"Pengadaan tanah bagi pembangunan di Indonesia semakin meningkat, baik sebagai tempat tinggal, tempat untuk menjalankan kegiatan usaha, bahkan tempat yang digunakan untuk kepentingan umum. Namun, tidak jarang pengadaan tanah ini masih menciderai keadilaan di masyarakat, karena seharusnya pengadaan tanah untuk kepentingan umum memperhatikan peraturan-peraturan yang berlaku serta rasa keadilan di masyarakat. Dalam perkembangannya peraturan mengenai pengadaan tanah diatur dalam Peraturan Presiden Nomor 148 Tahun 2015 tentang Perubahan Keempat atas Peraturan Presiden Nomor 71 Tahun 2012 tentang Penyelenggaraan Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum. Dalam upaya pemerintah untuk pengadaan tanah tidak jarang terjadi sengketa antara pemerintah dengan masyarakat atau dengan pihak swasta. Terhadap banyaknya kasus pertanahan yang terjadi di masyarakat, maka sangatlah perlu dicari cara penyelesaian yang sangat menguntungkan bagi kedua belah pihak. Berdasarkan hal tersebut Penulis akan mengungkap sengketa lahan pembangunan Bandara Internasional Jawa Barat (BIJB) di Kabupaten Majalengka, dimana terjadi konflik antara Pemerintah dengan masyarakat. Land procurement for construction in Indonesia is increasing, whether as a place of residence, a place to carry out business activities, or even a place used for public interest. However, it is still common for land procurement to harm justice in the society, because land procurement in the public interest should pay attention to existing regulations and a sense of justice in the society. On its development, regulations regarding land procurement are regulated in the Presidential Regulation Number 148 in 2015 about the Fourth Amendment of Presidential Regulation Number 71 in 2012 regarding the Implementation of Land Procurement for Construction in the Public Interest. In the government's efforts to procure land, it is still common for a dispute over the government and the society or with the private sector to happen. Regarding the number of land cases that occur in the society, it is very necessary to find a solution that is very beneficial for both parties. According to this view, the author will reveal the land dispute over the construction of the West Java International Airport or known as Bandara Internasional Jawa Barat (BIJB) in Majalengka Regency, where there is a conflict between the Government and the society. Therefore, a solution arises regarding the barriers to land procurement in the public interest in the construction project of the West Java International Airport."

"ABSTRAKBandara merupakan kawasan infrastruktur publik yang dipergunakan dalam mengakomodir aktivitas penerbangan antar wilayah. Keberadaan bandara sebagai tempat terjadinya pergerakan penumpang, logistik, bisnis, dan lainnya dapat menjadi faktor pendorong pertumbuhan ekonomi dan nilai tambah suatu kawasan. Berdasarkan PDRB, kota Bandar Lampung merupakan salah satu kawasan yang tertinggal di Indonesia, untuk melakukan peningkatan pertumbuhan ekonomi di kawasan tersebut, penelitian ini bermaksud untuk membuat desain konseptual dan menghitung biaya investasi awal initial cost Bandara Radin Inten II berbasis aerotropolis. Konsep aerotropolis bertujuan untuk meningkatkan aksesibilitas bandara dengan pusat-pusat pertumbuhan kota, merencanakan pembangunan pada tiap koridornya, sehingga menghasilkan bentuk integrasi yang tertata, efisien, dan efektif dalam memberikan manfaat. Untuk mengetahui persebaran sektor potensial yang akan dikembangkan maka penggunaan metode Location Qotient untuk permodelan kawasan dan analisis time value of money dalam melakukan estimasi biaya investasi awal. Hasil dari penelitian ini adalah pengembangan kawasan aerotropolis yang terdiri dari berbagai jenis industri pengolahan, kawasan mixed use, infrastruktur penunjang seperti pembangkit listrik, unit pengolahan air terpadu, dan penyediaan transportasi masal berupa bus rapid transit BRT dengan total biaya investasi awal sebesar Rp 180,028,903,958,327.

ABSTRACTAirport is a public infrastructure area that used to accommodate inter regional activities. The existence of the airport for the passengers movement, logistical supply chain, business area, and etc can be the key driving factors for economic growth and added value to the region. Based on the regional rsquo s gross domestic product, Lampung Province is one of the lagging regions in indonesia, hence to increase economic growth in the region, this research is aimed to generate conceptual design and initial cost calculation of Raden Inten II airport based on aerotropolis. The concept of aerotropolis is aimed to improve airport rsquo s accessibility along with urban growth center, plan the development on each corridor, to make well developed, efficient, and effective. To identify the distribution of potential sector as the baseline for development purposes, hence the method of location quotient is applied to design the region and time value of money to estimate initial cost of investment. The result of this research is by developing Lampung Province that consist of industrial area, mixed use area, supporting infrastructure such as power plant, integrated water and waster water treatment plant, and massive public transport named bus rapid transit BRT with total of investment is Rp 180,028,903,958,327."
