"Penelitian ini menganalisis bagaimana perencanaan sektor publik dapat terdampak oleh efek Pandemi Covid-19. Perencanaan strategis pada sektor publik menitikberatkan kepada bagaimana pelayanan kepada pemangku kepentingan, terutama masyarakat, diberikan oleh institusi publik. Subjek penelitian ini adalah salah satu Pusat Kesehatan Masyarakat (Puskesmas) di DKI Jakarta. Penelitian ini menggunakan konsep perencanaan strategis sektor publik sebagai literatur utama. Data yang digunakan adalah data primer yang bersumber dari hasil interview dan data sekunder yang bersumber dari telaah dokumen. Hasil dari penelitian ini adalah Pandemi Covid-19 menimbulkan perubahan paradigma dan pemberlakukan batasan yang membuat program kerja dalam Rencana Bisnis dan Anggaran Puskesmas X tidak dapat dijalankan dengan maksimal. Namun, Pandemi Covid-19 tidak memberikan dampak signifikan terhadap Rencana Bisnis dan Anggaran Puskesmas X. Hal ini dikarenakan 1) penanganan pandemi covid-19 bersifat nasional 2) Puskesmas X hanya merupakan organisasi pelaksana dibawah naungan kepala daerah, arah program kerja dalam renstra mengikuti kepentingan kepala daerah saat itu. Walaupun tidak dapat dijalankan secara maksimal, strategi Puskesmas X untuk menghadapi Pandemi Covid-19 masih sejalan dengan tujuan organisasinya, yaitu memberikan pelayanan kesehatan kepada masyarakat.
This study analyzes how public sector planning can be affected by the effects of the Covid-19 pandemic. Strategic planning in the public sector focuses on how services to stakeholders, especially the community, are provided by public institutions. This study took the subject of research at one of the Public Health Centers (Puskesmas) in DKI Jakarta. This study uses the concept of public sector strategic planning as the main literature. The data used are primary data sourced from interviews and secondary data sourced from document review. The result of this research is that the Covid-19 pandemic has caused a paradigm shift and the imposition of regulations that make the work program in the Business Plan and Budget of Puskesmas X unable to run optimally. However, the Covid-19 Pandemic did not have a significant impact on the Business Plan and Budget of Puskesmas X. This is because 1) the handling of the covid-19 pandemic is national, so there are special parties tasked with organizing activities related to handling the pandemic 2) Puskesmas X is only an organization the executor under the auspices of the regional head, the direction of the work program in the strategic plan follows the interests of the regional head at that time. Although it cannot be carried out optimally, the strategy of Puskesmas X to deal with the Covid-19 Pandemic is still in line with its organizational goals, which is to provide health services to the community."

"Development planning is one of the important functions of government in the implementation of the state administration. Progress of a country depends on the quality of its development planning implemented by goverment agencies (public sector), which will determine the success of achieving national development goals. The problems of development planning are inherently in the development planning system itself. There are still some weaknesses in strategic planning in the public sector such as: planning as a legal-formal process; errors in goal setting; difficulty in predicting the future; less strategic participatory planning processes; difficulties in formulating systematic, tiered performance indicators; difficulties in measuring the impact and benefit performance; and difficulties in prioritization in programming and budgeting. There are short-term problems that are difficult to overcome, but form some other problems can be made to overcome them by adding refinements to existing mechanisms as well as adding new mechanisms in strategic planning practice."

"Penyediaan layanan digital dapat menunjang kebutuhan layanan keuangan yang terintegrasi oleh masyarakat serta mendorong efisiensi biaya operasional serta meningkatkan kinerja keuangan. Penelitian ini dilakukan untuk melihat dampak penyediaan layanan digital terhadap kinerja keuangan perbankan pada sebelum dan saat COVID-19 serta mengetahui dampak pada bank syariah dan bank konvensional di Indonesia. Penelitian ini menggunakan data sekunder berupa 15 bank syariah dan 20 bank konvensional yang beroperasi di Indonesia pada tahun 2017 – 2022 dan menggunakan estimasi model data panel statis berupa fixed effect model (FEM) dan random effect model (REM). Hasil penelitian ini menunjukkan bahwa pengembangan layanan digital secara memengaruhi kinerja keuangan pada bank syariah maupun konvensional, baik sebelum maupun saat COVID-19. Selain itu, terdapat perbedaan dampak penyediaan layanan digital antara bank syariah dan bank konvensional pada sebelum COVID-19. Temuan tersebut dapat menjadi indikasi terkait efektivitas pada bank dalam mengembangkan layanan ataupun adopsi teknologi secara keseluruhan.
The provision of digital services can support the need for integrated financial services, enhance operational cost efficiency, and improve financial performance. This research aims to examine the impact of providing digital services on the financial performance of banks before and during COVID-19, as well as to compare the impact on Islamic banks and conventional banks in Indonesia. This research utilizes secondary data from 15 Islamic banks and 20 conventional banks in Indonesia during the years 2017 - 2022, and estimates by static panel data model such as the fixed effect model (FEM) and random effect model (REM). The findings of this research indicate that the development of digital services significantly influences the financial performance of both Islamic and conventional banks, both before and during COVID-19. Furthermore, there are differences in the impact of providing digital services between Islamic banks and conventional banks before COVID-19. These findings may indicate the effectiveness of banks in developing services and enhancing overall technology adoption."

"Penelitian ini bertujuan untuk menganalisis bagaimana penerima beasiswa sebagai salah satu stakeholder kebijakan luar negeri Tiongkok mempersepsikan diplomasi publik dan citra negara Tiongkok selama pandemi COVID-19. Pertama, diplomasi publik yang dilakukan Tiongkok dalam kerangka informasional dan relasional diidentifikasikan. Diplomasi publik yang dilakukan Tiongkok sebagai alat komunikasi krisis juga akan dilihat melalui Image Repair Theory. Selanjutnya, wawancara mendalam dengan tiga penerima beasiswa dan narasumber ahli dilakukan untuk menganalisis persepsi mereka terkait diplomasi publik dan citra negara Tiongkok selama pandemi COVID-19, di mana citra negara terdiri dari empat aspek; fungsional, estetik, normatif, dan emosional. Hasil penelitian menunjukkan bahwa Tiongkok telah melakukan networking, messaging, bolstering dan corrective action. Secara informasional, selain dari sumber informasi domestik Tiongkok, informan juga mencari informasi pada media sosial Kedutaan Tiongkok di Indonesia. Secara relasional, vaccine diplomacy dinilai efektif untuk memperbaiki citra negara Tiongkok, walaupun belum dieksploitasi secara maksimal. Dalam persepsi citra negara, hanya tiga aspek yang teridentifikasikan, di mana aspek normative merupakan aspek yang paling menonjol.
This study aims to analyze how scholarship recipients as one of China's foreign policy stakeholders perceive public diplomacy and the country image of China during the COVID-19 pandemic. First, China's public diplomacy in an informational and relational framework is identified. China's public diplomacy as a crisis communication tool will also be seen through the Image Repair Theory. Furthermore, in-depth interviews with three scholarship recipients and expert resource person were conducted to analyze their perceptions regarding public diplomacy and the China’s country image during the COVID-19 pandemic, where country image consists of four aspects; functional, aesthetic, normative, and emotional. The results showed that China had carried out networking, messaging, bolstering, and corrective action. Informationally, apart from Chinese domestic sources of information, informants also seek information on social media of the Chinese Embassy in Indonesia. Relationally, vaccine diplomacy is considered effective in improving the image of the Chinese state, although it has not been exploited to its full potential. Regarding perception of China’s country image, only three aspects were identified, of which the normative aspect is the most prominent aspect"

"Mulai dari tahun 2020 Masyarakat Indonesia mengalami pandemi akibat adanya Corona Virus Disease 2019 atau Covid-19. Guna mencegah penyebaran virus tersebut maka pelayanan publik yang disediakan pemerintah dialihkan kepada pelayanan daring atau online. Namun, dalam implementasinya masih banyak keluhan masyarakat mengenai pelayanan publik online yang disediakan pemerintah. Terkait hal tersebut, tujuan dilakukan penelitian ini adalah untuk mengukur kualitas pelayanan publik online selama masa Pandemi Covid-19. Objek penelitian yang digunakan adalah pelayanan pajak online di KPP Pratama Duren Sawit, Jakarta Timur sebagai salah satu daerah dengan tingkat positif Covid-19 yang cukup tinggi. Untuk mengukur kualitas pelayanan pajak online maka digunakan empat dimensi SERVPERF yang dikombinasikan dengan tiga dimensi dalam Tax Service Quality. Analisis yang dilakukan mengikuti konsep dari SERVPERF yang hanya menghitung kinerja pelayanan. Selain itu penelitian ini juga dianalisis dengan menggunakan Importance-Performance Analysis (IPA) untuk mengetahui atribut pelayanan publik online mana yang perlu dikembangkan. Dengan teknik analisis tersebut maka diketahui bahwa pelayanan pajak online yang disediakan KPP Pratama Duren Sawit Jakarta Timur masuk kedalam kategori baik. Berdasarkan Importance-Performance Analysis yang telah dilakukan, aspek pelayanan yang perlu dikembangkan terkait dengan respon pelayanan, kepercayaan wajib pajak, keakuratan pelayanan, bagaimana pegawai memahami kebutuhan Wajib Pajak, serta kejelasan informasi dalam pelayanan pajak online. Hambatan utama dalam penelitian ini adalah sulitnya data sekunder didapatkan. Penelitian ini merekomendasikan untuk menambah admin pelayanan online, meningkatkan komunikasi antara pegawai dan Wajib Pajak, sosialisasi fitur autentikasi, dan memperbaiki tampilan informasi pelayanan pajak online.
Starting in 2020, Indonesian people are experiencing a pandemic due to the Corona Virus Disease 2019 or Covid-19. To prevent the spread of the virus, the Government provided more online public services. However, there are still a lot of people complaining about online public services provided by the government. Base on that case, the purpose of this research is to measure the level of quality of online public services during the Covid-19 pandemic. The object of this research is the online tax services at KPP Pratama Duren Sawit, East Jakarta as one of the areas with a high positive rate of Covid-19. To measure the quality of online tax services, this research is using four dimensions of SERVPERF and three dimensions of Tax Service Quality. The analysis carried out follows the concept of SERVPERF which only calculates service performance. In addition, this research is also using Importance-Performance Analysis (IPA) to determine which attributes of online public services need to be developed. With this analysis technique, it is known that the online tax services provided by KPP Pratama Duren Sawit, East Jakarta are in a good category. Based on the Importance-Performance Analysis that has been carried out, the service aspects that need to be developed are related to service response, taxpayer trust, service accuracy, how the employees understand the needs of taxpayers, and information clarity in services. The main obstacle in this research is the difficulty of finding secondary data. This study recommends adding more online service admins, improving communication between employees and taxpayers, socializing authentication features, and improving the appearance of online tax service information."

"Pelayanan SIM adalah pelayanan dasar administratif dalam suatu kewajiban pelaksanaan tugas Polri pada pasal 88 dan 89 UU No. 22/2009. Berbagai Inovasi dalam meningkatkan kualitas penyelenggara SIM telah dilakukan oleh Polri dengan melihat kondisi perkembangan teknologi dan informasi serta kondisi kebutuhan manusia memudahkan masyarakat dalam proses pembuatan dan perpanjangan SIM. Polri telah menetapkan perangkat aturan baru yang mengatur tentang penerbitan dan penandaan SIM ke dalam Perpol 5/2021, yang dapat di implementasikan di Lembaga Satlantas Polres Metro Bekasi. Perubahan peraturan yang mempengaruhi penyelenggaraan penerbitan khususnya di era pandemi Covid-19 juga mempengarui moral dalam pelaksanaanya. Dalam penelitian skripsi ini akan dibahas mengenai perubahan strategi dalam peningkatan kualitas pelayanan publik Kepolisian di masa Pandemi Covid-19 pada penerbitan SIM Polres yang menghasilkan faktor pendukung serta penghambat peningkatan kualitas pelayanan agar mencegah terjadinya maladministrasi dalam pelayanan publik. jenis penelitian skripsi ini menggunakan jenis penelitian yuridis-normatif dengan bentuk penelitian kualitatif-deskriptif dan sebagai dokumen pendukung penelitian adalah wawancara narasumber dan informan terkait penelitian serta observasi lokasi Satlantas Polres Metro Bekasi. Atas permasalahan tersebut, skripsi ini memiliki kesimpulan bahwa dibentuknya Perpol Nomor 5/2021 dapat mempengaruhi inovasi-inovasi berbasis teknologi yang diberikan oleh Kepolisian Satlantas Polres Metro Bekasi akan mempengaruhi faktor pendukung dan penghambat strategi peningkatan kualitas pelayanan publik selama Pandemi Covid-19. Maka, perlu lahirnya SDM yang lebih profesional serta peningkatan layanan go digital untuk mencegah praktik Maladministrasi.
SIM service is a basic administrative service in an obligation to carry out the duties of the Police in Articles 88 and 89 of Law no. 22/2009. Various innovations in improving the quality of SIM providers have been carried out by the National Police by looking at the conditions of technological and information development as well as the conditions of human needs to facilitate the community in the process of making and extending SIMs. The National Police has set a new set of rules governing the issuance and marking of SIMs in Perpol 5/2021, which can be implemented at the Bekasi Metro Police Satlantas Institute. Changes in regulations that affect the implementation of publishing, especially in the era of the Covid-19 pandemic, also affect the morale in its implementation. In this thesis research, we will discuss the change in strategy in improving the quality of police public services during the Covid-19 Pandemic in the issuance of the Police SIM which produces supporting factors and obstacles to improving service quality in order to prevent maladministration in public services. This type of thesis research uses a juridical-normative type of research in the form of qualitative-descriptive research and as a supporting document for research is interviews with sources and informants related to research and observations of the location of the Bekasi Metro Police Traffic Unit. Based on these problems, this thesis concludes that the establishment of Perpol Number 5/2021 can affect technology-based innovations provided by the Bekasi Metro Police Satlantas Polres and will affect the supporting factors and inhibiting strategies for improving the quality of public services during the Covid-19 pandemic. So, it is necessary to create more professional human resources and improve go digital services to prevent maladministration practices. "

"Pandemi Covid-19 yang telah berselang selama lebih dari satu tahun di Indonesia mempengaruhi berbagai aspek kehidupan. Lembaga informasi seperti perpustakaan terkena dampak yang mengharuskan adanya kebijakan baru agar bisa mengoperasikan layanannya kepada masyarakat setempat. Penelitian ini membahas mengenai dampak pandemi Covid-19 terhadap penyediaan layanan di Perpustakaan Umum Kota Depok diantaranya adalah layanan sirkulasi, layanan referensi, layanan anak, layanan depok corner dan layanan space room. Tujuan dari penelitian ini adalah untuk mengetahui dampak yang ditimbulkan Covid-19, serta apa saja tindakan yang dilakukan pihak perpustakaan dalam mengatasi permasalahan yang ada. Metode penelitian menggunakan pendekatan kualitatif melalui studi kasus. Teknik pengumpulan data menggunakan teknik wawancara mendalam, observasi dan studi literatur. Hasil penelitian ini menunjukkan bahwa Perpustakaan Umum Kota Depok terkena dampak pandemi covid-19 karena wilayahnya berada di zona merah dan harus menutup layanannya secara bertahap sesuai dengan kebijakan pemerintah. Penerapan protokol kesehatan di lingkungan Perpustakaan juga diberlakukan untuk pegawai yang masih bekerja di tempat. Dampak yang dialami memaksa para profesional perpustakaan memperbarui penyediaan layanan ke platform digital sehingga dapat tetap menyediakan layanan jarak jauh kepada pengguna.

This study discusses the impact of the Covid-19 pandemic on the provision of services at the Depok City Public Library, including circulation services, reference services, children's services, Depok corner services and space room services. The purpose of this study was to determine the impacts of Covid-19 and what the library did for handling the existing problems. This research used qualitative method through case studies. Data collection techniques used in-depth interviews, observation and literature studies. The results of this study indicate that the Depok City Public Library is affected by the COVID-19 pandemic because the area is in the red zone and must gradually close its services in accordance with government policy. The implementation of health and safety protocols in the library environment is also applied to employees who are still working in the library. The impact is forcing library professionals to update service provision to digital platforms so that they can continue to provide remote services to users."

"Tuberkulosis (TB) adalah penyakit menular yang disebabkan oleh Mycobacterium tuberculosis; bakteri ini menyerang organ paru dan ekstra paru. Penelitian ini bertujuan untuk menganalisis keberhasilan pengobatan pasien TB selama pandemi COVID-19 berdasarkan fase pembatasan sosial yang berlaku di Indonesia pada tiga puskesmas di Kota Depok. Pengobatan dikatakan berhasil jika pasien menjalani pengobatan lengkap dan/atau sembuh. Pada penelitian ini, dilakukan analisis untuk dua fase, yaitu fase awal dan fase akhir pembatasan sosial. Penelitian ini menggunakan desain analitik observasional dengan studi cross-sectional. Pengambilan data dilakukan secara retrospektif terhadap data pasien dari Sistem Informasi Tuberkulosis (SITB). Rerata usia pasien adalah ≥ 41 tahun dengan mayoritas pasien laki-laki, memiliki pekerjaan, durasi pengobatan ≥ 6 bulan, dan sebagian besar pasien adalah pasien TB paru. Hasil penelitian menunjukkan penurunan keberhasilan pengobatan dari fase awal (90,5%) ke fase akhir (89%) pembatasan sosial, namun tidak signifikan secara statistik (p = 0,937). Hasil penelitian juga menunjukkan tidak adanya pengaruh yang signifikan secara statistik (p = 0,050) antara pembatasan sosial dengan hasil pengobatan pasien. Analisis statistik karakteristik pasien menunjukkan bahwa jenis kelamin, usia, pekerjaan, klasifikasi TB, dan komorbiditas pasien TB tidak secara signifikan memengaruhi keberhasilan pengobatan TB selama pembatasan sosial. Namun, durasi pengobatan menunjukkan adanya hubungan yang signifikan (p <0,001) terhadap keberhasilan pengobatan TB.
Tuberculosis (TB) is an infectious disease caused by Mycobacterium tuberculosis; the bacteria invade the lung and extra-lung organs. TB treatment, especially for drug-sensitive patients, consists of an intensive phase and a continuation phase lasting six months. Several studies have shown a decrease in the success of TB therapy during the COVID-19 pandemic, which is thought to be influenced by social distancing rules. This study aims to analyze the treatment success of TB patients during the COVID-19 pandemic based on the social restriction phase applicable in Indonesia at three health centers in Depok City. This study used an observational analytic design with a cross-sectional study. Data were collected retrospectively from the Tuberculosis Information System (SITB). The mean age of patients was ≥ 41 years with the majority of patients being male, employed, treatment duration ≥ 6 months, and most patients were pulmonary TB patients. The results showed a decrease in treatment success from the early phase (90.5%) to the late phase (89%) of social restriction in Depok City health centers, but it was not statistically significant (p = 0.937). The results also showed no statistically significant effect (p = 0.050) between social restriction and patient treatment outcomes. Statistical analysis of patient characteristics showed that gender, age, occupation, TB classification, and comorbidities of TB patients did not significantly influence TB treatment success during social distancing. However, treatment duration showed a significant association (p < 0.001) with TB treatment success."

"Penelitian ini bertujuan untuk menganalisis penerapan continuous auditing dengan berfokus pada kondisi faktor pendukung dan manfaat penerapan continuous auditing pada pengelolaan anggaran di Kementerian PPN/Bappenas. Berdasarkan persepsi dari auditor internal dan stakeholder dapat disimpulkan bahwa secara umum kondisi faktor pendukung telah memadai dan penerapan continuous auditing mampu memberikan manfaat dalam pengelolaan anggaran. Meskipun demikian, penelitian ini merekomendasikan peningkatan akses data auditor internal, kompetensi sumber daya manusia dalam bidang teknologi informasi, dan penyusunan SOP tekait pelaksanaan continuous auditing
This study aims to analyse the implementation of continuous auditing by focussing on condition of the supporting factors and the benefits of implementing continuous auditing in budget management at the Ministry of National Development Planning/Bappenas. Based on the perceptions of the internal auditors and stakeholders, it can be concluded that in general the condition of the supporting factors is sufficient and the implementation of continuous auditing is able to provide benefits in budget management. Nonetheless, this study recommends increasing access data for internal auditor, competence of human resources in information technology aspect, and preaparation of SOPs regarding the implementation of continuous auditing."
