"Penyandang Disabilitas Mental (PDM) Terlantar mengalami multineglect dalam bentuk keterlantaran fisik, mental, dan sosial berupa isolasi, stigma dan diskriminasi. Negara berkewajiban melindungi warga negaranya termasuk PDM terlantar dalam memperoleh hak dasar sehingga tidak mengalami kondisi yang lebih buruk berupa penyakit kronis, kekerasan, hingga kematian. Permensos RI No. 9 Tahun 2018 tentang Standar Teknis Pelayanan Dasar Pada SPM Bidang Sosial di Daerah Propinsi dan Kabupaten/Kota mengatur tata cara pemenuhan layanan dasar bagi warga negara yang dilakukan berdasarkan kewenangan Pemerintah. Penelitian menggunakan pendekatan kualitatif deskriptif. Penelitian menyimpulkan bahwa tahapan SPM di PSBL HS III telah diimplementasikan mengacu pada regulasi yang berlaku. Perencanaan termasuk indikator SPM telah tertuang dalam dokumen RPJMD dan Renstra Dinas Sosial Prov. DKI Jakarta. Pada pengimplementasiannya ditemukan aspek komunikasi belum berjalan efektif, kebijakan SPM belum tersosialisasikan kepada pelaksana teknis, terdapat aspek fasilitas yang belum memenuhi standar SPM serta perlu peningkatan kuantitas & kualitas SDM. Aspek disposisi implementasi SPM mendapat dukungan berupa rencana pengembangan sarana yang aksesibel dan penambahan komponen layanan dasar bagi kebutuhan tertentu PDM. Terdapat beberapa kelemahan implementasi SPM yaitu data PDM belum terintegrasi dengan DTKS, perlunya SOP bagi PDM dengan konidisi tertentu, belum adanya Peraturan Gubernur terkait SPM bidang Sosial, dan belum terbentuknya Tim Penerapan SPM Provinsi.

Social Ministerial Decree No. 9 of 2018 concerning Technical Standards for Basic Services in the Social Services (SPM) at the Provincial and Regency/City Regions, as a procedures for fullfiling basic services for citizens are conducted based on Government authority. The study was conducted through a qualitative descriptive approach. The study concludes that the SPM stages in PSBL HS III have been implemented referring to the regulations. Planning including SPM indicators has been contained in the RPJMD document and Dinas Sosial Prov. DKI Jakarta’s Strategic Plan. In its implementation, it was found that the communication aspect still ineffective, the SPM policy hasn’t been socialized to the technical implementer, there are aspects of the facility that do not meet SPM standards, needed to increase the quantity and quality of Social Welfare Human Resources. The SPM implementation disposition aspect has full support in the form of development on accessible infrastructure and the addition of basic service components for certain PDM needs. There are some weaknesses in the implementation of SPM, that the data hasn’t been integrated with DTKS, the need for SOP for PDM with certain conditions, Governor Regulations related to SPM in the social sector has not been formed, and the Provincial SPM Implementation Team has not yet been formed."

"[ABSTRAK
Penelitian membahas implementasi kebijakan rehabilitasi sosial penyandang
disabilitas mental melalui UILS di Tebet, Jakarta. Metode penelitian ini adalah
kualitatif, dengan fokus penelitian pada proses pelaksanaan rehabilitasi sosial bagi
penyandang disabilitas mental, peran stakeholder dalam pelaksanaan UILS, serta
mengetahui tantangan dalam pelaksanaannya. Informan kunci sebanyak 14 orang
yang merupakan berbagai perwakilan dari pemerintah, penyelenggara pelayanan,
dan PDM penerima manfaat, dengan berbagai variasi latar belakang gangguan.
Hasil penelitian menunjukan bahwa rehabilitasi melalui UILS dapat berjalan
dengan baik dan memberikan manfaat terhadap penyandang disabilitas mental dan
keluarga, namun kualitasnya perlu dikembangkan. Kekuatan terletak pada
kerjasama dan koordinasi antar stakeholder. Tantangan dalam pengembangannya
menyangkut sumber daya SDM pelaksana, informasi, dan jaringan.

ABSTRACT
This research discusses the implementation of social rehabilitation for People
with Mental Disability (PwMD), through the UILS Tebet, Jakarta. The method
used was qualitative analysis, which focuses on the implementation process of
social rehabilitation for PwMD. The study describes roles of various stakeholders
involved in the services, and the constraints faced in implementing rehabilitative
process. The key informants in this research are 14 persons, who have been
involved in the UILS. They are representing various stakeholders such as
government representatives, UILS staff members, and the beneficiaries. The
research shows that social rehabilitation through the UILS is workable and give
benefit for PwMD and theirs family, yet it could be further improved. The strength
of services laid on coordination and cooperation among various stakeholders.
Meanwhile, the constraints related to various factors, including: human

"Tesis ini membahas mengenai analisa implementasi kebijakan pemenuhan hak sipil terhadap penyandang disabilitas netra dalam Pemilu dengan studi kasus Pemilu Legislatif 2014 di DKI Jakarta. Penelitian ini ingin melihat apakah kebijakan yang sudah dibuat dapat diimplementasikan dengan baik oleh penyelenggara pemilu.
Penelitian ini menganalisa bagaimana kebijakan sudah diimplementasikan dengan empat variabel yaitu Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi serta menganalisa apa saja faktor penghambat dan pendukung dari implementasi kebijakan tersebut.
Hasil penelitian menyarankan bahwa kebijakan yang baik harus disertai dengan implementasi yang baik pula karena banyak temuan lapangan yang mengarahkan kepada tidak terlaksananya implementasi secara baik karena tidak terpenuhinya empat variabel tersebut.

Thesis discusses the analysis of the implementation of civil rights compliance policies against persons with disabilities in the general election with a case study of legislative elections in 2014 in DKI Jakarta. This study wanted to see if the policy has been implemented properly by the election organizers.
The study trying to analyze how the policy has been implemented by four variables: Communication, Resources, Disposition and Bureaucratic Structure. Analyze what are the factors inhibiting and supporting the implementation of the policy.
The results of the study suggest that good policy must be accompanied by a good implementation that lead to failure in implementation as well due to nonfulfillment of the four variables.

"Melalui Peraturan Gubernur Provinsi DKI Jakarta Nomor 107 Tahun 2014 Tentang Kesamaan Kesamaan Kesempatan Kerja Bagi Penyandang Disabilitas diatur mengenai kebijakan penerimaan tenaga kerja penyandang disabilitas yang mewajibkan perusahaan dan instansi daerah untuk menyediakan kuota 1 bagi penyandang disabilitas. Meskipun sudah terdapat aturan tersebut, penyandang disabilitas masih kesulitan mendapatkan pekerjaan.
Berdasarkan masalah tersebut penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan penerimaan tenaga kerja penyandang disabilitas. Penelitian ini menggunakan pendekatan post-positivist dan pengumpulan data melalui wawancara mendalam dan studi kepustakaan.
Hasil dari penelitian ini adalah terdapat empat faktor yang mempengaruhi implementasi kebijakan penerimaan tenaga kerja penyandang disabilitas yaitu communication, resource, dispositions, dan bureacratic structure. Dari keempat faktor tersebut, terdapat tiga faktor yang dominan mempengaruhi implementasi kebijakan penerimaan tenaga kerja penyandang disabilitas yaitu faktor communication, resource, dan bureaucratic structure.

Through DKI Jakarta governor regulation number 107 of 2014 about Equality Of Employment Opportunities For Person With Disabilities, the local government regulated a policy about person with disabilities recruitment that oblige every company and local government agencies to provide a 1 quota of job for person with disabilities. Although the regulation exist, however many person with disabilities having a hard time to get a decent job.
Based on those problems, this research aim to analyze factors that influencing implementation of person with disabilities recruitment policy. This research uses post positivist approaches and data collection method are through in depth interview and literature study.
The result shows that there are four factor which is communication, resource, dispositions, and bureaucratic structure that influencing the implementation of person with disabilities recruitment policy. Of the four factors, communication, resource, and bureaucratic structure are the most dominant factor that influencing the implementation of person with disabilities recruitment policy.

"Adanya Undang-Undang Nomor 6 Tahun 2014 tentang Desa memungkinkan Desa merencanakan, mengatur dan mengelola anggaran dan program pembangunan secara mandiri untuk kemajuan desa itu sendiri serta meningkatkan kesejahteraan masyarakat. Salah satu syarat kemajuan desa adalah keterlibatan dan partisipasi seluruh masyarakat. Di sisi lain, selama ini penyandang disabilitas yang ada di desa menghadapi permasalahan seperti kemiskinan, kualitas sumber daya manusia yang rendah hingga stigma negatif dari lingkungan sekitar. Konsep desa inklusi kemudian dipandang sebagai solusi masalah para penyandang disabilitas tersebut sekaligus pendukung pembangunan desa. Penelitian ini dimaksudkan untuk mengeksplorasi konsep serta implementasi desa inklusi disabilitas dan mengetahui strategi pemberdayaan warga penyandang disabilitas di Desa Sendangtirto, Berbah-Sleman. Metode penelitian yang digunakan kualitatif deskriptif dengan instrumen pengumpulan data melalui observasi, wawancara, serta kajian literatur. Hasil penelitian menunjukkan bahwa implementasi desa inklusi cukup efektifmemenuhi kebutuhan warga penyandang disabilitas, meningkatkan kepercayaan diri dan kemandirian, serta menjadikan mereka lebih aktif terlibat dalam pembangunan di Desa Sendangtirto. Strategi pemberdayaan warga penyandang disabilitas dilakukan pemerintah desa dengan memberikan layanan optimal kepada warga penyandang disabilitas, berupa penyediaan fasilitas umum yang aksesibel, pemberian pelatihan keterampilan serta pelibatan mereka dalam musyawarah desa. Namun, penelitian juga menemukan masih adanya permasalahan berupa data penyandang disabilitas yang tidak ter-update serta penanganan penyandang tuna grahita yang menjadi mayoritas warga disabilitas di Desa Sendangtirto belum dilakukan dengan tepat. Implikasi hasil penelitian ini adalah bahwa data warga penyandang disabilitas perlu dikelola dengan baik oleh KDD (Kelompok Difabel Desa) dan pemerintah desa dan melakukan penguatan keluarga penyandang tuna grahita. Untuk itu pemerintah desa dan KDD perlu bekerja sama dengan lembaga sosial atau panti sosial untuk mengatasi perawatan warga tuna grahita tersebut.

The existence of Law Number 6 of 2014 concerning Villages allows villages to plan, regulate and manage budgets and development programs independently for theprogress of the village itself and improve community welfare. One of the conditions for village progress is the involvement and participation of the entire community. On the other hand, so far people with disabilities in the village face problems such as poverty, low quality of human resources to negative stigma from the surrounding environment. The concept of an inclusive village is then seen as a solution to the problems of persons with disabilities as well as a supporter of village development. This research is intended to explore the concept and implementation of a disability inclusion village and to find out strategies for empowering people with disabilities in Sendangtirto Village, Berbah-Sleman. The research method used is descriptive qualitative with data collection instruments through observation, interviews and literature review. The results showed that the implementation of inclusive villages was quite effective in meeting the needs of people with disabilities, increasing self-confidence and independence, and making them more actively involved in development in Sendangtirto Village. The village government has implemented a strategy of empowering people with disabilities by providing optimal services to residents with disabilities, in the form of providing accessible public facilities, providing skills training and involving them in village meetings. However, the research also found that there were still problems in the form of data on persons with disabilities that were not updated and the handling of mentally disabled people who were the majority of people with disabilities in Sendangtirto Village had not been carried out properly. The implication of the results of this study is that data on people with disabilities needs to be managed properly by the KDD (Village Disability Group) and the village government and to strengthen families of people with mental disabilities. For this reason, the village government and KDD need to work together with social institutions or social institutions to address the care of these mentally disabled people."

"Seluruh warga negara Indonesia berhak atas pekerjaan dan penghidupan yang layak, tidak terkecuali penyandang disabilitas. Sebagai upaya untuk meningkatkan peluang perbaikan kesejahteraan bagi penyandang disabilitas, disusunlah Undang-undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas yang memuat berbagai pengaturan tentang hak penyandang disabilitas dan kewajiban Negara dalam upaya pemenuhan hak-hak penyandang disabilitas. Terkait dengan aspek ketenagakerjaan, dalam Pasal 53 ayat (1) undang-undang tersebut mengamanatkan jumlah keterwakilan minimum tenaga kerja penyandang disabilitas sebesar 2% (dua persen) pada berbagai institusi maupun perusahaan, salah satunya Badan Usaha Milik Negara (BUMN). Penelitian ini membahas kondisi pemenuhan ketentuan tersebut khususnya terkait aspek persamaan kesempatan kerja penyandang disabilitas dalam ruang lingkup industri perbankan BUMN. Hasil penelitian ini menunjukkan banyak faktor yang dapat menghambat optimalisasi pemenuhan ketentuan tersebut, baik dari sisi penyandang disabilitas, pemberi kerja dan pemerintah. Penelitian ini juga merumuskan tindakan-tindakan apa saja yang dapat dilakukan oleh negara sebagai upaya peningkatan pemenuhan hak penyandang disabilitas atas persamaan kesempatan kerja pada sektor formal, khususnya pada industri perbankan BUMN.

All Indonesia’s citizens have the right to work and get a decent standard of living, including people with disabilities. To enhance the opportunities for enhancing the well-being of individuals with disabilities, the legislative measure known as Law No. 8/2016 on Persons with Disabilities was formulated. This law encompasses a range of additional provisions of the rights of individuals with disabilities and the responsibilities of the State in its endeavours to satisfy these rights. Regarding the matter of employment, Article 53 Paragraph 1 of Law Number 8/2016 on Persons with Disabilities presented a minimum representation of 2% (two percent) of workers with disabilities in various institutions and companies, including State-Owned Enterprises (SOEs). This study examined the factors contributing to satisfying these provisions, explicitly focusing on equitable employment possibilities within the SOEs banking industry for people with disabilities. This study found that there was numerous factors impeded the effective fulfilment of these provisions, encompassing barriers encountered by individuals with disabilities, employers, and governmental entities. This study is anticipated to serve as a valuable resource for informing the State on potential measures that may be implemented to enhance the fulfilment of equitable employment opportunities for individuals with disabilities rights in the formal sector, with a particular focus on the banking industry within SOEs."

"Adanya peraturan terkait penyandang disabilitas yaitu Undang-Undang Nomor 8 Tahun 2016 Tentang Penyandang Disabilitas membuat pemerintah pusat dan pemerintah daerah harus memperhatikan pemenuhan hak bagi penyandang disabilitas salah satunya dalam bidang ketenagakerjaan. Penelitian ini bertujuan untuk menganalisis implementasi program pengembangan tenaga kerja penyandang disabilitas di Kota Semarang. Metode yang digunakan dalam penelitian ini yakni menggunakan pendekatan post-positivist. Data dalam penelitian ini diperoleh melalui metode wawancara mendalam dan studi literatur. Adapun teknik pengolahan data dalam penelitian ini bersifat kualitatif. Hasil penelitian ini menunjukkan implementasi program pengembangan tenaga kerja penyandang disabilitas telah dilakukan Dinas Tenaga Kerja Kota Semarang melalui Program Peningkatan Produktivitas bagi Masyarakat. Dalam pelaksanaan program berdasarkan aspek pengorganisasian, interpretasi, penerapan atau aplikasi, kesesuaian antara program dengan pemanfaat, kesesuaian antara program dengan organisasi pelaksana, dan kesesuaian antara kelompok pemanfaat dengan organisasi pelaksana, terdapat dua aspek yang belum terpunuhi yaitu interpretasi dan kesesuaian antara program dengan pemanfaat. Terdapat hambatan dalam pelaksanaan program ini yaitu keterbatasn anggaran. Saran yang diberikan agar Pemerintah Kota Semarang dapat mengatasi hambatan yang ada dalam implementasi program.

This study aims to analyze the implementation of development programs for workers with disabilities in the city of Semarang. The method used in this study is to use a post-positivist approach. The data in this study were obtained through in-depth interviews and literature studies. The data processing techniques in this study are qualitative. The results of this study indicate that the implementation of the workforce development program for people with disabilities has been carried out by the Semarang City Manpower Office through the Productivity Improvement Program for the Community. In the implementation of programs based on aspects of organizing, interpreting, implementing or applying, the appropriateness of the program with the beneficiaries, the appropriateness of the program with the implementing organization, and the suitability between the beneficiary groups and the implementing organization, there are two aspects that have not been fulfilled, namely interpretation and appropriateness of the program with the beneficiaries. There are obstacles in the implementation of this program, namely budget constraints. Suggestions are given so that the Semarang City Government can overcome the obstacles that exist in the implementation of the program."

"Sebanyak 45% orang tua yang memiliki anak disabilitas di Kota Depok masih malu, menelantarkan anaknya, dan tidak memberikan kasih sayang melimpah. Penelitian ini bertujuan untuk mengetahui penerimaan orang tua yang memiliki anak disabilitas dan determinannya di Kota Depok Jawa Barat tahun 2022. Penelitian menggunakan desain cross sectional, pengumpulan data melalui pengisian kuesioner online pada 120 orang tua yang memiliki anak disabilitas yang tinggal di Kota Depok. Hasil penelitian menunjukkan bahwa orang tua menerima anak disabilitas di Kota Depok Jawa Barat Tahun 2022 sudah baik dengan nilai rata-rata 86,79 (skala 100). Hasil penelitian menunjukkan pengetahuan, sikap, nilai religiusitas, dukungan tenaga kesehatan, dan pendapatan memiliki hubungan bermakna dengan penerimaan orang tua yang memiliki anak disabilitas. Dukungan tenaga kesehatan merupakan faktor yang paling dominan berhubungan dengan penerimaan orang tua yang memiliki anak disabilitas di Kota Depok Jawa Barat. Orang tua yang cukup mendapat dukungan dari tenaga kesehatan berpeluang menerima anaknya yang mengalami disabilitas 5,6 kali dibanding dengan orang tua yang kurang mendapat dukungan tenaga kesehatan setelah dikontrol oleh pengetahuan, sikap, nilai religiusitas dan pendapatan.

As many as 45% of parents who have children with disabilities in Depok City are still ashamed, neglect their children, and do not give abundant love. This study aims to determine the acceptance of parents who have children with disabilities and their determinants in Depok City, West Java in 2022. The study used a cross sectional design, collecting data through filling out online questionnaires on 120 parents of children with disabilities living in Depok City. The results showed that parents accepting children with disabilities in Depok City, West Java in 2022 were good with an average score of 86.79 (scale 100). The results showed that knowledge, attitudes, religious values, support from health workers, and income had a significant relationship with the acceptance of parents who had children with disabilities. The support of health workers is the most dominant factor related to the acceptance of parents who have children with disabilities in Depok City, West Java. Parents who have adequate support from health workers have the opportunity to accept their children with disabilities 5.6 times compared to parents who do not receive support from health workers after being controlled by knowledge, attitudes, religious values and income."

"Skripsi ini membahas mengenai pemenuhan hak penyandang disabilitas untuk bekerja khususnya mengenai kuota minimal yang harus dipenuhi perusahaan untuk mepekerjakan penyandang disabilitas di Kabupaten Bogor. Pembahasan tersebut dilakukan dikarenakan pemenuhan hak tersebut belum sepenuhnya dilaksanakan di Kabupaten Bogor dikarenakan berbagai masalah dan hambatan yang dihadapi. Hal tersebut juga dapat dilihat dari berbagai berita nasional maupun daerah khususnya Kabupaten Bogor mengenai penyandang disabilitas yang haknya masih belum dipenuhi sebagaimana yang seharusnya berdasarkan Undang-undang yang berlaku.
Skripsi ini membahas mengenai bagaimana ketentuan mengenai kuota bagi perusahaan untuk mempekerjakan penyandang disabilitas di Kabupaten Bogor dan bagaimana pelaksanaan ketentuan tersebut pada perusahaan-perusahaan di Kabupaten Bogor.
Skripsi ini berbentuk penelitian yurisidis normatif yang bersifat deskriptif analitis dilakukan dengan studi kepustakaan terhadap data sekunder baik menggunakan bahan hukum primer, bahan hukum sekunder, serta bahan hukum tersier, dan menggunakan pendekatan kualitatif, disertai dengan wawancara kepada informan di Dinas Tenaga Kerja Kabupaten Bogor, Dinas Sosial Kabupaten Bogor dan UPTD Pelayanan Pengawasan Ketenagakerjaan Wilayah I Bogor.
Skripsi ini berkesimpulan bahwa Undang-Undang No. 8 Tahun 2016 tentang Penyandang Disabilitas masih belum lengkap mewadahi hak penyandang disabilitas dan masih banyak ditemukan pelanggaran dalam implementasinya.

This thesis analyze about the fulfillment the right of disability people to work especially about the minimal quota that must be fulfilled by company to hiredisability people in Kabupaten Bogor. The research done because the right about that fulfillment not fully held in Kabupaten Bogor because the various problem and obstacles that faced. This can be seen from various national or region especially in Kabupaten Bogor news about the right of disability people that yet to fulfilled based on.
This thesis talk about how the rule about quota for company to hire disability people ketentuan in Kabupaten Bogor and how the implementation about the that rule for company in Kabupaten Bogor. The research is a normative juridical research, which has descriptive analytical.
The research was conducted by literature research and document with interview to Labor Offices Kabupaten Bogor, Social Offices Kabupaten Bogor and UPTD Service of Labor Inspection Region I Bogor.
This research conlude that law no. 8 2016 about disability people still not complete to accommodate the right of disability people and still a lot violation that have been found in the implementation.
