"Penyelenggaran pemerintahan dan pembangunan menuju masyarakat sejahtera dan berkeadilan yang merata mendorong pemerintah untuk mengupayakan pengelolaan keuangan negara yang memenuhi fungsi-fungsi seperti pelayanan umum, ketertiban dan keamanan, ekonomi, kesehatan, perumahan dan pelayanan umum. Di antara bentuk fungsi pelayanan umum adalah tersedia dan terkelolanya barang milik negara di setiap kementerian/lembaga yang menunjang kinerja pemerintah untuk digunakan bagi pelayanan kepada masyarakat. Di sisi lain besarnya harapan pemerintah mewujudkan fungsi-fungsi di atas berdampak pada melebihinya belanja negara dari pendapatannya (defisit anggaran). Kebijakan pemerintah menyatakan untuk menutup defisit itu diperlukan pembiayaan yang berasal dari utang dan non utang. Utang dapat diperoleh dari penerbitan surat berharga negara berupa surat utang negara (SUN) dan surat berharga syariah negara (SBSN).
Harapan terpenuhinya pengelolaan barang milik negara yang sesuai dengan prinsip tata kelola pemerintahan yang baik (good governance) salah satunya dapat diwujudkan melalui penerbitan sukuk negara. Perbedaan mendasar dengan instrumen utang adalah penerbitan sukuk negara mengharuskan adanya transaksi pendukung (underlying transaction) berupa barang milik negara yang memiliki nilai ekonomis, kondisi layak, tercatat, dan tidak bermasalah hukum. Dengan demikian penerbitan sukuk negara telah mendorong Pemerintah untuk mengupayakan terpenuhinya aset SBSN yang memenuhi kriteria tersebut. Dengan kondisi itu diharapkan kebutuhan akan aset SBSN berdampak pada peningkatan kualitas tata kelola barang milik negara secara keseluruhan.
Penerbitan sukuk negara dalam kerangka kebijakan pembiayaan APBN berpengaruh secara signifikan terhadap kualitas tata kelola barang milik negara. Namun, sebagai instrumen investasi berbasis syariah, penempatan sukuk negara dalam koridor kebijakan utang negara berpotensi tidak terimplementasi secara optimal. Di samping itu pemanfaatan barang milik negara sebagai bagian dari tujuan penerbitan sukuk negara belum optimal karena hanya sebatas digunakan sebagai aset SBSN. Direkomendasikan agar Pemerintah menerbitkan sukuk negara yang berorientasi pada pembangunan proyek yang langsung dapat dimonitor dan dievaluasi pemegang sukuk guna mengembangkan terus prinsip-prinsip tata kelola pemerintah yang baik seperti akuntabilitas dan transparansi. Pemerintah juga diharapkan mempertimbangkan mengoptimalkan pemanfaatan aset SBSN dalam bentuk yang dapat menghasilkan penerimaan negara.

Organizing public administration and development towards peace and justice are equally encouraged governments to strive to meet state financial management functions such as public services, public order and security, economic, health, housing and public services. Among the forms of public service functions are available and managed state property in each ministry / institution that supports the government's performance to be used for services to the community. On the other hand the amount the government hopes to realize the above functions have an impact on the state of its revenues exceed expenditures (budget deficit). Government policy states it is necessary to cover the deficit financing that comes from debt and non debt. Debt can be obtained from the issuance of state securities in the form of state debentures (SUN) and the Islamic state securities (SBSN).
Fulfilling expectations that the management of state property in accordance with the principles of good governance, one of which can be realized through the issuance of state sukuk. The fundamental difference with debt instrument is the state sukuk issuance requires the transaction support (underlying transactions) in the form of state property that has economic value, decent condition, recorded, and no legal problem. Thus the issuance of sukuk has encouraged the government to seek fulfillment SBSN assets that meet these criteria. So with this condition the demand for asset SBSN is expected to impact on improving the quality of governance of state property as a whole.
Sukuk issuance in the policy framework for financing the state budget significantly affect the quality of governance of state property. But as Sharia-compliant investment instruments, sukuk placement in the corridor of the sovereign debt policies are not implemented in an optimal potential. Besides the use of state property as part of the destination of state sukuk issuance has not been optimal because only limited use as an asset SBSN. It is recommended that the Government issued the state sukuk oriented development projects that can directly be monitored and evaluated by the sukuk holders continue to develop principles of good governance such as accountability and transparency. The government is also expected to consider optimizing asset utilization SBSN in a form that can generate state revenue.

"ABSTRAK
Karya Akhir ini membahas penerapan good governance pada Unit Pelayanan Publik UPP Kementerian. Penelitian ini menggunakan teori prinsip-prinsip good governance yang dibuat oleh United Nation Developmen Program UNDP dengan pendekatan positivis. Teknik analisis data menggunakan analisis deksriptif terhadap prinsip-prinsip good governance. Hasil penelitian menunjukan bahwa Unit Pelayanan Publik UPP Kementerian Perindustrian belum memenuhi prinsip-prinsip good governance dalam memberikan pelayanan rekomendasi kepada para pemohon. Permasalahan utama dalam pelayanan yang diberikan adalah waktu pemrosesan melebihi dari SOP yang telah ditentukan. Masukan dari para pemohon untuk melakukan perubahan menjadi permohonan secara online telah dilakukan oleh UPP. Namun, program tersebut baru diberlakukan pada 18 November 2016 sehingga belum dapat dilakukan evaluasi terhadap efektfitas pelayanan yang diberikan. Untuk itu, perlu dilakukan inovasi untuk memperbaiki pelayanan yang diberikan kepada para pemohon sehingga pelayanan yang diberikan dapat lebih maksimal.
ABSTRAK
thesis discussed about the implementation of Good Governance in Unit Pelayanan Publik UPP in the ministry. The theory used in this study is the principles of good governance made by the United Nations Development Program UNDP with positivist approach. Data were analyzed using descriptive analysis of the principles of good governance. The results showed that the Public Service Unit UPP The Ministry of Industry has not meet the principles of good governance in providing services recommendation to the applicant. The main problems in the provided services is the processing time exceeds a predetermined SOP. Input from the applicant to make changes into an online recomendation has been carried out by the UPP. However, these programs will be effective on 18 November 2016, so the evaluation of the effectiveness of the services cannot be done. Therefore, innovation needs to be done to improve the service to the applicant so that the service can be maximized. "

"Tujuan dilakukannya penelitian ini adalah untuk menjelaskan perkembangan penerapan E-Government dengan kualitas pelayanan publik di lingkungan Pemerintah Kota Depok dalam Pelayanan Publik di Badan Penanaman Modal dan Pelayanan Perizinan Terpadu Pemerintah Kota Depok. Metode Penelitian ini menggunakan Pendekatan Kualitatif serta Jenis Penelitian Deskriptif.
Hasil dari penerapan E-Government menunjukkan bahwa penerapan E-Government di BPMP2T Pemerintah Kota Depok terbukti memberikan dampak positif bagi peningkatan pelayanan, terutama dalam hal jumlah realisasi perizinan investasi yang meningkat secara signifikan.

The purpose of this study is to explain the development of E Government application with the quality of public services within the Government of Depok in Public Service at the Investment Board and Integrated Licensing Services of Depok City Government. This Research Method using Qualitative Approach and Descriptive Research Type.
The result of the implementation of E Government shows that the implementation of E Government in BPMP2T Depok City Government proved to have a positive impact for service improvement, especially in the case of the number of realization of investment licenses increased significantly.

"Di Indonesia agensifikasi dipraktekkan melalui pemberian otonomi ke beberapa pusat layanan masyarakat (yang bentuk bisnis utamanya adalah layanan), dalam bentuk Badan Layanan Umum (BLU). Faktor kunci keberhasilan yang perlu dimiliki oleh organisasi (Badan Layanan Publik) untuk memenangkan persaingan di masa depan adalah dimensi kemampuan dinamis yang secara khusus difokuskan pada layanan publik. Seperti kemampuan dinamis, kinerja inovasi juga merupakan salah satu cara untuk menghadapi kondisi stagnan di Badan Layanan Umum untuk meningkatkan efisiensi layanan (kinerja perusahaan dan organisasi). Oleh karena itu, bagaimana sebuah layanan publik dapat secara efektif menerapkan kemampuan dinamisnya dan mengembangkan kinerja inovasi untuk memberikan respons cepat terhadap lingkungan yang dinamis telah menjadi kebutuhan yang mendesak.
Tujuan dari makalah ini adalah untuk membahas masalah yang disebutkan di atas. Untuk mendapatkan eksplorasi terbaik pada kemampuan dinamis, kinerja inovasi dan kinerja organisasi, kuesioner dibagikan kepada 100 responden dan menggunakan analisis SEM dengan Partial Least Square (PLS) untuk menganalisis hasil survei.
Hasil menunjukkan bahwa kemampuan dinamis merupakan mekanisme dasar organisasi yang penting melalui mana manfaat kinerja inovasi diubah menjadi efek kinerja di tingkat perusahaan. Artinya, kemampuan dinamis meningkatkan kinerja inovasi organisasi. Sementara kemampuan dinamis, pada gilirannya, meningkatkan kinerja layanan publik dan memberikan keunggulan kompetitif.

In Indonesia agencification is practiced through the granting of autonomy to several community service centers (which main form of business is service), in the form of a Public Service Agency (BLU). The key success factors that need to be owned by the organization (Public Service Agency) to win the competition in the future are dynamic capability dimensions that are specifically focused on public service. As with dynamic capabilities, innovation performance is also one way to deal with stagnant conditions in the Public Service Agency to improve service efficiency (company and organizational performance). Hence, how a public service can effectively apply its dynamic capability and develop innovation performance in order to provide quick response to a dynamic environment has become an urgent need.
The purpose of this paper is to discuss the above-mentioned issues. In order to gain best exploration on dynamic capability, innovation performance and organizational performance, the questionnaires are distributed to 100 respondents and structural equation modeling (SEM) with Partial Least Square (PLS) is used to analyze the survey result.
The results indicate that dynamic capability is an important basic organizational mechanism through which the benefits of innovation performance are converted into performance effects at the corporate level. That is, dynamic capability enhances the innovation performance of organizations. While dynamic capability, in turn, increases public service performance and provides competitive advantages.

Metode penelitian yang digunakan adalah deskriptif analisis. Survey dilakukan terhadap 384 responden di Kabupaten Wonosobo. Analisis data menggunakan dengan tabulasi silang crosstab dan analisis regresi. Variabel-variabel yang diteliti terdiri dari 9 unsur standar kepuasan masyarakat SKM yang merupakan parameter dalam pengukuran Indeks Kepuasan Masyarakat IKM . Hasil penelitian menunjukkan bahwa 9 unsur mendapatkan persepsi baik, yaitu : Persyaratan 72,1 , Sistem Mekanisme dan Prosedur 63,2 , Waktu Penyelesaian 50,6 , Biaya 62,3 , Produk Spesifikasi Jenis Pelayanan 67,2 , Kompetensi Pelaksana 69,8 , Perilaku Pelaksana 55,2 , Sarana dan Prasarana 48,5 , dan Penanganan Pengaduan, Saran dan Masukan 65,9 . Berdasarkan hasil tersebut disimpulkan jika kualitas pelayanan Kesehatan di Kabupaten Wonosobo cukup baik. Namun hasil survey setelah dioleh sesuai Peraturan Menpan RB, kinerja pelayanan publik di bidang kesehatan dinilai tidak baik dengan nilai IKM 2,57. 5 lima unsur mendapat nilai dengan mutu C yaitu : Persyaratan 2,65 , Biaya/Tarif 2,62 , Produk Spesifikasi Jenis Pelayanan 2,60 , Kompetensi Pelaksana 2,70 dan Penanganan Pengaduan, Saran dan Masukkan 2,81 . Sedangkan 4 empat unsur lainnya mendapat nilai dengan mutu D : Sistem, Mekanisme dan Prosedur 2,57 , Waktu Penyelesaian 2,42 , Perilaku Pelaksana 2,53 dan Sarana dan Prasarana 2,42 . This reaserch use primary data on questioning 384 people in Wonosobo. This research use descriptive statistical, cross tabulation analysis and regression. By stipulating 9 elements to be examined which are parameters of public satisfaction index. Those elements showed good perceptiont. Requirements 72,1 , System and Procedure 63,2 , Completion Time 50,6 , Fare 62,3 , Product Specification 67,2 , Servant Competence 69,8 , Servant Courtessy 55,2 , Facilities and Infrastructure 48,5 and Suggestion and Compliant 65.9 . Based on this result, we can conclude that quality of health service Wonosobo is good. While the results of the data refers to PeraturanMenpan RB, performance of public service are rated not good.5 elements such as Requirements 2,65 , Fare 2,62 , Product specifitaion 2,60 , Servant Competence 2,70 , and Suggestion and Compliant 2,81 had C quality values. "In May 2007, Pertamina started a program as a result of the high price of world crude oil. The new program is called energy conversion year 2007, which converts the consumption of kerosene to LPG of households and small industrie in Jakarta and surroundings. Like any other campaign, the objective of this program is to change the behavior of the target adopters, in this case buying behavior of kerosene to LPG. In order to accelerate the campaign, Pertamina
uses some tools to communicate the idea to the target adopters. One of the tools is using Public Service Advertising (PSA) on television. Using television as the communication medium gives some advantages in delivering the social idea, namely combining the function of audio and visual, as well as reaching a wide range of audience at once. By using PSA on television, Pertamina expect the
target adopter to comprehend the message content the same way they do. Consequently, the attention of this study is to discover the perception of target adopters toward PSA on television. This is a descriptive study with quantitative approach, which uses survey with questionnaires distributed to 100 respondents. The results were statistically analyzed by using frequency tables and mean. In
analyzing the data, the variables of exposure to PSA is derived into
product/message thoughts, source oriented thoughts, and ad execution thoughts. This study concludes that the target adopters already have good perception on the PSA. In the dimension of product/message thoughts, one-sided-message of a PSA is the most attractive of all dimensions that indicates message structures
and contents. For the second dimension, source oriented thoughts, similarity between source and target adopters could increase the level of certainty of the target adopters. Last but not least, using the music that the target adopters fond of could create a positive reaction upon the PSA. According to the results that this study concludes, marketer as well as ads agency should pay more attention
on those indicators to create a good perception on the PSA and Pertamina also have to pay more attention on the quality of the product that is percept by the target adopters to generate a buying behavior.

Penanganan kematian bayi merupakan salah satu target sasaran pemerintah dalam
pembangunan kesehatan jangka panjang. Sebagai indikator derajat kesehatan
masyarakat, kematian bayi dipengaruhi salah satunya oleh faktor layanan kesehatan.
Dalam penelitian ini faktor layanan kesehatan terdiri dari tenaga kesehatan sebagai
pemberi layanan kesehatan dan layanan kesehatan sendiri yaitu layanan kesehatan yang
diberikan pada ibu dan bayi sebagai bagian dari program KIA (kesehatan ibu dan anak)
yaitu pelayanan antenatal, persalinan ditolong tenaga kesehatan, dan penanganan
komplikasi neonatus. Hasil analisis data profil kesehatan Kota Serang tahun 2009 ?
2013 dengan menggunakan model regresi data panel menunjukan bahwa terdapat
hubungan signifikan negatif antara faktor layanan kesehatan dengan kematian bayi. Hal
ini berarti bahwa peningkatan jumlah tenaga kesehatan akan berpengaruh dalam
menurunkan kasus kematian bayi. Demikian juga halnya dengan peningkatan cakupan
pelayanan antenatal, persalinan ditolong tenaga kesehatan, dan penanganan komplikasi
neonatus akan berpengaruh terhadap penurunan kasus kematian bayi.;

"Penelitian ini bertujuan untuk menganalisis implementasi kewajiban perpajakan pada Universitas Indonesia setelah diberlakukannya Status Badan Layanan Umum. Pertanyaan penelitian ini ialah perubahan-perubahan kewajiban perpajakan Universitas Indonesia serta upaya yang dilakukan Universitas Indonesia dalam rangka adaptasi Peraturan Badan Layanan Umum. Pendekatan yang digunakan untuk penelitian ini adalah kualitatif dan tujuan penelitian ialah bersifat deskriptif.
Hasil penelitian ini menyimpulkan bahwa perubahan kewajiban perpajakan yang terjadi diakibatkan karena penetapan Nomor Pokok Wajib Universitas Indonesia menjadi NPWP Bendaharawan kemudian Universitas Indonesia berupaya untuk mensosialisasikan perubahan kewajiban perpajakan tersebut agar dapat dilaksanakan dengan baik.
Hasil penelitian ini menyarankan agar Universitas Indonesia memperjelas Standar Operating Procedure guna melaksanakan kewajiban perpajakannya, Agar Universitas Indonesia menambah sumber daya yang memiliki keahlian pajak dan mengadakan pelatihan kepada sumber daya yang ada.

This study aims to analyze the implementation of tax responsibility at the University of Indonesia after the regulation of the Public Service Agencies Status are applied. This research question is the tax liability changes the University of Indonesia and the efforts of the University of Indonesia in order to adapt regulation Public Service Agencies. The approach used for this study was qualitative and objective of the study is descriptive.
The results of this study concluded that changes in tax responsibility that occurred due to the establishment of the University of Indonesia tax number became tax number for government agent then University of Indonesia try to promote change in the tax responsibility to be implemented properly.
The results of this study suggest that the University of Indonesia considering the Standard Operating Procedure to do the tax responsibilty, University of Indonesia To add more resources that have tax expertise and provide training to existing resources.
