspective financial and customer perspectives.
Translating the vision and mission of the organization produces 15 strategic targets in the four Balanced Scorecard perspectives with 21 KPIs. From the 21 KPIs, there are 17 performance indicators that do not reach the target, four indicators are achieving targets, 2 of them are performance indicators on the financial perspective.This is due to the absence of measures against non-financial perspective, so that non-financial perspective can not be managed. Therefore performance measurement needs to be done with the Balanced Scorecard framework, in order to measure and manage financial and non-financial aspects.

Masalah yang muncul pada sektor perikanan adalah harga aktual yang diterima diatas harga ketetapan Pemerintah karena kurangnya Penyalur BBM serta kendala-kendala lain. Selain itu, terdapat banyak lembaga yang terkait dalam kebijakan BBM Subsidi sektor perikanan. Metode Interpretive Structural Modeling digunakan untuk menghasilkan model struktur kelembagaan untuk pengambilan keputusan dalam rangka kebijakan BBM Subsidi sektor perikanan serta menghasilkan kendala yang menjadi faktor utama dalam pelaksanaan kebijakan BBM Subsidi sektor perikanan melalui sejumlah wawancara dan kuesioner dengan melibatkan 5 orang ekspert yang menjadi narasumber. Penelitian ini menghasilkan model struktur kelembagaan dengan 7 lembaga yang menjadi faktor utama dalam penyusunan serta pelaksanaan kebijakan BBM Subsidi sektor perikanan. Terdapat 3 kendala yang menjadi faktor utama dalam pelaksanaan kebijakan BBM Subsidi pada sektor perikanan yaitu Kebijakan satu harga, pengaturan dan perijinan serta Sebaran Penyalur BBM khususnya sektor perikanan.

"Pengembangan suatu daerah merupakan suatu hal yang penting untuk kelangsungan daerah tersebut dalam hal meningkatkan sektor industri penghasil bahan baku maupun jasa. Industri Kecil Menengah (IKM) adalah salah faktor untuk memajukan perekonomian suatu daerah, jadi pengembangan IKM adalah hal yang harus dilakukan untuk memperbesar pendapatan perekonomian suatu daerah. Penelitian ini membahas tentang kompetensi inti daerah, dengan menentukan Industri Kecil Menengah (IKM) yang paling berpotensi pada Kabupaten Bekasi. Metode penelitian ini menggunakan Analytic Hierarchy Process Dan Interpretive Structural Modeling. Hasil dari penelitian ini adalah terbentuk sebuah model untuk pengembangan IKM yang dilanjutkan dengan pembuatan road map untuk implementasinya. Kesimpulan yang didapatkan adalah kebutuhan utama dari IKM adalah faktor dukungan modal untuk melakukan usaha serta faktor pemasaran untuk memasarkan produknya ke seluruh lapisan masyarakat.

Small Medium Industries is one factor to promote the economy of a region, so the development of Small medium industries is to be done to increase the revenue of a regional economy. This study discusses the core competency areas, by determining the Small Medium Industries is the most potential in Bekasi. This research method using the Analytic Hierarchy Process And Structural Modeling interpretive. Results from this study is formed a model for Small medium industries development which was continued by making the road map for implementation. Conclusions obtained are the main needs of the Small medium industries is the factor of capital support to conduct the business and marketing factors to market their products to all levels of society."

"Masalah mengenai sampah plastik di wilayah perkotaan Indonesia sudah semakin memburuk, dilihat dari jumlah serta dampak buruknya bagi lingkungan. Salah satu cara yang sederhana dan relatif ekonomis untuk mengelola sampah plastik adalah dengan melakukan daur ulang mekanikal. Namun pada prakteknya, sampah kemasan plastik berwujud lembaran yang didaur ulang masih sangat minim, dan belum terkelola dengan baik. Penelitian ini meninjau masalah tersebut dari sisi stakeholder yang memiliki pengaruh besar pada sistem rantai proses material plastik. Penelitian ini mengidentifikasi peran-peran stratejik stakeholder, serta menatanya menjadi sebuah kerangka kerja berdasarkan pendapat para pakar dengan menggunakan metode Interpretive Structural Modeling ISM.

The problem of plastic waste in urban Indonesia is getting worse, measured by its number and bad impact to the environment. One simple and relatively economical way to manage plastic waste is to perform mechanical recycling. However, the number of plastic film packaging waste recycled is still very low, and has not been well managed. This study reviewed the problems from the stakeholders point of view who have big influence on the system of plastic material process chain. This study identified the strategic roles of stakeholders, and assemble them into a framework based on experts opinion using the Interpretive Structural Modeling ISM."

"Food loss and waste (FLW) merupakan jenis sampah organik yang dihasilkan dari penurunan kuantitas pangan sepanjang rantai pasok pangan makanan. Saat ini, jumlah FLW secara global sudah mencapai 1,3 miliar ton pertahunnya, dimana angka ini akan terus mengalami peningkatan mengingat jumlah populasi manusia yang meningkat seiring dengan pemenuhan kebutuhan pula. Tahun 2020, sampah sisa makanan atau FLW berkontribusi sebesar 40% dari total sampah di Indonesia. Saat ini, jumlah FLW yang dihasilkan di Indonesia adalah sebesar 115-184 kg/kapita/tahun. FLW ini menyebabkan dampak buruk secara kerugian material ekonomi dan menjadi penyumbang gas emisi rumah kaca yang buruk untuk lingkungan. Estimasi jumlah FLW di Indonesia akan meningkat hingga 344 kg/kapita/tahun di tahun 2045. Penelitain ini merupakan salah satu upaya untuk memberikan rekomendasi strategi pengurangan jumlah FLW secara nasional. Strategi pengurangan dikumpulkan berdasarkan literatur dan divalidasi oleh para Ahli untuk kesesuaian penerapan strategi di Indonesia. Sebanyak 20 rekomendasi strategi FLW berhasil divalidasi dan selanjutnya disusun berdasarkan struktural hierarki strategi. Penelitian ini menggunakan bantuan metode Interpretive Structural Modelling (ISM) untuk menyusun strategi dalam bentuk struktural hierarki. Analisis Matrice d’Impacts Croises Multiplication Appliquee aun Classement (MICMAC) dilakukan untuk setiap elemen strategi guna mendapatkan pengelompokkan strategi berdasarkan kekuatan pendorong dan ketergantungan antar elemen strategi. Model struktural yang dihasilkan akan digunakan sebagai bagian dari rekomendasi peta strategis untuk implementasi strategi pengurangan jumlah FLW di Indonesia.

Food loss and Waste (FLW) is an organic waste that is produced by the decrease in food quantity along the food supply chain. Currently, the amount of FLW in the global scale has reached 1.3 billion ton annually, this number will keep increasing due to the increase in human population and their needs of foods. Year 2020, the FLW has contributed 40% of Indonesia's amount of waste, equal to 115-184/capita/year. FLW is giving off a bad impact in economic side and become the main agent in carbon emission producer. The amount of FLW in Indonesia is estimated to reach 344 kg/kapita/year in year 2045. This research is an effort to give a strategic recommendation for decreasing the amount of FLW in national scale. This strategy is built based on literature study and validated by the subject matter expert in order for implementation in Indonesia. There are 20 strategical recommendation were made, validated, and arranged based on structural strategy hierarchy. This research is implementing Intrepretive Structural Modelling (ISM) method to construct the strategy in the form of structural hierarchy. Matrice d'Impacts Croises Multiplication Appliquee aun Classement (MICMAC) anaylisis was used for each element in the strategy in order to group the strategy up based on the driving force and the dependency between strategy element. Structural model produced by the process will be used as a part of the strategical map to implement the "Decreasing FLW in Indonesia" strategy."

"Green supply chain (GSCM) adalah pendekatan yang muncul dalam manajemen rantai pasokan untuk mengurangi dampak lingkungan dari proses yang berkaitan dengan aliran barang dan material. Hal ini dianggap sebagai sistem kejadian diskrit. Salah satu alat yang memungkinkan untuk memodelkan sistem kejadian diskrit adalah jaring Petri. Sebuah model Colored Petri Net (CPN) dari model GSCM tersebut dikembangkan, alasan untuk menggunakan CPN daripada Petri nets biasa adalah karena memungkinkan pelekatan data (atau warna). Tesis ini mengembangkan model CPN untuk jaringan GSCM, dan memverifikasinya dengan menggunakan data sekunder dari penelitian lain sebagai studi kasus untuk membandingkan hasil simulasi rantai pasok ke depan. Setelah model tersebut terbukti serupa, dan oleh karena itu dapat mewakili rantai pasok yang sebenarnya. Model CPN diperluas menjadi CPN jaringan GSCM dengan menggunakan data yang sama dengan studi kasus. Hasil dari simulasi menunjukkan bahwa menerapkan reverse logistic dalam jaringan rantai pasok untuk menjadikannya sebagai jaringan GSCM adalah hal yang memungkinkan dan berpotensi menguntungkan perusahaan.

Green supply chain is an emerging approach in supply chain management to reduce environmental impact of the process concerning the flow of goods and material. It is considered as a discrete-event system. One possible tool to model discrete-event systems is Petri nets. A Colored Petri Net (CPN) model of the said green supply chain model is developed, the reason to use a CPN rather than ordinary Petri nets is because it allows the attachment of data (or color). This thesis developed a CPN model for a GSCM network, and verify it by using a secondary data from another research as a case study to compare the results of the forward supply chain simulations. After the model is proven to be similar, and therefore representative of the real supply chain. The CPN model are expanded to be a GSCM network CPN using the same data as the case study. The results of the simulation indicated that implementing reverse logistic in a supply chain network to make it a GSCM network is possible and potentially beneficial to the company."
