"ABSTRAK
Tujuan dari penelitian ini adalah untuk menguji peran perceived insider statusdalam memediasi pengaruh antara participative decision making serta perceived organizational support dengan organizational citizenship behavior. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Pengumpulan data menggunakan kuesioner yang diberikan kepada 179 orang karyawan dari PT XYZ, sebuah perusahaan yang bergerak di industri kimia yang berlokasi di Banten, Indonesia. Setelah mengkonfirmasikan reliabilitas dan validitas alat ukur, pemodelan persamaan struktural dilakukan untuk memeriksa pengaruh yang dihipotesiskan. Temuan utama dalam penelitian ini adalah: perceived organizational support memediasi parsial pengaruh participative decision makingterhadap perceived insider status, perceived insider status memediasi parsial pengaruh participative decision making serta memediasi penuh pengaruh perceived organizational support terhadap organizational citizenship behavior, danparticipative decision making memiliki pengaruh positif serta perceived organizational support tidak memiliki pengaruh signifikan terhadap organizational citizenship behavior. Studi ini memperkuat pada literatur yang sudah ada tentang bagaimana mekanisme internalisasi partisipasi dalam pengambilan keputusan terhadap perilaku kerja.

ABSTRACT
The purpose of this study is to examine the roles of perceived insider status in mediating the relationship between participative decision making, perceived organizational support, and organizational citizenship behavior. Data were collected with survey questionnaires that were self administered to a sample of 179 employees from chemical industry company in Banten, Indonesia. After confirming the reliability and validity of the measurements, we conducted structural equation modeling to examine the hypothesized relationships. The main finding were perceived organizational support partially mediate the positive relationship between participative decision making and perceived insider status, perceived insider status partially mediate the relationship between participative decision making and organizational citizenship behavior, and perceived insider status fully mediate the relationship between perceived organizational support and organizational citizenship behavior. This study adds to the existing literature by showing the mechanism of how participative decision making will relate to discretionary behavior."

"Turnover menjadi suatu permasalahan yang sering dihadapi oleh manajemen di beberapa perusahaan. Employer attractiveness dapat menjadi strategi yang tepat untuk mengurangi turnover intention karyawan. Selain itu, organizational commitment sebagi faktor siginifikan yang dapat mempengaruhi turnover intention diajukan sebagai variabel mediasi pada penelitian ini. Penelitian ini bertujuan untuk menganlisis peran organizational commitment dalam memediasi pengaruh employer attractiveness terhadap turnover intention karyawan tetap head office PT Bintang Toedjoe. Penelitian ini menggunakan pendekatan penelitian kuantitatif dengan teknik pengumpulan data melalui survei, menyebarkan kuesioner pada 120 responden sesuai kriteria sampel. Teknik penarikan sampel yang digunakan adalah total sampling.
Hasil penelitian memperlihatkan terdapat hubungan yang negatif signfikan antara employer attractivenessterhadap turnover intention, dan organizational commitment terhadap turnover intention, serta hubungan yang positif signifikan antara employer attractiveness terhadap organizational commitment. Lebih lanjut, hasil penelitian juga menunjukan bahwa organizational commitment memediasi secara penuh pengaruh employer attractivenessterhadap turnover intention karyawan tetap head office PT Bintang Toedjoe

Turnover has been a problem that faced by management in several companies. Employer attractiveness can be the right strategy to reduce employee turnover intention. In addition, organizational commitment as a significant factor that can influence turnover intention is proposed as a mediating variable in this study. This study aims to analyze the role of organizational commitment in mediating the effects of employer attractiveness on turnover intention study on PT Bintang Toedjoe head office permanent employees. Researcher use quantitative approach and collect the data through surveys by distributing questionnaires to 120 respondents according to the sample criteria. The sampling technique of this study is total sampling.
The results show that there are a significantly negative effects of employer attractiveness on turnover intention and organizational commitment on turnover intention, and also there is a significantly positive effects of employer attractiveness on organizational commitment. Furthermore, the result also shows that organizational commitment fully mediates the effects of employer attractiveness on turnover intention of PT Bintang Toedjoe head office's permanent employees."

"Aplikasi Employee Connect merupakan aplikasi internal yang digunakan untuk tracking dan monitoring status kesehatan karyawan. Aplikasi Employee Connect merupakan aplikasi penting namun mendapatkan respon yang kecil dari penggunanya, hal ini terlihat dari tingkat partispasi karyawan menggunakan aplikasi ini sangat rendah. Tujuan dari penelitian ini untuk mengetahui faktor-faktor yang memengaruhi intention to use aplikasi Employee Connect, agar dapat meningkatkan kemauan karyawan menggunakan aplikasi tersebut. Model yang digunakan pada penelitian ini mengacu pada teori TAM dan UTAUT. Penelitian ini merupakan penelitian studi kasus dengan metode kualitatif dan kuantitatif. Metode kualitatif digunakan untuk membentuk model penelitian yang dilakukan menggunakan teknik deskriptif dari hasil wawancara dan studi literatur. Hasil dari kualitatif didapatkan delapan variabel yang berpengaruh yaitu Perceived Convenience, User Training, Management Support, Regulatory Support, Perceived Usefulness, Perceived Ease of Use, Organization Culture, dan Variabel Moderator Age. Selanjutnya untuk menguji variabel tersebut dilakukan dengan metode kuantatif dengan menyebarkan kuesioner atau survei melalui WhatsApp dan email perusahaan dengan jumlah responden 360 responden. Data kuesioner yang telah terkumpul diolah menggunakan tools statistik PLS-SEM dengan perangkat lunak Smart-PLS versi 3.0. Hasil pengujian data kuesioner menunjukkan bahwa variabel yang memengaruhi langsung intention to Use aplikasi Employee Connect adalah, Regulatory Support, Perceived Usefulness, dan Organization Culture. Sedangkan variabel Perceived Convenience berpengaruh signifikan terhadap Perceived Usefulness dan Perceived Ease of Use.

The Employee Connect application is an internal application that is used for tracking and monitoring the health status of employees. Employee Connect application is an important application but gets a small response from their users, this can be seen from the fact that the total of employee participation using this application is very low. The purpose of this study is to determine the factors that influence the Intention to Use the Employee Connect application, in order to increase the willingness of employees to use the application. The model used in this study refers to the theory of TAM and UTAUT. This research is a case study research with qualitative and quantitative methods. Qualitative methods are used to form a research model that is carried out using descriptive techniques from interviews and literature studies. The results of the qualitative results obtained eight variables that influence, namely Perceived Convenience, User Training, Management Support, Regulatory Support, Perceived Usefulness, Perceived Ease of Use, Organization Culture, and Moderator Age Variables. Furthermore, to test these variables, a quantitative method was used by distributing questionnaires or company surveys via WhatsApp and email with a total of 360 respondents. The data questionnaire that has been collected was processed using the PLS-SEM statistical tool with Smart-PLS version 3.0 software. The results of the questionnaire data test show that the variables that directly affect the intention to use the Employee Connect application are Regulatory Support, Perceived Usefulness, and Organizational Culture. While the Perceived Convenience variable has a significant effect on Perceived Usefulness and Perceived Ease of Use."

"The empirical research confirms that organizational culture has its positive impacts on the performance in business administration. The literature, however, revealed that the impact of organization culture in public administration remains limited, most study has been conducted outside Indonesia, and there is a challenge to public administration community to integrate values into structure, process and system of public organization. This dissertation examines to what extent do the organization cultural values impacts on the taxpayers service quality. By applying instrumental and terminal values theorized by Rockeah and Jones and service quality theorized by Zetihaml et al., Bergman and Kelfsjo, and by using quantitive approach which apply factor analysis, the research reveals 9 factors as dominant organization cultural values on Large Taxpayer Regional Office (LTRO) that is taxpayer Service quality, responsive, intelligent, obey to the superordinate, economy, learning, innovative, efficient and pluralism. Based on focus group discussion, the most dominant value is responsive at first level, follows by intelligent, obey to the superordinate, economy, learning, pluralism and taxpayer service quality at the second level and innovative and efficient at the third level. These level of values is regarded as a value system.
By applying regression analysis, the research reveal that there is a positive impact between efficient, innovative and responsive on the taxpayer service quality, while a negative impact between obey to the superordinate on taxpayer service quality. As in the focus group discussion the informants confirm that the values system has been used in the climate of organization especially in decision making process and reward punishment system on LTRO, this research concluded that LTRO becomes a value driven organization.
Findings of this research is that LTRO as a public organization has integrated values in the system and processes in the organization life, which is a theoretical implication of this research. lt is the advisable that the LTRO will maintain the value system by making it viable, balance, congruence and authenticity."

"Skripsi ini menganalisis pengaruh budaya organisasi, strategi persaingan, dan perilaku peran terhadap kinerja organisasi pada sektor usaha kecil dan menengah di DKI Jakarta. Pada penelitian ini peneliti menggunakan dua dari empat karakteristik budaya organisasi, yaitu budaya Apollo dan Athena, dua dari empat karakteristik strategi persaingan, yaitu Defender dan Prospector, dan perilaku Entrepreneur dan Conservative. Keenam variabel bebas tersebut dianalisis untuk melihat pengaruhnya terhadap variabel terikat, kinerja organisasi.
Sebanyak 70 total kuesioner survei dari para responden yang kebetulan tengah melakukan pameran hasil produksi usaha mereka dan yang juga para pelaku usaha bertempat tinggal di sekitar tempat tinggal peneliti telah berhasil diproses dengan menggunakan analisis regresi linier berganda. Hasil penelitian menunjukkan bahwa budaya organisasi Apollo, perilaku Conservative, dan perilaku Entrepreneur secara signifikan mempengaruhi kinerja organisasi sektor usaha kecil dan menengah, namun tidak demikian halnya dengan budaya Athena dan strategi persaingan, baik strategi Defender maupun strategi Prospector.

This paper analyses an organizational culture, competitive strategy, and role behavior, and its impact on organizational performance in the Small and Medium Enterprises located in Jakarta. In this research, the researcher used two of four characteristics of organizational culture, Apollo and Athena culture, and in addition, used two of four characteristics of competitive strategy, Defender and Prospector. Those four independent variables were analyzed along with the other two independent variables, Entrepreneur and Conservative behaviors, to see its impact on organizational performance as dependent variable.
Researcher has successfully processed the total of 70 questionnaires from respondents who were participated in the exhibition held in Jakarta, as well as those who lived in Tebet, South Jakarta area. Using multiple regression analyses, the result shows that Apollo culture and two type of role behavior, Entrepreneur and Conservative, have significantly impacted organizational performance in the Small and Medium Enterprises; however, Athena culture and two types of competitive strategies, Defender and Prospector, did not have any impact towards the organizational performance in the Small and Medium Enterprises located in DKI Jakarta.

"Penelitian ini bertujuan untuk mengevaluasi peran lini kedua dalam mendukung efektivitas pengendalian internal berdasarkan prinsip pengendalian internal dan mengevaluasi efektivitas peraturan dan strategi yang dirumuskan oleh lini kedua dalam menginternalisasi budaya organisasi. Unit Kepatuhan Internal (UKI) merupakan second line of defense di Direktorat Jenderal Pajak (DJP). Penelitian ini dilakukan pada Subdirektorat Kepatuhan Internal yang merupakan UKI setingkat Eselon I di DJP. Penelitian kualitatif deskriptif dengan pendekatan deduktif dan dengan metode studi kasus dilakukan untuk menjawab permasalahan penelitian. Kriteria yang digunakan untuk mengevaluasi peran lini kedua atas efektivitas pengendalian internal mengacu pada publikasi Committee of Sponsoring Organization of Treadway Commission (COSO) bekerja sama dengan Institute of Internal Auditors (IIA) pada Juli 2015 berjudul “Leveraging COSO Across Three Lines of Defense”. Sementara itu, kriteria yang digunakan untuk mengevaluasi peran UKI dalam internalisasi budaya organisasi mengacu pada kriteria evaluasi kebijakan yang dirumuskan oleh Dunn (2014), yaitu: efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan akurasi. Hasil penelitian menunjukkan bahwa UKI berperan cukup baik dalam mendukung efektivitas pengendalian internal. Namun terdapat beberapa prinsip yang belum dilaksanakan secara optimal oleh UKI. Selain itu, terlihat bahwa program Internalisasi Corporate Value (ICV) yang dirumuskan UKI sudah cukup efektif untuk internalisasi budaya organisasi. Beberapa aspek yang pelaksanaannya perlu ditingkatkan adalah penyederhanaan program, pengadaan alat untuk mengukur efisiensi penggunaan dana ICV, dan durasi program ICV.

This study aims to evaluate the second line roles in supporting the effectiveness of internal control based on its principles and investigate the effectiveness of regulations and strategies formulated by the second line functions to internalize the organizational culture. In the Directorate General of Taxes (DGT), the Internal Compliance Unit (hereinafter referred to as UKI) serves as its second line of defense. The present study was conducted at the Internal Compliance Sub-directorate which is the UKI Echelon I level at DGT. A descriptive qualitative research applying a deductive approach with a case study method was carried out to answer the research problems. The criteria used to evaluate the second line roles on the effectiveness of internal control refer to the publication of the Committee of Sponsoring Organization of Treadway Commission (COSO) in collaboration with the Institute of Internal Auditors (IIA) in July 2015 entitled “Leveraging COSO Across the Three Lines of Defense”. Meanwhile, the criteria used to evaluate the role of UKI in internalizing organizational culture refer to the policy evaluation criteria formulated by Dunn (2014), namely: effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The results of the study shows that the operation of UKI in supporting the effectiveness of internal control is quite satisfactory. However, several principles have not been implemented optimally. In addition, it can be seen that the Internalization of Corporate Value (ICV) program prepared by UKI has been quite effective for the internalization of organizational culture. Some aspects whose implementation needs improvement are program simplification, procurement of tools to measure the efficient use of ICV fund, and duration of the ICV program."

"Tindak lanjut penyederhanaan birokrasi Kementerian Keuangan dilakukan dengan memperhatikan arahan pimpinan untuk melakukan secara bertahap dan hati-hati. Hingga tahun 2022, penyederhanaan birokrasi masih menjadi catatan dalam Laporan Hasil Evaluasi Reformasi Birokrasi dan Sekretariat Jenderal masih terus memproses penyederhanaan tersebut. Penelitian post positivis ini dirancang untuk mendalami dan mendeskripsikan kesiapan organisasi Sekretariat Jenderal untuk berubah dan faktor-faktor yang mempengaruhi dalam mengimplementasikan penyederhanaan birokrasi sesuai teori Weiner (2009). Hasil penelitian menunjukkan bahwa kesiapan organisasi Sekretariat Jenderal belum sepenuhnya optimal, meskipun komitmen dan kepercayaan telah dipahami. Sekretariat Jenderal lebih mengutamakan strategi pada unit yang benar-benar memiliki tugas dan fungsi serta karakteristik organisasi yang tepat dan sesuai dengan jenis Jabatan Fungsional yang akan digunakan. Sementara, kondisi kesiapan organisasi secara mayoritas dipengaruhi oleh faktor kontekstual mengenai kondisi budaya yang terdapat pada organisasi. Pimpinan berperan dalam mendorong, memfasilitasi, dan memberikan arahan serta menjalin komunikasi dengan jajarannya untuk menentukan arah organisasi. Proses bisnis dan pola kerja merupakan hal prioritas yang menjadi kewajiban ketika terdapat penggunaan struktur baru. Kompetensi organisasi diperlukan untuk menerapkan perubahan secara teknis maupun untuk mengelolanya. Manfaat perubahan merupakan faktor terakhir yang dirasakan ketika seluruh aspek organisasi memahami perubahan secara luas dan diimbangi dengan penyesuaian proses bisnis, penerapan change management yang konsisten, serta pemanfaatan IT.

The follow-up to simplify the Ministry of Finance's bureaucracy was carried out by paying attention to the leadership's direction to do it gradually and carefully. Until 2022, bureaucratic simplification progress is still be noted in the Bureaucratic Reform Evaluation Results Report, and the Secretariat General is still processing this simplification. This post-positivist research was designed to explore and describe the readiness of the Secretariat General's organization to change and the factors that influence it according to Weiner's (2009) theory. The research results show that the organizational readiness of the Secretariat General still needs to be optimal, even though commitment and trust have been understood. The Secretariat General prioritizes strategy on units with the right tasks and functions as well as organizational characteristics and are by the type of Functional Position that will be used, meanwhile, contextual factors regarding the most organizational readiness conditions. Leaders have a crucial role in encouraging, facilitating, and providing direction and establishing communication with their staff to determine the organization's direction. Business processes and work patterns are priorities that become mandatory when a new structure is used. Competence in the organization is needed to implement changes technically and to manage them. The change valence is the final factor that is felt when all aspects of the organization broadly understand the changes and are balanced with adjustments to business processes, consistent implementation of change management, and use of IT."

"Penelitian ini bertujuan untuk menilai variabel perubahan organisasi Biro Perencanaan dengan menggunakan teori Kreitner dan Kinicki yang mengemukakan elemen target perubahan organisasional yang terdiri dari pengaturan organisasi, pengaturan tujuan, faktor sosial, metode, dan aspek manusia. Selain itu juga akan menilai variabel efektifitas pelaksanaan tugas pokok dan fungsi Biro Perencanaan menggunakan teori efektivitas organisasi yang dikemukakan oleh Gibson et. al (1994:31) untuk indikator jangka pendek. Lokus penelitian dilakukan pada Biro Perencanaan di lingkungan Sekretariat Utama (Sestama) Badan Narkotika Nasional. Data primer didapat melalui penyebaran kuesioner kepada personil Biro Perencanaan dan pejabat eselon III dan IV di lingkungan Sekretariat Utama BNN.
Hasil penelitian menunjukkan bahwa persepsi responden perubahan organisasi Biro Perencanaan sehubungan dengan efektivitas pelaksanaan tugas pokok dan fungsi Biro Perencanaan belum berjalan baik, dan masih perlu banyak perbaikan yaitu dengan rincian untuk pelaksanaan perubahan organisasi Biro Perencanaan menurut persepsi 56 responden telah mencapai 64% dari kriteria yang ditetapkan yaitu secara kontinum berada pada kategori interval "kurang - baik". Sedangkan untuk efektivitas pelaksanaan tugas pokok dan fungsi Biro Perencanaan, menunjukkan bahwa efektivitas pelaksanaan tugas pokok dan fungsi Biro Perencanaan menurut persepsi 56 responden telah mencapai 63% dari kriteria yang ditetapkan yaitu secara kontinum berada pada kategori interval "kurang - baik".

This study aims to assess the variables of organizational change by using Kreitner and Kinicki theory that suggests five target elements consisting of organizational settings, goal setting, social factors, methods, and human aspects. Dispite of organizational change will be assess effectiveness of the implementation of the duties and function variables by using Gibson et. al (1994:31) theory for the short term indicator. Locus of research conducted at the Secretariat of Planning Bureau at National Narcotics Board. Primary data obtained through questionnaires to all personnel in Planning Bureau and personnel echelon III and IV in the Main Secretariat BNN.
The results showed that the respondents' perceptions of organizational change Planning Bureau in connection with the effectiveness of the basic tasks and functions of the Bureau of Planning has not been going well, and still needs a lot of improvement is the details for the implementation of organizational changes in the perception of Planning 56 respondents had reached 64% of the criteria set that the continuum is the category of interval "less - well". "ABSTRAK
Tesis ini membahas hasil penelitian tentang implementasi aplikasi Sigahtan dalamrangka mewujudkan program Promoter Kapolri guna menciptakan budaya organisasimodern pada Polres Metro Jakarta Barat. Penelitian ini dilakukan dengan metodedeskriptif-kualitatif yang bersumber dari data primer dan sekunder dengan metodepengumpulan data yang dilakukan dengan cara wawancara, observasi dan telaahandokumen. Hasil penelitian menunjukkan bahwa mekanisme respon atas permintaandukungan kepolisian yang disampaikan oleh masyarakat melalui aplikasi Sigahtandilakukan oleh Polrestro Jakarta Barat dalam mengantisipasi kejahatan di wilayah KotaJakarta Barat melalui penerapan system ring atau kelompok terdekat sehingga petugaskepolisian terdekat yang akan merespon permintaan bantuan tersebut. Masyarakat dapatmemberitahukan kejadian melalui media komunikasi dengan penerapan sistem HP toHP, tanpa harus datang ke pos polisi. Dalam aplikasi tersebut, polisi bekerja samadengan 12 dua belas lembaga, seperti pemadam kebakaran, PLN, Ambulans, SatpolPP, TNI dan instansi lainnya di Jakarta Barat, sehingga Polisi dapat membantumemanggil lembaga tersebut saat dibutuhkan oleh masyarakat. Selain itu perankepemimpinan dan budaya organisasi pada Polres Metro Jakbar juga dapat mendukungpelaksanaan aplikasi Sigahtan sebagai wujud modernisasi budaya organisasi di bidangpelayanan publik dengan melakukan pembaharuan perbaikan manajemen organisasiyang dapat memotivasi personil kepolisian baik di tingkat pimpinan maupun anggotanyauntuk turut mensukseskan program-program yang dicanangkan organisasinya. Salahsatunya dengan menerapkan manajemen yang berbasis pada sistem kerja punish andreward. Sistem kerja tersebut terus dipantau oleh Kapolres dan Wakapolres selakupenanggung jawab sehingga terlihat jelas adanya permintaan bantuan, tindak lanjutpenanganan maupun hasilnya. Penerapan sistem kerja dengan pemberian punish andreward tersebut diharapkan dapat mewujudkan tujuan organisasi kepolisian yang padaakhirnya akan menciptakan keamanan dan ketertiban di masyarakat.

ABSTRACT
This thesis discusses the results of research on the implementation of Sigahtanapplication in order to translate Kapolri Promoter program to create a modernorganizational culture in Metro Police Resort West Jakarta. This research is made bydescriptive qualitative method that comes from primary and secondary data with datacollection method which is done through interview, observation and document review.The result of the research shows that the response mechanism of police assistancerequest submitted by the community through Sigahtan application is done by PolrestroWest Jakarta in anticipating crimes in West Jakarta City area through theimplementation of ring system or closest group so that the nearest police officer willrespond to the assistance request. Communities can notify events throughcommunication media with the implementation of the HP to HP system, without havingto come to the police station. In the application, the police cooperate with 12 twelve institutions, such as fire brigade, PLN, ambulance, Satpol PP, TNI and other agencies inWest Jakarta, so that Police can help calling the institution when needed by thecommunity. In addition, the role of leadership and organizational culture in Polres MetroWest Jakarta can also support the implementation of Sigahtan application as a form ofmodernization of organizational culture in the field of public service by doing renewalimprovement of organizational management that can motivate police personnel both atthe leadership level and its members to participate in successing the programsproclaimed by organization. One of them is by implementing management based onpunish and reward work system. The work system shall continuously monitored byKapolres and Wakapolres as the person in charge so the implementation mechanismwould be clear when there is a request for assistance, the follow up handling and theresult. The implementation of the working system with the provision of punish andreward is expected to actualized the goals of police organizations that will ultimatelycreate security and order in society."
