"ABSTRAK
Tesis ini membahas analisis intelijen terhadap korporasi dalam menghadapi gerakan buruh. Beberapa korporasi tidak luput dari aksi gerakan buruh yang berdampak pada kerugian. Gerakan buruh seharusnya bisa dideteksi sedini mungkin dan dihadapi secara strategis untuk meminimalkan dampak yang lebih luas.
Analisis intelijen dengan studi kasus Grup Astra ini menunjukkan tingkat ancaman gerakan buruh terhadap korporasi adalah menengah, dan tingkat kerentanan korporasi dalam menghadapi gerakan buruh adalah tinggi. Hasil analisis risiko menunjukkan ada beberapa anak perusahaan dengan tingkat risiko moderate-extreme. Untuk itu diperlukan rencana tanggap strategi agar gerakan buruh dapat dicegah dan dihadapi. Hal ini guna menjaga stabilitas korporasi tetap terjaga.

ABSTRACT
This thesis describes an intelligence analysis corporation that is facing labour action. Many corporations face labour actions, which cause losses. Labour action should have been detectable as early as possible, and it must be faced strategically in order to minimize impacts and prevent wide-spread of impacts.
Intelligence analysis of the Astra Group case study shows a moderate level of labour action threat against the corporation, and high level of corporate vulnerability in facing labour action. Risk analysis shows that several subsidiaries have a moderate-extreme risk level. Therefore, strategic response plans are necessary in order to prevent and face labour action. This will maintain the stability of the corporation."

"PT. Perusahaan Listrik Negara (Persero) memiliki banyak kendala dalam menjalankan hubungan industrial. Berbagai dinamika hubungan industrial terjadi karena disebabkan oleh kurangnya komunikasi antara pihak perseroan dengan pihak serikat pekerja. Perseroan kerap mengeluarkan surat kebijakan tanpa berunding terlebih dahulu dengan serikat pekerja. Keluarnya surat kebijakan tanpa adanya pemberitahuan menyebabkan terjadinya berbagai permasalahan hubungan industrial yang dirangkum menjadi Matriks 9. Kurangnya komunikasi inilah yang menyebabkan terjadinya perbedaan sudut pandang. Perbedaan Sudut pandang inilah yang menyebabkan terjadinya gerakan serikat buruh. Usaha yang dilakukan PLN baru mengintensifikasikan Lembaga Kerjasama Bipartit. Usaha ini adalah sangat baik, namun akan menjadi lebih baik lagi apabila didukung dengan usaha pendekatan yang bersifat non-formal atau kasual. Penulis menyarankan agar dibuat wadah non formal seperi morning gathering, penggiatan klub olahraga, seni, atau organisasi keagamaan, dan penggiatan halal bi halal.

PT. Perusahaan Listrik Negara (Persero) has a lot of obstacles in running the industrial relations. The dynamics of industrial relations occur because of the lack of communication between the company and the trade union. The Company often issued policies without negotiating first with the union. Discharge letter policy without notice cause a variety of industrial relations problems are summarized into "Matriks Sembilan". The lack of communication is what causes the difference in perspective. Because of the difference perspective, PT. PLN (Persero) tries to intensify The Bipartite Cooperation. This effort was very good, but it would be even better if it is supported by the non-formal or casual approach. Writer recommend to the board management to use non-formal approach such as morning gathering, activate the sport, art, or religious organizations? activities, and liven up the gathering session."

"Penelitian ini mengkaji kerjasama intelijen dalam merespon kehadiran non- government organization (NGO) asing, Brot Fur Die Welt (BFDW) yang beroperasi di Papua, dan beberapa wilayah lain di Indonesia. Penelitian ini berusaha untuk menganalisis program-program NGO asing BFDW dengan mitra-mitra lokalnya di Indonesia dan sejauh mana program tersebut selaras dengan pembangunan di Indonesia dan tidak membahayakan kedaulatan negara republik Indonesia.
Hasil penelitian ini menyimpulkan bahwa BFDW mempunyai mitra-mitra lokal dengan tema-tema isu program pembahasan advokasi HAM, kemanusiaan, kesetaraan, peningkatan peran bagi perempuan dan lain-lain. Disamping ditemukan hasil penelitian bahwa BFDW merupakan salah satu NGO asing yang tidak mempunyai ijin prinsip maupun ijin operasional di Indonesia namun beroperasi di Indonesia melalui mitra-mitranya. TPOA (tim pengawasan orang asing) termasuk di dalamnya komunitas intelijen bersama dengan kementerian dan lembaga lain di Indonesia sudah merespon permasalahan ini. Namun, sampai hasil penelitian ini berakhir belum ada kebijakan khusus yang dilakukan oleh pemerintah sebagai bentuk tindaklanjut temuan tersebut.
Hasil penelitian juga menemukan kesimpulan bahwa banyaknya NGO-NGO asing yang beroperasi di Indonesia dan tidak mendaftarkan diri ke Direktorat Jenderal Multilateral Kemenlu mengindikasikan banyaknya celah dalam UU keormasan sehingga banyak ormas asing yang memilih untuk tidak mendaftarkan diri di Kemenlu dan tetap bisa beroperasi di Indonesia.

This research examines intelligence cooperation responding the presence of foreign Non Government Organizations BFDW (brut for the world) operating in Papua and several other regions in Indonesia. This research try to analyze the program of BFDW with it patners in Indonesia and to what extent these programs are in harmony with development in Indonesia and don?t endanger the sovereignity of the republic of Indonesia.
The result of this study concluded that BFDW with its local patners has so many programs with the themes of programs issues on human rights advocacy, humanity, equality, increasing the role of women in public space. In addition research result found that BfdW does not have permission both from foreign ministry of Indonesia and from local government.
TPOA (Foreign surveillance team) including intelligent community in Indonesia and intra government instution responded this issue. However until the final research done there had been no single policy carried out by government as a follow up to these findings.
The results of the study also found the conclusion that the large number of foreign NGOs operating in Indonesia and not registering with the ministry of foreign aafair indicates that there are many loopholes in the law on organization. Many foreign NGOs choosed not to register themselves with the ministry of foreign affairs and they can still operated their programs throuch its local partners

"Undang-Undang Nomor 13 tahun 2003 tentang Ketenagakerjaan, Undang-Undang Nomor 21 Tahun 2000 tentang Serikat Pekerja/Serikat Buruh mengatur mengenai Serikat Pekerja, namun tidak sepenuhnya berjalan dengan baik karena sering terjadi ketidakjelasan pengaturan. Skripsi ini membahas mengenai pengertian Serikat Pekerja, tujuan dan peran dari Serikat Pekerja, dan implementasi Serikat Pekerja dalam penyusunan Perjanjian Kerja Bersama dan peran Serikat Pekerja dalam Lembaga Kerja Sama Tripartit. Peran Serikat Pekerja dalam pembahasan upah minimum terkait dengan upah minimum DKI Jakarta, sedangkan peran serikat pekerja dalam lembaga Kerja Sama Tripartit nasional masuk dalam pembahasan Peraturan menteri Nomor 19 Tahun 2012. Peran Serikat Pekerja dalan Penyusunan Perjanjian Kerja Bersama dalam kasus PT PLN. Simpulan yang didapat dalam penelitian ini adalah bahwa peran Serikat Pekerja dapat meningkatkan kualitas hubungan kerja bagi pekerja.

The role of unions in the discussions related to the minimum wage the minimum wage Jakarta, while the role of unions in the National Tripartite Cooperation institutions in the deliberations of the Ministerial Regulation number 19 in 2012. The role of labor unions in the drafting of the agreement work together in the case of pt pln. Drawing conclusions obtained in this research is that the role of the union can improve the quality of a working relationship for workers."

"This year, 2012, the multi annual plan of KSBSI and the affiliated federation will end, and therefore CVN-I need to evaluate its. Basically, the goals of programs are (1) labour improvements for workers, and (2) capacity building of the affiliated sector organisations. By conducting an evaluation study, the result can be as inputs for designing the next programs as well as improving its subtantively and managerially. As an evaluation study, the main objectives are:
a) To assess the achievement and the performance of KSBSI as well as the affiliated sector organizations in term of implementing their multi annual programs
b) To assess of programme management quality of the multi annual plan by leadership and PME team(s), including to obtain organizational lessons learnt of its
c) To assess the quality and added value of the partnership between KSBSI and CNV International
d) To identify the challenging factors (internally and externally) which influenced KSBSI and the affiliated sector organizations for running their programme.
e) To assess the impact of programs at all levels and the sustainability of its
f) To provide recomendations for improving the next workplans as well as the program?s management.
Regarding those objectives, at least there are .... aspects that should be obtained from the process of evaluation are: relevance, eficiency, effectiveness, outputs, outcomes (intermediated results), impacts (intended results), sustainability, and other cross cutting issues (gender, difability, etc).

"Penelitian ini dilakukan untuk membuktikan suatu model persamaan struktural yang menjelaskan intensi buruh untuk mengikuti aksi kolektif. Teori dan pendekatan psikologi selama ini umumnya hanya memberikan penjelasan yang bersifat parsial terhadap gejala aksi kolektif. Tujuan utama penelitian ini adalah membuktikan bahwa pendekatan integratif yang terdiri dari pendekatan psychological social psychology (faktor individual), sociological social psychology (faktor hubungan antarkelompok) dan pendekatan social constructionism (faktor yang ada dalam masyarakat) dapat menjelaskan intensi buruh untuk mengikuti aksi kolektif, dalam hal ini adalah unjuk rasa dan mogok kerja. Pengujian model ini hendak melihat pola hubungan yang spesifik yang didasarkan pada teori-teori yang menjelaskan gejala aksi kolektif pada tingkat individual, hubungan antar-kelompok dan masyarakat/ideologi di mana masing-masing pendekatan diwakili oleh satu atau lebih teori, yang diturunkan dalam bentuk variabel. Model penelitian ini mengajukan tiga variabel eksogen, yaitu representasi sosial, komitmen pada perusahaan dan komitmen pada serikat buruh serta empat variabel endogen, yaitu identitas sosial, deprivasi relatif, motif nilai-harapan dan intensi untuk mengikuti aksi kolektif. Hasil penelitian ini menunjukkan bahwa pendekatan integratif terhadap faktor-faktor individual, hubungan antarkelompok dan masyarakat terbukti dapat menjelaskan intensi buruh untuk mengikuti aksi kolektif secara komprehensif khususnya pada sampel buruh yang belum pernah mengikuti aksi kolektif (non partisipan). Adapun pada sampel buruh yang pernah mengikuti aksi kolektif (partisipan), hanya faktor-faktor hubungan antar kelompok dan faktor yang ada dalam masyarakat yang dapat menjelaskan intensi buruh untuk mengikuti aksi kolektif.

This research attempts to build a structural model based on an integrative approach to explain labor intention to participate in collective action. This research is relevant as most of the existing theories and approaches explain the collective action phenomena partially. The main objective of this research is to analyze the integrative approach of psychological social psychology (individual factors), sociological social psychology (inter-group relation factors) and social constructionism (societal factor) in explaining labor intention to participate in collective action, such as demonstrations and labor strikes. This integrative approach research tested a theoretically derived pattern of specific relationship between individual level of analysis, inter-group relation and societal or ideological level of analysis where each level of analysis was represented by one or more theories. The research model proposes three exogenous latent variables namely: social representation, organizational commitment and union commitment, and four endogenous latent variables that are: social identity, relative deprivation, expectancy-value motives and intention to participate in collective action. These research findings proved that an integrative approach model which was represented by expectancy-value motives (individual level), both relative deprivation and social identity (inter-group level) and social representation (societal level) explain the labor intention participating in collective action was significant in non participant sample. On the other hand, in participant sample there were only two factors namely inter-group relation and societal context which explain the emerging of the labor intention participating in collective action."

"Penelitian tentang gerakan pekerja di Provinsi Jawa Barat terjadi pada pertengahan abad ke-20, tepatnya pada tahun 1952. Tujuan utama dari penelitian ini adalah untuk membuktikan bahwa persoalan ekonomi menjadi penyebab utama timbulnya pemogokan pekerja lepas di Jawa Barat?
Dalam penelitian ini penulis menggunakan teori aksi kolektif model mobilisasi dari Charles Tilly. Menurut Tilly aksi kolektif terdiri atas komponen: interest, organization, mobilization, opportunity, dan collective action. Sedangkan elemen vital aksi kolektif model meobilisasi meliputi: power, repression/fasilitation, dan opportunity/threat. SOBSI menjadi agensi bagi pekerja lepas mampu mengintegrasikan kelima komponen aksi kolektif yang kemudian berpuncak pada pemogokan. Tuntutan pekerja berhasil karena Ketua Panitia Aksi SOBSI K.Werdoyo mempunyai power yang besar baik yang berupa posisi dan perannya sebagai Ketua Fraksi Buruh di DPR maupun kemampuannya dalam bernegosiasi. K.Werdoyo mampu mengatasi tindakan-tindakan represif yang dilakukan oleh pemerintah dan memanfaatkan fasilitasi yang diberikan pemerintah kepadanya. K. Werdoyo juga mampu mengambil peluang yang diberikan oleh pemerintahan Perdana Menteri Wilopo (dari PNI) yang lebih lunak dalam menyikapi tuntutan pekerja lepas di Jawa Barat daripada Perdana Menteri sebelumnya, Sukiman dari Masyumi.
Pemogokan pekerja lepas di Jawa Barat dikarenakan adanya tindakan ekploitasi dari Pemerintah Pusat. Pada hakekatnya kebijakan yang dilakukan oleh Pemerintah Pusat tersebut tidak melanggar ketentuan karena secara formal kewenangan tentang peraturan penetapan upah masih menjadi kewenangan Pemerintah Pusat. Persoalan utamanya lebih pada tindakan ketidakadilan yang dirasakan oleh pekerja lepas yang dilakukan oleh Pemerintah Pusat. Di tengah-tengah pekerja lepas mengalami kesulitan ekonomi yang serius, Pemerintah Pusat menurunkan pendapatan mereka.
Tuntutan pekerja lepas di Jawa Barat berhasil, bahkan kemudian berujung pada terbitnya Peraturan Pemerintah Nomor 31 Tahun 1954 tentang Pekerja Pemerintah. Keberhasilan tutunan tersebut telah meredakan aksi-aksi pekerja lepas di Provinsi Jawa Barat yang juga telah meluas ke Provinsi Jawa Tengah dan Jawa Timur, meningkatkan kesejahteraan pekerja, semakin besarnya organisasi SOBSI, dan telah jelasnya kewenangan Pemerintah Daerah dalam menetapkan peraturan tentang pekerja lepas.

This research studies the workers movement in West Java Province that rose in the middle of twentieth century, especially in 1952. The main objective of the research is to prove that the economic problem was the main cause of the government workers strike in West Java.
In this research, author utilizes the theory of collective action - mobilization model of Charles Tilly. Tilly argues that the collective action consist of several components, which are interest, organization, mobilization, opportunity, and collective action. Meanwhile, the vital elements of the collective action - mobilization model comprise power, repression/facilitation, and opportunity/threat. SOBSI became an agency for the government workers that integrated five components of collective action, which later led to government workers strike. The demand of government workers was successful, because the Chair of Action Committee of SOBSI, K. Werdoyo had not only a great power within his position and role as the Head of Government workers Faction in the Parliament, but also in his negotiation ability. He not only controlled repressive actions that exercised by the government, but also utilized the government facilities that provided for him. K. Werdoyo was able to take opportunities that were given by Prime Minister Wilopo (from PNI), who acted softly in dealing with the demands of government workers in West Java rather than the former Prime Minister, Sukiman from Masyumi.
The government workers strike in West Java caused by the exploitation from the Central Government. Essentially, the policy of Central Government did not against any regulation because the regulation of wage determination was the authority of the Central Government. The main problem emphasized on the injustice action, which suffered by the government workers, by the Central Government. While the workers encountered a serious economic difficulty, the Central Government lowered their income.
The demand of government workers in West Java not only succeeded, but also later led to the issue of the Government Regulation Number 31 Year 1954 about the Government workers. The accomplishment of the demand relieved other government workers actions in West Java that already spread to Central Java and East Java Provinces, increased the welfare of government workers, made the organization of SOBSI bigger, and brought the authority to Regional Government in issuing the regulations about government workers.

"ABSTRAK
Paska Perang Dingin telah membawa era keterbukaan yang mendorong intelijen untuk lebih beratensi terhadap eksploitasi sumber data terbuka. Meskipun sebelumya, eksploitasi sumber data terbukayang dikenal sebagai OSINT sering digunakan dalam proses intelijen, namun nilainya masih dipandang rendah oleh komunitas intelijen. OSINT hanya sebagai bahan sekunder dan pelengkap bagi sumber tertutup. Pandangan tersebut muncul, sebab sumber data terbuka dinilai bukan sumber yang terklasifikasi. Agar menjadi informasi intelijen maka diperlukan validasi dan analisis terlebih dahulu. Pada penelitian ini, teknologi informasi melalui prosestext mining digunakan sebagai alat bantu dalam proses eksploitasi sumber data terbuka. Sedangkan pada proses analisisnya mengunakan pendekatan timeline analisis dan social network analisis (SNA). Pendekatan timeline analisis dilakukan untuk mengambarkaninteraksi antar aktor terhadap urutan waktu. Sedangkan pendekatan SNA dilakukan untuk memetakan siapa aktor penting pada interaksi antar aktor. Hasil eksploitasi sumber data terbukayang telah diolah digunakan untuk mendeteksi ancaman atau sebagai early warning dalam mendukung proses analisa intelijen. Deteksi ancaman tersebutdijelaskan dalam tiga sinyal: weak signal (emerging issues), strong signal dan wildcard. Isu penyadapan Australia terhadap Indonesia diangkat sebagai studi kasus dalam penelitian ini untuk menjelaskan bagaimana melakukan eksploitasi sumber data terbuka untuk mendeteksi ancaman.

ABSTRAK
The end of the Cold War has brought about an era of openness that subsequently pushed intelligence to devote more attention to the exploitation of open data sources. Although previously, the exploitation of open source data known as OSINT, is often used in the intelligence process, but the value is still considered inferior by the intelligence community. OSINT is only considered as a secondary and supplementary materials for closed sources. The opinion comes up because open data sources is not considered classified sources. To become intelligence information it needs validation and analysis beforehand. In this study, information technology through text mining process is used as a tool in the process of exploitation of open data sources, while in the process of analysis it uses a analysis timeline approach and social network analysis (SNA). The analysis timeline approach is taken to see the interaction between the actors of the time sequence, while the SNA approach is to map out who is the important actor in the interaction between actors. The exploitation of open data sources that have been processed is used to detect a threat or as an early warning in supporting the intelligence analysis process. Detection of these threats are described in the three signals: weak signal (emerging issues), strong signals and wildcards. The issue of Australian wiretapping against Indonesia is taken as a case study in this research to explain how to exploit open data sources to detect threats.
