"Bandara Internasional Soekarno Hatta merupakan salah satu bandara terbesar di Indonesia. Pertumbuhan jumlah penumpang menyebabkan adanya pengembangan kereta bandara untuk menambah aksesibilitas menuju bandara. Kereta salah satu transportasi berkelanjutan. Penerapan kereta bandara saat ini mempunyai tingkat okupansi rata-rata penumpang harian yang masih rendah, oleh karena itu diperlukan evaluasi agar kereta bandara mampu mencapai konsep transportasi berkelanjutan. Penelitian ini bertujuan untuk mengetahui tingkat okupansi rata-rata penumpang harian kereta bandara, mengetahui preferensi penumpang, mengevaluasi tarif kereta bandara, dan merumuskan kebijakan agar kereta bandara mencapai konsep keberlanjutan. Penelitian ini menggunakan pendekatan kuantitatif, dan menggunakan metode gabungan. Pengumpulan data dilakukan dengan penyebaran kuesioner, wawancara mendalam, dan studi literatur. Hasil analisis menunjukkan bahwa tingkat okupansi rata-rata penumpang harian kereta bandara masing rendah dibandingkan dengan kendaraan pribadi dan bus. Hal itu karena kendaraan pribadi lebih unggul dari segi kenyamanan, dan bus lebih unggul dari segi kemudahan akses. Berdasarkan hasil analisis tentang tarif kereta bandara ditemukan bahwa tarif kereta bandara yang berlaku belum sesuai dengan kemauan dan kemampuan membayar masyarakat. Oleh karena itu dilakukan perumusan usulan peningkatan keberlanjutan kereta bandara agar mampu menjadi moda transportasi pilihan utama masyararakat untuk menuju dan dari bandara, sehingga mampu mencapai konsep transportasi berkelanjutan.

Soekarno Hatta is one of the largest airports in Indonesia. The number of passengers has led the development of airport railway. Railway is one of sustainable transportation. The implementation of airport railway currently has a low daily passenger occupancy rate, therefore evaluation is needed. This study aims to determine the average daily passenger occupancy rate of airport railway, determine passenger preferences, evaluate airport railway fares, and formulate proposal so that airport railway achieve sustainability. This study uses quantitative approach, and uses combined method. Data was collected by distributing questionnaires, interviews, and literature studies. The results show that the average daily passenger occupancy rate of airport railway is lower compared to private vehicles and buses. Because private vehicles are superior in terms of comfort, and buses are superior in terms of ease of access. Based on the results of the analysis of airport railway fares, it was found that the prevailing airport railway fares were not in accordance with the willingness and ability to pay. Therefore, it is necessary to formulate the proposals for improving the sustainability of airport trains so that they are able to become the community's main mode of transportation to and from the airport. "

"Soekarno-Hatta International Airport is the main airport serving the greater Jakarta area on the island of Java, Indonesia, ranked the world’s 10th busiest airport in terms of passenger numbers (over the year 2013) and was the 4th busiest airport in the Asia Pacific. In 2013, Soekarno-Hatta International Airport serves 60.1 million passengers, which are 80% of them domiciled in West Java or outside Jakarta. The increasing traffic density in Jakarta and along Prof. Ir. Sedyatmo highway (airport toll) cause access to the airport by using car, taxi or bus becomes less effective and efficient in terms of time and fuel consumption. Therefore, the role of the airport railway becomes very crucial to provide a convenient, fast, and efficient public transport. The infrastructure development of airport railway considered as a high risk project due to many uncertainties that could delay the project. This paper identified and analyzed risks that could occur in quantitative and qualitative way by using project risk management. The results of this research were in form of risk register and value at risk (VaR) toward financial parameter that used (NPV, IRR, Payback Period) to estimate how great the risk(s) would affect project financially. In the end section, there were some recomendations about strategy to response a risk whether it was supposed to be accepted, avoided, mitigated, or transfered, This research expected could become a consideration for Soekarno Hatta ariport railway project operator so loss due to occurence of risks could be minimized, or it could become a reference for future airport railway infrastructure development projects."

"Tesis ini mengevaluasi kebijakan Reoperasionalisasi Bandara Halim Perdanakusuma (HLP) untuk mengurangi Kepadatan Bandara Internasional Soekarno-Hatta (CGK). Penelitian ini adalah penelitian kuantitatif dengan desain deskriptif. Hasil penelitian mengungkapkan tidak berkurangnya kepadatan CGK setelah diimplementasikannya kebijakan reoperasionalisasi HLP dan merekomendasikan penegakan disiplin pemanfaatan slot time oleh maskapai penerbangan; penetapan kuota pemanfaatan slot time per season beserta sanksinya; pembenahan sistem antrian dan pengenaan landing fee yang sama untuk seluruh tipe pesawat pada jam sibuk; penerapan sistem dan prosedur operasi bandara secara sistemik dan komprehensif; moratorium penambahan rute penerbangan baru; dan pemberlakuan parking fee progresif.

The focus of this study is the change in the congestion of The International Airport of Soekarno-Hatta (CGK) after the reoperationalization of Halim Perdanakusuma Airport (HLP). This research is quantitative descriptive interpretive. The data were collected by means of documentation, observation, and in-depth interview. The researcher suggests all related stakeholders to control the use of allocated slot time among airlines; to give punishment on the underusage of allocated slot time; to improve queuing system; to incorporate flat rate charges per aircraft irrespective of size, especially in peak hours; to incorporate systemic and comprehensive procedure regarding airport operations; to incorporate moratorium of new flight permits; and to incorporate progressive parking fee.

"Tesis ini merumuskan dan menerapkan indeks keberlanjutan kereta bandara di tiga bandara besar di Asia, Bandara Internasional Soekarno Hatta di Indonesia, Bandara Internasional Narita dan Bandara Internasional Hong Kong. Indeks keberlanjutan komposit terdiri dari tiga dimensi dan sembilan indikator, dimensi lingkungan, ekonomi, dan sosial. Kereta Bandara Soekarno Hatta yang baru ini dibandingkan performanya dengan Narita Express dan Hong Kong Airport Express yang termasuk dalam kereta bandara paling sukses di dunia.
Hasilnya menunjukkan bahwa Soekarno Hatta Airport Raillink kurang berkelanjutan dari Narita Express dan Hong Kong Airport Express. Kinerja tiga dimensi cenderung pada degradasi lingkungan dan ketidakadilan sosial, karena jika dibandingkan dengan raillink Bandara lain, Bandara Soekarno Hatta Raillink lebih terfokus pada dimensi ekonomi. Indeks ini dapat digunakan sebagai masukan bagi operator dan pemerintah untuk meningkatkan kinerja keberlanjutan dan untuk memenuhi sifat transportasi rel sebagai transportasi yang efisien dan ramah lingkungan.

This research formulate and applies a sustainability index of airport railway on three major airport in Asia, Soekarno Hatta International Airport in Indonesia, Narita International Airport and Hong Kong International Airport. The sustainability composite index consist of three dimension and nine indicators, the dimensions are environmental, economic, and social. The newly airport rail of Soekarno Hatta compared its performance to Narita Express and Hong Kong Airport Express that include of the most successful airport rail in the world.
The result shows that Soekarno Hatta Airport Raillink less sustainable than Narita Express and Hong Kong Airport Express. The performance of three dimension tend to enviromental degradation and social unjustice because compared to others airport raillink, Soekarno Hatta Airport Raillink more focused on economic dimension. The index can be used as an input for operator and government to improve the sustainability performance and to meet the nature of rail transport as efficient and environmental friendly transportation.

"Keberlangsungan sistem transportasi di Jakarta dalam ancaman perubahan iklim. Integrasi dan perencanaan transportasi publik yang baik menjadi alternatif untuk mendukung lahan transportasi dan memecahkan kemacetan dari dan ke Bandara Internasional Soekarno-Hatta. Karena itu, PT Railink, PT Angkasa Pura II, PT Kereta Api Indonesia dengan sinergi bersama BUMN membangun transportasi berbasis rel yaitu Kereta Bandara Internasional Soekarno-Hatta dan berusaha membuat pelayanan mereka semenarik mungkin, ke sebanyak mungkin orang. Selain itu, Kereta Bandara terhubung dengan Skytrain di bangunan integrasi sebagai titik transfer.
Studi ini menganalisis integrasi waktu untuk melakukan perjalanan menggunakan Kereta Bandara dari Stasiun BNI City ke Skytrain untuk mencapai terminal bandara tujuan penumpang dengan mengamati faktor waktu tempuh berjalan di bangunan integrasi, dan waktu tunggu Skytrain yang ditimbulkan. Sedangkan pada perjalanan Skytrain-Kereta Bandara, analisis dipengaruhi dari waktu tempuh berjalan, durasi pembelian tiket, dan efeknya pada waktu tunggu Kereta Bandara.
Studi diperlukan untuk mengetahui bagaimana dua moda transportasi ini saling terintegrasi secara waktu, mengingat faktor-faktor perjalanan individual harus dijadwalkan. Hasil analisis menunjukkan baik pada perjalanan Kereta Bandara-Skytrain atau pun Skytrain-Kereta Bandara setelah memperhatikan faktor-faktor integrasi, terdapat beberapa jadwal yang tidak saling teintgerasi, dan lebih buruk lagi tidak saling mengakomodir di waktu tertentu.

The sustainability of transportation systems in Jakarta is under threat from climate change. Better integration and planning of public transportation is an alternative to support land transportation and to solve the congestion problem to Soekarno-Hatta International Airport. Hence, PT Railink, PT Angkasa Pura II, PT Kereta Api Indonesia with its BUMN synergy built rail-based transportation called Airport Train and tries to make their service as attractive as possible, to as many persons as possible. Moreover, Airport Train is connected with Skytrain in an integrated building as a transferring point.
This study analyzes the time integration to travel using the Airport Train from BNI City Stastion to Skytrain to reach the airport terminal of the passengers destination by observing the walking time factor at integrated building and its effect on waiting time of Skytrain. And also Skytrain-Airport Train by identifying the walking time, ticket purchasing time, and its effect on Airport Train waiting time.
Study is necessary to know whether these two modes of transport can be integrated in time and, individual journeys must in some way be scheduled. The results of the analysis show that both on Airport Train-Skytrain and Skytrain-Airport Train after observing the factors of analysis there are several schedules that are not integrated each other, even worse can not accommodate each other at certain times.

"ABSTRACT
KA Bandara Soekarno-Hatta merupakan sebuah alternatif transportasi publik baru ditengah permasalahaankemacetan yang terbukti memunculkan antusiasme yang tinggi terhadap layanan yang diberikan. Terlepas dariantusiasme masyarakat terhadap pengoperasian kereta, keluhan dan saran pengguna banyak bermunculanmengenai layanannya. Penelitian ini mencoba memberikan rekomendasi rancangan layanan Stasiun KA Bandarauntuk meningkatkan kepuasa pengguna dengan metode SSTQual, model Kano, QFD dan service blueprinting,Berdasarkan integrasi metode SSTQual dan model Kano, terdapat 12 atribut layanan yang termasuk kedalamkategori attractive yang perlu diprioritaskan dalam meningkatkan kepuasan pengguna. 12 atribut tersebutditerjemahkan ke dalam persyaratan teknis untuk mendapatkan inovasi ndash; inovasi yang akan digunakan dalamservice blueprint. Melalui hasil penelitian didapatkan 10 technical requirement yang perlu diterapkan untukmeningkatkan kepuasan pengguna. Technical requirement terebut kemudian dirinci dalam tindakan operasionalyang dipetakan dalam service blueprint.

ABSTRACT
Soekarno Hatta Airport Railway is a new public transportation alternative in the middle of traffic problem whichis proved to have generated high enthusiasm for the services provided. Regardless of the public 39s enthusiasm forthe train operation, complaints and suggestions of many users sprang up regarding its services. This study attempts to recommend the design of the Airport Railway Station service to improve user satisfaction by using SSTQual method, Kano Model, QFD and service blueprinting. Based on SSTQual and Kano model integration, there are 12 service attributes belongs to the attractive category that need to be prioritized in increasing user satisfaction. 12 attributes are translated into technical requirements to obtain innovations to be used in the service blueprint. Through this research, we get 10 technical requirement which need to be applied to improve user satisfaction. The technical requirement is then detailed in operational actions to be mapped in the service blueprint."

"Transportasi merupakan kebutuhan turunan (derived demand) akibat aktivitas ekonomi dan sosial, sehingga peran pemerintah dalam hal memenuhi kebutuhan akan transportasi menjadi amat sangant penting. Pemenuhan kebutuhan hak dasar masyarakat sesuai dengan amanat (UUD 1945 pasal 33) serta perkembangan peradaban. Namun yang terjadi pada saat ini adalah kemacetan, kesmrawutan, dan biaya tinggi. Tulisan ini berupa perencanaan dalam bidang transportasi dan mengambil satu sistem pelajaran angkutan menuju dan keluar dari Bandar udara Soelarno-Hatta menggunakan monorel.
Perencanaan ini dibuat untuk antisipasi situasi bandar udara Soekarno-Hatta, dan usaha perencanaan akan sarana transportasi penghubung antara JMRT (Jakarta Mass Rapit Transportation) sistem dengan Bandar udara Soekarno-Hatta di masa depan (2020). beberapa metode penelitian yang digunakan dalam rangka perencanaan ini meliputi peramalan kuantitatif Multiplicative Decomposition, metode 4 tahap perencanaan transportasi, elemen teknik. Hasil penelitian dalam perencanaan ini berupa jumlah armada monorel, sistem pengelolaan monorel, dan perkiraan jumlah investasi dalam kaitan monorel dengan moda transportasi yang lain menuju bandara.

The need for transportation is derived demand due to economic and social activity, therefore the role of the government to provide the transportation needs is very important. Transportation is also included in basic needs in which there supplies are mentioned in the constitution (Article 33 of the 1945 Constitution), and important for the development of civilization. However what can be happens today are congestion, uncomfortable, and high costs. This study is an attempt to design a segment of transportation serving in and out the international airport Soekarno-Hatta using monorail.
This is a design to anticipate the airport actual and liaison between JMRT (Jakarta Mass Transportation Rapit) systems with airport Soekarno-Hatta in the future year 2020. In this study used several methods of quantitative forecasting Multiplicative Decomposition, Transportation Planning stages 4 method, and engineering element. The result of this study which is the number of monorail fleets, project system of monorail, the route cost and the relocated of monorail with other mode of transport within the airport.

"Pertumbuhan lalu lintas udara mendorong PT. Angkasa Pura II melakukan pengembangan berupa grand design Bandara Internasional Soekarno Hatta. Pengembangan ini berdampak pada peningkatan beban pengolahan air limbah yang masuk ke STP-745. Penelitian ini dilakukan untuk mengetahui karakteristik air limbah, kinerja STP eksisting, dan proyeksi peningkatan beban air limbah yang masuk ke STP sampai tahun 2030. Debit inlet STP tahun 2013 adalah 7.289 m3/hari dan debit outlet adalah 5.691 m3/hari.
Hasil proyeksi tahun 2030 menunjukkan debit air limbah meningkat sebesar 14.735 m3/hari. Hasil evaluasi menunjukkan waktu detensi pada unit grit and grease remover, aerasi dan sedimentasi kondisi ekesisting belum memenuhi kriteria desain. Unit pengolahan STP-745 masih dapat mengolah air limbah sampai tahun 2030. Pada unit aerasi dilakukan penambahan nilai MLSS menjadi 3 kg/m3 dan pada unit sedimentasi rasio QR/Q ditingkatkan menjadi 100 agar kinerja pengolahan lebih optimal. Hasil analisa karakteristik efluen STP menunjukkan kualitas efluen berada di bawah baku mutu pengelolaan air limbah domestik.

The growth of air traffic motivates PT. Angkasa Pura II in doing a grand design in Soekarno Hatta International Airport. The grand design affects the increase of wastewater load that is treated STP 745 Sewage Treatment Plant 745 . This research is aimed to study the characteristic of wastewater, the existing STP performance, and projecting the increase of wastewater load that enters the STP until 2030. STP inlet flow in 2013 was 7.289 m3 day and outlet discharge was 5.691 m3 day.
The projection result until 2030 shows the increase of wastewater discharge is 14.735 m3 day. The result of evaluation shows detention time in grit and grease remover, aeration and sedimentation unit of existing conditions are not matching the design criteria. The existing STP is still capable to treat wastewater until 2030. In the aeration unit, MLSS value is increased to 3 kg m3 and for sedimentation unit, QR Q ratio is increased to 100 in order to optimize STP performance. Result from analyzing the effluent characteristics shows that the effluent quality is still in the range as standardized by domestic wastewater management.

"Moda transportasi massal telah menjadi salah satu kebutuhan terpenting di Indonesia. Sesuai PERPRES No.83 Tahun 2011, Kereta Api Bandara Soekarno Hatta atau KA Basoetta adalah layanan kereta rel listrik yang menjadi salah satu prioritas pemerintah dalam ketersediaan moda transportasi massal dari dan ke Bandara Soekarno Hatta. Penelitian ini membahas bagaimana uji kelayakan dari proyek ini memiliki asumsi yang tepat sesuai antara rencana dan kondisi aktual yang ada di lapangan beserta dengan rencana biaya kelistrikannya.
Ketersediaan tenaga listrik tidak lepas dari kapasitas gardu-gardu induk yang akan menopang perjalanan KA Basoetta ini. Rencana yang ada bahwa untuk jalur Manggarai-Batu Ceper terintegrasi dengan layanan lain yaitu KRL Commuter Line menjadi salah satu perhatian penelitian ini, dimana kondisi ini menyebabkan pergereseran pola operasi dan diharuskan adanya perhitungan untuk supplai tenaga listriknya. Dua layanan terpisah, dua perusahaan berbeda, dua jenis kereta berbeda, namun dalam satu jalur dan menggunakan gardu-gardu induk yang sama merupakan titik berat dari penelitian ini.
Penelitian ini mengkaji kehandalan dari gardu-gardu yang sudah ada serta penambahan-penambahan yang ada jika diperlukan. Hasil penelitian ini menunjukkan bahwa di gardu Karet dan Manggarai memutuhkan sedikit tambahan kapasitas namun secara keseluruhan, gardu-gardu yang ada tetap handal walaupun akan ada penambahan kapasitas di tahun 2025 demi terjaganya kehandalan dalam melakukan supplai tenaga listrik kepada dua layanan yang berbeda.
Perhitungan biaya yang harus dikeluarkan jika terjadi penambahan kapasitas berada dibawah rencana, dimana rencana biaya ada di kisaran 90 milyar rupiah sedangkan setelah dihitung hanya mencapai angka 65 milyar rupiah. Untuk biaya listriknya, KA Basoetta diperkirakan memiliki tagihan 1 s/d 1,4 Milyar rupiah per bulan untuk tahun pertama dengan rencana 89 trip per hari.

Mass transportation has recently become one of the most important needs in Indonesia. According to PERPRES 83 In 2011, Project Soekarno Hatta Airport Railway which can be abbreviated KA Basoetta being one of the priorities for the government to provide the availability of mass transportation to and from Soekarno Hatta Airport. This study discusses how the feasibility study of this project has appropriate assumptions between planned and actual conditions on the ground along with the cost of electricity plan.
In implementation, the availability of power became the most crucial for the viability of the project and will depend on the capacity of substations that will sustain this Basoetta train trip. The plan has assumed that for Manggarai Batu Ceper line, will be integrated with other train service which is KRL Commuter Line, became one of the concerns of this study, in which this condition causes friction for their operation patterns and recalculations required for supplies of electric power. Two separate services, two different companies, two different types of trains, but in one line and using the same substations is the focus of this study.
This study examines the reliability of substations that already exist as well as the additions if necessary. The results of this study indicate that in Karet and Manggarai substations require a little addition of capacity, but overall, the existing substations remain reliable even though there will be additional capacity in 2025 in order to maintain reliability in performing power supplies to two different services.
The calculation of the cost to be incurred in the event of additional capacity where the cost plan is in the range of 90 billion rupiah while after calculated, only reached 65 billion rupiah. For the cost of electricity, KA Basoetta is estimated to have a bill from 1.1 until 1.3 Billion rupiah per month for the first year with 89 trips per day.
