"[ABSTRAK
Angka kematian ibu tahun 2013 Kabupaten Sambas Provinsi Kalbar masih tinggi sebanyak 17 kasus. Tujuan penelitian mengetahui implementasi manajemen aktif kala III (MAKT) oleh bidan puskesmas wilayah kerja Dinas Kesesehatan Kab. Sambas. Desain penelitian cross sectionaldengan mixed method, sampel 58 menggunakan Total Sampling Hasil penelitian bidan menerapkan manajemen aktif kala III 63,8% dan yang tidak menerapkan manajemen aktif kala III 36,2%. Terdapat hubungan variabel Pengetahuan dan sikap dengan Implementasi Manajemen Aktif Kala III. Variabel sikap terhadap manajemen aktif kala III merupakan faktor paling dominan dengan (nilai p= <0,007)

"Provinsi Sumut sebagai Provinsi ke-enam penyumbang kematian ibu terbanyak di Indonesia, penyebab tertinggi kematian ibu 33% karena perdarahan yang dapat dicegah dengan penerapan Manajemen Aktif Kala III dalam pertolongan persalinan. Berdasarkan penelitian pendahuluan, ditemukan hanya 25% bidan yang menerapkan Manajemen Aktif Kala III sesuai standar. Sisanya 75% tidak melaksanakan Manajemen Aktif Kala III, padahal bidan sebagai tenaga kesehatan utama (70%) yang melakukan pertolongan persalinan.
Penelitian ini analitik dengan pendekatan kualitatif, menggunakan metode pengumpulan data melalui wawancara mendalam, observasi dan telaah dokumen. Tujuan dari penelitian ini adalah untuk mengetahui aspek komunikasi, sumberdaya, struktur birokrasi, dan disposisi dalam implementasi kebijakan untuk penerapan Manajemen Aktif Kala III pada bidan di Kota Padangsidimpuan Tahun 2015.
Hasil penelitian menunjukkan belum adanya kebijakan yang mengakomodir penerapan MAK III pada bidan, rendahnya pengetahuan bidan tentang MAK III, belum adanya sistem pengawasan terhadap penyelenggaraan bidan praktik swasta menjadi faktor yang sangat mempengaruhi mengapa MAK III sebagai suatu kompetensi penting bagi bidan belum diterapkan. Kedepannya diharapkan adanya kebijakan yang secara tegas mengatur penerapan MAK III pada bidan dari dinas kesehatan dan IBI dalam menurunkan angka kematian Ibu.

Sumatra Utara Province is the sixth Province of highest Maternal Mortality Rate in Indonesia, this large number of maternal mortality rate is partly caused by bleeding 33%. Bleeding can be prevented by implementing Active Management of the Third Stage of Labor (AMTSL) in childbirth delivery service. However, based on prior research, it shows that only 25% of midwifery implements Active Management of the Third Stage of Labor (AMTSL) according to standards. The rest about 75% of midwives do not perform it, 7% among them has even got APN training, whereas midwives as the main health personnel (70%) do childbirth delivery service.
This research is analytic with qualitative approach, the method use in collecting data by doing in-depth interview, observation, and document analysis. The aims of this study are; (1) Getting know about the factors influence the implementation of Active Management of the Third Stage of Labor (AMTSL) at midwives (2) to provide the analysis of policy development to implement Active Management of the Third Stage of Labor (AMTSL) at midwives in Padangsidimpuan city year 2015.
The result of study shows that there is no policy that accommodate the implementation of Active Management of the Third Stage of Labor (AMTSL) at midwives yet, less knowledge of midwives about MAK III, and there is no monitoring system related to the implementation of private midwives that tends to be potential factor influence why the Third Stage of Labor as an important competition for midwifery has ignored. Hopefully, the policy development of the implementation Active Management of the Third Stage of Labor (AMTSL) can be as a real effort of District Health Office and IBI in decreasing the Maternal Mortality Rate."

"Pelaksanaan manajemen proyek dalam suatu perusahaan tercermin dalam tingkat kesuksesan penyelesaian proyek yang tepat waktu, sesuai ruang lingkup dan sesuai anggaran. PT Prima Integrasi merupakan perusahaan yang bergerak di bidang jasa implementasi layanan atau solusi teknologi informasi. Perusahaan ini memiliki fokus dalam implementasi proyek teknologi informasi sehingga pelaksanaan manajemen proyek yang baik dapat meningkatkan kinerja perusaahan agar mencapai target yang telah ditentukan. Persentase kesuksesan penyelesaian proyek yang tepat waktu, sesuai ruang lingkup, dan sesuai anggaran adalah sebesar 23 sehingga pelaksanaan manajemen proyek di perusahaan masih kurang. Untuk itu perlu dilakukan evaluasi pelaksanaan manajemen proyek agar diketahui tingkat kematangan manajemen proyek dan rekomendasi apa saja yang dapat diterapkan guna memperbaiki pelaksanaan manajemen proyek di perusahaan. Metode pengukuran tingkat kematangan manajemen proyek yang digunakan adalah Project Management Maturity Model PMMM PM Solutions dan Kerzner Project Management Maturity Model KPMMM .
Hasil penelitian menunjukkan bahwa tingkat kematangan manajemen proyek di perusahaan berada pada tingkat pertama dan masih belum seperti yang diharapkan. Terdapat 15 proses yang telah mencapai target, namun masih terdapat 32 proses yang belum mencapai target yang diharapkan. Penelitian ini memberikan rekomendasi kepada perusahaan untuk dapat meningkatkan tingkat kematangan manajemen proyek yang lebih tinggi. Selain itu terdapat prioritas rekomendasi yang telah disesuaikan dengan harapan manajemen. Dengan hasil evaluasi ini diharapkan pelaksanaan manajemen proyek di perusahaan dapat menjadi lebih baik dan dapat meningkatkan kinerja manajer proyek dalam penyelesaian proyek.

Implementation project management in organization is reflect by the success rate of project completion on time, within scope and on budget. PT Prima Integrasi is a company engaged in service implementation of information technology solutions. The company has focused on the implementation of information technology projects so good project management can improve company performance in order to achieve the targets. The percentage of successful completion of projects on time, within scope, and on budget is 23 so the implementation of project management in the company is still lacking. It is necessary to evaluate the implementation of project management in order to know the level of project management maturity and any recommendations that can be applied to improve the implementation of project management in the organization. Method of measuring the maturity level of project management that used is Project Management Maturity Model PMMM PM Solutions and Kerzner Project Management Maturity Model KPMMM.
The results showed that the maturity level of project management in organization is on first level and still not as expected. There are 15 processes that achieve target, but still there are 32 processes that don 39 t achieve the expected target. This study provides recommendations to the organization in order to improve level of project management maturity is higher. In addition there are the priority recommendations have been adapted to the expectations of management. With the results of this evaluation are expected implementation of project management in the organization can be better and can improve performance project manager in project completion.

"Faktur Pajak berbentuk elektronik merupakan Faktur Pajak yang secara bertahap telah dikembangkan dengan memanfaatkan kemajuan teknologi berbentuk elektronik. Penelitian ini dilakukan untuk menyajikan sebuah gambaran mengenai impelementasi tata cara pembuatan dan pelaporan Faktur Pajak berbentuk elektronik terutama pada berdasarkan KEP-136/PJ/2014. Penelitian ini menggunakan pendekatan kualitatif dengan tujuan penelitian deskriptif. Pengumpulan data dilakukan melalui studi kepustakaan dan wawancara mendalam.
Hasil dari penelitian ini menunjukkan bahwa, ditinjau dari Content of Policy, jenis manfaat dan kemudahan yang dihasilkan dengan adanya kebijakan ini telah dirasakan oleh PKP yang telah diwajibkan membuat Faktur Pajak berbentuk elektronik, antara lain dalam hal pembuatannya, terdapatnya QR Code sebagai pengganti tanda tangan basah dan PKP dapat mengajukan permohonan nomor seri Faktur Pajak secara online melalui website DJP atau melalui aplikasi e-Faktur.
Sedangkan, ditinjau dari Context of Implementation, implementasi Kebijakan Tata Cara Pembuatan dan Pelaporan Faktur Pajak Berbentuk Elektronik masih memiliki beberapa permasalahan, antara lain dalam pemberitahuan sosialisasi dan penetapan, PKP merasakan penyampaianpenyampaian tersebut dilakukan dalam kurun waktu yang berdekatan, masih banyaknya kendala terkait teknis aplikasi membutuhkan perbaikan dari pihak DJP, serta respon dari pihak DJP pun yang menyediakan Contact Center masih dinilai kurang menanggapi pertanyaan-pertanyaan yang diajukan oleh PKP.

Electronic tax invoice is a tax invoice that has been gradually developed by utilizing technological advances in electronic form. This research was conducted to provide an overview of the implementation of publishing and reporting procedure of electronic tax invoice based on the KEP-136/PJ/2014. This research used a qualitative approach with descriptive research purposes. Data collected through the study of literature and in-depth interviews.
The results of this study show that, from the view of Content of Policy, types of benefits produced in the presence of this policy has been felt by PKP which has required to make a Tax Invoice in electronic form, such as in the publishing, the presence of a QR Code in lieu of a wet signature and PKP can apply for a Tax Invoice serial number online through the DGT website or through e-Invoicing.
Meanwhile, from the view of the Context of Implementation, Regulation of Publishing and Reporting Procedure of Electronic Tax Invoice still have some problems, among others, in the notice of socialization and determination, PKP feel the notification is done within the adjacent, there are still many technical problems related to applications requiring maintenance from the DGT, and the response of the DGT who provides contact center is still considered less respond to the questions raised by the PKP.

Diperkirakan 15-20% kehamilan dan persalinan akan mengalami komplikasi.
Puskesmas mampu Pelayanan Obstetri Neonatal Emergensi Dasar (PONED)
sebagai sarana untuk mendekatkan pelayanan terhadap ibu hamil, bersalin dan
nifas. Kabupaten Bogor mempunyai 40 Puskesmas dan 22 diantaranya termasuk
kategori Puskesmas PONED. Puskesmas mampu PONED Parung mempunyai
cakupan penanganan komplikasi yang tinggi (77,7%) , sedangkan Puskesmas
mampu PONED Cileungsi mempunyai cakupan penanganan komplikasi
kebidanan yang rendah (50,7%). Menurut teori Edwards III , implementasi
kebijakan berfokus pada 4 variabel yaitu : komunikasi, sumber daya, disposisi,
dan struktur birokrasi.Rancangan penelitian yaitu penelitian kualitatif. Lokasi
penelitian di Dinas Kesehatan Kabupaten Bogor, Puskesmas mampu PONED
Parung dan Puskesmas mampu PONED Cileungsi.
Hasil penelitian menunjukkan untuk variabel sumber daya, Faktor sumber daya
manusia (kompetensi yang tidak merata) menjadi faktor dominan dalam
penanganan komplikasi kebidanan di Puskesmas mampu PONED. Untuk variabel
komunikasi Faktor koordinasi menjadi faktor dominan dalam penanganan
komplikasi kebidanan di Puskesmas mampu PONED. Untuk variabel struktur
birokrasi didapatkan, struktur organisasi di Puskesmas mampu PONED Parung
dan Cileungsi belum lengkap karena tidak melibatkan perawat dan belum adanya
pemisahan strukur organisasi PONED di Puskesmas Cileungsi. Untuk variabel
disposisi diperlukan peningkatan komitmen petugas Puskesmas terutama di
Puskesmas mampu PONED Cileungsi terkait dengan penanganan komplikasi
kebidanan di PONED.

ABSTRACT
An estimated 15-20% of pregnancies and childbirth can develop into
complications. Basic Emergency Obstetric and Neonatal Care (BEONC) facilities
as a means to bring services to mothers during pregnancy, labor or delivery, and
post partum period. Bogor Regency has 40 Primary Health Cares (PHCs), 22 of
them categorized as BEONC. Parung PHC is a BEONC facility with a high
coverage in complication handling (77,7%), while Cileungsi PHC is a BEONC
facility with a low coverage in complication handling (50,7%). According to the
theory of Edwards III, policy implementation focuses on four variables, such as :
communication, resources, disposition, and bureaucratic structure.The design of
the research is a qualitative research. The location of the research in Bogor
District?s Health Office , Parung and Cileungsi BEONC PHC .
The results of the study showed that in the variables of Resources, the human
resources (uneven competence) becomes the dominant factor in complications
handling BEONC facilities. In the communication variables, the dominant factor
in BEmOC facilities complications handling is coordination. In the variables of
bureaucratic structure, the organization?s structure in both Parung and Cileungsi
PHC is incomplete because it does not include nurses, and in Cileungsi PHC the
BEONC structure has not separated yet. In the variables of disposition, an
increased commitment of health officers in complication handling is required

"Dinamika kasus COVID-19 hingga tahun 2022 masih berlangsung di berbagai dunia dan mengakibatkan fluktuasi angka morbiditas dan mortalitas yang tinggi. Berbagai ledakan kasus akibat Variant of Concern (VOC) berdampak secara langsung kepada puskesmas sebagai layanan primer. Untuk melakukan penguatan terhadap puskesmas diperlukan strategi kebijakan pengendalian COVID-19 berupa prevent, detect, dan respond yang diikuti dengan optimalisasi implementasi kebijakan yang dilakukan di lapangan. Penelitian ini bertujuan untuk mengetahui gambaran implementasi kebijakan pada tingkat puskesmas di era pandemi COVID-19 berdasarkan literature review. Analisis yang digunakan dalam penelitian ini adalah literature review dengan pendekatan PRISMA. Kebutuhan penelusuran literatur menggunakan online database berupa google scholar dan GARUDA sehingga didapatkan 14 literatur terinklusi. Selain itu, berbagai kepustakaan yang diperoleh dalam penelitian berbentuk artikel jurnal, report lembaga kesehatan, text book, dan website berbahasa Inggris dan Indonesia. Hasil penelitian menunjukan bahwa implementasi kebijakan di puskesmas masih ditemukan berbagai permasalahan serta hambatan antara lain pembuatan SOP yang tidak komprehensif diikuti kurangnya sosialisasi terkait SOP kepada petugas puskesmas, adanya keterbatasan jumlah petugas surveilans di puskesmas, pelatihan dan sosialisasi untuk melakukan tracing dan surveilans masih belum memadai, serta keterbatasan logistk kesehatan berupa obat-obatan terapi COVID-19 seperti oseltamivir, azitromisin, dan favipiravir. Kesimpulannya implementasi kebijakan di puskesmas masih belum berjalan dengan baik dikarenakan belum optimalnya penerapan kebijakan prevent, detect, dan respond dalam pengendalian COVID-19. Oleh karena itu, saran yang dapat diberikan yaitu pembuatan SOP penanganan COVID-19 yang komprehensif, memperkuat strategi komunikasi dan community engagement, melakukan perencanaan mengenai estimasi petugas surveilans, dan memfasilitas petugas kesehatan untuk mendapatkan program pelatihan.

The dynamics of COVID-19 cases until 2022 are still ongoing worldwide and resulting high fluctuations in morbidity and mortality rates. Various explosions of cases due to Variant of Concern (VOC) have a direct impact on puskesmas as primary care. To strengthen puskesmas, a policy strategy for controlling COVID-19 is needed in the form of prevention, detect, and response, followed by optimizing the implementation of policies carried out in the field. This study aims to describe the implementation of policies at the puskesmas level in the era of the COVID-19 pandemic based on a literature review. The analysis used in this study is a literature review with the PRISMA approach. The need for literature searches using online database in the form of Google Scholar and GARUDA so that 14 included literatures are obtained. In addition, various literatures obtained in the research are in the form of journal articles, reports from health institutions, text books, and websites in English and Indonesian. The result showed that the implementation of policies at the puskesmas still found various problems and obstacles, including the making of SOPs that were not comprehensive followed by a lack of socialization related to SOPs to puskesmas officers, the limited number of surveillance officers at the puskesmas, training and socialization for tracing and surveillance were still inadequate, and limited health logistics in the form of COVID-19 therapeutic drugs such as oseltamivir, azithromycin, and favipiravir. In conclusion, the implementation of policies at puskesmas has not gone well due to the lack of optimal implementation of preventive, detect, and response policies in controlling COVID-19. Therefore, suggestions that can be given are making a comprehensive SOP for handling COVID-19, strengthening communication strategies and community engagement, planning for surveillance officer estimates, and facilitating health workers to receive training programs.
