"Penelitian di bidang perpustakaan, khususnya dalam aspek yang menyangkut kriteria kemampuan profesional pustakawan masih jarang dilakukan. Oleh karena itu penelitian di bidang perpustakaan ini sangat diperlukan sejalan dengan makin pesatnya perkembangan ilmu pengetahuan dan teknologi. Penelitian ini bertujuan untuk menganalisis kinerja pustakawan lulusan Program D2 Perpustakaan dengan mencari hubungan antara variabel Pendidikan dan Persepsi Peran masing-masing terhadap Kinerja dan intensitas hubungan antara variabel Pendidikan dan Persepsi Peran bersama-sama terhadap Kinerja. Rumusan hipotesisnya: 1). Terdapat hubungan signifikan antara Pendidikan terhadap Kinerja. 2). Terdapat hubungan signifikan antara Persepsi Peran terhadap Kinerja , dan 3). Terdapat hubungan signifikan antara Pendidikan dan Persepsi Peran terhadap Kinerja.
Penelitian ini dilaksanakan pada pertengahan kedua tahun 1997 di perpustakaan perpustakaan Perguruan Tinggi Negeri di Daerah Istimewa Yogyakarta: UGM, IKIP Yogyakarta, LAIN Sunan Kalijaga, 151 Yogyakarta. Sampel penelitian ini sebanyak 37 sama dengan populasinya (sampel jenuh). Pengambilan data dilakukan dengan kuesioner sebagai instrumen utama. Data yang terkumpul diolah untuk pembuktian hipotesis. Hipotesis 1 dan 2 dengan uji korelasi Product moment untuk hubungan, dan hipotesis 3 dengan uji Regresi ganda untuk intensitas. Tingkat signifikansi a.= 0,05 (5%).
Secara statistik:
1). Tidak ada hubungan signifikan antara Pendidikan terhadap Kinerja pustakawan lulusan Program D2 Perpustakaan;
2). Tidak ada hubungan signifikan antara Persepsi Peran terhadap Kinerja pustakawan lulusan Program D2 Perpustakaan;
3). Secara bersama-sama tidak terdapat hubungan signifikan antara Pendidikan dan Persepsi Peran terhadap Kinerja.
Karena koefisien diterminasi (R2) kecil maka masih terdapat variabel-variabel bebas lain yang belum masuk agar mendapatkan prediksi yang "baik". Didapat persamaan regresi: Y = 0,39117-0,08968 XI+ 0,05319X2 artinya kontribusi relatif Persepsi Peran (X2) terhadap Kinerja (Y) lebih besar daripada Pendidikan (XI).
Dapat disimpulkan bahwa pendidikan dan persepsi peran saja tidak cukup untuk digunakan menilai kinerja. Banyak faktor lain yang perlu diperhatikan seperti kesempatan, rotasi kerja, dan situasi kerja dsb. Pendidikan tinggi belum menjamin kinerja yang baik jika situasi/sistem manajemen perpustakaan tidak memberi kesempatan pada pustakawan tersebut. untuk berkiprah.

Library research focusing on criteria and evaluation of professional capability of librarians are relatively rare. Therefore research on that area is highly essential. This study aims to analyze the performance of librarians graduated from Diploma 2 Program on library science. It is specifically looking at the variable of librarian's education as correlated with its role perception and performance; and also at the correlation intensity between education variable and role perception to performance.
Hypothesis of the study is as follows:
1). There is a significant correlation between education and performance,
2). There is a significant correlation between role perception and performance,
3). There is a significant correlation among education and role perception to Performance.
This study involved State University Libraries in Yogyakarta Special Regency: UGM, IKIP-YG, IAI N-SK and ISI-YG. The sample size is as same as its population size which is 37. The data is collected through questionaire as the primary tool. The first and second hypothesis are analyzed using Product Moment Correlation. Multiple Regression is being used to test the third hypothesis at the degree of significant of 5%.
The results of this study are as follows: 1). There is no significant correlation between education and librarian's performance graduated from Diploma 2 Program in library science, 2). There is no significant correlation between role perception and librarian's performance graduated from Diploma 2 Program in library science, and 3). There is no significant correlation among education and role perception to performance. Since the determinant coefficient (R2) is relatively low, it can be interpreted that there are still other independent variables to be counted as predictor of performance. The regression equation is: Y = 0,39117-0,08968X1+0,05319X2 which means that the contribution of role perception (X2) to performance (Y) is higher than education (XI).
It is concluded that education and role perception alone are not adequate to evaluate performance. There are many other confounding factors that must be considered such as employee turn over, job rotation, working environment, etc. Higher education does not guarantee a good performance, where the situation and or the library management system does not provide opportunity for the librarians to grow professionally.;Library research focusing on criteria and evaluation of professional capability of librarians are relatively rare. "Tujuan penelitian ini untuk mengetahui hubungan antara faktor jabatan, pendidikan, masa kerja, sikap dan prestasi kerja pustakawan dalam rangka pelaksanaan jabatan fungsional pada perpustakaan perguruan tinggi negeri di Daerah Istimewa Yogyakarta. Penelitian dilaksanakan pada tahun 1993 di 5 perpustakaan dengan menggunakan teknik pendekatan populasi. Populasi terdiri 106 pustakawan meliputi semua jenjang jabatan. Dalam pengumpulan data digunakan angket/kuesioner; untuk menguji validitas dan reliabilitas angket digunakan uji validitas logis dan uji reliabilitas dengan Rumus Alpha.
Hasil pengujian menunjukkan bahwa angket secara logis valid, koefisien reliabilitas prestasi kerja cukup (0,708340), dan koefisien reliabilitas sikap tinggi (0,843726). Untuk menganalisis data digunakan teknik analisis korelasi Chi-kuadrat dengan taraf signifikansi 5%.
Dari hasil penelitian dapat disimpulkan, bahwa hubungan antara jabatan dan prestasi kerja tidak signifikan karena X² lebih kecil daripada nilai kritis (3.71 < 5.99); hubungan antara pendidikan dan prestasi kerja signifikan karena X2 lebih besar daripada nilai kritis (10,54 > 5,99); hubungan antara masa kerja dan prestasi kerja tidak signifikan karena X2 lebih kecil daripada nilai kritis (3,56 < 5,99); dan hubungan antara sikap dan prestasi kerja tidak signifikan karena X2 lebih kecil daripada nilai kritis (1,41 < 5,99).
Selain itu terungkap pula bahwa prestasi kerja pustakawan pada umumnya cenderung rendah karena beberapa faktor antara lain kemampuan profesional kurang memadai, kebiasaan yang tidak menguntungkan, perbedaan persepsi tentang konsep pengelompokan tugas pokok pustakawan berdasarkan jenjang jabatan, pekerjaan kurang memberi tantangan, kebutuhan pemakai jasa layanan perpustakaan masih terbatas, dan sebagainya.

The objective of this study is to discover the relations between position, education, work period, attitude and librarian's work performance in the implementation of functional job at 5 government's own higher education libraries in the Special Region of Yogyakarta. The study has been carried out at 5 libraries, in 1993. In this study, population approach technique is used; consisting of 106 librarians, cover all over positions. In collecting the data, questionnaires method is used. In testing the questionnaires to deter-mine the validity and reliability, the logic validity and Alpha Formulae is used.
The result shows, that questionnaires is logically valid, coefficient reliability of work performance is enough (0.708340), and coefficient reliability of attitude is high (0.843726). In analyzing the data, Chi-square correlation analysis technique is used, with 5% significance level.
It is concluded from this study, that the relation between position and work performance is not significant, because X2 value is smaller than the critical value (3.71 < 5.99); the relation between education and work performance is significant, because X2 value is bigger than the critical value (10.54 > 5.99); the relation between work period and work performance is not significant, because X2 is smaller than the critical value (3.56 < 5.99); and the relation between attitude and work performance is not significant, because X2 value is smaller than the critical value (1.41 < 5.99).
This study shows, that in general, librarian's work performance tends to be low, due to several factors are inadequacy of professional qualification, in advantageous tradition, difference in perception among the librarians about the concept of librarian main duty grouping, the profession is unchallenging enough, limited user needs, etc.

"Tujuan penelitian adalah (1) untuk mengkaji implementasi manajemen perpustakaan dalam otonomi daerah (2) untuk mengkaji pengaruh dan implikasi otonomi daerah terhadap manajemen perpustakaan. Otonomi daerah berimbas terhadap bergesernya sistem pemerintahan yang sentralistik ke desentralistik sehingga menimbulkan perubahan dalam kebijakan penyelenggaraan pembangunan nasional.
Populasi penelitian adalah pejabat struktural dan fungsional pustakawan Badan Perpustakaan Daerah D,I Yogyakarta. Penelitian menggunakan pendekatan kualitatif dengan menggunakan metode wawancara mendalam (depth interview).
Hasil penelitian menunjukan bahwa otonomi daerah berdampak terhadap manajemen perpustakaan dan fungsi-fungsinya yaitu perencanaan (planning), pengorganisasian (organi:ing), pengelolaan staf (staffing), pengarahan (directing), koordinasi (coordinating) dan penganggaran (budgeting) (2) otonomi daerah berpengaruh terhadap manajemen perpustakaan yang terkait dengan aspek status/organisasi, pembiayaan, ketenagaan, koleksi, teknis layanan perpustakaan. (3) otonomi daerah berdampak positif tehadap kesejahteraan pegawai, penghargaan (reward) dan pemberdayaan pustakawan, namun sebaliknya otonomi daerah juga berdampak negatif terhadap terhambatnya kemajuan karier, promosi jabatan serta pengembangan staf perpustakaan di lingkungan Perpustakaan Daerah D.I Yogyakarta.

The Implementation of Autonomy and Its Impact on Library Management = Case study at the Province library of D.I YogyakartaThe objectives of the study are as follows : (1) to find out how the library management implementation of autonomy and ,(2) to find out the impacts and implication of autonomy on the library management That authonomy brings about a shift in local administrative system, that is from a centralized system to a decentralized one, which causes a change in the policy in implementing national development.
The population of the study are the top and middle managers, librarians and clerical staf at the provincial library of Yogyakarta. The study uses qualitative approach and the depth interview method.
The result of study show that (1) autonomy has impacts on library management including planning, organizing, staffing, directing, coordinating and budgeting (2) autonomy has impacts on library management in relation with organizational status, funding, staffing, collection and library services, and (3) autonomy has not only positive impacts on staff welfare, rewards and empowering librarians but also negative impacts on career development, job promotion and staff development in the Provincial Library of D.I Yogyakarta."

That's why this research will discuss about the commercial characteristic of foundations among private universities. According to the assumption developing in the society, foundations of private universities established with the social aim in the education field have carried out many violations in their operations.
