"Masyarakat kontemporer menghadapi dua trend baru yang berpotensi mengganggu ketahanan (resilience), yaitu munculnya agen ancaman baru (new threat agent) serta masyarakat mengalami lebih banyak krisis dan bencana dengan karakteristik lintas batas (Boin, 2016). Indonesia secara geopolitik sangat rentan terpapar dua trend yang mempunyai potensi tereskalasi menjadi kondisi krisis tersebut sehingga dapat mengganggu ketahanan nasional. Thesis ini bertujuan untuk mendapatkan model penanggulangan krisis berbasis crisis leadership (kepemimpinan krisis) guna memastikan ketahanan nasional. Metode yang dipergunakan dalam thesis ini adalah metode kualitatif secara naratif untuk mendefinisikan karakteristik krisis, fokus manajemen krisis, aspek kerentanan/kekuatan (vulnerability/strength) ketahanan nasional pada masa krisis khususnya dengan konteks negara Indonesia, maupun dimensi krisis. Penelitian kemudian dilanjutkan untuk mendefinisikan aktifitas stratejik kepemimpinan krisis dalam upaya penanggulangan kondisi krisis guna memastikan ketahanan nasional. Hasil akhir kajian adalah model manajemen krisis untuk memastikan ketahanan nasional dengan pemimpin sebagai faktor krusial dan stratejik dalam model tersebut. Pemimpin di masa krisis berdasarkan model tersebut mempunyai peran stratejik dalam upaya penanggulangan krisis dengan dituntut untuk melakukan serangkaian aktifitas stratejik agar manajemen krisis dapat berlangsung secara efektif dan efisien dalam memastikan ketahanan nasional.

Contemporary society faces two new trends that have the potential to disrupt resilience, namely the emergence of new threat agents, and people experiencing more crises and disasters with transboundary characteristics (Boin, 2016). Indonesia is geopolitically very vulnerable to being exposed to these two trends which have the potential to escalate into a crisis condition that can disrupts national resilience. This thesis aims to dvelop a crisis leadership-based crisis management model to ensure national resilience. The method used in this thesis is a narrative qualitative method to define the characteristics of the crisis, crisis management focus, vulnerability/strength aspects of national resilience during a crisis especially in the context of the Indonesian state, as well as the crisis dimension. The research was then continued to define crisis leadership strategic activities to overcome crisis conditions in order to ensure national resilience. The result of the study is a crisis management model to ensure national resilience with the leader as a crucial and strategic factor in the model. Leaders in times of crisis based on this model have a strategic role in crisis management efforts by being required to carry out a series of strategic activities so that crisis management can take place effectively and efficiently in ensuring national resilience."

"Indonesia responds to the urgency of the threat of food crisis by developing national food estate. According to reports released by FAO and United Nations, the Covid-19 pandemic has the potential to threaten more than 50 million people towards extreme poverty. This has an impact on the global food crisis that threatens other countries if they do not take the right steps immediately. Food crisis is one of the non-traditional threats because it has significant impact on lives of many people in a country. Non-traditional threats are defined as security threats that hit a country non-militarily, it can be in the form of issues of climate change, economy, limited resources, disease outbreaks, or food security. Food security can be achieved when access to food can be easily achieved by all elements of society and meets the domestic needs. However, when access to food cannot be easily accessed by public, it creates a potential for a food crisis. This is because food is the primary need of every individual which must be fulfilled at any time so it is a national security issue. Through these problems, the availability of national food security must be guaranteed by the government. Along with high population growth and a pandemic outbreak, national food security and stability is on the verge of limitations. This article aims to explain the development of food estate as Indonesia’s strategy in facing the threat of food crisis in the next few years. This research used qualitative analysis method to understand the urgency of the development of food estate as a way for Indonesia to face the threat of food crisis by using the theory of threats, food security, and food estate. In this case, Jokowi responded to the threat of the food crisis by building national food estate in Central Kalimantan. The development of national food estate is considered to be able to meet Indonesia’s food reserves in the next few years, especially after the pandemic period. The results of the research in this article show that the government sees the potential for the food crisis as a national threat, so it needs measurable steps that can overcome these problems and pay attention to the sustainability aspect in its implementation. Therefore, building a food estate is the right step to answer this challenge."
