"ABSTRAK
Program Keluarga Harapan (PKH) adalah satu program nasional yang bertujuan
menanggulangi kemiskinan melalui peningkatan kesejahteraan keluarga sangat
miskin (KSM). PKH merupakan model conditional cash transfer (CCT) atau
program bantuan tunai bersyarat dengan bidang pendidikan dan kesehatan yang
menjadi syarat bagi peserta program. Kabupaten Bekasi menjadi menjadi lokasi
PKH pada tahun 2013 dengan cakupan di 19 lokasi kecamatan dari 23 kecamatan
yang ada. Baru pada tahun 2015 seluruh kecamatan tercakup dalam pelaksanaan
PKH. Tesis ini meneliti dan mengukur dampak PKH terhadap perubahan
partisipasi KSM yang mendukung pada peningkatan modal manusia melalui
komponen pendidikan antara sebelum dan sesudah KSM menjadi peserta PKH
serta efektivitas PKH dalam meningkatkan kesejahteraan KSM. Penelitian
dilakukan di lima kecamatan yaitu : Cabangbungin, Sukakarya, Sukatani,
Sukawangi dan Tambelang, dengan jumlah responden sebanyak 226 KSM. Hasil
penelitian secara agregat, dari duabelas komponen partisipasi bidang pendidikan
yang diteliti mayoritas menunjukkan adanya dampak PKH yang signifikan
terhadap perubahan partisipasi KSM dalam bidang pendidikan, hanya pada
komponen partisipasi rata-rata jam belajar anak di rumah tidak menunjukkan
dampak yang signifikan. Efektivitas bantuan tunai PKH menunjukkan hasil yang
kurang efektif dalam meningkatkan kesejahteraan hidup KSM, bantuan tunai
melalui PKH tidak berhasil mengeluarkan KSM dari batas garis kemiskinan

ABSTRACT
The family hope program (PKH) is a national program aimed at reducing poverty
through improving the welfare of the very poor family (KSM). PKH is a model of
conditional cash transfer (CCT) program with education and health care as
requirements for program participants. Bekasi district becomes host of PKH in
2013 with coverage in 19 out of 23 sub-districts locations. By 2015, all subdistricts
finally covered in the implementation of the PKH.
This thesis examines and measures the impact of PKH to changes of KSM
participation in the improvement of human capital through education component
between before and after KSM participated in PKH and its effectiveness in
improving the welfare of KSM. The study was conducted in five sub-districts
namely: Cabangbungin, Sukakarya, Sukatani, Sukawangi and Tambelang, with
the number of respondents was 226 KSM. The results of the research in the
aggregate, of the twelve components of participation in education researched, the
majorities indicate a significant PKH impact on the changes of KSM participation
in education, only the component of average participation of children in the home
study hours showed no significant effect. PKH cash aid effectiveness showed less
effective results in improving the welfare of KSM, cash assistance through PKH
not able to lift KSM from the edge of poverty line"

"Salah satu masalah kependudukan utama yang dihadapi Indonesia adalah pertumbuhan penduduk yang tinggi, hingga saat ini telah dilakukan berbagai usaha untuk mengendalikan pertumbuhan penduudk, terutama melalui pengendalian angka kelahiran atau fertilitas. Upaya penurunan angka kelahiran ini dilakukan dengan cara pemakaian kontrasepsi kepada pasangan usia subur. Kabupaten Bogor juga mengalami hal yang sama, belum semua PUS memanfaatkan pelayanan KB. Kecamatan Ciseeng untuk cakupan unmet need KB belum memenuhi SPM (5%). Tujuan penelitian ini untuk mengetahui hubungan faktore predisposisi, pemungkin, kebutuhan dan penguat terhadap pemanfaatan pelayanan keluarga berencana. Penelitian ini bersifat kuantitatif dengan studi cross sectional. Data yang dikumpulkan adalah data primer, diperoleh dengan cara wawancara terhadap WUS yang berstatus menikah. Hasil penelitian menjelaskan bahwa umur, pekerjaan, akses dan kebutuhan berhubungan secara signifikan dengan pemanfaatan pelayanan KB. Kebutuhan akan pelayanan KB merupakan variabel yang paling dominan.

One of the main demography issues in Indonesia is a higher growth rate of population. Nowadays, there are any efforts to control the growth rate of the population through the controk of birth rate or fertility by using contraception involuntary by the fertile spouse. Bogor regency also experience the same thing, not all of the PUS use services of KB. Ciseeng subdistrict for unmet need coverage KB has not met the SPM (5%). The purpose of this research was to know relationship factors predisposing, needs and booster of the utilization of family planning services. this research is quantitative with cross sectional study. The Data collected is primary data, obtained by means of interviews to the WUS are married. Resultes of the study explained that the age, occupation, access and requirements associated with the utilization of service significantly KB. The need for services is the most variable KB is dominant."

"Jaminan Persalinan (Jampersal) merupakan salah satu upaya terobosan untuk memberikan kemudahan bagi masyarakat dalam hal ini ibu hamil untuk memperoleh pembiayaan persalinan, sehingga masyarakat terutama ibu hamil dapat terakses seluruhnya oleh persalinan yang aman dan sehat. Dengan Jaminan persalinan ini diharapkan AKI dan AKB dan dapat diturunkan. Indikator keberhasilan Jampersal adalah adanya peningkatan cakupan pelayanan KIA dan KB.
Penelitian ini dilakukan untuk mengetahui peningkatan hasil pencapaian pelayanan KIA dan KB sebagai indikator keberhasilan Jampersal. Penelitian ini merupakan studi deskriptif terhadap data-data sekunder hasil pencapaian pelayanan KIA dan KB. Desain penelitian menggunakan pendekatan kuantitatif dengan sampel yang diambil adalah semua pelayanan KIA dan KB. Jenis penelitian ini merupakan evaluasi summatif, karena hanya melakukan penelitian terhadap data-data hasil akhir dari suatu program.
Hasil analisis menunjukkan bahwa terdapat peningkatan hasil pencapaian pelayanan KIA dan KB sebelum dan sesudah adanya kebijakan Jampersal di Kecamatan Cisaat Kabupaten Sukabumi pada tahun 2010 dan 2011. Sedangkan pencapaian pelayanan Jampersal belum bisa mendongkrak terhadap hasil peningkatan pencapaian pelayanan KIA dan KB di Kecamatan Cisaat Kabupaten Sukabumi. Banyak faktor yang mempengaruhi terhadap peningkatan hasil pencapaian pelayanan KIA dan KB di Kecamatan Cisaat Kabupaten Sukabumi.

Delivery Assurance (Jampersal) is one of the groundbreaking effort to provide convenience to the public in this case pregnant women to obtain financing labor, so that people, especially pregnant women can be accessed entirely by the delivery of safe and healthy. With this delivery guarantee is expected to MMR and IMR and can be derived. Jampersal success indicator is the presence of increasing coverage of MCH services and family planning.
The research was conducted to determine the increase in the achievement of MCH and family planning as an indicator of success Jampersal. This study is a descriptive study of secondary data achievement MCH and family planning. The study design uses a quantitative approach to the samples taken are all MCH and family planning services. This type of research is the evaluation summatif, because just doing research on outcomes data from a program.
The analysis showed that there was an increase in the achievement of MCH and family planning services before and after the policy in the District Cisaat Jampersal Sukabumi district in 2010 and 2011. While the achievement of service have not been able to boost Jampersal against the resulting increase in the achievement of MCH and family planning services in the District Cisaat Sukabumi district. Many factors influence the achievement of improved MCH and family planning in Sub Cisaat Sukabumi district.

"Indonesia masih memiliki tantangan dalam upaya penurunan AKI untuk mencapai target SDGs tahun 2030. Keluarga Berencana (KB) merupakan salah satu program yang efektif untuk menurunkan AKI, namun selama satu dekade terakhir program KB mengalami stagnansi. Saat ini, program KB cenderung berfokus pada perempuan dan partisipasi laki-laki dalam keluarga berencana dinilai masih rendah. Tujuan penelitian ini adalah untuk mengetahui gambaran partisipasi laki-laki dalam keluarga berencana pada tahun 2007, 2012 dan 2017, determinan sosial yang mempengaruhinya serta ketidakmerataan geografis dan sosial ekonomi. Penelitian ini menggunakan pendekatan kuantitatif dengan desain studi potong lintang dari data pasangan Survei Demografi Kesehatan Indonesia (SDKI) tahun 2007, 2012 dan 2017. Sampel pada penelitian ini adalah pasangan usia subur (PUS) yang masih dalam status perkawinan dan responden istri sedang tidak hamil. Jumlah sampel pada penelitian ini adalah 5.058 (2007), 5.431 (2012) dan 5.957 (2017) pasangan. Analisis multiway ANOVA dilakukan untuk menilai determinan partisipasi laki-laki dalam keluarga berencana. Berbagai ukuran ketidakmerataan juga digunakan untuk meninjau ketidakmerataan partisipasi laki-laki dalam keluarga berencana dengan bantuan alat ukur Health Equity Assessment Toolkit (HEAT) yang dikembangkan oleh World Health Organization (WHO). Hasil penelitian adalah terjadi peningkatan partisipasi laki-laki dalam keluarga berencana dalam kurun waktu 2007 – 2017, dari 68.9 hingga 71.2. Jika dilihat dari ketidakmerataan geografis dan sosial ekonomi, terjadi penurunan ketidakmerataan meskipun terdapat beberapa perubahan pola ketidakmerataan pada tempat tinggal (perkotaan vs perdesaan) dan sosial ekonomi. Umur suami, pendidikan suami, tempat tinggal dan paparan KIE KB dari media menjadi determinan sosial yang memiliki pengaruh signifikan terhadap partisipasi laki-laki dalam keluarga berencana. Perlu ada pemanfaatan media sosial atau media massa dengan melakukan kampanye massif terkait peran laki-laki dalam keluarga berencana baik sebagai pengguna maupun pendamping dan agen perubahan.

Indonesia still has challenges in efforts to reduce MMR to achieve the SDGs target in 2030. Family Planning (KB) is one of the effective programs to reduce MMR, but over the past decade the family planning program has stagnated. Currently, family planning programs tend to focus on women and men's participation in family planning is still considered low. The purpose of this study was to find out the male involvement in family planning in 2007, 2012 and 2017, the social determinants that influence it as well as geographical and socioeconomic inequality.
This study uses a quantitative approach with a cross-section study design from the pair data of the Indonesian Health Demographic Survey (IDHS) in 2007, 2012 and 2017. The samples in this study were couples of childbearing age who were still in marital status and respondents wives were not pregnant. The total sample in this study was 5,058 (2007), 5,431 (2012) and 5,957 (2017) couples. ANOVA multiway analysis was performed to assess the determinants of male involvement in family planning. Various measures of inequality are also used to review the unevenness of male participation in family planning with Health Equity Assessment Toolkit (HEAT) measuring tool developed by the World Health Organization (WHO).
The results of the study were an increase in male participation in family planning in the period 2007 – 2017, from 68.9 to 71.2. There is a decrease in geographical and socioeconomic inequality even though there are some changes in the pattern of inequality in residences (urban vs rural) and socioeconomic. The husband's age, husband's education, place of residence and exposure to family planning promotion from the media are social determinants that have a significant influence on man involvement in family planning. Massive campaigns using social media need to be done to promote the role of men in family planning as active client, companions and agents of change
