"Pengendalian internal yang baik dapat memberikan keyakinan bahwa suatu organisasi dapat mencapai tujuannya dengan tindakan yang beretika. Fenomena yang terjadi saat ini memperlihatkan bahwa budaya organisasi merupakan faktor utama penyebab timbulnya skandal besar yang menimpa suatu organisasi yang dapat menghalangi organisasi mencapai tujuannya. Risiko pada budaya terjadi ketika perilaku anggota organisasi tidak sejalan dengan perilaku yang ingin ditanamkan oleh organisasi sehingga menyebabkan timbul perilaku tidak etis yang dapat menghambat pencapaian tujuan dan mempengaruhi pengendalian internal organisasi. Salah satu elemen dari risiko budaya yaitu peran pimpinan (tone from the top) yang berperan terhadap terbentuknya suatu budaya di dalam unit organisasi.
Penelitian ini dilakukan untuk menilai bagaimana peran pemimpin dalam membentuk budaya organisasi dapat memberikan dampak pada pengendalian internal yang ada di organisasi. Penelitian dilakukan dengan melakukan survei OCAI dan wawancara untuk dapat menjawab tujuan tersebut. Karakter dan gaya kepemimpinan dari pimpinan turut serta membentuk budaya di dalam organisasi yang ternyata disesuaikan dengan kebutuhan dari organisasi. Budaya organisasi yang terbentuk tersebut ternyata ikut berperan dalam bagaimana implementasi pengendalian internal di dalam unit organisasi.

ABSTRACT
Good internal control can provide confidence that an organization can achieve its goals with ethical actions. The phenomenon that occurs at this time shows that organizational culture is the main factor causing the emergence of massive scandals that afflict an organization that can prevent the organization from achieving its objectives. Risk in culture occurs when the behavior of members of an organization is not in line with the behavior that the organization wants to instill, causing unethical behavior that can hinder the achievement of goals and influence internal control of the organization. One element of risk culture is the role of the leader (tone from the top), which plays a role in the formation of a culture within the organizational unit.
This research was conducted to assess how the role of leaders in shaping organizational culture can have an impact on internal controls in the organization. The study was conducted by conducting OCAI surveys and interviews to be able to answer these objectives. The character and leadership style of the leadership also shapes the culture in the organization, which turns out is based on the needs of the organization. The organizational culture that was formed turned out to play a role in how the implementation of internal controls within organizational units."

"Salah satu reaksi karyawan yang muncul ketika dihadapkan dengan perubahan adalah sikap sinis (Wanous, Reichers, & Austin, 2000). Sinisme perlu ditanggulangi agar perubahan dapat dijalankan sebagaimana mestinya sehingga tujuan organisasi dapat tercapai. Penelitian ini menguji apakah efektivitas pemimpin merupakan salah satu faktor yang berkontribusi dalam memprediksi munculnya sinisme karyawan terhadap perubahan organisasi dan seberapa besar pengaruhnya. Efektivitas pemimpin diukur menggunakan Leader Effectiveness Scale (DeGroot dkk., 2011) dan sinisme karyawan terhadap perubahan organisasi diukur menggunakan alat ukur Cynicism About Organizational Change (Wanous dkk., 2000). Hasil penelitian pada 284 karyawan di empat lembaga keuangan di Jakarta dan Tangerang menemukan bahwa efektivitas pemimpin memiliki pengaruh yang negatif dan signifikan terhadap sinisme karyawan mengenai perubahan organisasi (β = -.278, p = .000, p<.01). Dengan kata lain, efektivitas pemimpin dapat berkontribusi menjadi prediktor dari kemunculan sinisme karyawan terhadap perubahan organisasi. Peneliti merekomendasikan penelitian selanjutnya dapat menganalisis tipe organisasi untuk dijadikan variabel moderator.

One of common reactions from any employees when they are dealing with organizational change is cynicism (Wanous, Reichers, & Austin, 2000). Cynicism has to be overcome in order for changes to be implemented so organization?s goal can be achieved. This study examined that leader?s effectiveness is indeed one of the contributing factors that predicts cynicism about organizational change and how far its affect. Leader?s effectiveness was measured by Leader Effectiveness Scale (DeGroot et al., 2011) and employee cynicism about organizational change was measured by Cynicism About Organizational Change instrument (Wanous et al., 2000). The results carried out among 284 employees from four financial institutions in Jakarta and Tangerang found that there was a negative and significant effect between leader?s effectiveness and employee cynicism about organizational change (β = -.278, p = .000, p<.01). In other words, leader?s effectiveness has proven to be one of employee cynicism about organizational change?s predictor. Researcher recommends that future research can be done by examining type of organization as a moderator variable."

"Organisasi merupakan sebuah unit sosial yang memiliki tujuan bersama dari individu yang tergabung didalamnya tentu akan terus dihadapkan dengan perubahan. Perubahan yang terjadi dalam sebuah organisasi tidak dapat dihindari karena lingkungan kehidupan manusia yang sangat dinamis sehingga organisasi harus terus beradaptasi. Hal penting dari keberhasilan sebuah program perubahan organisasi adalah kesiapan individu dalam menghadapi perubahan tersebut. Hal tersebut disebabkan karena sebuah organisasi dapat berfungsi apabila individu didalamnya bersedia melakukan hal-hal yang dapat memajukan organisasi tersebut. Salah satu hal yang mempengaruhi kesiapan individu terhadap perubahan adalah proses komunikasi yang terjalin antara atasan dan bawahan, dimana tipe gaya komunikasi atasan memiliki peran dalam proses komunikasi tersebut.
Penelitian ini menggunakan pendekatan kuantitatif dengan alat ukur kesiapan untuk berubah dan alat ukur tipe gaya komunikasi atasan. Responden penelitian sebanyak 90 orang yang merupakan karyawan Perusahan A dan B, dimana kedua perusahaan tersebut merupakan BUMN di Indonesia.
Hasil analisis korelasi menggunakan Spearman Correlation menunjukkan bahwa dari keempat tipe gaya komunikasi yang ada, tipe gaya komunikasi afiliasi memiliki hubungan negatif yang signifikan dengan kesiapan individu terhadap perubahan. Lebih lanjut, ditemukan bahwa tingkat pendidikan terakhir seorang individu berpengaruh terhadap kesiapan individu terhadap perubahan.

Organization is a social unit that has a common goal between its members who will be continuously faced with organizational changes. Changes that occur within an organization are inevitable because the environment of human life is very dynamic so the organization must continue to adapt. The most important thing from the success of an organizational change program is individuals? readiness in facing such changes. The reason is because an organization can function if the individuals in the organization are willing to do things that promote the organization. The communication style type of one's supervisor is one thing that affects an individual's readiness to change.
This study uses a quantitative approach to measure readiness to change and communication style for leaders. Survey respondents were 90 people who are the employees of Company A and B, where both companies are state-owned enterprises in Indonesia.
The result of correlation analysis using Spearman Correlation showed that out of the four types of communication styles that exist, the affiliationcommunication style has a significant negative relationship with the individual's readiness for change. Furthermore, it was found that the highest education level of an individual affects the individual's readiness to change."
