"Pelaksanaan pekerjaan dalam industri konstruksi dipengaruhi oleh berbagai faktor, diantaranya yaitu biaya, waktu dan kualitas. Keefektifan dan efisiensi dalam pelaksanaan merupakan masalah yang sering dihadapi kontraktor dalam melaksanakan suatu proyek konstruksi. Seberapa baikpun perencanaan yang telah dilakukan, pada tahap pelaksanaan selalu terjadi perubahan yang mengakibatkan keterlambatan dalam penyelesaian. Untuk menghindari atau mengurangi kemungkinan kesalahan dan rework dalam proses konstruksi maka keterlibatan kontraktor pada semua tahapan konstruksi sangat diperlukan. Keterlibatan personel konstruksi pada tahap perencanaan dan perancangan dapat memberi masukan dan pengalaman untuk dapat diimplimentasikan pada tahap pelaksanaan konstruksi. Dengan keterlibatan personel konstruksi pada semua tahapan konstruksi, kontraktor diharapkan dapat mengendalikan pelaksanaan proyek yang berhubungan dengan biaya, waktu dan kualitas tersebut.Penelitian ini bertujuan untuk mengidentifikasi untuk mengidentifikasi faktor-faktor yang berkaitan dengan peran kontraktor dalam meningkatkan constructability terutama pada tahap pelaksanaan konstruksi serta pengaruhnya terhadap kinerja proyek.Dalam penelitian ini, metode yang digunakan adalah metode studi kasus, dimana dilakukan peninjauan langsung terhadap suatu proyek dengan mengumpulkan data dan informasi yang mempengaruhi peningkatan constructability pada proyek konstruksi tersebut. Konsep constructability merupakan konsep yang memungkinkan keterlibatan personel konstruksi dalam semua tahapan konstruksi. Penerapan konsep ini memungkinkan peningkatan produktivitas dan kinerja proyek secara keseluruhan.

Construction process influenced by various factor, among others that are cost, quality and time. Effectiveness and efficiency in construction process are problems often faced by contractor. No matter how good the planning was, changes that resulted in delay in finishing always occur in the process phase. To avoid or lessen the possibilities of mistake and rework in the course of construction process, hence involvement of contractor are needed in every construction step. Involvement of construction personnel at planning and design phase can give experience and input to be further implemented in the process phase of the construction. With the involvement of construction personnel at all construction steps, contractor is expected to control the project execution which is related to cost, quality and time.

This research aims to identify the factors related to the role of contractor in improving constructability especially in process phase of construction and also its influence to project performance.

In this research, the method used is the case study method, where a project is directly evaluated by collecting information and data which influence the improvement of constructability in the construction project. The constructability concept is a concept that enables the involvement of construction personnel in every construction step. Application of this concept can increase the performance and productivity of a project as a whole."

"The Impact of Contractor's Role in Improving the Constructability of the Design-Construct ProjectIn 1982 The Business Roundtable's Construction Industry Cost Effectiveness (LICE) identify one important aspect is that construction too often is relegated to operate as production function separated from financial planning, scheduling, and engineering or architectural design. The involvement of construction experts is delayed until the design is so far along that changes would be so disruptive as to increase cost. The traditional construction contracting method made this division even further. The construction contractor would only be engaged in the project after the designer completed their design.

By separate design and construction, opportunities to reduce project costs and schedules by using existing and new construction technology are lost. Significant savings in both the costs and time required to complete the project can be accrued from integration of construction expertise into all phases of project. The Construction Industry Institute's (CII) Task Force defines this term as Constructability, which is the optimum integration of construction knowledge and experience in planning, engineering, procurement, and field operations to achieve overall project objectives.

This thesis study the role of contractor's in improving the constructability of the design-construct project which leads to an improving project cost performance of construction project in Indonesia. A questionnaire survey was distributed to projects contractor's in Jakarta area. The data obtained was analyzed quantitatively to find the correlation and to make a regression between the role contractor's in improving the constructability of the design-construct project and the performance of construction project's cost.

The result of this research show a positive, linear correlation between the interface of contractor's in improving the constructability of the design-construct and cost performance of the project. The main variables are: pro-actively involved in developing project plans and plan the sequence of field task to improve productivity."

"Perusahaan pada umumnya memiliki satu tujuan yang dapat dicapai dengan mengelola sumber daya yang dimilikinya secara efisien dan efektif. Dalam pengelolaan sumber daya tersebut diperlukan adanya pengendalian yang baik agar penggunaannya tidak menyimpang dari kebijakan dan aturan yang telah ditetapkan. Untuk itu diperlukan suatu badan pengawas intern yang berfungsi untuk mengawasi pelaksanaan operasional perusahaan secara kesel uruh an. Pengawas intern yang dibahas dalam skripsi ini adalah Biro Pengawasan Intern pada PT "X" yang merupakan suatu BUMN yang berada di bawah Departemen Perdagangan. Untuk menilai efektivitas dalam pelaksanaan internal audit serta peranan pengawas di dalam perusahaan maka dilakukan evaluasi terhadap kinerja keseluruhan BPI tersebut. Dalam pelaksanaan internal audit, hendaknya dilakukan 4 tahap yaitu : 1. Tahap Persiapan 2. Tahap Pemeriksaan Pendahuluan 3. Tahap Pelaksanaan Pemeriksaan 4. Tahap Pelaporan dan Tindak Lanjut Penilaian lainnya yang dapat dilakukan adalah dengan menilai Quality Assurance dan pelaksanaan internal audit tersebut serta beberapa faktor intern dan faktor ekstern lainnya yang mempengaruhi keberhasilan serta efektivitas pelaksanaan internal audit. Hasil evaluasi menunjukkan bahwa kinerja BPI PT "X" berjalan cukup efektif walaupun masih terdapat beberapa kelemahan. Peranan BPI itu sendiri cukup penting dalam perusahaan tersebut mengingat kedudukan tinggi dan dukungan penuh yang diberikan pimpinan perusahaan dalam rangka memperbaiki dan mencegah penyimpangan-penyimpangan yang terjadi di perusahaan."

"Di Indonesia, perjanjian sewa beli ini belum diatur dalam suatu peraturan berbentuk undang-undang karena merupakan perjanjian yang timbul dalam praktek kebiasaan sehari-hari. Hal tersebut dimungkinkan oleh KUHPer dengan berdasarkan pasal 1338 ayat (1) KUHPer jo pasal 1320 KUHPer, dan dapat disimpulkan bahwa orang dapat membuat suatu perjanjian yang belum diatur dalam KUHPer asal tidak bertentangan dengan undang-undang , kesusilaan serta ketertiban umum, dan perjanjian tersebut baru dianggap sah dalam arti sudah mengikat bila telah tercapai kesepakatan bersama mengenai hal-hal yang pokok dari perjanjian tersebut. Pemerintah juga telah mengeluarkan suatu peraturan, yaitu Keputusan Menteri Perdagangan dan Koperasi No. 34/KP/II/80 tentang perizinan Kegiatan Usaha Sewa Beli (Hire Purchase), Jual Beli dengan Angsuran, dan sewa (Renting). Dengan sistem sewa beli mobil ini, masyarakat menengah ke bawah juga dapat membeli mobil dengan membayar harga mobil tersebut dalam beberapa kali angsuran, dimana selama angsuran yang terakhir belum dilunasi, maka hak milik atas mobil masih berada pada penjual sewa (dalam hal ini adalah PT X), yang ditandai dengan di tahannya BPKB dan Fakfur Pembelian atas mobil (sebagai bukti kepemilikan atas mobil) oleh penjual sewa (PT X). Apabila pembeli sewa melunasi angsuran yang terakhir, maka hak milik atas mobil akan beralih kepada pembeli sewa dengan diserahkannya BPKB dan Faktur Pembelian atas mobil tersebut oleh PT. X. Masalah-masalah yang terjadi dalam praktek sewa beli di PT. X dapat di timbulkan oleh pembeli sewa maupun penjual sewa itu sendiri (PT. X), tapi penulis hanya membahas masalah yang ditimbulkan oleh pembeli sewa yang disertai dengan contoh kasus yang pernah terjadi di PT X. Masalah-masalah tersebut sedapat mungkin akan diselesaikan secara musyawarah oleh kedua belah pihak (PT. X dan pembeli sewa)."

"The Influence of Improving Constructability during The Design Phase on the Performance of Construction Project Schedule in IndonesiaConstructability as defined by Construction Industry Institute, Constructability Concepts File, The University of texas at Austin as; the optimum use of construction knowledge and experience during the phases of planning, designing, procurement and construction to achieve the project goal. Constructability involves the thought of how to build a project even before it is designed.Currently there are three issues which dominate constructability applications; design, layout, and construction method. In order to obtain deeper understanding of the potential application of Constructability for Construction Project implementation, the research focussed on the effect of its key characteristics introduced during the design phase on the performance of Construction Schedules in Indonesia.Data was obtained through questionnaires from project architects and structural engineers of Consultants in 24 Construction Projects executed during the last decade between 1985 - 1995. Correlation and multiple regression analysis were utilized to establish models on the relation between Constructability variables and Construction Schedule Performance. The degree of completing construction projects as measured by actual against planned time performance proved to be related to Constructability variables in a linear manner.From the analysis of 48 prospective explanatory Constructability variables during the design phase identified three determinants influencing Construction Schedule Performance. The three significant Constructability variables were; to confirm the filing system (x23), to describe the pre-fabrication system (x43), and to define clearly the contractor limit in design document (x12).Further research provided additional evidence of the existence of Constructability characteristics through dummy variables which were; to eliminated weather problem (x46)."
