"The paper presents some early outputs from a study considering Papua’s economic development options. Rich in mineral and forestry wealth, Papua paradoxically suffers the highest levels of poverty in Indonesia; it can be argued that uneven income distribution is as significant as a lack of wealth, or potential. Using secondary data sources the paper looks at how economic development options impact on Papua. However, it concludes that unless Papua resolves its chronic energy shortages economic development will be constrained. Therefore, it considers a number of sustainable energy sources including jatropha and sago and clean technologies: biodiesel, ethanol and anaerobic digestion. An initial cost benefit feasibility study is presented for each option, prior to making some early observations on their economic, social and environmental impact."

"Tantangan dan ancaman yang mungkin dihadapi pemuda dalam pembangunan berkelanjutan, salah satunya adalah dampak perubahan iklim. Oleh karena itu, penting untuk pemuda menjadi warga negara yang aktif (active citizen) bagi pemerintah untuk dapat membuat kebijakan yang mendukung adanya pembangunan berkelanjutan khususnya di bidang lingkungan, baik di tingkat daerah maupun nasional. Selain itu, pihak lainnya yang memiliki fokus pada peningkatan kapasitas pemuda dapat mengambil peran untuk meningkatkan keterlibatan pemuda dalam pembangunan berkelanjutan. Penelitian ini mengevaluasi salah satu program yaitu Akademi Generasi Lestari yang berfokus pada peningkatan kapasitas pemuda dalam pembangunan berkelanjutan khususnya di wilayah Riau, Kalimantan Barat, Gorontalo, dan Sulawesi Tengah. Akademi Generasi Lestari diselenggarakan oleh dua Lembaga yaitu Campaign.com sebagai perusahaan rintisan sosial yang meluncurkan aplikasi Campaign For Change dan Lingkar Temu Kabupaten Lestari sebagai asosiasi pemerintah kabupaten yang memiliki visi ekonomi lestari dan menjangkau generasi muda melalui Unit Generasi Lestari. Tujuan penelitian ini adalah untuk mengevaluasi desain program Akademi Generasi Lestari berdasarkan komponen inputs (sumber daya), activities (aktivitas), outputs (hasil), dan outcomes (tujuan) menggunakan teori Model Logika. Metode yang digunakan dalam penelitian ini adalah evaluasi sumatif dengan pendekatan kualitatif dan instrumen yang digunakan adalah wawancara dan studi dokumen. Penelitian dilakukan terhadap penyelenggara program dari dua lembaga dan perwakilan peserta program Akademi Generasi Lestari pada rentang waktu Oktober 2021-Juli 2022. Hasil penelitian menunjukkan bahwa berdasarkan Model Logika, komponen inputs program secara garis besar sesuai dengan yang direncanakan oleh penyelenggara program, komponen activities sesuai dengan yang telah direncanakan oleh penyelenggara program, komponen outputs hanya satu yang sudah sebagian tercapai sedangkan lainnya tidak tercapai, dan komponen outcomes jika merujuk pada rancangan program tidak seluruhnya tercapai.

One of the challenges and threats that Youth may face in sustainable development is the impact of climate change. Therefore, it is crucial for youth to become active citizens for the government to make policies that support sustainable development, especially in the environmental field, both at the regional and national levels. In addition, other actors focusing on increasing youth capacity can take a role in increasing youth involvement in sustainable development. This research evaluates one of the youth generation programs, Akademi Generasi Lestari, which focuses on capacity building in sustainable development, especially in Riau, West Kalimantan, Gorontalo, and Central Sulawesi. Two institutions have organized Akademi Generasi Lestari: Campaign.com as a social startup company that launched the Campaign #ForChange application, and Lingkar Temu Kabupaten Lestari as a district government association with a vision of a sustainable economy and reaches out to the younger generation through the Generasi Lestari Unit. This study aimed to develop a program design for the Akademi Generasi Lestari based on the components of input, activities, outputs, and outcomes using the Logic Model theory. The method used in this research is a summative evaluation with a qualitative approach. The instruments used are interviews and document studies. The research was conducted from October 2021-July 2022 at two institutions and with the representatives of the Akademi Generasi Lestari program participants. The results show that in the Logic Model, the program input components are broadly in line with those planned by the program organizers; the component activities are as planned by the program organizers. However, only one output has been achieved while the others were not, and the component of outcomes referred to the design program is not fully completed."

"Kajian literatur ini bertujuan untuk mengetahui perkembangan dana bantuan luar negeri bidang lingkungan atau environmental aid dan praktek implementasinya. Kajian ini memetakan tiga aspek utama perkembangan environmental aid dalam institusi lingkungan global, yakni: gagasan, pola transfer, serta aktor-aktor yang terlibat dalam pelaksanaannya. Awal mula gagasan pemberian environmental aid berkembang sebagai bagian dari dana bantuan luar negeri untuk pembangunan hingga resmi menjadi dana bantuan luar negeri untuk lingkungan sejak Earth Summit. Pola transfer yang ada dalam pemberian environmental aid yaitu mekanisme bilateral dan multilateral. Adapun aktor-aktor yang terlibat di dalamnya ialah state dan non-state. Ketiga aspek yang dibahas dalam kajian ini merupakan aspek-aspek yang tidak dapat dipisahkan satu sama lain dan saling memberikan pengaruh terhadap implementasi environmental aiddalam kerangka institusi lingkungan global.

This literature review aims to examining the development of environmental aid and its implementation. This review identifies three major aspects of the development of environmental aid in global environmental institution. They are ideas, transfer scheme, and actors. Long before renowed as environmental aid, it has been known as a part of development assistance. After the 1992 Earth Summit, it is officially known as environmental aid. There are two scheme of environmental aid’s transfer namely bilateral and multilateral scheme. Besides, the environmental aid involves state and non-state as the actors in its implementation. All of the three aspects above are linked each other and gives the influence toward the implementation of environmental aid in the global environmental institution."

"Konsep TOD di dalam pembangunan infrastruktur transportasi menjadi solusi untukmeningkatkan nilai kelayakan proyek. Pembangunan infrastrukturnya sendirimembutuhkan biaya yang besar, sehingga diperlukan sumber pembiayaan alternatif.Tujuan dari penelitian ini adalah menyusun skema pembiayaan dan kelembagaan yangmenghasilkan kelayakan finansial terbaik dalam proyek pengembangan kawasan TOD diLRT Jabodebek dengan sumber pembiayaan alternatif. Penelitian ini akan menggunakanObligasi sebagai sumber pembiayaan alternatif. Namun untuk mengurangi beban daribesarnya nilai pokok penerbitan dan pengembalian utang pokok, Obligasi perludiintegrasikan dengan sumber pembiayaan dari pihak swasta melalui mekanismekerjasama pemerintah dan badan usaha (KPBU). Mekanisme ini melakukan pembagianpembiayaan komponen proyek antara pihak pemerintah dan pihak swasta, di mana pihakpemerintah akan bertanggung jawab terhadap 60,4% biaya pembangunan, 39,71% biayaoperasi dan pemeliharaan, dan 39,39% pendapatan. Sedangkan sisanya menjadi tanggungjawab pihak swasta.

The TOD concept in the development of transportation infrastructure is a solution to

increase the value of project feasibility. The development of the infrastructure itself

requires large costs, and because of that alternative sources of financing are needed. The

purpose of this research is to formulate a financial and institutional scheme that produces

the best financial feasibility in the TOD of LRT Jabodebek with alternative sources of

financing. This research will use bond as alternative source of project financing. To

reduce the burden of principal issuance and debt repayment, the bond needs to be

integrated with financing source from the private sector through the public private

partnership mechanism. This mechanism shares project component financing between the

government and the private sector, in which the government will be responsible for 60.4%

of construction costs, 39.71% of operation and maintenance costs, and 39.39% of

revenue. Meanwhile, the rest is shared with the private sector"
