"Dewasa ini tingkat persaingan dalam industri pelayanan semakin ketat sehingga hanya perusahaan yang mengutamakan kualitas akan jasa yang dihasilkanlah yang akan mampu bertahan dan memenangkan persaingan. Seiring dengan meningkatnya persaingan, pelanggan pun menjadi Iebih kritis untuk menuntut kualitas pelayanan yang Iebih baik. Tuntutan ini harus diantisipasi PT. Telkom dalam usaha mempertahankan dan meningkatkan kualitas pelayanan yang mereka berikan. Quality Function Deployment (QFD) merupakan suatu metode yang dapat digunakan untuk merencanakan dan mengembangkan jasa yang dihasilkan serta memastikan bahwa jasa tersebut dapat memenuhi atau melebihi keinginan pelanggan adalah salah satu metode yang cocok untuk meningkatkan kualitas pelayanan PT. Telkom.
Langkah awal dalam menggunakan metode QFD ini adalah dengan mengumpulkan informasi dari pelanggan terhadap serangkaian atribut yang dlberikan PT. Telkom dan kompetitornya melalui penyebaran kuesioner dimana sebelum kuesioner utama disebarkan kepada pelanggan dilakukan penyebaran pilot sampel terlebih dahulu. Kemudian kuesioner yang telah disebarkan tersebut diolah untuk mendapatkan nilai tingkat kepentingan, nilai tingkat kepuasan dan bobot kelnginan pelanggan. Langkah selanjutnya adalah mengumpulkan informasi teknis berupa rencana kegiatan yang akan dilakukan untuk meningkatkan kepuasan pelanggan serta target dan tiap informasi teknis tersebut. Hasil pengolahan kuesioner dan informasi teknis yang telah diperoleh selanjutnya akan dijadikan masukan untuk membuat matriks House of Quality (HOQ) Kemudian dilakukan analisa terhadap matriks HOQ untuk menentukan prioritas pengembangan dan pelaksanaan dari atribut jasa layanan sambungan telepon serta rencana kegiatan yang akan dilakukannya.
Analisa HOQ menghasilkan enam atribut jasa layanan sambungan telepon yang penting untuk diprioritaskan pengembangannya dan menghasilkan 10 rencana kegiatan yang berhubungan dengan enam atribut yang dipentingkan yang perlu diprioritaskan pelaksanaannya untuk meningkatkan kepuasan pelanggan."
