"This book focuses on current subcontracting practices in the construction industry and their effects on Singapore’s construction productivity. It offers readers a better understanding of how the fragmentation of large and small firms in Singapore impacts construction productivity when operating under the commonly adopted multilayer subcontracting system (MLSS), which extends globally to the construction industries in other countries that have adopted the MLSS. The book also assesses the effectiveness of subcontracting practices in helping local contractors improve their construction productivity (and thereby improve the industry’s overall productivity). In closing, it provides recommendations on how the problems associated with the MLSS can best be addressed, and how its benefits can be capitalized on through organizational learning."

"Kontrak Konstruksi adalah suatu perjanjian dalam bentuk tertulis antara pemilik dan pemborong, merupakan suatu alat kontrol yang dapat melindungi kedua belah pihak dalam berbagai hal yang mungkin timbul sebagai akibat dari kepentingan dari kedua belah pihak. Timbulnya aspek hukum adalah konsekwensi yang logis dari kontrak konstruksi, akan tetapi hal ini lebih sering diabaikan karena banyaknya kontrak konstruksi yang lebih mengakomodasi kepentingan pihak pertama sebagai 'Pengguna Jasa', dibandingkan dengan pihak kedua sebagai 'Penyedia Jasa'. Hal ini sangat bertolak belakang dengan asas dalam kontrak bisnis atau konstruksi menurut UUJK pasal 2, yang sangat mengedepankan pentingnya kesetaraan dan keadilan dalam kontrak konstruksi.
Bentuk kontrak berbasis FIDIC yang sangat mengedepankan asas keseteraan dan keadilan terkenal dengan slogan Balanced Risk Sharing dipergunakan dalam Kontrak Konstruksi antara 'Pengguna Jasa' dan 'Penyedia Jasa'. Dengan kemajuan ilmu Manajemen saat ini dimana Manajemen Kontrak dan Manajemen Risiko sudah menjadi perangkat utama sebagai bagian dari keberhasilan suatu proyek dalam pelaksanaannya.
Untuk kajian lebih lanjut dalam studi permasalahan dengan adanya perubahan mendasar pada klausul kontrak antara Pemilik dan Kontraktor Utama pada proyek The Capital Residence, dicoba untuk menganalisa klausul kontrak yang paling berdampak signifikan pada kinerja sasaran biaya proyek dan mencari rekomendasi penanganannya guna memberikan perbaikan bagi 'Penyedia Jasa' atau Kontraktor.
Dari hasil penelitian ini ditemukan bahwa ada 5 klausul-klausul kontrak yang paling berisiko terbesar pada sasaran biaya proyek yaitu, klausul 13.8 tentang 'Adjustment for Change in Cost' dimana hak klaim eskalasi dihaspus, klausul 1.5 tentang 'Priority of Document' hirarki dokumen teknis tidak jelas urutannya,klausul 8.4 tentang 'Extension of Time for Completion' hak EoT untuk 2 alasan penting dihapus, klausul 1.2 tentang 'Interpretation' definisi baru ditambahkan bahwa klaim biaya plus keuntungan wajar dihapus, klausul 5 'Nominated Subcontractor' keterlambatan akibat perform jelek Direct Contractor akan menjadi tanggung jawab Kontraktor.

Contract construction is an agreement in the form of written between the Owner and the Contractor, representing a control appliance who able to protect both parties in various matters which possible arise as consequence of importance of them. Incidence of law aspects is a logical consequence of contract construction, however this matter more often disregarded because to the number of contract construction more accommodating to importance of first party as 'Service User (Employer), compared to second party as 'Service Provider (Contractor)'. This matter is very leaving for behind with principle in business contract or construction according to UUJK clause 2, that is very important to placing forward of equality and justice in contract construction.
Contract form base on FIDIC which is very placing forward with principle of equality and justice and famous with slogan of Balanced Risk Sharing utilized in contract construction between 'Service User (Employer)' and 'Service Provider (Contractor)'. With progress of management science in this time where management of contract and management of risk have become primary forces as part of success a project of in its execution.
For furthermore research in problems study with existence of elementary change at clause of contract among The Owner and Main Contractor at The Capital Residence project, tried to analyses the contract clause that is most affecting extreme of the performance target of the project to its expense and searching for its handling recommendation utilize to give repair to "Service Provider" or Contractor.
From result of this research found that there are five clauses of contract which is most risk to target of the project cost that are, clause 13.8 about " Adjustment For Change in Cost" where the rights claim of price adjustment was deleted, clause 1.5 about "Priority of Document" Technical document hierarchy not defined its sequence, clause 8.4 about "Extension Of Time for Completion" the rights of Extension of Time for two important reason was deleted, clause 1.2 about "Interpretation" new definition added that claims of cost plus reasonable profit was deleted, clause 5 "Nominated Subcontractor" delay caused by bad performance of Direct Contractor will be responsible by Contractor.

The research-based book commences with an evaluation of eight methodologies identified after a worldwide literature and compliance review. It is followed by a more detailed report on four of these options, with the ultimate objective of independent selection within the construction engineering community of a single most appropriate methodology as the approach for further, more-detailed investigation. "Perusahaan jasa konstruksi BUMN publik Indonesia adalah perusahaan jasa konstruksi yang jumlah kepemilikan saham perusahaannya dimiliki oleh Pemerintah Republik Indonesia dengan jumlah minimal 51%. Saat ini, terdapat 4 BUMN konstruksi yang telah menjadi perusahaan publik. Kinerja BUMN konstruksi publik pada tahun 2018 yang diukur dengan mengadopsi dan modifikasi Malcolm Baldrige Criteria for Performance Excellence (MBCfPE) menempatkan 2 BUMN konstruksi publik pada kelas industry leader, 1 pada kelas emerging industry leader, dan 1 pada kelas good performance. Salah satu faktor penyebab rendahnya kinerja pada perusahaan konstruksi adalah perencanaan yang kurang baik. Manajemen portofolio proyek (MPP) dapat meningkatkan perencanaan sehingga kinerja perusahaan juga dapat meningkat. Tujuan dari penelitian ini adalah menganalisa faktor yang mempengaruhi keberhasilan portofolio proyek untuk meningkatkan kinerja perusahaan dengan objek BUMN konstruksi publik. Penelitian ini dilakukan dengan cara melakukan wawancara terhadap direksi BUMN konstruksi publik dimana data kemudian diolah untuk mendapatkan strategi meningkatkan kinerja perusahaan. Adapun hasil penelitian yang didapatkan adalah skala prioritas dalam meningkatkan kinerja perusahaan adalah strategi bisnis, persiapan masa depan, keseimbangan portofolio, kinerja proyek, sinergi antar proyek, pemangku kepentingan, dan aspek bisnis perusahaan.

Indonesia public construction state owned enterprise (SOE) is construction company that owned by the government of Indonesia by 51% or more. Currently there are 4 Indonesia state owned public construction company. These companies’ performance in 2018 are measured by adapting and modifying Malcolm Baldrige Criteria for Performance Excellence (MBCfPE) and putting 2 companies as industry leader, 1 as emerging industry leader, and another as good performance. One of the main reasons for low company performance is poor planning. Project portfolio management (PPM) can increase the planning quality and followed by increasing company performance. The purpose of this study is to analyze the critical success factors for PPM to increase company performance with Indonesia public construction SOE as object. This research is done by doing interview with directors from Indonesia public construction SOE and the data will be analize in order to know the strategy to improve company performance. The result of this research is that to improve company performance, the priority is business strategy, future preparedness, balance portfolio, project performance, project synergy, stakeholders, and company business aspect."

"Implementasi Sistem Manajemen Mutu (SMM) oleh kontraktor Kelas Besar di Indonesia masih dianggap belum dilaksanakan dengan baik. Ini dibuktikan dengan banyaknya kegagalan konstruksi dan kegagalan bangunan pada proyek skala besar. Padahal pemerintah Indonesia mewajibkan semua kontraktor Kelas Besar untuk memiliki sertifikasi ISO 9001. Studi sebelumnya telah menyatakan bahwa implementasi SMM dalam suatu organisasi harus memperhatikan budaya-budaya yang ada didalam organisasi. Tujuan dari penelitian ini adalah untuk mengidentifikasi strategi yang diperlukan untuk pengembangan Budaya Mutu dalam perusahaan konstruksi dengan memperhatikan budaya-budaya yang ada didalam organisasi, berdasarkan ISO 9001 sebagai persyaratan manajemen mutu di Indonesia. Pengaruh budaya eksisting akan ditinjau berdasarkan budaya nasional, budaya organisasi, dan budaya pekerjaan/profesi yang ada didalam lingkungan perusahaan. Strategi yang diusulkan akan dibuat dalam bentuk kebijakan. Hasil penelitian membuktikan bahwa strategi pengembangan budaya mutu secara langsung maupun tidak langsung dipengaruhi oleh kebijakan nasional, budaya nasional, budaya profesi, budaya organisasi, dan penerapan sistem manajemen mutu. Hal ini membuktikan bahwa faktor kebijakan nasional harus dipergunakan untuk mendukung pengembangan budaya mutu perusahaan jasa pelaksana konstruksi di Indonesia dengan memperhatikan pengaruh dari budaya nasional, budaya profesi, budaya organisasi dan sistem manajemen mutu yang ada. 

The implementation of a Quality Management System (QMS) by a Large Class contractor in Indonesia is still considered to have not been implemented properly. This is evidenced by the many construction failures on large scale projects. Even though the Indonesian government requires all Big Class contractors to have ISO 9001 certification. Previous studies have stated that the implementation of QMS in an organization must pay attention to the cultures that exist within the organization. The purpose of this research is to identify the strategies for the development of Quality Culture in construction companies by paying attention to the cultures that exist within the organization, based on ISO 9001 as a quality management requirement in Indonesia. The influence of existing culture will be reviewed based on national culture, organization culture, and work/profession culture that is within the company environment. The results of this research have proven that the development of quality culture is directly and indirectly influenced by national culture, professional culture, national policies, quality management system implementation, and organizational culture. This proves that national policy factors must be used to support the development of a quality culture of construction service companies in Indonesia by taking into account the influence of existing national culture, professional culture, organizational culture and quality management systems."

"Kondisi pelaksanaan konstruksi di Indonesia yang terdampak akibat pandemi COVID-19 mulai diakselerasi kembali akhir tahun 2021 dan masih harus menghadapi serangkaian pandemi covid varian delta maupun omicron. Kondisi percepatan kegiatan konstruksi di Indonesia dengan masih harus bergelut dengan penanganan pandemi menjadi endemi mengingatkan kita pada besarnya risiko kegiatan konstruksi ini dengan keselamatan konstruksi yang mencakup Keselamatan, Keamanan, Kesehatan dan Keberlanjutan (K4). Pemerintah Indonesia telah membuat berbagai regulasi, standar, sistem maupun protokol keselamatan kerja konstruksi di Indonesia. Khususnya sejak tahun 2017 hingga tahun 2021 sedikitnya terdapat 1 Undang Undang dan dua sistem manajemen keselamatan yang wajib dilaksanakan pada lingkungan kerja sektor kontruksi yaitu UU No 2 Tahun 2017 tentang Jasa Konstruksi, SMK3 (Sistem Manajemen Keselamatan dan Kesehatan Kerja) serta SMKK (Sistem Manajemen Keselamatan Konstruksi). Undang-Undang dan Kedua sistem manajemen penjamin keselamatan tersebut wajib dilaksanakan secara integrasi di lingkungan kerja konstruksi. Pelaksanaan UU 2/2017 dan petunjuk pelaksanaan yang tercantum pada SMK3 dan SMKK secara bersama-sama tersebut menimbulkan beberapa pemikiran terkait efektifitas dan efisiensi yang dapat dilakukan untuk mengintegrasikan pelaksanaan kedua sistem tersebut di lingkungan kerja konstruksi khususnya dalam rangka menciptakan optimalisasi kegiatan proyek ditengah kondisi pandemi COVID-19. Pada studi kali ini akan disampaikan bagaimana upaya- upaya yang seharusnya dilaksanakan oleh penanggung jawab keselamatan konstruksi di proyek pembangunan On Off Ramp Jatiwaringin Tol Bekasi Cawang Kampung Melayu (Becakayu) di Jakarta dalam rangka efektifitas dan efisiensi pelaksanaan Undang-Undang Jasa Konstruksi yang Selamat, Aman, Sehat dan Berkelanjutan melalui penerapan integrasi SMK3 dan SMKK. Hasil yang didapat dari proses implementasi secara terintegrasi peraturan SMK3 dan SMKK adalah dapat melakukan efisiensi biaya dan mampu mengurangi aktifitas serta duplikasi kegiatan evaluasi dan kegiatan mitigasi kecelakaan kontruksi di proyek.

The condition of construction implementation in Indonesia which was affected by the COVID-19 pandemic has begun to accelerate again in end of 2021. The conditions for the recovery of construction activities in Indonesia remind us of the very cathastropic risk of construction activities related to the safety of construction work. The Indonesian government has made various regulations, standards, systems and protocols for construction work safety in Indonesia. Especially from 2017 to 2021 there are at least one of UU No.2 / 2017 About Construction Services and also two safety management systems that must be implemented in the construction sector work environment, namely OHSMS (Occupational Safety and Health Management System) and CSMS (Construction Safety Management System). The integrated of UUJK 2/2017  implemnetation both two safety assurance management systems must be implemented jointly in the construction work environment. The implementation of OHSMS and CSMS together raises several thoughts regarding the effectiveness and efficiency that can be done to integrate the implementation of the two systems in the construction work environment, especially in order to optimize project activities amid the conditions of the COVID-19 pandemic. In this study, it will be conveyed how the efforts that should be carried out by the person in charge of construction safety in the Jati Bening On Off Ramp of Bekasi Cawang Kampung Melayu (Becakayu) Toll Development Project in Jakarta, in the context of the effectiveness and efficiency of the implementation of OHSMS and CSMS. The results obtained from the integrated implementation process of OHSMS and CSMS are being able to carry out cost efficiency and being able to reduce activities as well as duplication of evaluation activities and construction accident mitigation activities in the project."
