Studi kasus dilakukan di Kementerian Riset, Teknologi danPendidikan Tinggi dengan menggunakan pendekatan kualitatif yang bersifatdeskriptif. Teori strukturasi Poole dan McPhee digunakan untuk menemukaniklim sebagai suatu hierarki dari tiga strata yang setiap lapisannya terhubungsecara linier. Hasil penelitian menemukan dua kernel climate diproduksi dandireproduksi pada masa ketidakpastian, keduanya adalah ?unsettling? dan?lobbying?. Dua tema iklim ini diterjemahkan dan dialami oleh sub-subkelompok dalam organisasi menjadi tema-tema particular climate yang lebihkongkrit dan berbeda-beda, yang pada gilirannya menghasilkan reaksi behavioralyang berbeda-beda pula. ABSTRACTThis study aims to find out how the organizational climate produced andreproduced in a period of uncertainty in the structurational perspective. The casestudy was conducted at the Ministry of Research, Technology, and HigherEducation using descriptive qualitative approach. Poole and McPhee?sstructuration theory is used to find a climate as a hierarchy of three strata inwhich each layer is related in a linear way. The study found two kernels climatethat produced and reproduced in the period of uncertainty, both are "unsettling"and "lobbying". Both climate themes were translated and experienced by subgroupswithin the organization into more concreat and different particularclimate themes, which in turn produce different behavioral reactions. Members'ability to reflect and rationalize their actions became the basis of the productionand reproduction of this organizational climate"

"The opponents of the global commitment to reduce greenhouse gases (GHGs) emissions seem to have shifted their arguments from the one emphasising on the issue of uncertainty to the one focusing on the economic burdens disproportionately placed on the current generation in general, and some developed countries in particular. Inevitably, the issue of equity becomes of highly importance in the recent climate policy debates. This paper attempts to analyze the implementation of equity principles, i.e. intergenerational and intragenerational equity, in the global climate policy. In doing so, it will first briefly outline some prominent economic appraisals on the impacts of climate change. Afterwards, some proposals to incorporate equity into the economic appraisals will be analyzed. Emphasizing on the concepts of equity, this paper will finally offer some recommendations for post-Kyoto negotiations."
