"Tesis ini membahas mengenai agenda setting isu pekerja migran di ASEAN dalam politik luar negeri Indonesia periode kedua pemerintahan Presiden Susilo Bambang Yudhoyono. Serta strategi politik luar negeri Indonesia pada KTT ke-19 ASEAN tahun 2011 terutama dalam isu pekerja migrant. Selain itu peneliti akan menganalisa mengenai faktor-faktor internal dan ekstenal yang mempengaruhi perumusan strategi politik luar negeri Indonesia, pada khususnya strategi Indonesia dalam isu pekerja migrant pada KTT ke-19 ASEAN tahun 2011. Pada bagian ini akan dianalisa mengenai faktor-faktor internal yang mempengaruhi Indonesia dalam penyusunan dan perumusan politik luar negerinya. Serta faktor eksternal yang mempengaruhi Indonesia dalam perumusan politik luar negerinya terdin atas posisi Indonesia dalam ASEAN tentang isu pekerja migrant dan tuntutan tanggung jawab dari negara besar kepada ASEAN untuk memperhatikan Hak Asasi Manusia (HAM) khususnya HAM para pekerja migrant.

This thesis discusses the issue of setting the agenda in the ASEAN migrant workers in Indonesia?s foreign policy the second term of President Susilo Bambang Yudhoyono. Also Indonesia?s foreign policy strategy in the 19th ASEAN Summit in 2011, especially the issue of migrant workers. In addition the researchers will analyze the factors that affect the intemal and extemal formulation of Indonesia's foreign policy strategy, in particular Indonesia strategy on the issue of migrant Workers in the 19th ASEAN Summit in 2011. In this section we will analyze the intemal factors that affect Indonesia in the preparation and formulation of foreign policy. And extemal factors that affect Indonesia in the formulation of foreign policy consists of Indonesia in the ASEAN position on the issue of migrant Workers and demands great responsibility of the ASEAN countries to pay attention to Human Rights (HAM), particularly the human rights of migrant Workers.

"ABSTRACT
Skripsi ini membahas tentang jaringan kriminal (criminal network) perdagangan manusia dengan memanfaatkan perekrutan TKI secara ilegal. Jaringan kriminal yang dibahas disini adalah hubungan aktor-aktor dan perannya dalam perekrutan dan pengiriman calon TKI ke Timur Tengah secara ilegal. Kasus yang dibahas dalam kasus ini merupakan kasus yang sudah diputus pengadilan dan kedua pelaku sudah dipidana dan menjalani hukumannya. Kedua pelaku bekerja sama dengan agensi di Timur Tengah merekrut korban sebagai calon TKI untuk bekerja di Timur Tengah tetapi dengan prosedur yang ilegal. Dalam menjelaskan criminal network ini menggunakan social network analysis dan kejahatan terorganisir. Skripsi ini diharapkan dapat menggambarkan proses dan mata rantai dalam perekrutan dan pengiriman TKI dari Indonesia ke negara tujuan (Timur Tengah). Dalam proses pengumpulan data, peneliti mewawancara kedua pelaku yang sedang menjalani hukumannya dan didukung dengan data sekunder dari pengadilan. terorganisir dengan memanfaatkan hubungan sosial dengan agensi di Timur Tengah. Melalui hubungan sosial yang berkembang menjadi jaringan kriminal ini para pelaku atau aktor yang terlibat dalam perdagangan manusia membangun criminal enterprise yang beroperasi pada skala transnasional

ABSTRACT
This thesis discuss about criminal network at human trafficking on Indonesias migrant worker. The criminal network discussed here is the relationship between actors and their role in recruitment and sending of Indonesia migrant worker to Middle East illegally. The case discussed in this thesis and research is a case that has been decided by the court and the two perpetrators have been convicted and served their sentences. The two actors worked with agency in Middle East to recruit victims as migrant worker to work in the Middle East but with illegal procedures. This thesis using organized crime and social network analysis to explain criminal network on human trafficking. This thesis is expected to be able to describe the processes and chain in the recruitment and delivery of migrant worker from Indonesia to destination countries (Middle East). In the process of collecting data, I interviewed the two actors who involved in this migrant worker trafficking case and were supported by secondary data from the court. From interviewed and document from court, They are connected and work together based on their social relation/network. Social network between them change into criminal network and become criminal enterprise that worked in transnational scale."

"Data menunjukan setidaknya ada sekitar 113 ribu warga negara indonesia yang kerja sebagai tenaga kerja migran. Berbagai alasan menjadi landasan validasi tenaga kerja indonesia untuk memberanikan diri bekerja di luas negeri, salah satunya adalah himpitan ekonomi. Kendati demikian, ada banyak sekali ancaman yang mengintai pekerja migran di ranah global, salah satunya adalah aksi radikalisme dan terorisme yang menjadi bahaya laten. Rekrutmen terorisme menjadi kesempatan terbaik untuk menyusupi paham-paham radikal kepada pekerja migran, dengan segenap cara dan taktik silat lidah kelompok teroris mampu menggaet anggota baru. Tidak sedikit pekerja migran yang terjerumus dan mengikuti praktik terorisme. Tulisan berusaha untuk mengulik cerita dan pengalaman pekerja migran yang telah terjerumus dalam aksi tindakan terorisme dengan melakukan wawancara kepada para narasumber. Tulisan ini berusaha untuk mengupas bagaimana rawannya posisi pekerja migran terhadap paparan radikalisme dan terorisme berdasarkan sudut pandang studi kriminologi

Data shows that there are at least 113 thousand Indonesian citizens who work as migrant workers. Various reasons have become the basis for validating Indonesian workers to dare to work across the country, one of which is the economic demands. Nevertheless, there are many threats that lurk migrant workers in the global sphere, one of which is acts of radicalism and terrorism which are latent dangers. Recruitment of terrorism is the best opportunity to infiltrate radical ideas into migrant workers, with all the means and tactics of the tongues of terrorist groups to attract new members. Not a few migrant workers fall into and follow the practice of terrorism. This paper attempts to explore the stories and experiences of migrant workers who have fallen into acts of theorizing by conducting interviews with informants. This paper attempts to explore how vulnerable the position of migrant workers is to exposure to radicalism and terrorism from the point of view of criminology studies.

"Skripsi ini merupakan hasil penelitian mengenai peran pendampingan yang dilakukan nongovernment organization NGO dalam advokasi di level individu pada permasalahan buruh migran Indonesia. Lokasi penelitian adalah Migrant CARE. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data menggunakan wawancara mendalam dan studi literatur. Informan ditentukan melalui teknik purposive sampling.
Hasil penelitian mengungkapkan bahwa peran pendampingan NGO dalam advokasi kasus BMI terbagi atas tiga fase yaitu pada prapendampingan, pendampingan, dan pasca pendampingan. Peran-peran yang dilakukan mencakup advokasi, konsultasi, enabling, pengelolaan kasus, edukasi, mediasi, negosiasi, konseling, menghubungkan klien dengan sumber kebutuhan, dan pemberdayaan.

This thesis is about assistance roles performed by NGO on the individual level of advocacy according to the Indonesian migrant worker rsquo s problem in Migrant CARE. This research used qualitative approach with descriptive method. The data were collected by in depth interviews and study literature. Informants are determined through purposive sampling technique.
Results of this research revealed that the role of NGOs in their advocacy assistance is divided into three phases on pre assistance, assistance, and post assistance. The roles performed include advocacy, consultation, enabling, case management, education, mediation, negotiation, counseling, connecting clients with resources needs, and empowerment."

"Problematika kerentanan Pekerja Migran Indonesia (PMI) tidak hanya bersinggungan dengan aspek ekonomi, tetapi juga pilar bagi stabilitas politik, sosial budaya, serta pertahanan dan keamanan nasional. Penulisan ini bertujuan menganalisis upaya pemberdayaan yang dilakukan oleh Komunitas Relawan Pekerja Migran Indonesia (KAWAN-PMI) di Desa Lontar sebagai salah satu kantung PMI, sekaligus dampaknya bagi ketahanan PMI. Data diperoleh melalui studi literatur, wawancara, Diskusi Kelompok Terfokus (FGD), dan dokumentasi yang kemudian dianalisis secara deskriptif-analitis. Dalam mengkaji upaya pemberdayaan, studi ini menggunakan teori Pemberdayaan Masyarakat yang terdiri dari aspek enabling, empowering, dan protecting, sedangkan ketahanan PMI dianalisis mengunakan konsep faktor resiko dan faktor protektif dari Saleebey dan teori ketahanan sosial/komunitas. Hasil analisis menunjukkan bahwa Pemberdayaan oleh KAWAN-PMI mendukung ketahanan PMI, baik dari sisi sumber daya individu maupun sosial dalam menghadapi resiko ekonomi, resiko rumah tangga, dan resiko bekerja di luar negeri. Dari sisi ketahanan sosial, kehadiran KAWAN-PMI dengan sejumlah kegiatan pemberdayaan yang diberikan turut mendukung kemampuan komunitas PMI dalam menghadapi sejumlah faktor resiko yang ada baik dari sisi kapasitas mengatasi, kapasitas adaptif, maupun transformative. Dengan demikian. Pemberdayaan oleh KAWAN-PMI terhadap Komunitas PMI Desa Lontar telah mampu menciptakan keberdayaan yang tidak hanya mendukung ketahanan PMI secara individual namun juga sosial. Adapun faktor pendukung dalam upaya pemberdayaan mencakup: 1) Pemerintah Desa yang pro-aktif; dan 2) Dukungan pembinaan dan pendampingan dari UPT BP2MI Serang. Adapun faktor penghambat pemberdayaan KAWAN-PMI seperti: 1) Kendala kebijakan pemerintah pusat, 2) dukungan anggaran dan SDM yang masih minim bagi KAWAN-PMI, dan 3) minimnya akses permodalan terhadap komunitas PMI.

The vulnerability of Indonesian Migrant Workers (IMW) not only interacts with economic aspects, but also political stability, socio-culture, as well as national defense and security. This paper aims to analyze the empowerment efforts carried out by the Indonesian Migrant Worker Volunteer Community (KAWAN-PMI) in Lontar Village, Indonesia which is one of the largest suppliers of foreign workers, as well as its impact on IMW resilience. Data was obtained through literature study, interviews, Focus Group Discussions (FGD) and documentation which were then analyzed. The review using Community Empowerment theory which consists of enabling, empowering, and protection aspects to the foreign workers and families, while PMI resilience is analyzed using the concepts of risk factors and protective factors by Saleebey and social/community resilience theory. The results of the analysis show that Empowerment by KAWAN-PMI supports, both individual and social resources resilience in facing economic risks, household risks, and the risks of working abroad. In terms of social resilience, the presence of KAWAN-PMI with several empowerment activities provided, also supports the ability of the PMI community dealing with several existing risk factors, in terms of coping capacity, adaptive capacity, and transformative. Thus, Empowerment by KAWAN-PMI towards the PMI Community in Lontar Village has been able to create empowerment that not only supports IMW's resilience individually but also socially. The supporting factors in empowerment efforts include: 1) Pro-active Village Government; and 2) Guidance and mentoring support from UPT BP2MI Serang. However, this empowerment is not free from several inhibiting factors such as: 1) Central government policy constraints, 2) budget and human resource support that is still minimal for KAWAN-PMI, and 3) lack of access to capital for the IMW community."
