"Penelitian ini bertujuan untuk menganalisis penerapan pengendalian intern pada kegiatan pemeriksaan fisik barang impor di Kantor Pelayanan Utama Bea dan Cukai (KPU BC) Tipe A Tanjung Priok berdasarkan komponen pengendalian intern COSO 2015 dan peran tiap lini dalam kerangka pengendalian intern berdasarkan Three Lines Model IIA 2020. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pengumpulan data melalui observasi lapangan dan wawancara. Data primer diperolah dari observasi lapangan dan wawancara dengan pegawai Bea Cukai dan Inspektorat Jenderal Kementerian Keuangan, sedangkan data sekunder bersumber dari laporan, arsip, dokumen bukti penerapan SPI. Hasil analisis menunjukkan bahwa sebagian besar komponen pengendalian intern COSO 2015 telah diterapkan dalam kegiatan pemeriksaan fisik barang impor di KPU BC Tanjung Priok. Namun, terdapat beberapa komponen yang belum sepenuhnya dilaksanakan, seperti komitmen terhadap kompetensi dan penegakan akuntabilitas. Pada lini pertama dalam Three Lines Model, tugas dan tanggung jawab telah dipenuhi dengan baik. Namun, terdapat beberapa keterbatasan pada lini kedua dan ketiga terkait analisis risiko dan pengawasan yang belum dilakukan secara menyeluruh.

This study aims to analyze the application of internal control in the physical inspection of imported goods at KPU BC Tanjung Priok based on the 2015 COSO internal control components and the role of each line in the internal control framework based on the Three Lines Model IIA 2020. The research method used is descriptive qualitative with data collection through field observations and interviews. Primary data is obtained from field observations and interviews with Customs and Inspectorate General employees of the Ministry of Finance, while secondary data comes from reports, archives, documents of evidence of SPI implementation. The analysis results show that most of the COSO 2015 internal control components have been implemented in the physical inspection of imported goods at KPU BC Tanjung Priok. However, there are several components that have not been fully implemented, such as commitment to competence and enforcement of accountability. In the first line in the Three Lines Model, duties and responsibilities have been fulfilled properly. However, there are some limitations in the second and third lines related to risk analysis and supervision that have not been carried out thoroughly."

"Inspection of goods which are going out and coming in Customs Territory conducted by institution that have been assigned by government, which is Customs or international surveyor. The assignation of inspecting operator depends on the system used by pertinent government. If the government applies a pre-shipment inspection (PSI) system that is inspection of imported goods in a port load provided by independent private company to both exporters and government in order to give assessment of goods to be imported and exported, the operator is an international surveyor. On the other hand, if the government uses an on arrival inspection (OAI) system that is an inspection of imported goods in destination port, the operator is a local Customs.
A government can also apply PSI system and OAI system concurrently, for example, Indonesia in 1985 up to 1990. At that period, PSI operator checks importation with value above FOB US$ 5,000.00, and OAI operator checks importation with value until FOB USS 5,000.00, Along with the increasing of commercial activity and market forces demand to enhance Customs service and to fulfill Customs commitment as a member of World Customs Organization (WCO), hence existing Customs procedures and systems continue to develop. Since the launching of Law # 1011995 about Customs, inspection system of imported goods in Indonesia embraces an OAI system which is in Law # 10/1995 gives a larger trust to market forces, but it is without disregarding state's finance security. OAI system is based on a self-assessment implementation, risk management and a post clearance audit. The supervisory of OAI system relied on a post clearance audit, so it doesn't interfere the releasing of imported goods from the port The PCA implementation is a logical consequence of self-assessment implementation and selective physical examination which is embraced by Law # 10/1995 about Customs.
In general, advantage of PSI system is to give benefit to exporter and importer to his imported goods, so it can comply with quantity and quality of goods demanding in sales agreement. Besides, PSI can give benefit to government by improving state revenue through evasion of imported goods which are under standard, increasing foreign trade management by providing accurate commerce statistic, and supporting and pushing foreign capital cultivation incentive plan.
On the other hand, results of research conducted by Lembaga Manajemen Universitas Indonesia (LM UI) in 1997 indicating that the government have to pay US$1 for each of US$163.63 import value which is done by SGS as The PSI system operator during 1995 - 1997, comparing to USS 1 for each of US$ $ 989,22 import value which is done by Customs as The OAL system operator in the year after SGS implementation. Thereby, the results indicate that The OAI system is more efficient compared to The PSI system. Results of research of LM UI also show that for each of USS 1 fee paid by government to SGS yield by US$ 4.40 of import duty revenue, while for each of US$ 1 fee paid by government to Customs yield US$ 18.68 of import duty revenue. Again, the data indicate that The OAI system is more effective compared to The PSI system.
Meanwhile, based on results research conducted by ECONIT Advisory Group, the cost paid by government during implementation of SGS service equal to almost 15% from total import duty in a yearlong. Whereas the cost paid by government to defray DJBC only equal to less than 14° c let %ear from total cost paid to SGS. Farther, cost which is must be paid by government dung import pattern by using PSI system that is executed by SGS indicate that government have to pay 0.6% on average from import value or 23% from collected import duty. Cost Collection equal to 23% is counted very high and above maximum international standard cost collection, which is 5% on average.
From system comparison and procedure analysis and cost-benefit analysis between PSI system and OAI system, PSI supporters argument and field facts, deeply interview, and perception participate observation results with some parties who is related to inspection system of imported goods in Indonesia, it can be concluded till now that The OAI system is the inspection system that are cheapest, fastest, simplest, most effective, and most efficient. This matter can be proved from its cost, time, and OAI procedure."

"Peningkatan keselamatan dan efisiensi dalam industri minyak dan gas bumi di Indonesia masih memerlukan pendekatan yang canggih untuk memelihara sistem perpipaan yang ada. Disertasi ini membahas penerapan metode Risk Based Inspection (RBI) dengan dukungan teknologi machine learning (ML) dan deep learning (DL) untuk mengembangkan model yang mampu mengidentifikasi akar permasalahan dan solusi untuk menanggulangi kegagalan tersebut. Penelitian dilakukan pada sampel ex-spool berdiameter 16’’ melalui pengujian metalografi dan penggunaan algoritma AdaBoost, Random Forests, dan Gradient Boosting. Metode klasifikasi masalah dilakukan berdasarkan prinsip K-Means Clustering dan Gaussian Mixture Model dan penelitian divalidasi menggunakan metode k-fold cross-validation. Model yang dihasilkan mampu mengidentifikasi dan mengklasifikasikan jenis kegagalan ke dalam 3 kelompok sesuai jenis risikonya masing-masing serta memberikan beragam metode pemeliharaan material yang lebih ekonomis. Program artificial intelligence ini diharapkan mampu meningkatkan keselamatan dan keandalan operasi perpipaan minyak dan gas di Indonesia melalui penerapan berbagai metode pemeliharaan pipa di masa depan.

Improving safety and efficiency in the oil and gas industry in Indonesia still requires a sophisticated approach to maintain the existing piping systems. This dissertation discusses the application of the risk-based inspection (RBI) method with the support of machine learning (ML) and deep learning (DL) technology to develop a model that is able to identify the potential root-cause and its solutions to overcome these failures. The research was carried out on a 16'' diameter ex-spool sample through metallographic testing and the use of AdaBoost, Random Forests, and Gradient Boosting algorithms. The problem classification method was carried out based on the principles of K-means clustering and the Gaussian Mixture Model, while the research was validated using the k-fold cross-validation method. The resulting model is able to identify and classify types of failure into three groups according to each type of risk and provides a variety of more economical material maintenance solutions. It is hoped that this artificial intelligence program can support efforts to increase the safety and reliability of oil and gas pipeline operations in Indonesia through the application of various pipeline maintenance methods in the future."

Sensitivitas merupakan efek perubahan dari setiap variabel yang merubah hasil resiko. Metodologi Risk Assessment yang paling umum digunakan di indonesia adalah Muhlbauer, Modified Muhlbauer dan Risk Based Inspection. Pada penelitian ini enam sample segmen jaringan pipa dievaluasi. Secara umum terdapat dua tujuan, yang pertama adalah membandingkan hasil resiko antara metodologi Risk Assessment. yang kedua adalah membandingkan sensitivitas. Metodologi Risk Assessment diterjemahkan kedalam persamaan model matematis dan dihitung dalam software berdasarkan simulasi Montecarlo. Hasil nilai resiko pada segmen high dan medium risk dinilai valid dengan rentang deviasi 24% dan 13%. Hasil analisis sensitivitas menunjukkan bahwa Metodologi Muhlbauer dan Modifikasi Muhlbauer sensitif terhadap kegiatan pihak ketiga. Risk Based Inspection sensitif terhadap damage mechanism intrinsik. Data sensitivitas ini dapat digunakan untuk menghasilkan Metodologi Risk Assessment Pipa Gas yang lebih sensitif dimasa yang akan datang.  

 


Sensitivity is the effect of changes in any variables that changes the risk results. The most common  Risk Assessment Methodology in Indonesia is Muhlbauer, Modified Muhlbauer & Risk Based Inspection. In this study, six natural gas distribution pipeline segment sample was evaluated. In general there are two objectives, firstly comparing the risk result between Risk Assessment Mehodology. Second objectives is to compare the sensitivity. The Risk Assessments methodology is translated into mathematic model and computed in Monte Carlo based simulation software. The risk value result show that in high risk & medium risk pipeline segment, all methodology is valid with 24% and 13% deviation respectively. The sensitivity analysis result show that Muhlbauer & Modified Muhlbauer methodology is sensitive to third party activity. Risk Based Inspection is sensitive to intrinsic damage mechanism. This sensitivity data can be adopted to develop more sensitive Gas Pipeline Risk Assessment Methodology in the future.

"Penelitian ini bertujuan untuk melihat efektivitas pemeriksaan K3 yang dibantu oleh drone dan inspeksi K3. Rancangan ini merupakan penelitian kualitatif. Pengambilan data dilakukan pada bulan Mei 2019 pada dua Proyek konstruksi yaitu Proyek pemasangan kaca di perpustakaan Universitas Indonesia (Proyek A) dan Proyek Biker Outer Ring Road (BORR) Selatan Universitas Indonesia (Proyek B). Data observasi melalui observasi dengan acuan daftar periksa yang mematuhi Brazzillian NR 18 dan Inspeksi K3 Konstruksi UPT K3L UI serta dilakukan wawancara mendalam kepada beberapa informan. Hasil penelitian menunjukkan kewenangan waktu pada inspeksi K3 dengan drone lebih baik 37,5% (Proyek A) dan 40% (Proyek B) inspeksi K3 konvensional. Hasil penelitian menunjukkan jangkauan inspeksi K3 dengan drone yang lebih baik karena drone dapat menjangkau tempat yang tinggi (Proyek A) dan memiliki jarak tempuh yang jauh (Proyek B). Hasil Penelitian juga menunjukkan bahwa temuan inspeksi K3 dengan drone dapat dinilai lebih banyak dari pemeriksaan K3 konvensional pada kedua Proyek. Hasil dokumentasi inspeksi K3 dengan drone dapat digunakan untuk memutar kembali hasil inspeksi K3 agar didapatkan hasil dari berbagai perspektif. Inspeksi K3 dengan drone tetap memiliki kelemahan dimana tidak dapat melakukan interaksi arah dan daya baterai yang membuat hasil dokumentasi inspeksi K3 menjadi kurang detail. Untuk mendapatkan hasil inspeksi K3 yang lebih optimal, dapat dilakukan Integrasi antara kedua metode inspeksi K3 tersebut.

This study aims to see the effectiveness of OSH checks assisted by drones and K3 inspections. This design is a qualitative research. Data collection was carried out in May 2019 on two construction projects, namely the glass installation project at the University of Indonesia library (Project A) and the University of Indonesia's Southern Outer Ring Road (BORR) Biker Project (Project B). Observation data through observation with reference to a checklist that complies with Brazzillian NR 18 and K3 Construction Inspection UPT K3L UI as well as in-depth interviews with several informants. The results showed that the time authority for OSH inspections with drones was 37.5% better (Project A) and 40% (Project B) conventional K3 inspections. The results showed that the K3 inspection range with drones is better because drones can reach high places (Project A) and have long distances (Project B). The research results also show that the findings of OHS inspection by drone can be valued more than conventional K3 inspections in the two projects. The results of OHS inspection documentation by drone can be used to play back the results of OHS inspections so that results from various perspectives are obtained. OHS inspection with drones still has a weakness where it cannot interact with direction and battery power which makes the results of OHS inspection documentation less detailed. To get more optimal OHS inspection results, an integration of the two OHS inspection methods can be carried out."

Penelitian ini berfokus implementasi fungsi imigrasi di perbatasan khususnya perbatasan darat Entikong. Dalam penelitian menggambarkan mengenai pelaksanaan fungsi imigrasi di perbatasan darat yang sekiranya harus mendapatkan perhatian serius oleh pemerintah pada umumnya dan Direktoraj Jederal Imigrasi pada khususnya. Didalam penelitian ini ditemukan kendala-kendala yang menyebabkan pelaksanaan fungsimimigrasi di perbatasan tidak dapat berjalan dengan maksimal. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Metode yang digunakan adalah dengan wawancara dan studi kepustakaan. Teori yang digunakan untuk menganalisis adalah teori manajemen organisasi dan implementasi kebijakan mengenai menegemen perbatasan dan kebijakan-kebijakan yang harusnya dilakukan dengan menganalisis fungsi imigrasi di perbatasan sehingga dapat menggambarkan bagaimana fungsi imigrasi dapat ketahanan nasional. Dari hasil penelitian, dapat disimpulkan bahwa : fungsi imigrasi di perbatasan belum bisa dilaksanakan secara maksimal secara khuus di perbatasan darat Entikong, dikarenakan banyaknya pihak- pihak yang terkait dengan pewngelolaan perbatasan yang belum bisa mengatasi masalah perbatasan baik secara umum maupun secara khusus.

"ABSTRAK
Skripsi ini membahas mengenai implementasi pemungutan retribusi pemeriksaan alat pemadam kebakaran di kota Depok. Tujuan dari skripsi ini adalah untuk menganalisis implementasi pemungutan retribusi pemeriksaan alat pemadam kebakaran yang dilakukan oleh Dinas Pemadam Kebakaran Kota Depok dan menganalisis faktor penghambat dalam implementasi yang dilakukan. Penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif. Metode pengumpulan data dilakukan melalui studi lapangan dan studi kepustakaan, serta dengan teknik analisis data kualitatif. Hasil penelitian menunjukkan bahwa dari sejumlah tahapan implementasi, tahap sosialisasi belum dilaksanakan secara optimal. Selain itu, mekanisme yang digunakan untuk pembayaran retribusi pun masih mempersulit Wajib Retribusi dalam menjalankan kewajibannya. Terdapat beberapa kendala yang menjadi faktor penghambat pada saat pemungutan retribusi pemeriksaan alat pemadam kebakaran. Faktor penghambat tersebut menyebabkan implementasi pemungutan retribusi pemeriksaan alat pemadam kebakaran yang terjadi di kota Depok belum dapat berjalan dengan sempurna.

ABSTRACT
This thesis discusses about the implementation of charge collection for fire protection's inspection in Depok Municipality. The purpose of this thesis is to analyze the implementation of collection for fire protection's inspection charge conducted by the Depok Fire Department, and also to analyze the factors restricting the conducted implementation. This research uses the qualitative approach with descriptive design. The methods used for data collection are field research and literature research, with the use of qualitative data analysis technique. The results showed that amongst the process of implementation the socialization stage has yet to be implemented optimally. Furthermore, the system used for charge payments is an adversity for payers in order to fulfill their duties. There are a number of constraints which tend to be barriers regarding charge collection for fire protection's inspection. Such barriers causes the implementation of collection for fire protection's inspection charge in Depok Municipality to occur imperfectly.

"Tesis ini membahas perbandingan antara kebijakan Pemerintah dengan metode Risk Based Inspection, dalam menetapkan interval inspeksi pengujian pada katup pengaman,  untuk menjamin keandalan. Penelitian adalah penelitian kuantitatif dengan desain one group pre-test post test. Hasil penelitian mendapatkan bahwa terdapat perbedaan yang nyata antara interval inspeksi dan pengujian katup pengaman yang digunakan, dan kebijakan Pemerintah belum dapat menjamin keandalan dibandingkan metode RBI, sehingga disarankan untuk Pemerintah melakukan peninjauan  terhadap kebijakan serta melakukan perumusan kebijakan berbasis bukti (evidence-based policy).

This thesis addresses the comparison between Government policy and Risk Based Inspection methods, in establishing test inspection intervals on safety valves, to ensure reliability. Research is quantitative research with the design of one group pre-test post test. The results of the study found that there was a noticeable difference between the inspection intervals and the safety valve testing used, and the Government's policy could not guarantee reliability compared to the RBI method, so it was recommended that the Government conduct a review of the policy and formulate an evidence-based policy.

"ABSTRAK
Hasil kajian yang dilakukan oleh Japan International Cooperation Agency (JICA) pada tahun 2004 dalam studi berkaitan dengan Trade and Related System and Procedure di Indonesia, disebutkan bahwa pelaku bisnis yang terlibat dengan perdagangan internasional membutuhkan administrasi kepabeanan yang memberikan ?pelayanan prima? (excellent service with swift, transparent, and immediate response) dan pelayanan cepat dan murah (faster, cheaper, and better). Direktorat Jenderal Bea dan Cukai (DJBC) sebagai salah satu lembaga pemerintah yang berkaitan langsung dengan dengan perdagangan internasional dituntut untuk dapat senantiasa memperbaharui diri (self-reinventing) sesuai dengan aspirasi masyarakat dan perkembangan mutakhir teknologi keuangan serta administrasi publik.
Dari hasil pembahasan terhadap penelitian yang dilakukan ditarik kesimpulan bahwa meskipun tatalaksana impor yang berlaku telah mengalami berbagai penyempurnaan akan tetapi penerapan di lapangan masih menemui beberapa hambatan. Hambatan yang masih terjadi terutama berkaitan dengan jangka waktu pelayanan atas PIB yang melalui Jalur Merah yaitu pada proses pemeriksaan fisik dan proses pemeriksaan dokumen. Selain itu, sistem pertukaran data elektronik yang telah berjalan masih belum menggabungkan semua entitas yang terkait dengan proses importasi barang dalam komunitas jaringan pertukaran data elektronik (PDE) sehingga pertukaran informasi berkaitan dengan penanganan dokumen pabean dan pengeluaran barang menjadi belum optimal.
Untuk itu maka saran yang diberikan adalah mendesak integrasi Sistem National Single Window (NSW) dengan Sistem Aplikasi Pelayanan Impor mengingat dengan Sistem NSW maka semua entitas yang terkait dengan lalulintas ekspor dan impor khususnya dengan penanganan dokumen kepabeanan dan pengeluaran barang dapat saling bertukar informasi sehingga akan meminimalisasi waktu dan biaya yang timbul dalam penanganan dokumen kepabeanan dan pengeluaran barang, penyempurnaan sistem aplikasi pelayanan impor, perlunya peningkatan kemampuan dan pengetahuan dari pejabat/petugas yang terkait dengan proses pelayanan impor, perlunya pertemuan rutin dengan pengguna jasa di wilayah pengawasan KPPBC Tipe Madya Pabean Soekarno Hatta untuk menjalin komunikasi antara pihak pabean dengan pengguna jasa, serta melakukan rekayasa ulang terhadap proses pelayanan kepabeanan yang berorientasi kepada proses sehingga dapat tercapai peningkatan signifikan dalam waktu yang diperlukan untuk pengeluaran barang impor tanpa mengorbankan fungsi pengawasan penerimaan negara itu sendiri.

ABSTRACT
(JICA) in 2004 in a study related to the Trade and Related System and Procedure in Indonesia, mentioned that the business involved with international trade need the customs administration that give a "prime services" (excellent service with swift, transparent, and immediate response) and give services that fast and reasonable (faster, cheaper, and better). Directorate General of Customs and Excise (DGCE) as one of the government relating directly with the international trade are required to be constantly updating themselves (self-reinventing) in accordance with the aspirations of the community and the development of sophisticated technology of finance and public administration.
As the results of research conducted, a conclusion is drawn that although the applicable import procedure have experienced various improvement but still encountered some obstacles of implementation in the field. Obstacles that still occur especially in relation to the time period of customs declaration on the Red Channel through the process on the physical examination and document examination. In addition, current electronic data exchange system still has not integrating all entities associated with the process of goods importation within electronic data interchange (EDI) network community so that the exchange of information related to the handling of customs documents and the releasing of the goods not be optimal.
To the suggestion that it is urgent given to the integration of National Single Window (NSW) with the current imports application system to take an advantages of NSW system where all entities associated with the import and export activities especially with the handling of customs documents and releasing goods can exchange information so that it will minimize time and costs incurred, improvement of the import applications system, the need to increase the skills and knowledge of the officers/officials associated with the import process, the need for regular meetings with the market forces in the area of supervision of Soekarno Hatta Customs Service Office to establish communication between the customs officer and the market forces, and perform re-engineering that process oriented of the customs procedure so that significant decrease in time required for import of goods can be achieved without compromising the function of supervision of the customs revenue itself.
