Dengan pendekatan kualitatif, tesis ini menggambarkantentang proses pemulihan biopsikososial di Rumah Perlindungan dan TraumaCenter (RPTC) terhadap pekerja migran perempuan korban tindak kekerasan sertafaktor pendukung dan penghambatnya selama proses pemulihan berlangsung.Dalam pelaksanaannya, pemulihan tersebut menangani permasalahan korban dariaspek fisik/biologis, psikologis dan sosialnya yang dilakukan oleh beberapaprofesi yaitu perawat, psikolog serta pekerja sosial dengan terintegrasiberdasarkan dengan tahapan-tahapan dalam intervensi sosial dari tahapengagement, assessment, planning, Implementation, Evaluation, Terminationsampai ke follow up. Pemulihan Biopsikososial ini bertujuan untuk memulihkankondisi klien kedalam kondisi normal sebelum kembali ke keluarga danlingkungan masyarakat di daerah asalnya.

ABSTRACTMany of female migrant workers who experience the acts of violence in thecountry where they work has resulted bio-psycho-social disorders. With aqualitative approach, this thesis describes the bio-psycho-social rehabilitationprocess at Home Protection and Trauma Center (RPTC) against women migrantworkers that have become the victims of violence action. In addition to that, thisresearch also observes the barrier and its supporting factors for the recoveryprogress. In this regard, the recovery is to address the problems in multi-levelstreatment; physical/biological, psychological and social. This treatment isperformed by multi-professions, namely, nurses, psychologists and social workersrespectively. It is practiced in integrated stages of social intervention, startingfrom engagement, assessment, planning, implementation, evaluation, terminationand to enclose them with follow up(s). Bio-psycho-social rehabilitation aims torestore the normal conditions of the client's before returning to their family andcommunity in their original place."

"Walaupun sejak tahun 1992 telah diterapkan kebljakan penempatan dokter dan dokter gigi PIT tetapi penyebaran tenaga kesehatan khususnya dokter dan dokter gigi belum menggembirakan. Sekitar 25 - 40% Puskesmas tidak memiliki tenaga dokter, khususnya puskesmas yang berada di kawasan timur indonesia dan daerah konflik. Penyebaran dokter dan dokter gigi belum merata khususnya di daerah di kawasan Indonesia Bagian Timur. Rasio ldealnya I 00.000 jiwa dilayani 40 dokter, tetapi hanya 4 Propinsi yang mencapai rasio tersebut. Penelitian ini merupakan penelitian dengan pendekatan kualitatif untuk menganalisis kebijakan pemerintah pusat da1am pemerataan dokter dan dokter gigi di Indonesia. Dalam penelitian ini data yang digunakan terdiri atas data primer dan data sekunder. Data primer diperoleh dengan me!akukan wawancara mendalam. Data sekunder diperoleh melalui telaah dokumen. Data primer digali dari berbagai inforrnan yang berkompeten, yakni: Biro K!!pegawaian Departemen Kesehatan RJ. Biro Hukum dan Organisasi Departemen Kesehatan RI, Pusat Perencanaan dan Pendayagunaan SDM Kesehatan Badan PPSDM Depkes RI, Konsil Kedokteran Indonesia, Ditjen Dikti Depdiknas, Pengurus Besar IDI dan PDGI. Hasii penelitian menunjukkan bahwa penyusunan kebijakan pemerataan dokter dan dokter gigi menjadi hal dilematis, ditengah-tengah issue pe]anggaran Hak Azasi Manusia, sementara disisi Iain masyarakat memerlukan pelayanan k.esehatan, tanpa membedakan status ekonomi. Koordinasi antara stakeholders di tingkat pusat masih kurang nptimal khususnya dalam penyusunan kebijakan serta monitoring implementasi kebijakan pemerataan doktcr dan dokter gigi.

Since 1992, the temporary placement policy of general practitioner and dentist (PTT) has been applied even though it distribution> particularly dentists and general practitioner, not satisfactory yet. Approximately 25 - 40% of local health center do not have general practitioner, especially those in eastern part of Indonesia and regional conflict. Within it ideal ratio where 40 general practitioners served 100,000 inhabitants, only 4 provinces could fulfill it.

This is a qualitative approach research aim of analyzing the central government policies on equity distribution of general practitioners and dentists in Indonesia, In this research, data used consists of primary obtained through in depth interview and secondary data obtained through the document assessment. Primary data gathered from various competent informants, namely the Bureau Employee Affair of Health Department, Bureau of Legal and Organization Affairs of Health Department, The Center of Human Resource Planning and Utility of Health~ PPSDM Agency of Health Department, the Indonesian Medical Council, the General Directorate of High Education Ministry, the Indonesian Association of Medical Doctor, and the Dentist Association of Indonesia.

The results of research showed that this policies fall into a dilemma in the middle issue of human rights violations, while in the other side people need a health care without distinction on economic status. Coordination between stakeholders at the central level is not optimal yet, particularly In the policies preparation and monitoring on the policy implementation."

"Profesional kesehatan mental memainkan peran mendasar dalam membantu pengadilan pada kasus-kasus pengampuan. Dibutuhkan kemampuan assessing psychiatrist yang dapat melakukan pemeriksaan sesuai peran yang diminta yaitu menghadirkan bukti objektif untuk kepentingan hukum. Dengan belum adanya modul pengajaran yang seragam dalam mempersiapkan psikiater umum untuk menghadapi permintaan penilaian kapasitas mental pada kasus pengampuan, maka studi ini berupaya mendapatkan dasar keilmuan untuk mengembangkan prosedur yang terstandar bagi psikiater. Dilakukan pencarian jurnal atau artikel menggunakan database elektronik Oxford Journal, Springer Link, EBSCO Host, ProQuest, PubMed, dan Cochrane Library. Studi literatur ini menggunakan format PICO framework dengan kriteria inklusi dan kriteria ekslusi untuk mendapatkan artikel yang sesuai dengan topik penelitian. Selain itu dilakukan pula pencarian referensi dan jurnal yang relevan secara manual (hand searching). The Joanna Briggs Institute (JBI) Critical Appraisal dan the Scale for the Assessment of Narrative Review Articles (SANRA) digunakan dalam penilaian kualitas artikel. Jumlah artikel yang didapat berdasarkan uji kelayakan terhadap kriteria inklusi dan eksklusi sebanyak 14 artikel. Didapatkan penilaian yang dilakukan meliputi  perspektif individu yang akan diajukan untuk menjalani pengampuan maupun penilaian terhadap keluarga yang akan menjadi wali pengampu. Beberapa hal-hal yang harus menjadi perhatian bagi assessing psychiatrist terkait tahapan dan faktor-faktor penting juga harus diperhatikan untuk penilaian kapasitas mental dalam kasus pengampuan serta instrumen-instrumen yang menunjang penilaian secara obyektif pada kasus pengampuan. Penerapan prinsip-prinsip penilaian kapasitas mental pada kasus pengampuan diharapkan dapat membantu dalam penyusunan prosedur pelayanan medis yang obyektif dan akurat di fasilitas pelayanan kesehatan jiwa.

Mental health professionals play a fundamental role in assisting courts in guardianship cases. An assessing psychiatrist's ability is needed who can carry out examinations according to the requested role, namely presenting objective evidence for legal purposes. Becausse of there is no uniform teaching modules in preparing general psychiatrists to meet the demand for mental capacity assessments in guardianship cases, leads this study seeks to gain a scientific basis for developing standardized procedures for psychiatrists. Journal or article searches were conducted using the Oxford Journal, Springer Link, EBSCO Host, ProQuest, PubMed, and Cochrane Library electronic databases. This literature study uses the PICO framework format with inclusion criteria and exclusion criteria to obtain articles that are in accordance with the research topic. In addition, a manual search for references and relevant journals was also carried out (hand searching). The Joanna Briggs Institute (JBI) Critical Appraisal and the Scale for the Assessment of Narrative Review Articles (SANRA) were used in the article quality assessment. The number of articles obtained based on the feasibility test against the inclusion and exclusion criteria was 14 articles. It was found that the assessment carried out includes the perspective of the individual who will be proposed to undergo a guardianship as well as an assessment of the family who will become the guardian. This systematic review contains matters that should be a concern for assessing psychiatrists regarding the stages and important factors that must be considered for the assessment of mental capacity in the case of guardianship as well as the instruments that support objective assessment in the case of guardianship. The application of the principles of mental capacity assessment in guardianship cases is expected to assist in the preparation of objective and accurate medical service procedures in mental health care facilities."
