"Pada suatu organisasi/perusahaan, proses pengadaan yang dilakukan pada umumnya masih menggunakan cara konvensional, salah satunya adalah tidak menggunakan teknologi komputer. Cara konvensional memiliki beberapa kekurangan, salah satunya adalah permintaan dari Pembeli tidak tersampaikan ke Penjual yang benar-benar potensial. Lebih buruk lagi, sering terjadi mark-up harga di luar kewajaran oleh distributor yang mengaku sebagai Penjual. Selain itu, muncul kebutuhan akan adanya integrasi pada sistem inventori yang dimiliki Pembeli dengan sistem produksi Penjual komoditi. Sehingga Pembeli dapat memperoleh harga langsung dari Penjual semurah mungkin, dan sebaliknya Penjual dapat meminimalkan biaya karena produksi dilakukan sesuai permintaan. Untuk itu diperlukan suatu sistem yang dapat memfasilitasi proses pengadaan termasuk lelangnya dengan menggunakan teknologi internet dan web services. Digunakannya internet yang menyediakan fasilitas komunikasi langsung antar Pembeli dan Penjual agar dapat tawar-menawar harga lebih efisien. Sedangkan digunakannya web services adalah untuk integrasi antar sistem Pembeli dan Penjual sehingga proses pengadaannya menjadi lebih efisien. Proyek akhir ini akan membahas tahapan pengembangan Online Procurement Auctions Portal berteknologi Web Services, dimulai dari tahap analisa model bisnis hingga tahap perancangan arsitektur sistem. Analisa yang dilakukan menggunakan metode berorientasi obyek dan pemodelan berorientasi obyek Unified Modeling Language (UML). Disertai pemahaman beberapa prinsip-prinsip Service-Oriented Architecture (SOA).

In an organization/company, the procurement process being done is still using traditional way, one of them is not using computer technology. The conventional way had several shortcomings, one of them is that the buyers? demand not being delivered to the potential sellers. More worst, frequently happen price mark-up beyond sense from a distributor which pretend themself as a Seller. Besides that, there is a need for integrating the Buyers? inventory system with the Sellers? comodity production system. So that the Buyer could get a direct-price from the Seller as low as possible, and the Buyer could cut cost because production being run on-demand. Therefore, there is a need for a system that can facilitates the procurement process including its auctions using internet and web services technology. Using the internet to provides facility for the Buyers and Seller, so they can bid their prices more efficiently. And the use of web services is for integrating the Buyers dan Sellers system together so that the procurement process will be more efficient. This final project will discuss the development phase of Online Procurement Auctions Portal using Web Services technology, starting from the business model analysis phase until the system architecture design phase. The analysis being performed is using the object-oriented method and the object-oriented modeling Unified Modeling Language (UML). And also understanding some principles of Service-Oriented Architecture (SOA)."
