"Pemuda Indonesia merupakan pemuda mempunyai peran penting dalam pembangunan, selain manjadi objek, pemuda merupakan subjek pelaku dan motor laju pembangunan itu sendiri. Pemuda merupakan aset dalam keberlangsungan pembangunan bangsa di mana pemuda mempunyai peran aktif  sebagai kekuatan moral, kontrol sosial, dan agen perubahan. Apabila pemuda ini tidak dikelola dengan baik maka pemuda menjadi beban atau permasalahan dikemudian kelak. Kementerian Pemuda dan Olahraga melaksanakan pembangunan kepemudaan. Pembangunan ini dilakukan melalui proses fasilitasi segala hal yang berkaitan dengan pelayanan kepemudaan, menitikberatkan kepada proses penyadaran, pemberdayaan, dan pengembangan kepemudaan. Asisten Deputi Tenaga Kepemudaan ini dibentuk berdasarkan Peraturan Menteri Nagara Pemuda dan Olahraga Nomor 193 tahun 2010 tentang Organisasi dan Tata Kerja Kementerian Pemuda dan Olahraga, dan mulai menyelenggarakan program pada tahun 2011. Dari pelaksanaan program tersebut terdapat beberapa kendala diantaranya adalah: bahwa salah satu elemen pengembangan kepemudaan adalah tenaga kepemudaan. Dalam hal ini definisi tenaga kepemudaan belum tersurat secara detail dalam landasan hukum penyusunan Organisasi dan Tatalaksana (Ortala) Kementerian Pemuda dan Olahraga, dari sisi program, tahun 2011 sampai dengan tahun 2013 terjadi tumpang tindih tupoksi dengan Asisten Deputi kepeloporan dan sebagainya sehingga diperlukan strategi untuk perencanaan, penyusunan program sampai pengembangan tenaga kepemudaan.

Long history of struggle of the Indonesian nation describes how pioneering role in liberating the nations youth, Condition of Indonesia, which sank in a lot of side one of them caused by the scarcity of pioneering i11 the body of this nation. For this reason, Kemenpora strategic role in fostering and developing the pioneering youth in Indonesia is very necessary. Pioneering programs Kemenpora youth in the Pioneer Youth Election, Bache1or of Rural Development Acceleration (SP-3) and the Pioneering Youth Training. Program.

Through this study researchers analyzed the pioneering youth development program in Kemenpora RL The approach used in this study is a qualitative approach. Theory used in this study namely; pioneering theory, and theory of Development Program (Harty, Wholey & Newcomer).

Based on this research using depth interviews we concluded that the pioneering program of youth in Kemenpora Rf has not gone well and also run the program development process is not as it should. Several steps should be done by Kemenpora in a pioneering effort to improve youth programs, among others, redefined the meaning of pioneering. re-arrange priorities in determining the program targets, making pioneering training program as a mainstream youth, and improvjng communication with youth groups stakeholders."

"Permukiman kumuh di Kecamatan Pancoran Mas dan Kecamatan Beji menjadi permasalahan penataan ruang tidak terkecuali di Kota Depok. Wilayah kumuh di Kota Depok timbul pada lahan-lahan Negara yang dimanfaatkan untuk tempat tinggal secara illegal oleh para pendatang. Saat ini, teknologi UAV dan penginderaan jauh telah banyak dimanfaatkan dalam berbagai bidang, salah satunya adalah deteksi permukiman kumuh. Di Kecamatan Pancoran Mas dan Kecamatan Beji, karakteristik daerah kumuhnya di tandai oleh kondisi fisik rumah yang beratapkan seng dan kondisi tata letaknya yang tidak teratur. Penelitian ini membahas tentang perubahan wilayah permukiman kumuh di Kecamatan Pancoran Mas dan Kecamatan Beji dalam rentang waktu 10 tahun dengan batasan penelitian permukiman kumuh di bantaran badan air dan rel kereta api serta terbagi menjadi dua yaitu squatter dan non squatter. Seluruh data yang berada di penelitian ini didapatkan dari pemotretan foto udara format kecil tahun 2019 dan citra google earth tahun 2009. Metode analisis yang digunakan dalam penelitian ini adalah analisis deskriptif dan pendekatan keruangan (analisis spasial) untuk menjelaskan perbedaan yang terlihat pada daerah penelitian. Hasil dari penelitian ini adalah perubahan wilayah permukiman kumuh di Kecamatan Pancoran Mas dan Kecamatan Beji tahun 2009 dan tahun 2019 mengalami peningkatan luas wilayah permukiman kumuh dan penggunaan tanah. Perubahan penggunaan tanah pada permukiman kumuh squatter didominasi oleh tanaman campuran sedangkan non squatter didominasi oleh permukiman kumuh.

Slums in Pancoran Mas and Beji Districts are a problem in spatial planning including Depok City. Slums in Depok City occur on State land that is used illegally by immigrants. Currently, UAV technology and remote sensing have been widely used in various fields, one of which is the detection of slums. In Pancoran Mas and Beji Subdistricts, the characteristics of the slums are marked by the physical condition of the house that is roofed with zinc and the conditions of the layout that are irregular.

This study discusses the change of slum areas in Pancoran Mas and Beji Districts within a span of 10 years with the limitation of slum settlements on the banks of water bodies and railroad tracks and is divided into two namely squatter and non squatter. All data in this study were obtained from 2019 small format aerial photography imagery in 2009. The analytical method used in this study is descriptive analysis and spatial approach (spatial analysis) to explain the differences seen in the study area.

The results of this study are changes in slum areas in Pancoran Mas and Beji Districts in 2009 and 2019 experienced an increase in slum areas and land use. Changes in land use in squatter slums are dominated by mixed plants while non squatter slums are dominated by slums. "

"Penelitian ini memiliki fokus pembahasan mengenai strategi pengembangan program kewirausahaan pemuda di Kementerian Pemuda dan Olahraga. Fokus kajian dalam penelitian ini adalah menganalisa harapan stakeholders tentang program kewirausahaan pemuda bagaimana merumuskan model serta menyusWl strategi pengembangan program kewirausahaan pemuda. Metode penelitian yang digunakan dalam penelitian ini adalah metode studi kasus dengan pendekatan kualitatif. Dalam penelitian ini digunakan beberapa teknik dalam mengumpulkan data, yakni melalui wawancara mendalam, studi pustaka, penelusuran dokllmeserta pengamatan langsung. Informan dalam penelitian ini sebanyak 11 orang, yang terdiri dari 5 orang dari unsur Kementerian Pemuda dan Olahraga dan 6 orang dari unsur stakeholders terkait. Berdasarkan analisis dalam penelitian ini dapat disimpulkan bahwa; pertama, penanaman mindset wirausaha harus dilakukan sejak dini dan perlunya kewirausahaan dijadikan program prioritas; kedua, model pengembangan kewirausahaan pemuda harus disesuaikan dengan target sasaran dan roadmap harus sesuai dengan arah kebijakan pembangunan di atasnya, serta perlunya fokus pada pengembangan kewirausahaan sosial; serta ketigaj strategi pengembangan program kewirausahaan pemuda menggunakan strategi intensif melalui fokus pada strategi penetrasi sasaran program strategi pengembangan pasar serta strategi pengembangan program kewirausahaan pemuda. Termasuk didalamnya adalah strategi mengembangkan permodalan bagi kewirausahaan pemuda.

This research focused on the study of youth entrepreneurship program development strategy at Indonesian Ministry of Youth and Sport. The focus of this study is to analyze the stakeholders expectations about youth entrepreneurship program, how to develop model, and how to arrange the youth entrepreneurship program development strategy.

The research method that was used in this research was the study case method with the qualitative approach. The writer used several methods that could be made the implement to gather the data. The method that was used: in depth interview, the study of the bibliography, document explorations and direct observations. The informant in this research consisted of 11 people covered 5 people from the Ministry of Youth and Sport and 6 people from relevant stakeholders.

From the analysis towards the available fact, could be concluded that: 1. entrepreneurial minds t planting should be done early and necessity entrepreneurship become a priority program. 2. Youth entrepreneurship development model must be adapted to target and roadmap should be in accordance with the policy direction of development on it. And also, the need to focus on the development of social entrepreneurship. 3. strategies for developing youth entrepreneurship program using intensive strategy through a focus on youth market penetration strategy, market development strategy and product or youth entrepreneurship program development strategy. Including, the strategy to develop capital for youth entrepreneurship."

"Penelitian ini berfokus pada kajian evaluasi atas program kader kewirausahaan pemuda yang dilalrukan oleh Kemenegpora dalam rentang waktu 2006 s/d 2009. Fokus kajiannya diarahkan pada menganalisa problem-problem yang menghambat pencapaian target tahimya kader kewirausahaan pemuda dan bagaimana strategi ke depan dalam pemberdayaan kader kewirausahaan Pemuda di Kementerian XYZ. Metode penelitian yang digunakan dalam penelitian ini adalah metode evaluasi dengan pendekatan kualitatif. Dalam penelitian kaelitatif cenderung betsifilt deskristif, Natraalistik dan berbubungan dengan sifat data yang murni kualitatif. Dengan harapan agar dapat mengungkap fokus yang ingin diteliti. Penulis menggunakan beberepa metode yang dapat dijadikan sebagai alat untuk mengumpu!kan data. Metode yang digunakan digunakan adalah: metode studi kasus wawancara, evaluasi dan kajian kepustakaan. Informan dalam penelitian ini terdiri deri 16 orang meliputi 4 orang deri Kementerian XYZ , 4 orang deri Stakeholder, 4 orang deri peserta pelatihan serta 4 orang deri peserta Iomba wirausaha pemuda berprestasi. Dari analisis terhadap fakta yang ada, dapat disimpulkan bahwa: 1. Programprogram pemberdayaan kader kewirausahaan secara kuantitas dan kualitas belum efektif karena kader-kader yang dihasilkan belum mempunyal karakter yang kokoh sebagai wirausahawan. 2. Stntegi kentitraan oleh Kementerian XYZ dalam pemberdayaan kader kewirausahaan merupakan strategi yang tepat dalam rangka mengatasi kelemahan dan menangkap peluang yang ada, namun strategi kentitnan ini belum sepenuhnya berbasil mengingat belum bersifat kontinu sehingga tidak menyentuh makna dari pernberdayaan itu sendiri.

This research focused on the study of the evaluation on the cadre's program of youth entrepreneurship that was carried out by Kemenegpora in time extension 2006 sld 2009. The focus of his study was aimed in analytic problems that hindered the achievement of the birth target of the cadre of youth entrepreneurship and bow the program management in the future in printing the cadre of youth entrepreneurship in the Ministry of the Young Man and sport.

The research method that was used in this research was the evaluation method with the qualitative approach. In the quantitative research tended was descriptive, Naturalistic and was connected with the characteristics of the pure data qualitative, In the hope that could express the focus that wanted to be researched.

The writer used several methods that could be made the implement to gather the data. The method that was used was used was: the case study method, the interview, the evaluation and the study of the bibliography. The informant in this research consisted of 16 people covered 4 people from the XYZ Ministry, 4 people from Stakeholder, 4 people from participants in the training as well as 4 people from participants in the high-achieving race of the youth businessman.

From the analysis towards the available fact, could be concluded that: L Empowerment programs of the cadre of entrepreneurship in a manner the quantity and the quality were not yet effective because cadres who were produced did not yet have the character that was find as wirausahawan. 2. The partnership strategy by the XYZ Ministry in empowerment of the cadre of entrepreneurship was the strategy that was exact in order to overcome the weakness and comprehend the available opportunity, but this partnership strategy fully was not yet successful considering was not yet continuous so as to not touch the meaning from the empowerment personally."
