"Untuk meningkatkan pelayanan kesehatan yang bermutu salah satu hal yang dinilai dalam Quality assurance adalah tingkat kepatuhan petugas. Tingkat kepatuhan petugas terhadap standar pemeriksaan pasien ISPA merupakan penilaian terhadap kinerja petugas. Kota Bandar Lampung merupakan salah satu daerah proyek penerapan QA. Dan Laporan Puskesmas uji coba tingkat kepatuhan petugas terhadap standar pemeriksaan masih rendah yaitu 56,0 %.
Tujuan penelitian ini adalah memperoleh informasi tentang faktor-faktor yang berhubungan dengan tingkat kepatuhan petugas standar pemeriksaan ISPA di Puskesmas Kota Bandar Lampung tahun 2002. Penelitian ini menggunakan disain cross-sectional dengan pendekatan kualitatif dan kuantitatif dengan jumlah sampel total populasi sebanyak 102 petugas pemeriksa di Balai Pengobatan. Pengumpulan data untuk memperoleh gambaran faktor yang berhubungan dengan kepatuhan, petugas diminta mengisi kuesioner, sedangkan untuk memperoleh tingkat kepatuhan petugas dengan mengamati petugas selama memeriksa pasien ISPA dengan menggunakan daftar tilik.
Hasil penelitian memperlihatkan dari 102 petugas pemeriksa pasien di BP yang diteliti maka hanya 30,4 % petugas yang patuh, pendidikan berlatar belakang medis 28,4 %, yang memiliki beban kerja ringan hanya 19,6 %, kepala Puskesmas yang mempunyai kepemimpinan kondusif hanya 59,8 %, pengetahuan tentang program ISPA 55,9 % pengetahuan baik, 62,7 % petugas mempunyai motivasi baik, 40,2 % pernah mengikuti pelatihan, 40,2 % petugas mengatakan pernah memperoleh pembinaan dan sarana minimal pemeriksaan dipuskesmas yang lengkap 27,5 %. Dari 8 variabel yang diuji stastististik dengan kai kuadrat diperoleh hubungan yang bermakna antara kepatuhan dengan kepemimpinan, pengetahuan petugas, motivasi, pelatihan, pembinaan dan sarana minimal dengan nilai P < 0,05. Sedangkan untuk analisis multivariat dengan regresi logistik ganda hanya tiga variabel yang secara signifikan berhubungan dengan kepatuhan yaitu kepemimpinan, pelatihan dan sarana minimal, dengan nilai P<0,05. Kepemimpinan merupakan variabel yang paling dominan dengan OR 19,8361 kali. Untuk uji interaksi antara ketiga variabel dipemleh hasil yaitu tidak ada hubungan interaksi antara ketiga variabel tersebut.
Kesimpulan secara umum kepatuhan petugas terhadap standar pemeriksaan pasien ISPA di Puskesmas Seluruh Kota Bandar Lampung masih rendah, disarankan kepada Depkes untuk menyederhanakan daftar tilik agar dalam penerapan dilapangan lebih operasional. Kepada Dinas Kesehatan hendaknya dalam penempatan kepala puskesmas harus benar-benar kepala puskesmas mempunyai visi untuk kemajuan puskesmas dan dalam melakukan pembinaan kepada puskesmas secara rutin dan terstruktur dan untuk semua petugas harus membudayakan budaya mutu dalam setiap kegiatannya.

In order to improve the quality of health service the one that should be examined in quality assurance is the level of the health worker compliance. The level of health worker compliance to the examining standard of ARI patient is assessment to health worker?s performance. Lampung City is one of the rural projects in implementing the QA. Based on the report of Health Center model to the standard of examining is still low, that was 56,0%.
The objective of this study is to obtain the information on the factors that related with the level compliance of the health worker, who giving the examining standard of ARI patient at the Health Center of Bandar Lampung in 2002. This study design used cross-sectional, with qualitative and quantitative approaches. The number of sample and population was 102 examiner workers at the Health Center. The data were collected to obtain the description of factor that related with the compliance, the worker asked to fill-out the questionnaire, while to obtain the level of worker compliance by observation to the worker during the examining of ARI patient, the observation used checklist.
The result of this study shows that out of 102 patients who examining by the workers at the Health Center which studied, it was only 30,4% whose compliance. Their education background in medical was 28.4%. The ones who having light work loading are 19,6%. Head of the Health Center who's having conducive leadership only 59.8%, the knowledge on ARI program was good 55,9%. The workers who having good motivation was 62,7%, 40,2% ever followed the training, 40,2% workers said that they ever obtained the development and minimal utility of full examining at the Health Center was 27,5%.
Four variables, that are education, staffs knowledge, the facility of examining, leadership, work load, supervision, training, and motivation statistically significant associated with compliance, and minimum equipment with p<0,05. While for multivariate analysis by double logistic regression, only three variables that significantly having relationship to compliance, i.e. leadership, training and minimal utility, with p<0,05. The leadership was variable those the most dominant with OR 19,8361 times. For interaction test among the three variables, it obtained the result; i.e. there was not any relation among those three variables.
The conclusion in general, the health worker compliance to the examining standard of ARI patient at the Health Center throughout Bandar Lampung City was still low, It is suggested to the MOH to make simple the examining list in order the implementation at the field more professional. To Local Health Office, when he placed the head of Health Center should be the real of head of Health Center who's having vision to the development of the Health Center and in doing the development to Health Center routinely and structurally. For entire of the health workers should be socialized the quality in each activity.

"One of the Indonesian health problems is under 5-year child`s mortality still high. This highly mortality is caused by Pneumonia (10, 6/1000 children. The effort to decrease this problem is by enchanting Acute Respiratory Tract Infection (ARTI) service standard, which the health workers compliance to the Standard Operating Procedure (SOP) can be performed. The strategy to overcome this problem is by approaching the Quality Assurance.
The objective of this study is to get the description of staff level compliance to the standard operating procedure of the ARTI service at the Health centers. In the otherhand also to find the correlation of characteristic factors and the dominant factors to health workers compliance. This study was carried out on April until May 2001 at 7 Health Centers, where the Quality Assurance had already applied. The objects of this study were 35 health workers who conduct the ARTI health serviceman. This study was cross sectional, analyzing univariate, bivariate and also multivariate were used to find the distribution, correlation and the major factors.
The result showed that the proportion of the health workers compliance at those 7 Health Centers are still low, especially for the counseling activity. The bivariate analysis showed that there was a predominant factor, as knowledge, training and supervision significantly correlated to the compliance of the Health workers. Multivariate analysis showed us that the most dominant factor is Health training concerning to the ARTI. Supporting this effort, staff training is needed to improve the quality of the health services.

"Untuk dapat mewujudkan Misi Indonesia Sehat 2010, ditetapkan empat misi pembangunan kesehatan dan salah satu misi tersebut adalah memelihara dan meningkatkan pelayanan kesehatan yang bermutu, merata dan terjangkau. Pelayanan kesehatan hendaknya dikerjakan sesuai dengan standar pelayanan kesehatan yang berlaku dan dilakukan secara benar dengan segera. Berbagai upaya telah dilakukan dalam rangka meningkatkan upaya pembangunan kesehatan guna mendekatkan pelayanan kesehatan kepada masyarakat dan meningkatkan pemerataan dan mutu pelayanan secara terus menerus.
Sesuai dengan hal diatas, penelitian ini bertujuan untuk mengkaji alasan-alasan yang mempengaruhi tingkat kepatuhan petugas dalam menggunakan standar penatalaksanaan ISPA pada Balita di Puskesmas Dempo Kota Palembang, dimana tingkat kepatuhan petugas terhadap standar penatalaksanaan di Puskesmas tersebut masih rendah.
Penelitian ini merupakan studi kasus dengan menggunakan pendekatan kualitatif. Data diperoleh melalui observasi dan wawancara mendalam dengan 5 prang informan di Puskesmas Dempo. Sebagai informan adalah petugas kesehatan yang melayani balita penderita ISPA dengan mengadakan observasi dan wawancara mendalam (in-depth interview), sedangkan kepala Puskesmas dilakukan wawancara mendalam. Untuk petugas kesehatan yang dilihat adalah pengetahuan, sikap, motivasi, pengalaman, sarana dan imbalan, untuk kepala Puskesmas yang dilihat adalah pengawasan atau supervisi.
Hasil penelitian menunjukkan bahwa yang menyebabkan ketidakpatuhan petugas menggunakan daftar tilik ISPA pada balita adalah karena rendahnya pengetahuan petugas terhadap standar pengetahuan yang ada di daftar tilik, terbatasnya waktu yang ada untuk melayani balita ISPA, kurangnya penghargaan pembinaan pada petugas, kurangnya pengawasan dan kepala Puskesmas dan kurangnya j umlah petugas yang diperlukan untuk melayani penderita ISPA.
Melihat dari hasil penelitian ini disarankan kepada Dines Kesehatan agar mengadakan pelatihan kembali untuk meningkatkan pengetahuan petugas, menyediakan dana khusus untuk pembinaan, meningkatkan pengawasan, menyediakan dan memperbaiki sarana, dan lebih memperhatikan pelaksanaan program ISPA. Bagi kepala Puskesmas agar meningkatkan pembinaan dan pengawasan, mengadakan diseminasi, memotivasi petugas ISPA dengan memberikan penghargaan, menyediakan ruang periksa khusus, menambah jumlah petugas ISPA, memberikan perhatian yang cukup terhadap program ISPA dan melakukan pengawasan terhadap rekam medik dan sistem pencatatan dan pelaporan ISPA. Bagi petugas kesehatan adalah agar dalam memberikan pelayanan kepada pasien tetap berpedoman pada standar yang telah ditetapkan, apabila menemukan kesulitan atau hambatan melapor ke pimpinan dan agar setiap petugas ISPA terus meningkatkan pengetahuan dan keterampilan dalam menangani pasien ISPA dengan mengikuti pelatihan-pelatihan yang diselenggarakan. Bagi peneliti lain agar meneliti variabel-variabel lain diluar variabel yang sudah diteliti dan meneliti lebih lanjut mengenai periunya daftar tilik yang ada sekarang untuk diperbaiki.

Qualitative Analysis of Personnel Compliance In Using ARI Check List in Infants: Case Study in Dempo Community Health Center, Palembang, South Sumatera Year 2001In order to realize the vision of Healthy Indonesia 2010, four health development missions have been set and one of such mission is to maintain and improve high quality, well-distributed and affordable health service. The health service must be done according to the prevailing health standard and shall be done correctly and immediately. Various efforts have been done in an attempt to improve health developments in order to give health service to the people and improve its distribution and quality continuously.
According to the above matters, this research in intended to study the reasons that affect the level of personnel compliance in using the ARI administration standard in infants in Community Health Center in Dempo, Palembang, where the level of compliance of the personnel towards administration standard in such Community Health Center is still low.
This research is a case study by using qualitative approach. The data is obtained through observation and in-depth interview with 5 informants in Dempo Community Health Center. The informants are health personnel that serve the infants ARI patients by performing observation and in-depth interview, while the Head of Community Health Center perform in-depth interview. The health personnel observed are knowledge, attitude, motivation, experience, facilities and rewards, while for the Head of Community Health Center the characteristics observed are supervision or control.
Results of study shows that the cause of incompliance of personnel in using the ARl Check List in infants is the low level of such personnel knowledge toward the knowledge in such check list, the limitation of the available time to serve the ARI infants, the lack of incentive for guidance in such personnel, the lack of supervision from Head of Community Health Center and the lack of personnel needed to serve the ARI patients.
Having observed this research it is suggested that the Health Office to perform retraining to increase knowledge of such personnel, provide special fund for development, increase supervision, provide and improve facilities, and pay more attention to the ART program implementation. For the Head of Community Health Center, they must improve development and supervision, dissemination, motivating the ARI personnel by giving rewards, provide special check room, increase the number of ARI personnel, provide sufficient attention to ARI program and perform supervision towards medical records and recording and reporting system of ARi. For the health personnel, in providing service to the patients they must stick to the standard that has been set, in case they have difficulties or obstacles they must report supervisor and each ARI personnel must continue to increase their knowledge and skill in handling ARI patients by following training. For other researchers, the variables other than that have been to studied can examined and further research regarding the need to improve the existing checklist.

"Keberhasilan suatu program berhubungan dengan kinerja petugasnya. Penelitian ini bertujuan untuk mengetahui kinerja petugas Manajemen Terpadu Balita Sakit (MTBS) dan hubungan antara variabel indepeden yang terdiri dari faktor individu (umur, masa kerja, pengetahuan dan motivasi), dan faktor organisasi (pelatihan, fasilitas, kepemimpinan) dengan variabel dependen yaitu kinerja petugas MTBS.
Jenis penelitian yang digunakan adalah kuantitatif dengan rancangan penelitian cross sectional. Jumlah sampel 50 responden petugas MTBS.Pengumpulan data dilakukan dengan pengisisan kuesioner dan wawancara serta observasi.Pengolahan data dengan menggunakan perangkat lunak computer, analisis data dengan univariat, bivariat dengan uji statistik chi-square dan multivariat dengan uji statistik multipel regresi logistik.
Hasil penelitian menunjukkan bahwa 62% petugas MTBS mempunyai kinerja baik. Terdapat hubungan antara umur, masa kerja, pengetahuan, motivasi, fasilitas dan kepemimpinan dengan kinerja petugas MTBS. Faktor dominan yang mempengaruhi kinerja petugas MTBS adalah masa kerja dan kepemimpinan.

The success of a program related to the performance of its officers This study aims to determine the performance of Integrated Management of Childhood Illness (IMCI) officers and determine the relationship between the independent variables consisting of individual factors (age,length of work, knowledge and motivation) and organizational factors (training, facilities, leadership) with the dependent variable which is the performance of IMCI officer.
This type of research is quantitative with cross sectional study design. The sample of 50 respondents IMCI officer.Collecting data by filling the questionnaire and interviewing and observation.Processing data using computer software, data analysis with univariate, bivariate statistical test chi-square and multivariate multiple logistic regression statistical test.
The results of this study showed that 62% good performance of IMCI officer. There was correlation between age, length of work,knowledge, motivation, training and leadership with performance of IMCI officer. The dominant factor affecting performance is the IMCI officers working life and leadership.

"Posyandu berguna untuk memberdayakan masyarakat dan memberikan kemudahan memperoleh pelayanan kesehatan dasar. Tujuan penelitian ini adalah untuk mengetahui faktor yang berhubungan dengan perilaku kunjungan ke posyandu pada ibu balita di Wilayah Kerja Puskesmas Pancoran Mas Kota Depok tahun 2012. Penelitian ini merupakan penelitian deskriptif dengan desain cross sectional. Dengan sampel 298 ibu balita yang dipilih secara acak di 20 posyandu. Hasil penelitian didapatkan ibu balita yang berperilaku baik berkunjung ke posyandu masih rendah sebanyak 39,9%. Ada 5 variabel yang secara statistik berhubungan dengan perilaku kunjungan ke posyandu yaitu lebih banyak pada ibu yang berpendidikan dibawah SMP, berpengetahuan baik, bersikap positif, memiliki Kartu Menuju Sehat (KMS) serta membutuhkan pelayanan posyandu. Disarankan untuk melakukan dan meningkatkan monitoring upaya promosi kesehatan dengan supervisi langsung ke posyandu dan memberikan penyuluhan kepada masyarakat tentang kegiatan yang ada di Posyandu.

Posyandu is useful to empower communities and to provide the easiest of obtaining basic health services. The objectives of this study was conducted to determine the related factors with the behavior visits to posyandu on toddlers mothers in the working area of health center Depok Pancoran Mas in 2012. This study was a descriptive with cross sectional design. There were 298 samples of toddlers mothers randomly chosen in 20 posyandu. The results obtained are wellbehaved toddler mothers as much as 39.9%. There are five variables that were statistically related with the behavior visits to posyandu namely: there were more on educated mothers under Junior School, good knowledge, positive thinking, the ownership of Health Child Card (KMS) and the needs to posyandu. It is further recommended to perform and improve the monitoring of health promotion efforts with direct supervision to posyandu and provide counseling to the public about the existing activities in posyandu."

"Kementerian Kesehatan melaksanakan program peningkatan kinerja sumber dayakesehatan melalui pendidikan dan pelatihan; khususnya pelatihan tenaga pelayanankesehatan tradisional; melalui pelatihan pelayanan akupresur bagi Puskesmas; namunpelayanan akupresur belum berjalan di Puskesmas. Di Kota Jakarta Selatan Puskesmasyang sudah menyelenggarakan pelayanan akupresur hanya dua 2 . Penelitian ini adalahpenelitian kualitatif; dan bertujuan untuk menganalisis kebijakan dan implementasipelaksanaan pelayanan akupresur di Puskesmas serta hambatannya. Informan dalampenelitian berjumlah 11 orang; yaitu Kementerian Kesehatan; Sudinkes Jakarta Selatan;Kepala Puskesmas; Dokter poli; pelaksana program. Metode pengumpulan data melaluiWM dan telaah dokumen.
Hasil penelitian dari komponen input sudah berjalan; adanyadukungan Kepala Puskesmas; SOP pelayanan; dan SK penugasan namun belum optimalrotasi staf menjadi salah satu kendala; komponen output dan outcome belum optimal.Aspek komunikasi kejelasan dan konsistensi belum efektif tentang informasi regulasikebijakan yang ada dari penentu kebijakan kepada pelaksana; aspek pembiayaan belumdidukung peraturan daerah; aspek birokrasi masih kurang koordinasi dan sosialisasikebijakan dari Dinas Kesehatan ke Sudinkes dan Puskesmas.

Thisresearch is a qualitative research; and aims to analyze the policy and implementation ofacupressure service in Primary Health Care and its obstacles. Informants in the studyamounted to 11 people; namely the Ministry of Health; Sudinkes South Jakarta; Head ofPrimary Health Care; Doctor; program implementer. Methods of data collection throughWM and document review.
The result of research of input component have beenrunning; existence of support of Head of Puskesmas; service SOP; and SK ofassignment but not optimal rotation of staff become one of obstacle; component ofoutput and outcome not yet optimally. The communication aspect clarity andconsistency has not been effective about the existing policy regulation informationfrom the policy makers to the implementers; the financing aspect has not been supportedby local regulations; the bureaucratic aspects are still lacking coordination and thepolicy socialization from the Health Service to tribe of health service and PrimaryHealth Care.

Jaminan persalinan merupakan program pemerintah yang ditujukan bagi
ibu hamil, ibu bersalin, ibu nifas, dan bayi baru lahir dalam rangka mengatasi
kendala finansial untuk mendapatkan akses pelayanan kesehatan. Agar
pelaksanaan Jampersal dapat berjalan secara efektif dan efisien, diperlukan
pengembangan sistem informasi yang dapat mengintegrasikan data klaim dari
tempat pelayanan. Tersedianya basis data yang terintegrasi ini diharapkan juga
mampu memaksimalkan penyerapan dana Jampersal. Telah dihasilkan Sistem
Informasi Jampersal berbasis komputer yang mempermudah pengolahan data,
menghindari duplikasi data dan klaim yang tidak valid, serta menghasilkan
informasi yang cepat dan akurat terkait program Jampersal sehingga
mempermudah kegiatan pelaporan, monitoring, dan evaluasi sebagai dasar
pengambilan keputusan.

ABSTRACT
Maternal health services is government program which is aimed for
pregnant mothers, mother of maternity, mother post-giving birth, and for newborn
infants in order to reducing the financial landscape for get acces to health care. In
order for the implementation of Jampersal can run effectively and efficiently,
required the development of information systems that can integrate data from
claims service. Availability of this integrated database expected to maximize
funds realization of jampersal. Information system of jampersal computer-based
that facilitates data processing, avoids duplicating data and the invalid claims, and
results the quickly and accurate information of jampersal, so that ease reporting,
activities monitoring, and evaluation as a basis decision making.

"Skripsi ini membahas tentang bagaimana pemanfaatan posyandu lansia dipuskesmas sarudik.Penelitian ini adalah penelitian kualitatif dengan menggunakan metode Rapid Assesment Procedure. Data penelitian diperoleh dengan instrument panduan wawancara mendalam. Hasil penelitian menemukan adanya kecenderungan hubungan antara faktor predisposisi, faktor enabling, faktor penguat dan faktor kebutuhan dengan pemanfaatan posyandu lansia. Adapun faktor predisposisi yang dimaksud adalah umur,jenis kelamin, pengetahuan, sikap dan kepercayaan sedangkan faktor enabling adalah sarana diposyandu lansia,jarak,biaya dan faktor penguat yaitu dukungan petugas kesehatan, keluarga, teman sebaya, keterpaparan media informasi serta faktor kebutuhan yaitu adanya keluhan kesehatan. Hasil penelitian menyarankan agar kepala dinas perlu melakukan advokasi kepada Bupati untuk mendapat dukungan biaya dalam rangka pelaksanaan pelatihan pada koordinator lansia dan meningkatkan kegiatan promkes diposyandu lansia.Selain itu bagi peneliti lain agar meneliti lebih lanjut tentang pemanfaatan posyandu lansia ini dengan cara studi ekperiment pengaruh promosi kesehatan terhadap pemanfaatan posyandu lansia.

This thesis discusses how the use of elderly in the puskesmas sarudik. Research is a qualitative study using the Rapid Assessment research Procedure.Data obtained by interview guide instrument independent. The result of study found a trend of the relationship between predisposing factors, enabling factors, reinforcing factors and factors need to use posyandu lansia. Predisposing factor in question is the age, sex, knowledge, attitudes and beliefs while enabling factor is the means in posyandu elderly, distance, cost and reinforcing factors that support health care workers, family, peers, information and media exposure factor is the existence of a complaint needs health.The result of this research suggests that agency heads need to advocate to the Regents for the support costs for the implementation of the training coordinator for the elderly and enhance the activities promkes in posyandu lansia. Beside it for other researchers to investigate more about posyandu utilization by the elderly is ekperiment study the effect of utilization of health promotion posyandu elderly.
