"ABSTRAKTesis ini menganalisis pengaruh pengeluaran untuk penelitian dan pengembangan (R&D expenditure) terhadap pertumbuhan ekonomi di negara ASEAN5. Penelitian pada tesis ini adalah penelitian kuantitatif dengan metode ekonometri panel data dengan Fixed Effect Model (FEM). Hasil penelitian dari tesis ini, yaitu pengeluaran untuk penelitian dan pengembangan di negara ASEAN5 berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi negara-negara tersebut dengan time-lag satu tahun. Berdasarkan hasil penelitian tesis ini, maka rekomendasi kebijakan yang dihasilkan untuk negara ASEAN5 adalah kebijakan untuk meningkatkan jumlah pengeluaran untuk penelitian dan pengembangan guna mendorong pertumbuhan ekonomi dalam jangka panjang.

ABSTRACT

This thesis analyzes the impact of research and development expenditure on economic growth in the ASEAN5. The research on this thesis is a quantitative study with econometric methods of panel data with Fixed Effect Model (FEM).

The research result of this thesis, namely R&D expenditure in the ASEAN5 has positive and significant effect on economic growth in these countries with one year time-lag. Based on the results of this thesis, the policy recommendation that will be generated for ASEAN5 is a policy to increase the amount of research and development expenditure to boost economic growth in the long term."

"Penelitian ini dilatarbelakangi oleh beberapa permasalahan di seputar pengelolaan hibah luar negeri, yang paling menarik adalah kenapa sulit sekali untuk melakukan hibah ke daerah. Karena peraturan yang ada hibah ke daerah harus melalui Pemerintah Pusat melalui mekanisme on granting yaitu on budget on treasury dengan meknisme fund chanellingnya melalui Pembayaran Langsung, Rekening Khusus, Penggantian Pembiayaan, Pembukaan L/C dan Pemindahbukuan dari RKUN (Rekening Kas Umum Negara) ke RKUD (Rekening Kas Umum Daerah) Penelitian ini bertujuan untuk menggali bagaimana implementasi pengelolaan hibah luar negeri dengan fokus utama kegiatan di daerah yaitu Aceh dan mengidentifikasi berbagai masalah dan kesuksesan dalam implementasi pengelolaan hibah UNDP Aceh Government Transistion Programme. Model analisis yang digunakan adalah kualitatif ekplanatif dengan pendekatan kasus Aceh pada AGTP karena peneliti berupaya menekankan pada proses. Teknik pengumpulan data melalui wawancara dan kajian dokumen.Hasil penelitian menunjukan bahwa celah yang digunakan oleh Kemendagri untuk menyalurkan hibah ke Aceh tanpa melalui mekanisme on granting adalah dengan DIPA Dekonsentrasi model On budget ? Off treasury dapat di terapkan, proses perencanaan dan penganggaran dapat di ikuti dengan waktu yang lebih panjang, Alur transfer dana juga lebih cepat dan hibah AGTP dapat dipertanggungjwabkan dalam LKPP (Laporan Keuangan Pemerintah Pusat). Rekomendasi yang disampaikan berdasar hasil penelitian ini adalah DIPA Dekonsentrasi model On budget ? Off treasury dapat di replikasi dan diterapkan dengan memperhatikan titik ? titik tertentu yang dapat berpotensi mensukseskan program maupun berpotensi masalah yang dapat mengakibatkan kegagalan dalam implementasi pengelolaan hibah tersebut.

The research background was raised by several issues surrounding the management of foreign grants, the most interesting challange is why it is so difficult to chanelling grants to the province/district. Because existing regulations for subsidiary grants should go through the central government by on granting mechanism with its on-budget on treasury with the mechanism of fund chanelling through five schemes namely direct payment, the special account, the reimbursement, the opening of L / C (Letter of Credit), for subsidiary grant through transfer from RKUN (Central Treasury Account) to RKUD (Regional Treasury Account). This research aims to explore how the implementation of the management of foreign grants with the main focus of activities in Aceh Province and identify key failure and key success in the implementation of UNDP Aceh Government Transistion Programme. The analysis model used is qualitative approach with explanatory, since researcher attempt to emphasize the process. Data collection through interviews and document review.The results showed that the loopholes used by MOHA to chanelling grants to the Province without going through the mechanism on granting is DIPA Deconcentration on budget off treasury models can be applied, the planning and budgeting process can be followed by inistiating a longer period of time to catch up the process, the flow of funds is also more faster and the AGTP grants can be accountable in the LKPP (Central Government Financial Statements). Recommendations are DIPA Deconcentration can be replicated and applied with consideration some spots that identified as key failures and key success in the implementation of managing foreign grant."

"Perkembangan komunikasi semakin berkembang dan membutuhkan sebuah teknologi baru untuk memenuhi kebutuhan ndash; kebutuhan yang semakin meningkat. Named Data Netowrking NDN merupakan sebuah terobosan dengan menggunakan aristektur jaringan yang berbeda pada sebelumnya yaitu Internet Protocol IP . NDN agar dapat terhubung ke perangkat satu dan lainnya menggunakan alamat dari perangkat tersebut, tetapi NDN mencari konten apa yang dibutuhkan oleh satu perangkat dan perangkat lainnya. Pada penulisan ini dipaparkan pengimplementasian NDN yaitu pada NDN Real Time Conferencing NDN ndash; RTC yang menggunakan sebuah skenario untuk dilakukan analisis terhadap beberapa faktor agar sesuai dengan QoS untuk video streaming yang yaitu jitter, packet loss dan latency. Perancangan dilakukan dengan menggunakan dua buah file stream, screen cast dan webcam. Video dari screencast digunakan untuk menangkap presentasi sedangkan webcam untuk menangkap presentan Hasil implementasi menunjukkan bahwa kedua file stream memiliki karakteristik sebagai berikut. Packet loss pada ScreenCast Video sebesar 2 menyatakan status Baik sedangkan pada WebCam video sebesar 12 menyatakan status Buruk. Latensi pada ScreenCast Video sebesar 0.16 ms dan pada WebCam video sebesar 0.12 ms menyatakan status Sangat Baik. Jitter ScreenCast Video sebesar 44,41 ms dan pada WebCam video sebesar 48.62 ms dengan status Baik.

The development of communication growtd quickly and need a new technology to fulfill the needs which is increasing. Named Data Networking is a new term which using a different network architecture than Internet Protocol. NDN connecting one device to another device not by using their address or their location, but NDN using what the content that they want to connect. On this paper, will present to you one of the implementation of NDN, NDN Real Time Conferencing NDN ndash RTC which use a scenario to use for the analysis of the transmission to match the QoS for video streaming by Cisco which is jitter, latency, and packet loss. Scenario will using two file streams, screen capture and webcam. Screen Cast is used to capture the presentation and the webcam is used to capture the person. The result of the implementation shows that the two file streams have these characteristic. Packet loss for screen capture video is 2 meanings Good, webcam video rsquo s packet loss is 18 meanings Bad. Latency for screen capture video is 0.16 ms and webcam video rsquo s latency is 0.12 ms both meanings Very Good. Jitter for screen capture video 44.41 ms and webcam video 48.62 ms meanings Good."

"ASEAN dikenal sebagai kawasan yang memiliki beberapa keunggulan komparatif yang dapat menarik dan mendorong peningkatan FDI. Indonesia sebagai Chairmanship ASEAN 2023, mengangkat tema “ASEAN Matters: Epicentrum of Growth”. Namun, terdapat dua permasalahan mendasar, seperti restriksi FDI di sektor telekomunikasi dan rendahnya aktivitas R&D yang berimplikasi terhadap rendahnya kegiatan inovatif hingga menyebabkan deindustrialisasi di ASEAN. Demikian, untuk menjawab persoalan tersebut, penelitian iniakan menganalisis pengaruh FDI terhadap peluang inovasi perusahaan manufaktur dengan pendekatan model CDM. Melalui metode Heckman Selection Model dan Probit, ditemukan bahwa adanya FDI cenderung menurunkan pengeluaran R&D. Padahal, hasil dari pengeluaran R&D, memiliki hubungan yang positif dan signifikan terhadap peluang inovasi perusahaan manufaktur. Selain itu, ditemukan bahwa inovasi di ASEAN bukan dari aktivitas R&D, melainkan berasal dari R&D pihak asing yang telah dilakukan di negara asalnya.

ASEAN is known as a region that has several comparative advantages that can attract and encourage increased FDI. Indonesia as the 2023 ASEAN Chairmanship, raised the theme "ASEAN Matters: Epicentrum of Growth". However, there are two fundamental problems, such as FDI restrictions in the telecommunications sector and low R&D activity which has implications for low innovative activity leading to deindustrialization in ASEAN. Thus, to answer this problem, this study will analyze the effect of FDI on innovation opportunities for manufacturing companies using the CDM model approach. Through the Heckman Selection Model and Probit methods, it was found that the presence of FDI tends to reduce R&D spending. In fact, the results of R&D spending have a positive and significant relationship to manufacturing company innovation opportunities. In addition, it was found that innovation in ASEAN was not from R&D activities, but came from foreign R&D that had been carried out in their home countries."

Selain itu, data panel dari 20 negara diperoleh dari Dataset PREDICT, dan metode Fixed Effect Model (FEM) diterapkan untuk analisisTemuan studi ini mengungkapkan bahwa investasi pengeluaran R&D secara signifikan memengaruhi kinerja perusahaan, seperti yang terlihat dari indikator laba operasional dan penjualan bersih. At the beginning of 2023, the global economy is facing challenges with rising interest rates and inflation. These factors have the potential to disrupt economic stability and growth on a global scale, possibly leading to a slowdown or stagflation. As a consequence, there has been a tech winter, marked by a decline in investment interest and research and development (R&D) activities in the technology sector, particularly in the ICT (Information and Communications Technology) industry.

This study aims to investigate and analyze the impact of R&D investment on firm performance and economic growth within the ICT sector. The data used for the research is sourced from the European Union Commission and comprises panel data from companies operating in the ICT sector, with a specific focus on Software and Computer Services from the EU R&D Investment Scoreboard. Additionally, panel data from 20 countries is obtained from the PREDICT Dataset, and the Fixed Effect Model (FEM) method is applied for analysis.

The study's findings reveal that R&D expenditure investment significantly influences firm performance, as evidenced by operating profit and net sales indicators. Moreover, the research demonstrates that R&D investment also has a notable impact on the gross value added by the countries included in the scope of this investigation"
