"ABSTRAKAnticorruption policy transfer has been discussed for decades, but the influence of culture in target countries has not received comparable attention sufficient to explain the lack of progress in reducing corruption in those countries. The conceptualization of culture so far has provided only a limited tool for developing a dynamic theory of policy transfer. We propose a bottomup model of dynamic policy transfer that takes into account the cultural context in target countries. We first define culture as a set of values that are consistent with each other but that also conflict. We then develop a dynamic policy transfer model that revises the traditional model by considering the proposed concept of culture. Finally, we discuss the practical implications of the model, emphasizing the importance of knowledge of culture at the local level, where a bottom-up implementation of anticorruption policy takes place. We conclude by suggesting strategies for empirical research and specific implications regarding the Korean policy context."

Pelaksanaan kebijakanpenanganan stunting di Indonesia dapat dilihat dengan menggunakan kacamata policynetwork. Penelitian ini bertujuan untuk melihat pelaksanaan kebijakan penangananstunting menggunakan kacamata policy network. Penelitian ini menggunakan dimensipolicy network berupa actors and their perceptions of problem and solution, actors andtheir preferences, actors and ther tradable resources, actors and their strategies, specificrulesof policy network, dan interactions sebagai kerangka teori. Penelitian inimenggunakan pendekatan penelitian Post-Positivist. Hasil penelitian menunjukan bahwaperbedaan persepsi antar aktor tidak menyebabkan terganggunya proses kebijakanmaupun interaksi antar aktor yang terkait. Preferensi Pemerintah Kabupaten Bogor bukandipengaruhi oleh persepsinya melainkan merupakan mandatori dari Pemerintah Pusat.Begitu pula dengan strategi dan turan yang mengatur proses berjalannya networkkebijakan penanganan stunting di Kabupaten Bogor dikeluarkan oleh Pemerintah Pusatdan sifatnya mandatori bagi Pemerintah Kabupaten Bogor. Saat ini belum ada peraturantertulis yang mengatur hal-hal yang boleh maupun tidak boleh dilakukan oleh aktor nonpublik. Indonesia is the country with the second-highest prevalence of stunted children inSoutheast Asia while Bogor Regency has the highest number of stunted children inIndonesia. Stunting is a multidimensional problem that requires intervention in variousaspects so that the policy of stunting management requires the involvement of variousactors. Implementation of stunting management policy in Indonesia can be seen by usinga policy network framework. This study aims to analyse the implementation of stuntingmanagement policy using policy network framework. This study uses the dimensions ofpolicy network in the form of actors and their perceptions of problem and solution, actorsand their preferences, actors and their tradable resources, actors and their strategies,specific-rules of policy network, and interactions as a theoretical framework. This studyuses Post-Positivist research methods. The results showed that the differences inperceptions among actors do not disrupt policy processes or interactions between actors.The preferences of the Bogor Regency Government are not influenced by their perceptionbut rather are mandatory from the Central Government. So do the strategies and ruleswhich rule the process of running a policy network of stunting management at BogorRegency issued by the Central Government and is mandatory for the Bogor Regency.More, there are no written regulations yet that governing the actions of non-public actors.Lastly, there are no big network connects actors that accommodate interactions betweenactors, especially local governments with non-government actors"
