"Penentuan alokasi personel yang optimal serta efektif dalam sistem perawatan suatu perusahaan mempunyai peran yang sangat penting dalam penghematan biaya personel. Dalam menciptakan sistem manajemen perawatan yang baik dalam upaya mengoptimalkan jumlah personel dan meminimalkan biaya personel, maka diperlukan perencanaan yang baik berdasarkan data yang akurat. Penelitian ini bertujuan untuk mengembangkan model untuk menyelesaikan permasalahan model perencanaan personel untuk menentukan alokasi personel yang optimal dan efektif dengan fungsi tujuan meminimalkan biaya personel perawatan dengan menggunakan metode mixed integer linear programming. Hasil penelitian berupa pengembangan model yang efektif dan dapat diterapkan pada kondisi aktual di industri manufaktur secara luas. Diharapkan hasil penelitian ini dapat memberikan kontribusi keilmuan dalam menyelesaikan permasalahan model perencanaan personel khususnya di bidang perawatan industri.

Determination of the optimal and effective allocation of personnel in the maintenance system of a company has a very important role in labor cost savings. In creating a good maintenance management system in an effort to optimize the number of personnel and minimize the labor cost, it requires good planning based on accurate data. This study aims to develop a model to solve the problems of manpower planning models to determine the optimal and effective allocation of personnel with the objective function to minimizing the labor cost by using mixed integer linear programming method. Results of the research is the development of an effective model and can be applied to actual conditions in the manufacturing industry widely. We hope this research can give knowledge contribution to solve the problems of manpower planning model, especially in the field of industrial maintenance."

"ABSTRACTPerencanaan sumber daya manusia menjadi instrumen penting bagi organisasi untuk mengetahui jumlah dan jenis pegawai yang tepat untuk bekerja pada tempat dan waktu yang tepat guna tercapainya tujuan organisasi. Penelitian ini membahas mengenai perencanaan sumber daya manusia di Kementerian Desa, Pembangunan Daerah Tertinggal dan Transmigrasi. Penelitian ini menggunakan pendekatan kualitatif. Data primer diperoleh melalui wawancara, sedangkan data sekunder diperoleh dari studi kepustakaan. Hasil penelitian ini menunjukkan bahwa dalam menyusun jumlah kebutuhan pegawai sudah mengacu pada analisis jabatan dan analisis beban kerja. Akan tetapi hingga saat ini masih dihadapkan dengan keterbatasan sumber daya manusia yang berdampak pada kekurangan pegawai, penempatan pegawai yang tidak sesuai dengan kompetensi, serta kekosongan jabatan. Untuk itu, Kemendes PDTT melakukan perencanaan sumber daya manusia dengan merekrut Pegawai Pemerintah Non Pegawai Negeri (PPNPN).

ABSTRACTHuman resource planning becomes an important instrument for an organization. It aims to perceive the right number and type of employees to work at the right place and the right time in achieving organization goals. This study discusses the human resource planning in the Ministry of Village, Development of Disadvantaged Regions and Transmigration. This study used a qualitative approach. The primary data obtained through interviews, and secondary data obtained from the study of literature. The results of this study showed that the Ministry has been referring to job analysis and workload analysis in arrangingthe number of employee needs. However, nowadays the Ministry is still facing the limitation of human resource that impacts on the shortage of employees, the placement of employees that are not in accordance with competence, and vacancy of office. Therefore, the Ministry of Village, Development of Disadvantaged Regions and Transmigration undertake human resource planning by recruiting the employee from non-civil servant workers."
