Penerapan sistem pengadaan yang baru dapat menimbulkan kekhawatiran atas
munculnya kendala-kendala, sehingga penerapannya tidak berhasil. Penelitian ini
bertujuan untuk mengidentifikasi hambatan-hambatan serta faktor-faktor
penunjang penerapan sistem pengadaan rancang bangun pada proyek konstruksi
Pemerintah Provinsi DKI Jakarta dengan metode Delphi, yang akan digunakan
untuk pengembangan model kerangka kerja dengan pendekatan Interpretive
Structural Modeling agar didapat hubungan antara faktor-faktor tersebut serta
hirarkinya. Dua puluh dua faktor penunjang yang juga dapat mengatasi hambatan
penerapan telah diidentifikasi dan dikembangkan dalam pemodelan dengan delapan
tingkatan hirarki. Model tersebut dapat dijadikan kerangka kerja untuk menerapkan
rancang bangun pada proyek konstruksi Pemerintah Provisi DKI Jakarta lainnya

ABSTRACT
The implementation of a new procurement system can raise concern about the
appearance of some obstacles, which will cause failure in the implementation. This
study aims to identify obstacles and supporting factors of design and built delivery
system implementation in Provincial Governments of DKI Jakarta construction
project with Delphi method, which will be used to develop a framework model with
Interpretive Structural Modelling approach in order to obtain the relationship
between the factors as well as their hierarchies. Twenty two supporting factors
which can overcome the implementation obstacles had been identified and had been
developed in eight level hirarchy modelling. The model can be used as a framework
to implement the other design and build in Provincial Governments of DKI Jakarta
construction project"

"Penelitian ini membahas model kerangka kerja supply chain. Tujuan dari penelitian ini adalah membuat model kerangka kerja untuk mengetahui factor yang mempengaruhi kinerja Supply Chain. Metode penelitian yang digunakan dalam penelitian ini adalah Interpretive Structural Modeling (ISM). "Estimasi biaya konseptual pembangunan flyover merupakan estimasi biaya pembangunan pada tahap konseptual, saat pembangunan flyover belum memiliki data perencanaan yang lengkap. Estimasi ini digunakan oleh Pemerintah Provinsi DKI Jakarta untuk usulan penganggaran pembangunan flyover dalam 5 tahun di Rencana Strategis dan 2 tahun di Tahun Jamak. Dalam proses estimasi tersebut, nampaknya menghasilkan estimasi dengan tingkat akurasi yang masih perlu ditingkatkan, yang menyebabkan Perencanaan Pembangunan Daerah menjadi kurang efektif/boros dan kurang tepat manfaat karena ada alokasi lain yg bergeser prioritasnya. Hal ini disebabkan karena beberapa faktor dalam proses estimasi yang memengaruhi tingkat akurai estimasi biaya konseptual tersebut, yaitu kualitas informasi, kualitas ruang lingkup, kinerja estimator, prosedur proses estimasi, definisi proyek, informasi biaya, karakteristik proyek dan peraturan pemerintah. Tujuan penelitian adalah untuk meningkatkan tingkat akurasi estimasi biaya konseptual, dengan membuat model hubungan antar faktor-faktor yang memengaruhi dan antara faktor-faktor tersebut dengan tingkat akurasi estimasi, sehingga dapat diketahui model hubungan, faktor-faktor dominan dalam proses estimasi biaya konseptual yang memengaruhi tingkat akurasi estimasi biaya konseptual pembangunan flyover di lingkungan Pemerintah Provinsi DKI Jakarta serta pengembangan strategi untuk meningkatkan tingkat akurasi estimasi biaya konseptual pembangunan flyover berdasarkan faktor-faktor dominan yang memengaruhinya. Setelah dilakukan penelitian, berdasarkan hasil responden dan analisa model hubungan antar variabel dalam proses estimasi biaya konseptual pembanguan flyover dengan tingkat akurasi dengan menggunakan metode SEM-PLS, model tersebut menghasilkan 12 hubungan yang signifikan antara variabel proses estimasi biaya konseptual pembangunan flyover dengan tingkat akurasi, dengan nilai R-square sebesar 0,279. Serta didapatkan 4 faktor dominan yang memengaruhi akurasi yaitu kualitas informasi, definisi proyek, informasi biaya dan karakteristik proyek. Kemudian setelah mendapatkan strategi-strategi untuk meningkatkan akurasi berdasarkan faktor-faktor dominan tersebut dengan metode gap analisis, kemudian strategi-strategi tersebut disusun ke dalam Panduan Proses Estimasi Biaya Konseptual Pembangunan Flyover di Lingkungan Pemerintah Provinsi DKI Jakarta.

The conceptual cost estimation for flyover development is estimated at the conceptual stage when the flyover development does not yet have complete planning data. The Government of DKI Jakarta Province uses this estimation for the budget proposed for flyovers in 5 years in the Strategic Plan and 2 years in the Multi-Year. The estimation process seems to produce estimates with accuracy that still needs to be improved, which causes regional development planning to be less effective/wasteful and less appropriate for benefits because other allocations shift priorities. This situation is due to several factors in the estimation process that affect the accuracy of conceptual cost estimation, namely information quality, scope quality, estimator performance, estimating procedure, project definition, cost information, project characteristics, and government regulations. This research aims to make a model of the relationship between the variables/factors with the accuracy level. The model can identify the relationship between variables/factors, and it can identify the dominant factors that affect the accuracy of conceptual cost estimation. After conducting the research, based on the respondents and the analysis of the relationship model using the SEM-PLS analysis, the model resulted in 12 significant relationships between the variables of the conceptual cost estimation process for flyover development with accuracy, with a value of R-square of 0,279. This research obtained 4 dominant factors that affect accuracy: the quality of information, project definition, cost information, and project characteristics. Then strategies are identified to improve accuracy based on those dominant factors, using the gap analysis method. Then these strategies are compiled into the Guidelines for the Conceptual Cost Estimation Process for Flyover Development in the Provincial Government of DKI Jakarta. "

Masalah yang muncul pada sektor perikanan adalah harga aktual yang diterima diatas harga ketetapan Pemerintah karena kurangnya Penyalur BBM serta kendala-kendala lain. Selain itu, terdapat banyak lembaga yang terkait dalam kebijakan BBM Subsidi sektor perikanan. Metode Interpretive Structural Modeling digunakan untuk menghasilkan model struktur kelembagaan untuk pengambilan keputusan dalam rangka kebijakan BBM Subsidi sektor perikanan serta menghasilkan kendala yang menjadi faktor utama dalam pelaksanaan kebijakan BBM Subsidi sektor perikanan melalui sejumlah wawancara dan kuesioner dengan melibatkan 5 orang ekspert yang menjadi narasumber. Penelitian ini menghasilkan model struktur kelembagaan dengan 7 lembaga yang menjadi faktor utama dalam penyusunan serta pelaksanaan kebijakan BBM Subsidi sektor perikanan. Terdapat 3 kendala yang menjadi faktor utama dalam pelaksanaan kebijakan BBM Subsidi pada sektor perikanan yaitu Kebijakan satu harga, pengaturan dan perijinan serta Sebaran Penyalur BBM khususnya sektor perikanan.

"Pengembangan suatu daerah merupakan suatu hal yang penting untuk kelangsungan daerah tersebut dalam hal meningkatkan sektor industri penghasil bahan baku maupun jasa. Industri Kecil Menengah (IKM) adalah salah faktor untuk memajukan perekonomian suatu daerah, jadi pengembangan IKM adalah hal yang harus dilakukan untuk memperbesar pendapatan perekonomian suatu daerah. Penelitian ini membahas tentang kompetensi inti daerah, dengan menentukan Industri Kecil Menengah (IKM) yang paling berpotensi pada Kabupaten Bekasi. Metode penelitian ini menggunakan Analytic Hierarchy Process Dan Interpretive Structural Modeling. Hasil dari penelitian ini adalah terbentuk sebuah model untuk pengembangan IKM yang dilanjutkan dengan pembuatan road map untuk implementasinya. Kesimpulan yang didapatkan adalah kebutuhan utama dari IKM adalah faktor dukungan modal untuk melakukan usaha serta faktor pemasaran untuk memasarkan produknya ke seluruh lapisan masyarakat.

Small Medium Industries is one factor to promote the economy of a region, so the development of Small medium industries is to be done to increase the revenue of a regional economy. This study discusses the core competency areas, by determining the Small Medium Industries is the most potential in Bekasi. This research method using the Analytic Hierarchy Process And Structural Modeling interpretive. Results from this study is formed a model for Small medium industries development which was continued by making the road map for implementation. Conclusions obtained are the main needs of the Small medium industries is the factor of capital support to conduct the business and marketing factors to market their products to all levels of society."

"Penelitian ini membahas mengenai bagaimana pelaksanaan mutasi pejabat struktural di lingkungan Pemerintah Provinsi DKI Jakarta. Penelitian ini berfokus pada mutasi pejabat struktural pada Januari 2015 di DKI Jakarta. Penelitian ini dilakukan dengan menggunakan pendekatan post-positivist melalui teknik pengumpulan data kualitatif yaitu wawancara mendalam dan studi kepustakaan.
Hasil dari penelitian ini menunjukkan bahwa mutasi pejabat merupakan bagian dari reorganisasi kelembagaan (institutional reorganizational). Mutasi yang terjadi dapat berupa mutasi horizontal maupun mutasi vertikal (promosi dan demosi). Mutasi pejabat struktural dilakukan melalui metode seleksi terbuka, sehingga pejabat harus mengikuti serangkaian test terlebih dahulu. Setelah itu, hasil test diberikan kepada Tim Baperjakat untuk mempertimbangkan penempatan pejabat yang bersangkutan.

This research describes how the implementation of Structural Official?s transfers in the Provincial Government of DKI Jakarta. This study focused on transfers in structural official in January 2015 in DKI Jakarta. This research was conducted using post-positivist approach through qualitative data collection techniques, which is in-depth interviews and literature study.
Results from this study indicate that structural official?s transfers as a part of institutional reorganizational. The types of transfers can be either horizontal transfers or vertical transfers (promotion and demotion). Structural official?s transfers carried out through an open selection method, so that officials must follow a series of tests. After that, the results of the tests given to Baperjakat Team to consider the placement of structural officials.

"Perkembangan perekonomian dunia di era globalisasi menuntut seluruh stakeholder industri baja nasional berperan untuk menciptakan iklim usaha yang kondusif agar dapat memiliki daya saing dalam kompetisi global. Pengklasifikasian industri baja yang mencakup industri baja hulu, industri antara-hilir, dan industri pengguna membutuhkan treatment tertentu sehinggga dengan terciptanya iklim usaha kondusif akan meningkatkan produktivitas, utilitas dan kualitas industri baja nasional. Penentuan variabel-variabel iklim usaha penting diperlukan sebagai acuan dalam melaksanakan kegiatan usaha.
Dengan pendekatan analisa kualitatif dapat diketahui kondisi iklim usaha secara nyata dikarenakan penggambaran kondisinya dapat diinterpretasikan oleh subjek yang menganalisanya. Pengumpulan data primer maupun sekunder dilakukan untuk mendukung penentuan variabel-variabel iklim usaha yang kemudian akan diintegrasikan untuk mendapatkan baseline pengolahannya. Metode ISM berperan menghasilkan model struktur terintegrasi dimana urutan proses penciptaan iklim usaha yang kondusif dapat diketahui dan diimplementasikan.

The development of world economy in the era of globalization requires the national steel industry stakeholders contribute to creating a conducive business climate in order to have competitiveness in the global competition. Steel industry classification that includes the upstream steel industry, between industries, downstream, and industrial users require specific treatment so as to create conducive business climate will improve productivity, utility and quality of the national steel industry. Determination of climate variables important effort is needed as a reference in conducting business.
With the approach of qualitative analysis can identify the business climate conditions due to the depiction of actual conditions can be interpreted by the subjects analyzed. The collection of primary and secondary data conducted to support the determination of the variables that the business climate then will be integrated to obtain baseline processing. ISM method produces role models integrated structure where the sequence of the process of creating a conducive business climate can be identified and implemented.

"Food loss and waste (FLW) merupakan jenis sampah organik yang dihasilkan dari penurunan kuantitas pangan sepanjang rantai pasok pangan makanan. Saat ini, jumlah FLW secara global sudah mencapai 1,3 miliar ton pertahunnya, dimana angka ini akan terus mengalami peningkatan mengingat jumlah populasi manusia yang meningkat seiring dengan pemenuhan kebutuhan pula. Tahun 2020, sampah sisa makanan atau FLW berkontribusi sebesar 40% dari total sampah di Indonesia. Saat ini, jumlah FLW yang dihasilkan di Indonesia adalah sebesar 115-184 kg/kapita/tahun. FLW ini menyebabkan dampak buruk secara kerugian material ekonomi dan menjadi penyumbang gas emisi rumah kaca yang buruk untuk lingkungan. Estimasi jumlah FLW di Indonesia akan meningkat hingga 344 kg/kapita/tahun di tahun 2045. Penelitain ini merupakan salah satu upaya untuk memberikan rekomendasi strategi pengurangan jumlah FLW secara nasional. Strategi pengurangan dikumpulkan berdasarkan literatur dan divalidasi oleh para Ahli untuk kesesuaian penerapan strategi di Indonesia. Sebanyak 20 rekomendasi strategi FLW berhasil divalidasi dan selanjutnya disusun berdasarkan struktural hierarki strategi. Penelitian ini menggunakan bantuan metode Interpretive Structural Modelling (ISM) untuk menyusun strategi dalam bentuk struktural hierarki. Analisis Matrice d’Impacts Croises Multiplication Appliquee aun Classement (MICMAC) dilakukan untuk setiap elemen strategi guna mendapatkan pengelompokkan strategi berdasarkan kekuatan pendorong dan ketergantungan antar elemen strategi. Model struktural yang dihasilkan akan digunakan sebagai bagian dari rekomendasi peta strategis untuk implementasi strategi pengurangan jumlah FLW di Indonesia.

Food loss and Waste (FLW) is an organic waste that is produced by the decrease in food quantity along the food supply chain. Currently, the amount of FLW in the global scale has reached 1.3 billion ton annually, this number will keep increasing due to the increase in human population and their needs of foods. Year 2020, the FLW has contributed 40% of Indonesia's amount of waste, equal to 115-184/capita/year. FLW is giving off a bad impact in economic side and become the main agent in carbon emission producer. The amount of FLW in Indonesia is estimated to reach 344 kg/kapita/year in year 2045. This research is an effort to give a strategic recommendation for decreasing the amount of FLW in national scale. This strategy is built based on literature study and validated by the subject matter expert in order for implementation in Indonesia. There are 20 strategical recommendation were made, validated, and arranged based on structural strategy hierarchy. This research is implementing Intrepretive Structural Modelling (ISM) method to construct the strategy in the form of structural hierarchy. Matrice d'Impacts Croises Multiplication Appliquee aun Classement (MICMAC) anaylisis was used for each element in the strategy in order to group the strategy up based on the driving force and the dependency between strategy element. Structural model produced by the process will be used as a part of the strategical map to implement the "Decreasing FLW in Indonesia" strategy."

"Penelitian dilakukan pada salah satu perusahaan konstruksi Indonesia yang telah menggunakan PMBOK sebagai acuan dalam penerapan manajemen proyek namun penerapan saat ini hanya sebagian dan masih belum optimal bahkan mulai ditinggalkan. Banyaknya proyek rugi, schedule pelaksanaan terlambat , mutu yang tidak baik dan sering terjadinya kecelakaan kerja sehingga perlu dilakukan evaluasi terhadap pelaksanaan manajemen proyek. Penelitian ini dilakukan untuk mengetahui peran manajemen proyek berbasis construction extension of PMBOK Guide 2016 terhadap kinerja proyek menggunakan Structural Equation Modelling. Hasil penelitian ini menyatakan terdapat 163 indikator dari 13 variabel yang terdapat pada construction extension of PMBOK Guide 2016 yang mempengaruhi kinerja biaya, mutu, waktu dan safety. Indikator yang mempengaruhi kemudian dianalisa menggunakan Importance Performance Map Analysis dengan hasil nilai performa variabel sebagai berikut: - Inisiasi Proyek 6.73 , Manajemen Biaya 8.57 , Manajemen Jadwal 8.44 , Manajemen K3L 8.11 , Manajemen Keuangan 5.96 , Manajemen Komunikasi 6.70 , Manajemen Lingkup 7.69 , Manajemen Mutu 7.99 , Manajemen Pengadaan 6.77 , Manajemen Proyek Terpadu 6.42 , Manajemen Resiko 6.50 , Manajemen,Stakeholder 6.56 , Manajemen Sumber Daya 6.58 . Nilai performa variabel dan indikator tersebut dijadikan indek kinerja proyek yang digunakan untuk mengukur penerapan manajemen proyek. Dan digunakan untuk menentukan strategi manajerial yang efektif agar meningkatkan kinerja proyek, dan meningkatkan efisiensi penggunaan sumber daya manajemen dengan pelaksanaan manajemen proyek berbasis Construction Extension of PMBOK Guide.

The study was conducted on one of the Indonesian construction companies that have used PMBOK as a reference in the implementation of project management but the current application is only partial and still not optimal even began to be abandoned. The number of loss projects, schedule implementation late, poor quality and frequent occurrence of accidents so that the need to evaluate the implementation of project management. This research was conducted to find out the role of project management based on construction extension of PMBOK Guide 2016 on project performance using Structural Equation Modeling. The results of this study indicate there are 163 indicators of 13 variables contained in the construction extension of PMBOK Guide 2016 that affect the performance cost, quality, time and safety. The influencing indicators are then analyzed using Importance Performance Map Analysis with the result of the variable performance values as follows Project Initiation 6.73 , Cost Management 8.57 , Schedule Management 8.44 , Management K3L 8.11 , Financial Management 5.96 , Communication Management 6.70 , Management Scope 7.69 , Quality Management 7.99 , Procurement Management 6.77 , Integrated Project Management 6.42 , Risk Management 6.50 , Management Stakeholder 6.56 , Resource Management 6.58 . The performance values of these variables and indicators are used as the project performance index used to measure the implementation of project management. And used to determine effective managerial strategies to improve project performance, and improve the efficient use of management resources with the implementation of project management based on Construction Extension of PMBOK Guide. "
