This research is quantitative approachwith experts confirmatory and has focused on main indicators that caused thisfenomena. This thesis used Theory of Constraint as an analysis method. Result ofthe research will give corrective actions recommendation to the variable regardingproject management competence (unforeseen, project schedule, cash flow,estimation and site investigation); PT. XYZ also need to focus on minimizing theoccurence of cost overrun by implementing improvements as results of thisresearch ."
