Dengan perkembangan tersebut, kompetisi antar perusahaan Internet Service Provider khususnya pada layanan Fixed Broadband Internet semakin ketat sehingga dapat memicu timbulnya kemungkinan peralihan pelanggan ke perusahaan Internet Service Provider lain. Maka dari itu, para perusahaan Internet Service Provider membutuhkan strategi yang kuat untuk meningkatkan kepuasan dan keloyalitasan pelanggan. Dalam pembuatan strategi tersebut, diteliti pengaruh variabel Service Quality, Perceived Value, Corporate Image, Trust, Switching Cost, dan Customer Satisfaction terhadap loyalitas pelanggan. Selain itu, digunakan Importance-Satisfaction Analysis untuk mendapatkan strategi beserta prioritas pelaksanaannya. Hasil penelitian ini merupakan strategi bagi dua perusahaan Internet Service Provider terbesar di Indonesia dalam meningkatkan loyalitas pelanggan.

The needs for a fast and stable Internet connection with a long usage time resulting in a rapidly growing fixed broadband Internet market in Indonesia. This makes the competition among Internet Service Providers especially on fixed broadband Internet services is getting intense so that it can trigger the possibility of customer to switch to another Internet Service Providers. Therefore, Internet Service Providers needs a strong strategy to increase customer satisfaction and customer loyalty. To create such strategy, this research examines the impact of Service Quality, Perceived Value, Corporate Image, Trust, Switching Cost, and Customer Satisfaction on Customer Loyalty. Importance Satisfaction Analysis method is also used to obtain some strategies along with its execution priority. The results of this research is a strategy for the two largest Internet Service Providers in Indonesia in order to improve their customer loyalty."

"Pelanggan internet di Indonesia akan bertambah dari hari ke hari. Lonjakan jumlah pelanggan ini tentu menggembirakan pelaku industri penyedia internet. Namun penambahan jumlah pelanggan juga membawa konsekuensi serius bagi operator, yaitu kapasitas jaringan untuk menjamin konektifitas pelanggannya.
Dengan menggunakan data periode tertentu dan metode tekno ekonomi untuk melakukan penelitian kapasitas trafik dan harga. Perhitungan dan analisis dilakukan untuk mendapatkan komponen nilai kapasitas total backbone terpakai dan pengaruh investasi dari penyelenggaraan backbone terutama link Jakarta - Singapura.
Setelah diperoleh total kapasitas bandwith dari beberapa penyedia akses dan teknologi yang diterapkan maka dapat diketahui nilai ekonomis dari penyelenggaraan infrastruktur backbone internasional ini melalui analisa nilai NPV, IRR dan BEP. Dari pengaruh investasi tersebut maka didapat faktor harga penyewaan backbone Jakarta - Singapura apakah semakin meningkat atau menurun.

"ABSTRACT
The fast-paced development of internet technology and the infiltration of mobile communication devices have produced the ?always on? society phenomenon. At
the same time, the concept of ?smart city? considered to be relevant to overcoming plenty of challenges that 21st century urban areas face. The utilization of technology by means of ?mobile government? (?m-government?) is
believed to be competent to bridge public needs with public service that government provided. One form of the ?m-government? is the usage of mobile application (mobile app) as a medium of government communication.
This research is undertaken with a case study of Qlue mobile app organized by the Provincial Government of DKI Jakarta. The qualitative methods used are interviews and observations to validate this research. The vital discovery of this research is that Qlue comes up as the tool for public-oriented government communication. Qlue has been operated not only for running the communication
function of government, which becomes the media for government socialization; but also to become the channel of public needs aspiration delivery. In the context
of good governance, the use of mobile apps has been contributing to implement the principles of participation, equality, and accountability."

"Pertumbuhan yang cepat dari teknologi internet dan penetrasi penggunaan perangkat komunikasi mobile, khususnya di kawasan perkotaan telah menciptakan fenomena masyarakat yang ?always on?. Penggunaan teknologi melalui mobile government diyakini mampu menjembatani antara kebutuhan warga dengan layanan yang diberikan oleh pemerintah. Salah satu bentuk dari m-government adalah penggunaan aplikasi bergerak sebagai media komunikasi pemerintahan. Penelitian ini dilakukan dengan mengambil studi kasus penggunaan aplikasi mobile Qlue oleh Pemerintah Provinsi DKI Jakarta. Metode kualitatif berupa wawancara dan observasi digunakan untuk menjawab penelitian ini.
Temuan penting penelitian ini adalah Qlue menjadi media komunikasi pemerintahan yang berorientasi pada warga. Qlue tidak semata digunakan untuk menjalankan fungsi inti komunikasi pemerintahan yaitu media sosialisasi pemerintah, tetapi sebaliknya justru menjadi kanal penyampaian aspirasi kebutuhan warga. Perubahan yang terjadi dalam komunikasi pemerintahan yang difasilitasi mobile apps juga membawa implikasi yaitu pada birokrasi Pemprov DKI Jakarta di level kelurahan sebagai ujung tombak pelayanan.
Terjadi adaptasi birokrasi di kelurahan terhadap penggunaan teknologi mobile apps. Dari temuan di dua lokasi penelitian ini, didapati variasi dalam adaptasi birokrasi khususnya dalam manajemen proses, keterlibatan pegawai dan koordinasi. Dalam konteks tata kelola pemerintahan yang baik, penggunaan mobile apps berkontribusi terhadap penerapan prinsip partisipasi, kesetaraan dan akuntabilitas.

The rapid growth of internet technology and the penetration of mobile communication devices usage, especially in urban areas, have created the phenomenon of 'always on' societies. The usage of mobile technology through mobile government is believed to be able to bridge the gap between the needs of residents and the services provided by the government. One of the examples of mgovernment is the usage of mobile app as the media of government communication. This research was conducted by taking a case study of the usage of mobile applications Qlue by Jakarta Provincial Government. Qualitative methods with interviews and observations are used to answer this research.
An important inding is Qlue becomes a medium for government communication that is oriented to the people. Qlue is not only used to carry out the core function of government communication such as government socialization media, but it also becomes a canal aspiration of citizen needs. Changes that occur in government communication that is facilitated by mobile apps also implicate that the bureaucracy of DKI Jakarta government at the sub-district level (kelurahan) becomes the main authority that serves people.
The adaption of bureaucracy occurred in the sub district toward the usage of mobile technology apps. Based on the information discovered in two locations of this study, it is found that there is a variation in the adaptation of bureaucracy, especially in management process, employee involvement and coordination. In the context of good governance, the usage of mobile apps contributes in the practice of the participation principles, equality and accountability.

"Indonesia dengan jumlah penduduk nomor empat terbanyak di dunia (setelah Tiongkok, India, dan Amerika Serikat) akan menyambut bonus demografi yang diperkirakan akan terjadi pada tahun 2030. Bonus demografi adalah suatu fenomena dimana struktur penduduk sangat menguntungkan dari sisi pembangunan karena jumlah penduduk usia produktif sangat besar, sedang proporsi usia muda sudah semakin kecil dan proporsi usia lanjut belum banyak. Diperkirakan jumlah usia angkatan kerja (15-64 tahun) mencapai sekitar 70 persen, sedangkan penduduk yang tidak produktif (usia 14 tahun ke bawah dan usia di atas 65 tahun) sekitar 30 persen (BKKBN, 2017). Namun, jika bangsa Indonesia tidak mampu menyiapkan diri menyambut bonus demografi tersebut, seperti penyediaan lapangan kerja dan peningkatan kualitas SDM, maka akan terjadi permasalahan, yaitu terjadinya pengangguran yang besar dan akan menjadi beban negara. Dari beberapa penelitian yang telah dilakukan diketahui bahwa broadband menjadi salah satu faktor penting dalam mendorong pertumbuhan ekonomi dengan menyediakan lapangan kerja baru dan layanan yang menunjang pendidikan dan kesehatan. World Bank menyampaikan bahwa penambahan 10% penetrasi broadband memicu pertumbuhan ekonomi sebesar 1,38% di negara berkembang dan 1,12% di negara maju (World Bank, 2010). Penelitian ini bertujuan untuk melakukan analisis pengembangan permintaan (demand) layanan pitalebar bergerak (mobile broadband) di Indonesia menggunakan metode regulatory impact analysis (RIA). Hasil dari penelitian ini selanjutnya mengusulkan adanya intervensi regulasi dengan pemberian bantuan kepada masyarakat yang terkendala oleh biaya (affordability barrier) untuk berlangganan layanan pitalebar bergerak (mobile broadband). Bantuan yang diberikan berupa biaya pembelian perangkat pitalebar bergerak (smartphone) dan biaya berlangganan layanan pitalebar bergerak (layanan data). Dengan adanya intervensi regulasi ini diperkirakan penetrasi pelanggan pitalebar bergerak (mobile broadband) akan mencapai 77% pada tahun 2025 dan memberikan manfaat (net social benefit) sebesar US$ 43,81 milyar.

Indonesia with the fourth largest population in the world (after China, India, and the United States) will welcome the demographic bonus which is expected to occur in 2030. Demographic bonus is a phenomenon where the population structure is very beneficial in terms of development because the population of productive age is very large, while the proportion of young people is getting smaller and the proportion of elderly is not much. It is estimated that the age of the labor force (15-64 years) reaches around 70 percent, while the unproductive population (aged 14 years and under and aged over 65 years) is around 30 percent (BKKBN, 2017). However, if the Indonesian people are not able to prepare themselves to welcome the demographic bonus, such as providing employment and improving the quality of human resources, there will be problems, namely the occurrence of large unemployment and will be a burden on the state. From several studies that have been carried out it is known that broadband is one of the important factors in driving economic growth by providing new jobs and services that support education and health. World Bank said that the addition of 10% broadband penetration triggered economic growth of 1.38% in developing countries and 1.12% in developed countries (World Bank, 2010). This research aims to analyze the development of demand for mobile broadband services in Indonesia using the regulatory impact analysis (RIA) method. The results of this study further suggest a regulatory intervention by providing assistance to the public that is constrained by the cost (affordability barrier) to subscribe to mobile broadband services. Assistance is provided in the form of costs for purchasing mobile broadband devices (smartphones) and subscription fees for mobile broadband services (data services). With this regulatory intervention it is estimated that mobile broadband subscribers penetration will reach 77% by 2025 and provide a net social benefit of US $ 43.81 billion."

"Munculnya teknologi 5G telah membuat teknologi tertentu dapat dicapai yang sebelumnya tidak dapat dicapai oleh 4G. Komunikasi Latensi Rendah Ultra-Reliable, sesuai dengan namanya adalah koneksi komunikasi dengan keandalan tinggi dan latensi rendah, Komunikasi Latensi Rendah Ultra-Reliable adalah bagian dari jaringan 5G yang mendukung aplikasi sensitif latensi seperti otomatisasi pabrik, mengemudi otonom, dan smart grid. Salah satu fitur utama Komunikasi Latensi Rendah Ultra-Reliable adalah latensi rendah, latensi rendah memungkinkan transmisi data dalam jumlah besar dalam waktu sesingkat-singkatnya. Komunikasi Ultra-Reliable Low Latency memiliki perbedaan yang signifikan dengan teknologi 4G atau LTE, hal ini dikarenakan jaringan 4G sampai saat ini memiliki latency paling rendah yaitu 4 milidetik sedangkan Ultra-Reliable Low Latency Communication memiliki latency 1-milidetik yang artinya empat kali lebih cepat atau empat peningkatan efisiensi seratus persen. Dengan persyaratan latensi sangat rendah, Komunikasi Latensi Rendah Ultra-Reliable hanya dapat dimulai dengan teknologi 5G. Namun, kondisi ideal untuk komunikasi latensi rendah yang sangat andal belum tercapai. Oleh karena itu, diusulkan metode reservasi sumber daya untuk memenuhi kebutuhan teknologi Komunikasi Latency Rendah Ultra-Reliable dimana akan dibuat algoritma untuk cadangan sumber daya yang dimiliki oleh komponen jaringan 5G seperti BTS dan peralatan pengguna. Algoritme akan mengelola reservasi pembukaan dan sumber daya lainnya sehingga lalu lintas jaringan Komunikasi Latensi Rendah Ultra-Reliable dapat memenuhi kriteria penundaan yang diharapkan. Dari hasil algoritma yang dibuat menunjukkan keberhasilan pada aspek delay namun untuk aspek reliabilitas masih terdapat kendala dimana jumlah perangkat pengguna masih terbatas. walaupun belum dapat memenuhi visi yang ingin dicapai, penelitian ini diharapkan dapat membantu pengembangan penelitian Komunikasi Ultra-Reliable Low Latency lainnya di masa yang akan datang.

The advent of 5G technology has made certain technologies achievable that were previously unattainable by 4G. Ultra-Reliable Low Latency Communication, as the name implies is a communication connection with high reliability and low latency, Ultra-Reliable Low Latency Communication is part of a 5G network that supports latency sensitive applications such as factory automation, autonomous driving and smart grids. One of the main features of Ultra-Reliable Low Latency Communication is that low latency, low latency enables the transmission of large amounts of data in the shortest amount of time. Ultra-Reliable Low Latency Communication has a significant difference with 4G or LTE technology, this is because the 4G network to date has the lowest latency of 4 milliseconds while Ultra-Reliable Low Latency Communication has a 1-millisecond latency which means four times faster or faster. four hundred percent efficiency improvements. With ultra-low latency requirements, Ultra-Reliable Low Latency Communication can only start with 5G technology. However, the ideal conditions for highly reliable low-latency communication have not yet been achieved. Therefore, a resource reservation method is proposed to meet the needs of Ultra-Reliable Low Latency Communication technology where an algorithm will be created to reserve resources owned by 5G network components such as BTS and user equipment. The algorithm will manage opening reservations and other resources so that the Ultra-Reliable Low Latency Communications network traffic can meet the expected delay criteria. From the results of the algorithm made, it shows success in the delay aspect, but for the reliability aspect there are still obstacles where the number of user devices is still limited. although it has not been able to fulfill the vision to be achieved, this research is expected to help the development of other Ultra-Reliable Low Latency Communication research in the future."
