"ABSTRACT
The low quality of the Senior Executive Service Officials (SES) of the State Civil Apparatus (Aparatur Sipil Negara/ASN) was due its selection process which was highly political and lack in objectivity, fairness, and transparency. The low quality and competence impeded government activities and made them unable to compete with the private sector. The implementation of the merit system in the selection process of ASN Senior Executive Service (SES) which emphasizes the qualification, competency, performance, as well as fairness and openness, was needed to produce professional Pratama SES. The purpose of this study was to identify and analyze the implementation of the merit system in the selection of SES in the Central Java Provincial Government. The research problem of this study was how the merit system was implemented in the selection process for the SES in the Central Java Provincial Government. The theory utilized in the study was the merit system, on the dimensions of competency, qualification, work performance, and fairness. A qualitative approach was used in this study to describe and analyze the results. The primary data was collected from interviews with the sources, while the secondary data was collected using literature reviews of relevant books, journals, documents, and regulations. The location of the study is the Regional Staffing Unit (Badan Kepegawaian Daerah/BKD) of Central Java Provincial Government. Data analysis was conducted by pattern determination, data reduction, data presentation, and verification/conclusion. The study showed that the merit system in the recruitment process of the Central Java Provincial Government's Pratama SES was not implemented fully. Some Pratama SES selected using the system were still unable to perform their duties optimally, especially in responding, analyzing, or taking decisions/policy related to their duties. The dimension of the merit system has not yet been fully grasped and carried out, such as qualifications, competencies, and performance assessment."

"ABSTRACT
Research on Local Revenue, General Allocation Fund, and Special Allocation Fund on economic growth, poverty, unemployment, and Gini ratios have often been done. However, there is no research that uses these three funding sources as latent variables that have a simultaneous influence on quality economic growth variables as a latent variable consisting of economic growth, poverty, unemployment and the Gini ratio as constructs. Similarly, capital expenditure as a moderating variable will be seen as influencing the source of funds. East Java is a province with 38 districts/cities where the level of economic growth is quite high and even exceeds the level of national economic growth. But the level of poverty, unemployment, and inequality is also very high. This study aims to look at the effect of decentralized funding sources on Quality Economic Growth in East Java. The data used comes from the Directorate General of Financial Balance of the Ministry of Finance in 2012 - 2015 for realization's fund, and from the Central Bureau of Statistics for economic growth, poverty, unemployment, and Gini ratios. This study uses Partial Least Squares (PLS) in analyzing data, where quality economic growth becomes endogenous latent variables that are influenced by funding sources as exogenous latent variables and capital expenditure as a moderating variable. The results of the analysis show that the source of funds does not significantly affect quality economic growth even though the direction is positive. Likewise, capital expenditure cannot strengthen the influence of funding sources on quality economic growth. From this research, it is expected that the regional government can reanalyze the allocation of funds and the realization of regional expenditures which are prioritized for public service spending so that the triple track strategy can be implemented properly and achieve quality economic growth."

"ABSTRACT
The state recognizes and respects indigenous and tribal people and their traditional rights insofar as they are alive and in accordance with the development of society and the principles of the Unitary State of the Republic of Indonesia, as contained in Article 18 B paragraph 2 of the 1945 Constitution. However, the fulfillment of cultural identity and the rights of indigenous people have not been maximized. This study aims to find the conceptual model of the Customary Justice system in an effort to protect the existence of the rights of indigenous people to build the strength of civil society in West Sumatra. This research uses research and development methods. Data retrieval is done by survey, observation, interview, and Focus Group Discussion (FGD) methods. This study found that; 1) Minangkabau people have their own local wisdom in resolving customary disputes, even for a broader range of life issues, long before Indonesia was found, 2) Nagari Customary Justice system is a translation of Customary Limbago which is the life philosophy of Minangkabau people, 3) Nagari Customary Judicial institutional structure is a representation of the existence of the tribe in the Nagari, so that its cultural legitimacy becomes strong. And, 4) the Nagari Customary Justice system is an effort to build the sovereignty of civil society, namely an autonomous, independent, egalitarian, and democratic society. It is hoped that the results of this study will be a guideline in establishing the Nagari Customary Justice institution in West Sumatra."

"ABSTRACT
This study was about the performance of researchers in the Ministry of Home Affairs' Research and Development Agency (R & D Unit of the MoHA). This research was motivated by the suboptimal performance of researchers in developing policies in the Ministry of Home Affairs. The purpose of this study was to describe the performance of the researchers and their various efforts on research and development in the Ministry of Home Affairs and Regional Government. This study used Structural Equation Modeling (SEM). The results of this study showed that empowerment has a direct effect on innovation and improvement of the researcher's performance. This means that more empowerment will lead to an increase in the performance of MoHA and Regional Government researchers indicated by the increase in R & D innovations produced by the researchers. The Organization Commitment had a direct effect on innovation and improvement of the researcher's performance. This means that a high level of commitment in the organization will lead to an increase in the performance of MoHA and the Regional Government researchers, through the increase in innovations. Innovations had a direct effect on the researcher's performance. This means that a high degree of innovations will lead to an increase in the researchers' performance. Together, the increased empowerment and organizational commitment directly influence the performance of researchers. This means that increasing empowerment and organizational commitment at the same time will improve the researchers' performance. The novelty factor from this study was the theoretical implication that this study strengthens the previous studies, that empowerment directly influenced innovation and enhanced the researchers' performance, the organizational commitment had a direct effect on researcher innovation and improved the researchers' performance, innovations directly influenced the researchers' performance, and that empowerment and the organizational commitment together have a direct effect on the performance of researchers."

"In this study, the relationship between high performance work system (HPWS) and organizational citizenship behavior (OCB) in multinational corporations (MNCs) in Vietnam, a fast-developing country with highly economic growth in Asia, was investigated. Besides, the underlying mechanism of this relationship was also explored. From the social exchange approach, an underlying mediated mechanism of career success in the relationship between HPWS and OCB was hypothesized. Data collected from individual employees working in multinational companies in Vietnam was used to test the hypotheses. The research findings supported the partial mediating role of career success in the positive relationship between HPWS and OCB. In addition, research implications as well as suggestions for future research were also presented."

"School culture is behind-the-scene context that is reflects of the values, beliefs, norms, tradition, and ritual that build up overtime a people in schoolwork together-administrator, teachers, students, parents, and community members. It influenced all the components of school in the process of education directly. It is assumed that school culture could make the educational achievement different. It is also assumed that school culture influenced teacher culture.
This research's prime vision is to know whether there is difference of school culture between a higher-success and a lower-success Senior High School in Klaten, Central Java, and to what extent they differ according to their school performance. It also aims to know the relationship between school culture and teacher culture and to what extent the school culture influenced the teacher culture.
Like the other social organization, school is an organization that has a culture. To measure the school culture, there are three indicators such as: norms of school culture behavior, beliefs, and core slues. While to measure teacher culture whether the school has positive or negative teacher cultures there are also three indicators collegiality, collaboration, and efficacy.
This study employed a quantitative approach. Technique for collecting data is using questionnaire, unstructured interview and documents. The measure employed Likert Side, with five options: strongly agree, agree, uncertain, disagree, and strongly disagree. The techniques Analysis used in this study are descriptive statistic, T-test, Correlation, and Regression.
Statistically, the study concluded that there is a difference of school culture between a higher-success school and a lower-success school. The score obtained by the two schools shows the difference. The difference of the mean is 3.56. The differences are on the norms of behavior, beliefs, and values. In testing the difference using t-test, the result shows that score oft value is larger than score oft table. Or the score of probability is less than 0.05. It showed that null hypothesis (Ho) is rejected or the two schools have different school culture. It also showed that the higher-success school has score of school culture that is higher than the lower-success school. The results implicated that the higher-success school has a better school culture than the lower-success school.
Nevertheless, the difference of school culture found in this study is not too striking. So the difference could not viewed as white and black, because culture of the schools didn't work and process all alone. There is other side going along to shape the school culture and to determine the success or failure of the school. In this case, culture of Klaten community greatly influenced the schools.
In the second testing of hypothesis, statistically, this study also concluded that there is a positive relationship between school culture and teacher culture. The value oft (2.486) is larger than value oft table (1.67), or the probability is more than alpha (0.05). It shows that null hypothesis is rejected. The strength of the relationship is shown by the coefficient correlation (the level of significance is 0.05) obtained in this analysis that is 0.793. This result shows that the relationship is very significant. It can be interpreted that norm of behavior, belief and school values influenced teacher's culture (collegiality, collaboration and teacher's sense of efficacy).
Local community culture also influenced the teacher culture. "Klateneses", like other Javanese, has a permissive culture. They are so kind, friendly and easy to work together. This condition could support collegiality and collaboration activities."

"Industri konstruksi memiliki risiko bahaya yang sangat tinggi, tidak terkecuali untuk industri EPC. EPC memiliki tahapan pekerjaan konstruksi yang sangat kompleks dengan durasi pekerjaan yang relatif lama. Karena ini, kecelakaan kerja sering terjadi di proyek EPC. PT XYZ merupakan industri konstruksi di bidang EPC dengan catatan TRIR (Total Recordable Incident Rate) di bawah 1 tetapi memiliki catatan near miss dan tindakan/kondisi tidak aman yang cukup tinggi. Hal ini berdampak kepada tingkat budaya keselamatan PT XYZ. Saat ini PT XYZ sedang berada di tingkat “independent” dan berencana di Tahun 2023 mencapat tingkat “Interdependent”. Untuk mencapainya maka tujuan penelitian adalah untuk melakukan identifikasi indikator SMK3 yang mempengaruhi budaya keselamatan, identifikasi hubungan antar variabel dan pengembangan model budaya keselamatan, dan identifikasi strategi untuk meningkatkan antar indikator budaya keselamatan yang sudah terbentuk. Untuk melakukan evaluasi digunakan indikator dari SMK3 Peraturan Pemerintah No. 50/2012 dan ISO 45001:2018. Hasil penelitian menyimpulkan terdapat 84 indikator SMK3 dan budaya keselamatan yang teridentifikasi dan divalidasi oleh pakar. Telah teridentifikasi 69 indikator dominan menggunakan SEM-PLS dengan perangkat lunak SMART PLS.
Hubungan antar variabel menunjukkan bahwa SMK3 ISO 45001:2018 memediasi
SMK3 PP 50/2012 dengan budaya keselamatan. Validasi Pakar menunjukkan bahwa
terdapat hubungan signifikan terhadap SMK3 PP 50/2012 dengan budaya keselamatan.
Telah teridentifikasi 11 rekomendasi strategi dari model hubungan yang terbentuk.

The construction industry has a very high risk of danger, and the EPC
(Engineering, Procurement, Construction) industry is no exception. EPC has a very
complex stage of construction work with a relatively long duration of work. Due to this,
a syringe work accident occurred in the EPC project. PT XYZ is a construction industry
in the EPC sector with a TRIR (Total Recordable Incident Rate) record below 1 but has
a fairly high record of near miss and unsafe actions / conditions. This has an impact on
the safety culture level of PT XYZ. Currently PT XYZ is currently at the "independent"
level and plans identify indicators of OHSMS and safety culture, a system of
relationships between variables and the development of models for safety culture, and
strategies to improve the established indicators of safety culture. To conduct evaluation
and indicators of OHSMS Government Regulation No. 50/ 2012 and ISO 45001: 2018.
To carry out the evaluation used indicators from SMK3 Government Regulation no.
50/2012 and ISO 45001:2018. The results of the study concluded that there were 84
indicators of SMK3 and safety culture which were validated by experts. There have
been 69 dominant indicators using SEM-PLS with SMART PLS software. The
relationship between variables shows that ISO 45001:2018 SMK3 mediates PP 50/2012
SMK3 with a safety culture. Expert validation shows that there is a significant
relationship between SMK3 PP 50/2012 and safety culture. There have been 11
strategic recommendations from the relationship model formed.
